The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

Significant resources grading less than about 1 % nickel occur in magmatic sulfide deposits of two types. In the Mt. Keith type, extensive zones of disseminated nickel sulfides occur in the central portions of certain synvolcanic dunite-peridotite sills of komatiitic affinity in Archean greens tone terranes. In the Duluth type, disseminated copper-nickel sulfides occur near the basal margins of intrusions of flood basaltic affinity associated with intracontinental rifting. In both types, the parent magmas became saturated with sulfide following the onset of fractional crystallization and the separation of the immiscible sulfide melt was accompanied by the precipitation of a relatively large proportion of silicates. The abundant silicate crystals impeded the coalescense and accumulation of the sulfide droplets with the resulting formation of large but low grade deposits.

There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

Turkey has important celestite reserves in Sivas. These reserves have gypsum and/or calcite as gangue minerals. Celestite-calcite ore cannot be concentrated by gravity methods due to the low efficiency of gravity methods in fine sizes. Research was tried to concentrate celestite to a market grade by flotation. Parameters such as pH, particle size, dosage and types of collector and depressant were examined. Cyanamid A-845 and Na-oleate combination as collector, sodium silicate as depressant, and Aerofroth-65 as frother were found as the optimum flotation reagents. By applying 3-stage cleaning, a concentrate assaying 95,34 % SrS04 was obtained with 84,93 % recovery.

This chapter will summarize some of the important applications in the geotechnical (pit slope, spoil pile and tailings stability, and hydrology), the environmental (including reclamation), and equipment selection and analysis areas. Virtually all aspects discussed are applicable both for planning of new mines and for evaluating existing operations. Probably the most influential item which has affected the areas discussed in this chapter and possibly most areas discussed in this book is and will continue to be, in the next decade, the myriad federal and state environmental, safety, and reclamation regulations affecting new mine development and continued operation of existing properties. Computer applications have been and will continue to be instrumental in assisting in planning to meet the challenges of the requirements dictated by these regulations.

This paper reviews major developments in continuous haulage technology for underground coal mines. Haulage systems, both in use and development, are investigated through a comprehensive literature search and visits to mines and manufacturers. The systems include flexible conveyor train, mobile conveyor, multiple-unit continuous haulage, extensible, and belt turning systems. Strengths and weaknesses of the systems are assessed in light of their operating under remote control and their application to the computer-assisted continuous mining machine being developed by the U.S. Bureau of mines. Through mining scenarios, candidate haulage systems are conceptualized to be consistent with the capabilities of the mining machine.

Effluents discharged from gold mills, and more recently from heap leaching operations, pose significant hazards to the environment if not properly managed prior to discharge. This paper describes the nature of wastewaters which must be treated, the treatment processes being applied in Canada and the capabilities of these methods in removing cyanide and metals. As a result of past practice the most common method of reducing cyanide in gold mill effluents remains that of natural degradation in tailings ponds. This method has proven capable of producing high quality effluents where large ponds and sufficiently long water retention times can be provided, but at many mines this has not been the case. Since 1981, as a result of these limitations there has been a strong move in Canada to chemically-based effluent treatment plants, particularly as additional processes became available. Canadian gold mills have become leaders in the use of chemical processes to remove cyanide, in terms of the variety of such processes in operation (five in total), the number of plant installations and the number of processes developed in this country. The hydrogen peroxide and Inco SO2-air processes, in that order, are being applied most widely. Alkaline chlorination, the initial process to be used fairly extensively has been almost totally replaced by the two methods mentioned above. Since a number of effective methods are now available for the treatment of gold mill effluents, the selection of a process for application at a specific mill requires careful consideration of:

The main goal of this study was not only to investigate the effectiveness of the FGX Dry Separator for removing pure rock from run-of-mine coal producing a better feed stock for conventional coal preparation plants but also to optimize the FGX Dry Separator performance for producing a salable clean coal product without using the conventional wet coal preparation processes. A Model FGX-1 Dry Separator with feed throughput capacity of 10 tph was extensively tested at the Illinois Coal Development Park using two coal samples having distinctly different cleaning characteristics. Statistically designed experimental programs were conducted to indentify critical process variables and optimize FGX Dry Separator performance by systematic adjustments of critical process variable parameters. The coal cleaning performance of the FGX Dry Separator was evaluated for the particle size range of 63.5 x 4.76 mm in most cases, although FGX Dry Separator feed consisted of nominal -63.5 mm run-of-mine coals. The best cleaning performance obtained from the FGX Dry Separator is described by specific gravity of separation (SG50) and probable error (Ep) values of 1.98 and 0.17, respectively. The SG50 and Ep values for individual size fractions were as follow: 1.90 and 0.12 for the +50.8 mm size fraction, 1.95 and 0.18 for the 50.8 x 25.4 mm size fraction, 2.01 and 0.19 for the 25.4 x 12.7 mm size fraction, and 2.03 and 0.23 for the 12.7 x 4.76 mm size fraction. These process efficiency measures produced a clean coal with ash content of 13.38% from a feed coal with ash content of 34.45%. Ash content of tailings and middlings streams were 85.09% and 39.57%, respectively. Total sulfur contents of corresponding streams were 3.87%, 4.68%, 6.87%, and 4.62%. For a relatively easy to clean Illinois No 6 seam coal (Cleaning Index: 0.72), only about 0.42% of the clean coal (i.e., 1.6 float fraction) present in the feed was lost to the tailings stream. For a relatively difficult to clean coal (Cleaning Index: 0.53), about 0.98% of the clean coal present in the feed was lost to the tailings stream.

Metallurgical coal is an essential component for the blast furnace-basic oxygen furnace (BF-BOF) steelmaking process, which accounts for roughly 70% of total global steel production. To meet the growing demand for metallurgical coal, Arch Resources identified the potential to recover low- ash coal from ultra-fines discarded prior to the deslime flotation circuit across their portfolio of operations. Historically, many flotation circuits were designed to discard this ultra-fine coal due to high clay content and technological barriers to cost-effectively upgrade and dewater the coal to a saleable product. Recent advancements in high-intensity flotation technology, including the Eriez StackCell, have enabled coal producers to recover ultra-fine coal while minimizing capital and operating costs. In July 2023, Arch Resources commissioned the first full-scale ultra-fines recovery circuit utilizing StackCell high-intensity flotation technology at the Leer Mining Complex. This paper reviews the approach utilized to develop the flotation process design, learnings from the commissioning and ramp-up period, and performance data through the first year of operation.

Dump truck tires are often used in long-haul roads in rugged terrain, with high rolling and grade resistances. These conditions increase the ton-kilometer-per-hour (tkm/hr) or short-ton-mile-per-hour (stmph)rating of tires, leading to tread wear, cuts and complete failures. The load-bearing capacities of these tires are sometimes exceeded, with truck overloading, overstressing, heating and subsequent failures. In addition, truck tire demand far exceeds the current supply capacity, with long lead ordering time. This condition has caused severe tire shortage, and the problem is expected to be sustained in the long-term. Industry has taken extensive practical measures to prolong tire service life with significant results. However, this problem can be solved through fundamental and applied research initiatives. This paper pioneers a research effort in tire service life using multibody physics, fatigue failure modes and soil failure dynamics to develop tire-road contact force dynamics. A virtual prototype simulator of the tire-road contact, using the CAT 775E (with standard tire 24.00R35) was developed and simulated within the MSC.ADAMS/NASTRAN environments. The results show the areas of the loaded tires with maximum Von Mises, principal and shear stresses, which could result in fatigue failure, tire wear and tear and blowouts. The maximum Von Mises stresses on the six truck tires are between 35 and 58 MPa. The maximum shear stresses are also between 19 and 33 MPa. These stresses will cause early tire failures given an average operating schedule of between 20 and 24 hours per day. The isolated areas with maximum stresses will be subjected to further studies to reduce stress intensity while preserving tire performance.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite and fluorite were deposited dominantly under high-temperature conditions, and they exhibit strong cathodoluminescence (CL). At the Okorusu, Namibia, carbonatite complex and fluorspar mines, three types of carbonatites have been recognized by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

Anomalous geologic or stress conditions ahead of the longwall face can cause great harm to both the individual miner and the mining operation as a whole. The U.S. Bureau of Mines has been developing seismic tomography techniques to image the panel ahead of the face. This paper presents the results of a field effort in which a 60-m (200-ft) segment of a longwall panel containing a fault zone was surveyed daily as the face approached. Stress distribution, geologic structure, and dynamic elastic properties within the panel were plotted and compared to static laboratory measurements. The surveys successfully imaged an anomalous stress concentration, likely influenced by the presence of the fault zone. The calculated dynamic physical properties generally agreed with laboratory measurements.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. The National Institute for Occupational Safety and Health (NIOSH) conducted field tests to evaluate the effectiveness of a wet head continuous mining machine for reducing dust exposure for continuous miner operators. Wet head technology delivers water via sprays to the continuous miner?s cutter head as opposed to traditional standard sprays located on the boom and body of the mining machine. The sprays, positioned directly behind each bit on the cutterhead, deliver water at the point of attack, serving to cool the bits during mining to reduce the potential for frictional ignitions. The sprays also flood the coal with water to potentially suppress dust generation. Dust surveys were conducted at several mines to evaluate the wet head?s effectiveness to control respirable dust exposure at the continuous miner operator location and in the immediate return. Results show that the wet head miner generally improved air quality at both sampling locations to varying degrees in some, but not all, mines when compared to a continuous miner with a standard spray system.

The topic I would like to throw out for discussion this morning concerns the metallurgical solution management of operating a valley fill leach facility where ore depths approach 250 feet and deeper. We are currently beginning to experience solution transport times through our heaps on the order of 60 to 70 days as our heaps approach 250 feet. Incorporating a two-stage leach scenario, or solution enrichment, these times are nearly doubled. Concurrent with the increased solution transport times, the solution tenors being produced by our heaps are being diluted slightly as percolation occurs through the lower lifts. I feel the best way to handle these situations is to closely monitor solution application rates, and carefully manage ore stacking. Also, as heaps become deeper, metallurgical and hydrologic characteristics of the ore become inter-related, i.e. if channeling or preferential flow is taking place, lowering cross-sectional flow rates to older leach panels with help re­institute capillary flow while helping to prevent solution tenor dilution.

Any improvement in the accuracy of commercial comminution calculations under the Third Theory must be accomplished either by increased precision in energy input measurements, or by a better evaluation of the total new crack length produced, as indicated by the feed and product size distributions. Since at the present time feed and product sizes are approximated solely by the microns 80% passes, the most promising opportunity for increased accuracy lies in consideration of their plotted size distribution characteristics. This paper shows how more accuracy can be obtained over an increased range of feed and product sizes from size distribution studies.

A mathematical model describing the concentration profile of fine particles in the axial direction in liquid fluidized beds has been developed for the removal of fine particles. A forward finite differentiation technique has been used to solve a continuity equation with a source term to predict the concentration profile and, hence the recovery as a function of time. With the aid of experimental results obtained using a fluidized bed of 3-cm diam, dimensionless parameters were identified. These parameters were used to predict the concentration profile of fine particles in fluidized beds of larger sizes. Four different sizes of fluidized beds, namely, 1.3, 3.0, 4.0, and 7.5 cm in diam, were used in this investigation. The amounts of bed particles used included 4, 8, 16, 24, 59, and 120 g, and the size of bed particles were 48x100, 100x150 and 150x200 mesh.

Mining accidents due to inrushing water are caused by sudden changes in seepage owing to structural damage to key strata of the aquiclude. The backfill mining method can be used to control the movement of the strata, weaken the evolution of fractures owing to damage by key aquiclude strata (KAS), and control the channel for inrushing water. This study develops a mechanical model of a composite beam on a non-uniform elastic foundation of the KAS by analyzing the coupling relationship between the filling body and the key water-resisting layer of the aquiclude. Equations of the deflection-induced deformation, bending moment, and maximum tensile stress of the KAS are analyzed, formulae to calculate the allowable tensile stress and backfill materials’ compaction ratio (BMCR) to ensure structural stability are derived, and are used to provide the critical BMCR for their structural instability. The results of field measurements show that the subsidence of the roof was 600–700 mm with an average BMCR of 80.63%. Damage to the overlying strata was controlled to ensure safe mining and the disposal of solid waste from the aquifer. The research here is useful for ensuring safety during mining while protecting water resources.
