The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.SoC (O°F). Other areas where FCA has found utility has been de-icing conveyor belts, idler, idler arms and other moving parts that have been impeded by ice.

This paper will deal with some of the considerations which, were involved in the design and construction of the uranium mills in the Elliot Lake area . These plants, eleven in number, range from 1500 to 6500 tons per day milling capacity. Most references are with respect to the seven plants in the Rio Tinto Group which have a combined milling capacity in excess of 20,000 tons per day. In dealing with such abroad subject as mill design, one has the choice, of covering a few specific problems in great detail, or else attempting to cover many subjects superficially and briefly. In preparing this presentation, an attempt has been made to compromise on these extremes, and to select some interesting illustrations which are of general interest in the field of mill design, and of value to persons concerned with mill design broadly, beyond the field of uranium mills.

Concrete-infused cloth is used in several civil and mining surface applications whose circumstances are similar to some of those in underground mining. A feature of this material is that it cannot be overhydrated. In underground conditions, however, the excess supply of water to the cloth for hydration could lead to muddy and potentially unsafe working conditions, as well as resource wastage by supplying more water to the construction site than is needed. The objective of this study is to verify the water-to-cloth ratio and study the effect of hydration level on the strength of the Concrete Cloth product. We found that the strength increases with increased hydration up to a 1:2 water-to-cloth ratio by weight, after which the strength holds steady regardless of additional hydration. This confirms the 1:2 water-tocloth ratio by weight for hydration and confirms that strength is retained even if the cloth is excessively hydrated.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

The movement of solids by pipeline is an art dating back well over 100 years as evidenced by many references in the literature. Even though all of the early pipeline transport systems were based on trial and error and relied mainly upon the designer's experience, hydraulic transport offered distinct advantages in convenience or cost for the chemical, mining, and civil engineering industries. It became well established for in-plant process lines, dredging, waste disposal, and other uses almost exclusively for short distances. During more recent times, much research work has been done in an attempt to understand the underlying principles involved in transporting solids in a fluid. Design criteria for pumping slurries have evolved to the point where pipelines designed for distances of several miles to several hundred miles can be accomplished successfully. Consolidation Coal Company designed and built a 10-inch diameter 108-mile long line1 for transporting coal in the 1950's and operated it from 1957 to 1963 when it was placed in mothballs because of falling freight rates for rail shipment. More recently, the 273-mile Black Mesa Pipeline2 was built and is operating. There are other examples of long distance pipelines,3 but all are for specially prepared fine slurries which allow the pipeline to be operated more economically.

The Powderhorn complex as a source of perovskite (calcium titanate) containing about 1.5% rare earths has been examined in several recent feasibility studies. Much promising exploration and process research has been done in recent years. This paper is presented with cautious optimism and with the acknowledgment that there may be some technical and economic areas yet to be explored. The Powderhorn carbonatite and alkalic stock in Gunnison County, Colorado, lies about 203 airlines km southwest of Denver at an elevation of 2450 to 2750 m (see Figures land 2). All of the mineable ore bodies are owned by Buttes Resources Company of Houston, Texas.

Breccia pipes are vertical pipe-like columns of rocks that provide conduits for fluid flow and open spaces for mineral precipitation, hence are focus areas for exploration. In the Gallinas Mountains, Lincoln County, New Mexico, there is recorded production of Cu, Pb, Ag, F, Fe, REE (as bastnäsite), and Au from 1902 to 1980, but no production reported from the breccia pipes. Previous studies described the occurrence of REE in breccia pipes, but their transportation and deposition controls are still unclear. The aim of this research is to characterize the magmatic-hydrothermal breccia pipes in order to understand the geochemical and physical conditions of deposition of REE and gold in the breccia pipes found in the Gallinas Mountains. There are more than 20 exposed breccia pipes that form a NE-trending belt about 3–5 kilometers, mostly gray-brown and consist of angular- to sub-rounded rock fragments, some host high concentrations of REE (80,500 ppm total REE) and Au (175 ppb). Preliminary studies suggest they are magmatic and intruded into the host rock and, subsequently, hydrothermal fluids precipitated F-REE and Au along the edges of some breccia pipes. More studies are underway to test this hypothesis.

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

Open pit mining is the strong sector of the American mining industry. In the middle of the 60's. 17-18% of the ore in metal mines was mined with underground methods. From the middle of the 60's to 1980 the production in open pit metallic mines increased from about 400 to close to 600 million short tons while at the same time the underground mine production decreased a little, from about 90 to about 80 million tons. Less than 15% of the ore prodction now come from underground mines. Large amounts of waste rock were also handled in the open pits. In the middle of the 60's about 600 milion tons were handled, in 1980 1,200 million tons were moved. This means that the average stripping ratio increased from about 1.5 to over 2.0 tons of waste rock per ton of ore, figure 1.

PDMI mines five different grades of ore. Shovel operators were experiencing problems differentiating one material type from another. In 1997 PDMI decided to try GPS ore control to aid operators in identifying material boundaries. Computer generated ore control maps and GPS data defining the shovels' position is fed to a computer on board the shovel. A monitor, located near the shovel operator, displays material types, their boundaries, and the shovels' position and movement in relation to the mining face. This information has reduced errors in material identification by 50%.

The paper under discussion provides an excellent and concise study of compartment ergonomics for thin seam equipment. However, in accomplishing this, some very important operational aspects were ignored. Since these are likely to be determinant, the authors' response is solicited. The novel shuttle car with its cross-car, end-mounted compartment is operationally very different from the current one. The latter can be considered a highly mobile extension of the continuous miner or loader, with a pass-through conveyor, dump boom, and extra storage. As such, the vehicle's kinematics are the simple "I," or shuttle pattern, bent for going around pillars, with an intermediate stop at the "change-out point" (Adler, 1986). The action of the cable reel adjusts well to this pattern. The proposed shuttle car's motion either superimposes a "Y," time is lost (5 seconds) for each cycle, space is needed, line of sight is compromised, and a cable anchor is probably required at the dump. A chute is almost prohibitive in construction time and cost. The lack of a dump boom further curtails flexibility in the proposal. The value of a standard hand and opposite standard hand configuration also needs consideration. Many front-end loaders have a rocker (overshot) capability that is designed to achieve an "I" pattern. And crawler loaders sometimes use a side dumping bucket variant for the same purpose. These examples indicate the pattern's importance. For underground, thin seam application, the ram car has become popular. This is an articulated truck, battery-powered, and with an ejector dump. Its operational patterns would be similar to the novel shuttle car, except without the loading flexibility provided by a conveyor. Since the cab location of the proposed shuttle car largely obviates some of the major advantages of the present shuttle car, the question arises whether this configuration could be adapted to the current ram car and scoop.

In the past several decades, many major equipment manufacturers have ventured into developing new technology for underground hard rock excavation. This includes variety of configurations for full and partial face mobile excavation units. Mining industry prefers machines that can excavate noncircular, flat invert profiles and be able to make tight turns in hard rock. The need to use disc cutters for cutting hard rock has impeded the development of such machines due to the need for gripper system or large mass of a machine to support the force requirements of the disc cutters. Most of the prior attempts have been partially successful and the operations have faced some practical limits and challenges. Among the units that have been successfully used, one can name mobile miner, which was used for rock excavation in some projects. A redesigned mobile miner, called the “Remote Vein Miner,” or RVM, has been developed by Epiroc for underground hard rock mining in Hecla’s Lucky Friday Mine. This equipment potentially opens numerous opportunities for innovation in civil tunneling projects, where the operational flexibility and accessibility of a TBM’s limited tunnel path, design of the profile, and cost are limiting factors. This paper explores the application of the RVM in tunneling projects, its advantages and possible areas of innovation in tunnel planning and design.

Any city dweller who has walked alone along a remote mine passageway has to be impressed by the eerie silence - the total absence of noise except for ones own breathing and scuffing of boots on the bottom. An underground mine can have tremendous contrasts, from complete silence to the ear piercing clatter of percussion drills working on the mine roof. Noise in underground mining machines is both useful and detrimental. Without characteristic noises that are recognizable to miners, operators would have a more difficult job operating their machines. Noise serves as a warning of approaching machinery, and changes in noise give indication that breakdowns may occur. But excessive noise is a health hazard. In recognition of this fact, our Congress included noise exposure as a part of the "Coal Mine Health and Safety Act of 1969". As Fig. 1 indicates, allowable noise exposure is established by specifying a time duration permitted at different noise levels. This is the well known "Walsh-Healey" criteria which governs noise exposure in many industries.

Existing classifications of mining and construction equipment have had major deficiencies. They often lack organization, balance, and have remained obscure. Particularly when proceeding to great.er resolution these deficiencies have proven crippling. By adopting "Classes", "Groups" f "Types" and "Kinds" at successive degrees of refinement, a "Taxonomy" is developed based on clear visual differentiation or on a "Morphology??. This symbiotic application, adopted from the Biological Sciences, yields clear, simple and unambiguous results. Supporting this effort are guidelines for easily and credibly sketching equipment which are also distinctive. Numerous illustrative examples are provided. Communications are improved and the engineer obtains a confident feel for the equipment at hand.

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance. Professionals from outside the United States were guests at the first SME International Reception.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.
