Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. The basis for this paper is an unpublished technology primer prepared for the industry-government Workshop on Advanced Measurement and Site Characterization for Mining Impacts held at Colorado School of Mines, Golden, Colorado, July 14-17, 1997

Longwall and/or room-and-pillar mining operations in multiple coal seams may not only induce subsurface and surface subsidence but also cause interactions between these mined coal seams. The interaction might destabilize underground mine structures and subsequently induce additional strata movements. Mathematical models to use the predicted subsurface deformations to assess the interactions and the consequences have been developed. The models are incorporated into a computer program, CISPM-MS, for predicting the final surface movements and deformations, as well as the mining interactions associated with multiseam coal mining operations. It predicts final surface movements and deformations caused by the individual mining operations and by the interactive effects. The program can also be used to assess mine structural stability in multiseam mining operations. The paper presents the developed interaction models and their application in surface subsidence prediction caused by multiseam mining operations. A case study involving mining in two coal seams, using longwall and room-and-pillar mining methods, respectively, will be used to validate the program.

Separation of minerals by shape has received little attention, since minerals normally do not break into different shapes during crushing and grinding. However, comminution of consumer wastes generates opportunities for novel separations based on particle shape. For instance, ductile plastics are broken into longer curved shapes, whereas brittle plastics yield angular particles. Using spouting beds for particle separation in water requires controlling the spout's instability. The preferred geometry for such redesigned spouting beds is reported. Plastic cylinders, discs and spheres were separated as a function of rising water velocity and amount of particles in the system. By using 5 mm particles, differences in settling behavior could be video recorded.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia (Figure 1). Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden ( > 30 m [100 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

Phelps Dodge Mining’s Bagdad, AZ copper facility uses a large series of cone crushers and ball mills to reduce copper ore to very fine particles. The solids are mixed with water to create a slurry. Milk of lime is added to this slurry to raise the pH. Small amounts of reagents are also added, including a frother to make bubbles, as well as a collector chemical that causes the copper minerals to stick to those bubbles. This material is pumped to a series of froth flotation cells to concentrate the copper. Air is blown into the flotation cell tank and the pulp mixture is vigorously agitated. Rising bubbles carry the copper particles over the edge of the flotation tank. The bubbles break after they flow over the edge.

The recovery of manganese from lower-grade resources has been studied for a number of years. Of key importance in prior work was the discovery that higher-valent manganese can be readily leached with sulfurous acid. This eliminates the need for high-temperature reduction roasting that is conventionally used in processing high-grade material. High-temperature roasting is energy intensive, emits a large amount of carbon dioxide and would not be economical for processing lower grade material. While the prior work provides important information for extracting manganese from lower-grade resources, the production of unwanted byproducts and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems that to this point have precluded commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low-cost, environmentally friendly manner. The emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted byproducts.

Every year more and more mining companies are entering joint ventures to look for minerals. Large companies join large companies, small companies join small companies, and large companies join small companies. Mining companies join oil companies, chemical companies, machinery companies, and companies with no other connection to the minerals business. And well they might, for here is a way for both minerals-oriented companies and those that have no background or knowledge of the minerals business to get actively involved in an outwardly-attractive but high-risk enterprise with the chance to participate in a lucrative minerals find. Thus, for reasons beyond those normally associated with joint ventures in many other fields, corporations, companies, groups, and even individuals are looking to joint exploration ventures as the answer to all problems of getting into or staying in mining.

The Steeple Rock district is a major epithermal .gold-silver district in New Mexico that exhibits district zoning. Five types of ore deposits occur in the district. The base-metal veins (with Au and Ag) form the center of the district and occur along the Carlisle fault. The gold-silver veins occur along northwest-trending faults outward from the base-metal veins. The margins of the district are formed by copper-silver, fluorite, and manganese veins. In addition, areas of older acid-sulfate alteration occur throughout the district and also exhibit zoning: massive silica/chert zone (inner), silicified zone, and clay zone (outer). This alteration overlies regional; alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow but older epithermal hot springs system. Subsequently, younger epithermal veins formed along faults.

Oil production rate and ultimate primary recovery from a heavy or viscous oil reservoir is usually limited to a very small fraction of the original oil in place. Typically, normal production rate is in the range of up to 10 barrels per day and expected ultimate cumulative production is up to 10% of in place values. Heavy oil reserves are not all alike. The physical properties of the rock, the liquid hydrocarbons, and depths of the deposits are so different that each reservoir poses a unique enhanced oil recovery problem. In some reservoirs thermal recovery by internal heat generation or external heat injection has been successfully exploited. In other reservoirs, mining the oil bearing formation for oil recovery by surface processing has been practiced. This paper will present an overview of the heavy oil recovery state of the art and discuss the critical factors leading to the decision for selection of a conventional hydrocarbon recovery or mining and extraction processes.

The operating lifetime, or production rate, selected for a mining project is among the most important factors influencing the design and ultimate economic success of the project. An incorrectly-determined lifetime can lead to the erroneous rejection of projects as uneconomic as well as the suboptimal exploitation of producing properties. This paper examines the calculation of the optimal lifetime using both traditional discounted cash flow and recently-proposed option pricing techniques. Using each method, the production rate is determined as that rate at which the net present value of the project is maximized.

Several factors have caused less emphasis to be placed on geologic mapping in mineral exploration in the last 15 years. These include opportunities for "easy" discoveries of near surface gold and silver deposits in developed countries, and of base metal deposits as well in less developed countries, a decline of emphasis on geologic mapping in many universities, and a decline of useful mapping by government agencies in many areas. Geologic mapping is simply a way of recording geologic observations on volumes of rock larger than can be seen from one place. Since most geologic processes involve systems larger than this, mapping is also essential to understand the significance of observations made on smaller volumes of rock, such as thin sections and sample taken for chemical or isotopic analysis. To be useful, the observations recorded through geologic mapping are then interpreted to arrive at an understanding of the 3D geometry and geologic history of a volume of rock, which is used to direct mineral exploration, or any number of other purposes.

Shovel excavation constitutes a significant component of production costs in any surface mining operation. This makes shovel loading an important cost center that needs to be improved to lower production costs. Optimization of tool design will improve energy efficiency in earthmoving operations. However, modeling the soil-tool interaction is a complex process due to the fact that forces for excavating particulate material are functions of many variables. The magnitude of this resisting force depends not only on the type of soil but on the size, shape and orientation of the cutting element. Moreover, part of this complexity is attributed to the fact that the behavior of the material during excavation is not yet well understood. For the past five decades, researchers have mostly used the passive earth pressure theory to study the soil failure patterns around a cutting tool and to develop force prediction models for design optimization with some success. Although the force models developed from the passive pressure theory have been successful to some extent, they can hardly be extended to a general case because of the underlying assumptions and simplification of tool shapes. This paper aims at reviewing some of the existing empirical and analytical methods of cutting and excavation tool modeling with a focus on their merits and limitations. The paper also explores the use of numerical methods, specifically the discrete element method, for dealing with the unresolved aspects of soil dynamics in excavation.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental, and technical aspects of open-pit mining operations. Factors influencing ore loss and dilution fall into two categories: (i) controllable factors like mine equipment selectivity and blast design and (ii) uncontrollable factors such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls pre-blast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, the study investigates the relationship between spatial entropy, cut-off grades, blast movement, dig-limits optimization model running time, and profit through a number of case studies. The results show that changes in cut-off grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution, and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy.

The U.S. Bureau of Mines pioneered the use of borehole deformation gauges and overcoring techniques to measure in situ stress. These measurements provide input to structural mine design and support selection for specific geologic conditions. This paper presents recent stress measurements in a western U.S. coal mine where the orientation of the stress field remained relatively unchanged over distances of several kilometers. The horizontal stress magnitude increased with depth of cover and in relation to major geologic structures. Local variations in roof stress profiles were used to develop generic models relating stress arching to strata stiffness and the inelastic behavior of mine roof.

The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

Dravo Lime Company has opened a new 290m (940 ft.) deep lime-stone mine near Maysville, Kentucky. As the mine was opened there were many unknowns as to the stress relationships within the rock, and their influence, if any, on the selected mining method. Therefore, a system of overlay geologic and structural maps, borehold extenso-meter measurements, and oriented photography was developed for the purposes of monitoring the internal structural relationships of the rock mass. This paper presents a description of the methods used, the observations made, and the conclusions and recommendations made as a result of the initial monitoring program.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.
