Anniversaries are supposed to be times of celebration, and I truly believe that we have something to celebrate on this anniversary. For, after ten years, there has been much progress in the implementation of the surface mining law.

The power generation industry may be required to reduce CO, emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.

To create a feasible plan to extract marine minerals there are a significant number of factors that must be analyzed. Most of these are known from conventional mining types. During exploration and exploitation of complex ores, waste dumps that contaminate severely the environment and in particular soils, are genetated. The most hazardous pollutants are heavy metals and metalloids (e.g As, Mo, Pb and Cu) as well as radionuclides (e.g U and Ra). Ecological remediation aims, among others, at decontamination of soils by preserving important properties as soil fertility.

Gold occurrence in operating plant tailings ranges from gold in solution, fine free gold, gold associated with sulphides/arsenides/tellurides and gold occluded within iron oxides or arsenates and silica gangue. This paper briefly presents various alternatives to reprocess gold tailings, with examples. These include the use of centrifugal gravity separators, CIL, magnetic separation, flotation and pressure oxidation.

Recent land ban act has put pressure on industry to decontaminate the waste streams before they could be discharged. However, for both metal and organic contaminated wastes, there are commercial incentives to recover usable resources. Recent technology developments have helped meeting such objectives. This paper reviews developments in treatment technologies for industrial wastes. Major chemical groups used in waste treatment are summarized.

Recent process advances at Lac Minerals Est Malartic Division are discussed. The Est Malartic mill treats massive sulphide, copper/gold ore from the Bousquet 2 mine, to produce a gravity gold product, a copper flotation concentrate and a gold precipitate. The mill operation has been improved by the application ofKnelson concentrators to replace jigs, the application of Outukumpu high grade tank cells and optimizing the cyanide leach to minimize cyanide consumption.

Raptors are birds of prey. In recent years, these birds have become highly regarded and have been given protection under various state and federal statutes. Surface coal mining can have both negative and positive impacts on raptors. Mitigation strategies and enhancement techniques can be implemented to alleviate negative impacts. The success of habitat reclamation will determine the long-range impact of mining on raptors.

Previous papers by these authors on slurry rheology control grinding aids have emphasized the end-use results and application methodology involved. This paper emphasizes the chemical principles and the influence of various chemical structures behind slurry rheology control chemicals. Particular examples are shown which correlate chemical structure modifications to environmental factors involved in grinding such as pH, shear, ore type, water chemistry, and particle size.

Extensive soil conditioning was required to allow Earth Pressure Balance(EPB) tunneling on the South Bay Ocean Outfall tunnel project in San Diego, California, near the Mexican border. This tunnel extends 19,000 feet out under the Pacific Ocean and was mined through soil formations including silts, sands, gravels, cobbles, and boulders. EPB pressures ranged from 3.0 to 7.0 bar, with the maximum pressures required when mining through the highly permeable granular formations.

Waste-dumps originating from the mining industry constitute a serious environmental problem if they are not properly rehabilitated. Industrial and domestic sewage sludge from waste water purification plants on the other hand constitute a problem of environmentally acceptable disposal as these residues contain a large number of potential contaminants. The current project aims at developing an integrated methodology to rehabilitate the mining waste-dumps by the use of sewage sludge so that the two mentioned problems will be solved at once.

Depending on its complexity, the application may have to be reviewed in detail for water quality, water quantity, wetland and upland habitat, wildlife issues, waste disposal, historical and archeological significance, other environmental factors, and financial surety sufficiency. To reduce review time and cut costs to the applicant, this paper identifies the most common mistakes that can lead to delays in the application process.

A closure plan was developed for the Intera Pond Facility, a former acid leaching collection pond at the BHP Robinson Mining Operations. To properly close the Intera Pond Facility, an engineering plan that was both technical and cost effective was developed. A primary objective of this closure project was to demonstrate to State regulators that following the proposed plan would minimize further degradation of water resources. Field data demonstrated natural attenuation of metal enriched solutes via carbonate reactions. Prospective fate and transport modeling indicated that it would not continue to degrade waters of the State.

The reduction of dissolved selenium oxyanions from mine wastewater utilizing an elemental iron cementation technology on been studied on a laboratory scale at Montana Tech of The University of Montana and on a pilot scale at MSE-Technology Applications as a water treatment process potentially capable of removing dissolved selenium to GO WL. Laboratory and pilot scale studies using elemental iron have demonstrated effective removal of dissolved selenium. Enhanced selenium reduction rates have been demonstrated when galvanically coupled iron/copper and iron/ nickel are utilized. The laboratory and pilot scale results are presented and discussed.

A previous investigation showed that corrosion currents estimated from polarization curves for the pyrrhotite-grinding media system under abrasion correlated well with corrosion currents estimated from marked ball wear test data by applying Faraday's law. Freshly abraded metal debris were magnetically attracted to pyrrhotite and lowered the rest potentials of the mineral particles, thereby affecting the corrosive wear. A variety of domestic bauxites have been beneficiated to meet refractory grade standards by use of high intensity, high gradient, wet magnetic separation. Besides reducing the iron content to less than 2%, the Ti02 content of the bauxite was also reduced. The beneficiation can be accomplished by means of a simplified wet process flow sheet with an estimated cost comparable to that of water washed, filler grade kaolin. The process has been carried out on a small pilot plant and then scaled to produce 25 tonnes of calcined refractory bauxite meeting National Stockpile Specifications.

This paper relates to hydrometallurgical studies on the recovery of soluble aluminum values from aluminum-bearing ores, i.e., Georgia clays. At least 50% of the soluble alumina values were recovered by leaching the calcined clays from aqueous solutions, comprising simultaneously contacting a stream containing an effective amount of a reducing agent such as sulfur dioxide and a stream containing an effective amount of an oxidizing agent such as chlorine gas for a time sufficient to dissolve alumina. The recovery of alumina from this aqueous slurry of the calcined clay by leaching with sulfur dioxide and chlorine gas showed much better results than that by leaching with concentrated sulfuric acid and/or concentrated hydrochloric acid at 100O C. The leaching reactions between the aqueous slurry of the calcined clay, chlorine gas, and sulfur dioxide were strong exothermic reactions for several hours, requiring no external heating.
