Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

Airflow in large-opening stone mines is largely dependent on the natural ventilation due to the large cross- section area of the opening. The openings of such stone mines are typically twice or thrice the size of typical underground coal or metal/nonmetal mines. Due to the influence of natural ventilation, air velocities as well as the static pressure drop in the mines are low. Mines rely on auxiliary fans to ventilate active faces to reduce contaminant exposure to mine workers. The National Institute for Occupational Safety and Health (NIOSH) is conducting research on ventilation of large-opening stone mines to reduce worker exposure to dust and other contaminants such as diesel particulate matter (DPM). In order to reduce worker exposure to dust and DPM, an understanding of the airflow pattern due to auxiliary fans in the mine is needed. Under this research, NIOSH researchers are exploring the computational fluid dynamics (CFD) modeling to understand the airflow behavior in large-opening mines. In this paper, the team is presenting the results from three-dimensional CFD modeling of airflow in a large-opening stone mine and investigating the effect of a fan placement with the movement of trucks.

The rare magnesium-lithium clay mineral hectorite occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite was precipitated in a lake environment formed after collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcaniclastic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small flake-shaped crystals, and Ca is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses developed to date include high brightness magnesium aluminum silicate products, organophilic clays, pulp retention, and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

Deposits are global, said Barrick Gold's Smith. This means that the mineral industry, by necessity, is global. "Manufacturers have considerable freedom to decide exactly where they wish to produce whatever it is that they sell," he said. "What we sell, on the other hand, must be produced where nature chose to lay it down. The question is not so much, whether to go global, as when to do it and how to go about it." The timing of international expansion depends on external factors, often political, Smith said, and on internal ones that relate to the company's size and stage of development. "In deciding how to expand, a company is largely deciding how to adapt its existing business strategy to activity on the world stage," he said Barrick entered 1997 with 1.58 kt (51 million oz) of reserves, Smith said, annual production of 93.3 t (3 mil- lion oz) and cash flow of $463 million. Reserves in- creased 40% in 1996 and production will begin to rise again significantly in 1999. "We believe our fundamental strategy is responsible for our early development and subsequent success," he said. Barrick entered the gold-mining industry in 1983. Its corporate mandate was to create shareholder value, Smith said. From the beginning, the company took a different approach - businesslike, entrepreneurial, strategic and focused. "Many mining companies start out with a technical team and develop business and financial expertise thereafter," Smith said. "In 1983, Barrick had the business people, and then moved into mining." First, it acquired part interest in two small operations, one in Alaska and one in Ontario. Then, in 1984, it merged with Camflo Mines, which operated a low-cost underground operation in Quebec.

The Albany Research Center (ARC) conducted studies of mechanical activation by conventional and ultra-fine grinding techniques to enhance olivine reactivity in mineral carbonation reactions. Activated olivine is one of several solid feed materials used at ARC in reactions with carbon dioxide to form carbonate minerals. This paper compares grinding techniques via energy demand data and product characteristics, including particle size distributions, surface areas, full width at half maximum (FWHM) XRD analyses, and particle morphology by SEM analyses. Reactivity was gauged by percent conversion to carbonate in subsequent carbonation tests.

Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. Geostatistical estimation techniques were customized to enable forecast of production figures at the Silver Bell uranium mine (Uravan District). Surface drill hole data were used to provide a block model of kriged estimators of average uranium grades. The recoverable figures, such as ore-waste ratio and ore grade, are then deduced from regressive curves previously obtained from underground information and production data. Cross-validations of the entire model were performed and were found positive.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

The Fifth International Conference on acid rock drainage (ICARD 2000) was held May 21-24, 2000, in Denver, CO. The three-day conference consisted of about 150 oral presentations and poster sessions that described the state-of-the-art of acid-rock-drainage (ARD) science and technology. The conference also featured a trade show. It included representatives from consulting companies and government agencies with interests in ARD, as well as other environmental issues related to mining. The conference also included field trips to ARD treatment sites and short courses on acid rock drainage issues. ICARD 2000 was planned and promoted by the ICARD 2000 Organizing Committee and the Society for Mining, Metallurgy, and Exploration, Inc. (SME). Financial support was provided by Barrick Gold, BHP Copper, Homestake Mining, Noranda, Phelps Dodge, PlacerDome, the US Bureau of Land Management, the USEnvironmental Protection Agency and the US Geological Survey. Since the original ICARD was held in Roros, Norway, in 1988, knowledge has improved of the behavior of mine wastes as have methods of environmental mitigation. The ICARD 2000 presented the latest advancements in the field of acid drainage.

A new high intensity grinding technology has been developed and is now being commercialized by Hicom International of Australia. This has led to the development and manufacture of Hicom 120 grinding mills which are now being sold internationally for a range of mining industry applications. The first commercial process application has been for the diamond sector, where the ability of the mill to remove host kimberlite rock by attritioning, with no damage to the thereby liberated diamonds, is seen to be a most beneficial attribute. There are, however, many other mineral industry applications for this mill.

The thematic mapper (TM) aboard Landsat II records image data at seven wavelength intervals or bands. Three record the visible region; three record reflected IR energy. A false color image combining bands 7, 4 and 2 rendered as red, green and blue respectively provides maximum discrimination of rock types in arid regions. Structural analyses and interpretation defines regional structures, large volcano-tectonic features intrusive complexes, all which localize mineralization. Special digital processing using the ratio: Band 3 / Band 1 can identify limonites and other iron minerals. The ratio: Band 5/ Band 7 identifies clays and alunite. These ratio images show features and patterns of hydrothermal mineral systems: ?patterns of sulfide and alteration zoning in large porphyry systems, and zones of strong silica, quartz-alunite-illite, and pyrite-sericite in epithermal centers. Thus, digitally processed Landsat TM images are a cost effective and rapid means to recognize altered areas and define targets for large mineralized systems.

When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

After forty years of exploration and development, the heavy mineral sand deposits of the Murray Basin are on the eve of substantial exploitation by Iluka Resources Limited, Southern Titanium NL and RZM/Cable/Bemax, whom plan to initiate mining and processing operations in 2005. A trial mining and processing operation was undertaken on the Wemen North strandline deposit in 2001-2003 by Murray Basin Titanium, a joint venture of Sons of Gwalia and RZM/Cable, which brought to light a number of mining and processing problems which have since been the subject of extensive studies and process development work. The mineralogy of these weathered strandline deposits is complex by industry standards due to the variety of the heavy minerals present, coatings on the mineral grains and the extensive weathering and alteration which has taken place during the past 50 million years. This paper provides an overview of the complex mineralogy that, in turn, dictates the processes that can be used to recover the valuable heavy minerals. The Murray Basin encompasses some 300,000 km2 and has been a depositional basin, often land locked, since the start of the Cenezoic Era. The economic heavy minerals include ilmenite, altered ilmenite, leucoxene of highly variable composition, rutile, and zircon. There are also other heavy minerals present such as cassiterite, chromite, and monazite in quantities that pose both problems and opportunities. The clay content and overburden thickness also play a major role in the selection of the deposits to be mined. Project Services Consultants (PSC) has undertaken the preparation of this paper as part of its ongoing participation in the mineral sands industry and in particular the project development activities in the Murray Basin region currently being undertaken by Iluka Resources. PSC has been involved with the mineral sands business for several years with senior staff having in excess of 30 years global industry experience. Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

"Air inversion is a meteorological phenomenon generally occurs during winter times. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for health and safety of miners. Mine operations cease if the concentration of NOx or CO exceeds the threshold limit value (TLV) of the pollutants. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Studies of the turbulence parameters suggest that effective ventilation of the pit and removal of pollutants can be accomplished if a large enough mixing length in the open pit can be created. Turbulent mixing by eddies of different length scales under an inversion layer is product of wind shear, thermal gradient and buoyancy. The main result of turbulence is mixing of the atmospheric profile and transport of momentum. Computational fluid dynamics (CFD) Simulation results of a novel mitigation approach using cloud cover will be presented in this paper. INTRODUCTION In extreme climatic conditions, deep open-pit mines tend to trap pollutants at the pit bottom due to air inversions. Keeping open pits adequately ventilated is a considerable challenge for the mining community. Mine operators in cold regions are very familiar with this problem, the severity of which can be judged from Figures 1 and 2. The top portion of the figures show clear sky and snow covered benches. The brown haze, containing various contaminants accumulated over time in the pit under the air inversion, can be seen in the bottom portion of the figures. Several Arctic or subarctic mines have reported air inversions. Even Rio Tinto’s Bingham Canyon pit in Utah has reported local air inversions from time to time [1].Mitigation of pollutants in deep open-pit mines in the Arctic is a challenging task. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for human health. Mine operations cease if the concentration of any one of the pollutants (NOx or CO) exceeds the TLV. Sustained cessation of a mine operation has serious economic consequences. For continued mining operation, the levels of pollutants must be below the TLVs. If no significant synoptic meteorological situation changes during an inversion, a warm air mass sits over the cold air mass within the open pit. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Some of the early approaches in artificially ventilating open pits were attempted in the USSR. Most of the studies by Soviet researchers suggested the use of turbojets and turbo-propeller engines, airscrews, axial pit fans, and meteotrons [2, 3]. However, the majority of these studies were only theoretical in nature, with no evidence of an approach that really worked in practice."

"BACKGROUND The design, development, fabrication, and test of a cryogenic supply for a refuge alternative is part of a larger effort funded by the National Institute for Occupational Safety and Health and managed through a Space Act Agreement with the National Aeronautics and Space Administration at the Kennedy Space Center, FL to create cryogenically based life support equipment responsive to the needs of miners as required by the Miner Act of 2008. This work is done by a joint contractor/NASA team. In particular, the Cryogenic Refuge Alternative Supply System (CryoRASS) serves to provide a respirable air source to miners confined for 96 hours in a mine refuge alternative. This system stores liquid air in a zero-loss cryogenic reservoir (Dewar) until an emergency requires use. The system does not require electric power when in use by miners. Because of the very cold nature of the liquid air, considerable heat stress relief and reduction of humidity is provided in addition to the required replenishment of oxygen. Moderate dilution of CO2 also occurs.INTRODUCTION The design of this new cryogenic refuge alternative supply system (CryoRASS) uses NASA/Kennedy Space Center technology as a development baseline. The design stores cryogenic (liquid) air that is warmed in an air handler box and the resulting gaseous air is introduced to the chamber that not only causes air circulation, but relies upon environmental and human heat to expand the liquid air to a gaseous state. Therefore, the primary benefits of the liquid air source, besides atmosphere maintenance (oxygen), is refuge cooling and dehumidification. This results in reduction of human heat stress and this occurs without the need for electrical power in the refuge chamber. This reduction is a major factor in ""apparent heat"" and the human perception of comfort. Another benefit with introduction of ""air"" vs only ""oxygen"" is the dilution of carbon dioxide. The volume of new air will displace existing refuge air and this air laden with humidity/CO2/low O2 passes out of the refuge relief valves. These RVs should be strategically placed to vent stagnant air preferentially. An initial system test was conducted in our Florida facility in a production 10-person hard chamber for 96 hours. Last year (2014) the system was tested with a 23 person inflatable refuge alternative in Bruceton. For this test, the CryoRASS air handler was redesigned to offer superior characteristics when installed in a Built-in-Place refuge alternative. This report describes the results of the modified system being tested in the Pittsburgh Experimental Mine while attached to a 30 person refuge for 96 (+/-) hours."
