President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. Shotcrete is a versatile and widely utilized rock support material in mining and civil engineering projects due to its adaptability, strength, and efficient application. It immediately stabilizes rock surfaces, effectively controlling loose materials and preventing rockfalls in underground excavations. This paper focuses on assessing and analyzing data from observations of nozzlemen (shotcrete sprayers) during primary ground support activities in an underground mine. The study highlights the importance of nozzlemen’s skills in ensuring the quality of shotcrete application, which is critical for underground mining operations’ structural integrity and safety. A comprehensive training program and field support were implemented to enhance the nozzlemen’s proficiency. The training set covered theoretical knowledge and practical techniques to improve shotcrete application daily. Proficiency improvement was assessed using quantitative metrics, with rebound percentages decreasing by 5–14% as nozzleman competency increased. The results of this initiative showed significant improvements in shotcrete quality, including increased efficiency, reduced waste, and fewer reworks or rehabilitations. The findings aim to contribute to a broader understanding of best practices in shotcrete application and nozzlemen training, ultimately enhancing ground support application measures in the mining industry.

In mid-April 1992, MINING ENGINEERING mailed a survey questionnaire relating to mining shovels and hydraulic excavators to 125 SME members working at surface mines or at the headquarters of companies that operate surface mines. The mailing was directed to individuals whose titles indicate that they have management or mine planning responsibilities for surface mining operations. A total of 56 usable surveys returned by June 17 are the basis of this report. Precious metals mines Eighteen precious metals mines or mining companies returned completed surveys in time to be included in this report. Of these, 14 use hydraulic shovels only for both ore and waste, I uses both hydraulic and rope shovels, and 2 use Caterpillar 988 front-end loaders for both ore and waste. (Of the latter 2, neither expects to be in the market for a shovel in the next three years. I of these 2 placed Harnischfeger P&H number one and O&K number two in response to the question, "Based on your current knowledge of their machines, which manufacturer would you likely chose to supply new shovels or excavators to a mine or mines operating under your responsibility, if you were in the market?") Another uses front-end loaders, make not designated. The latter does not expect to be in the market for mining shovels or excavators within the next three years. Of the final total of 14 precious metals mines using only hydraulic excavators to load ore and waste, 8 use Hitachi excavators only, 1 uses Demag excavators only, 1 uses Liebherr excavators only, 1 uses O&K excavators only, 1 uses Harnischfeger P&H and O&K excavators, 1 uses Harnischfeger P&H and Hitachi excavators, and 1 uses Hitachi and Demag excavators. Of the 14 precious metals mines using only hydraulic excavators, 7 use excavators in the 7.6 to 11.5 m; (10 to 15 cu yd) size range. Of these 7, 5 use only excavators in this size range, and they are used to load both ore and waste. 1 of the 7 also uses 11.5 to 17 m' (15 to 22 cu yd) excavators, and I also uses a 17 to 23 m3 (22 to 30 cu yd) excavator. Of the 7 remaining of these 14 precious metals mines that use only hydraulic excavators, 3 use 11.5 to 17 m' (15 to 22 cu yd), 2 use 17 to 23 m3 (22 to 30 cu yd), and 2 use less than 7.6 m' (10 cu yd) units.

The evolution of surface mine layout configuration is a function of the schedules and sequence of material excavation within the optimized layouts. The production schedules and sequence of materials movement from multi-bench and multi-face operations are difficult to plan and execute. However, the ability to maximize the profit or net present value of an orebody is largely dependent on the mining schedule. The mining schedule will determine the life of the mine, the projected cashflows, and the investment requirements over the mine life. The pit geometries, pit expansion rates and the periodic volume of materials from different benches in a multi-bench, multi-face open pit mine determine the equipment requirements. The volume of materials excavated, as well as pit layout changes from circular and elliptical geometries of an oil sands mine were modeled using analytical geometric and parabolic partial differential equations (PDEs) and solved within Matlab. The results show that the geometric values are almost the same as those obtained from PDEs for different pit configurations. The economic analysis shows that both the current mining system (CMS) and the cyclic excavator conveyor belt control system (CycEx CBCS) are viable with high NPV (= $3.20 × 1010), PI (> 19%) and IRR (> 29.02%) with short discounted payback periods (= 3.24 months). The CycEx CBCS option is more economic than the CMS option. Its NPV is 1.27 times that of the CMS option. The PI and IRR for the CycEx CBCS option are respectively 2.24 and 1.13 times that of the CMS option. As well, the CycEx CBCS option has almost half the DPBP of the CMS option. The CMS option has an operating cost of $1.386 per tonne ($2.774/barrel) while that of the CycEx CBCS option is $0.779/tonne ($1.558/barrel). These results show that the CycEx CBCS option is the better option for mining companies working on oil sands deposits to invest in.

Blast vibrations induce sounds within neighboring residences. A house wide vibration and sound monitoring system was installed in a West Virginia home which was subjected to blasts at varied distances and direction. Eighty-nine blast events were monitored and analyzed for this case study. Fifteen channels of data were collected including three triaxial geophones, one airblast microphone, one uniaxial geophone mounted to the wall of the house (response channel), and four microphones that recorded CD quality sound waves inside the house. Each of these channels was recorded on the same time reference and scale allowing for direct comparison of the waveforms. The response channel signal was easily separated into ground vibration induced and airblast induced movement due to the differences in their times of arrival. This response channel was then compared to the sounds recorded inside the home to determine which component of blast vibration induced the maximum sound response inside the home. Blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond 762 meters (2,500 feet), the maximum sound response inside the home was caused by ground vibration without exception. When airblast was identified as the dominant sound generator in the house, the peak amplitude of the sound was directly related to the amplitude of airblast. When ground vibration was identified as the dominant sound generator in the house, the peak amplitude of sound was not related to the amplitude of ground vibration. In these cases, sound amplitude was driven by the conditions present in the house such as loose items, doors, and windows creating sudden peaks from falling or slamming. In the same respect, sound amplitudes varied depending on where the sound was recorded. Different rooms generated very different sounds based on the contents of the room. Findings from frequency analysis showed that the frequency content of sounds inside the house were not related to frequency content of airblast or ground vibration regardless of source suggesting that residents would have difficulty determining the source of blast induced noise in their homes.

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

Precipitation in the northeastern United States, Florida, California and in many industrialized areas of the world is now more acidic (lower pH) than can be accounted for by natural causes. At the same time, the acidity of many lakes and streams in the northeastern United States has been measured and found to be similar to that of actual rain. These facts have led to conclusions that the two conditions are related. Coal burning utilities, 700 to 1000 miles upwind, have been accused of being the cause, leading to proposals for strict emission controls on the alleged offenders. The costs of these controls would place an estimated $10 to $15 billion capital burden on utility customers in about 15 states plus $2 to $6 billion annual operating costs. There appears to be no direct well-established scientific evidence that the accused are guilty but that the indictment is based largely on circumstantia1 evidence. This study examines the evidence, describes the situation and proposes what must be done to reduce the acid precipitation in an orderly cost beneficial manner. It is interesting to observe that studies by the different adversaries on the acid precipitation issue come to different conclusions largely because they do not read the same literature, but selectively develop evidence to support their own points of view, This study will try to review the issues impartially and reach a position of scholarly balance.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

This study investigates upgrading of low-grade banded hematite quartzite iron ore (Fe ~31%). Conventional beneficiation was found to be futile. The susceptibility of iron phases to microwave exposure and their selective absorption assists in the liberation of iron values. Microwave exposure of coarse particles at 540 W for 10 min yielded a concentrate with Fe 56.30% and recovery of 50.68%. Conventional carbothermic reduction at 500 °C, 60 min and 9% charcoal yielded a concentrate with Fe 57.6% and iron recovery of 68%. The presence of sufficiently bonded silica leads to an easy formation of a fayalite phase. The microwave reduction design yielded FeG of 57.6%, FeR of 47% and a yield of 24% at an optimal condition of 540 W, 8 min and 6% charcoal. It was found that a small fraction of microwave-irradiated ore-charcoal mixture melted rapidly, and pure ferrite balls were observed within 8 min. An optical micrograph of a ferrite ball reveals the retained austenite and martensite phase.

"The Earth’s properties, composition and structure ahead of a tunnel boring machine (TBM) should be mapped for hazard assessment during excavation. We study the use of seismic-exploration techniques for this purpose. We focus on a seismic system for soft soils, where shear waves are better and easier to interpret than compressional waves, as has been shown over the last decade. The system is intended to be deployed on the machine’s cutter head, with a few seismic sources and sufficiently many seismic sensors to tackle spatial variability and noise characteristics. An important property of the newly developed system is its ability to process data with very little human interaction. Images need to be available in near real time, without human interactions slowing down the imaging process. This can be achieved by employing Full Waveform Inversion, which minimizes the difference between modeled and observed data. Because this method may suffer from local minima in the cost function if the data lack low-frequency information, we employ a dedicated seismic source that can generate sufficiently low frequencies for the relevant length scales. With data acquired in a number of field settings that mimic realistic TBM configurations, we show that the designed seismic system can successfully look ahead of the TBM and offers a valuable capability to support decision-making during tunnel excavation. INTRODUCTION While excavating a tunnel with a Tunnel Boring Machine (TBM), the geology and the ground conditions along the planned tunnel trajectory need to be investigated in order to safely and efficiently carry out the underground operations. This entails detecting the occurrence of boulders, foundations, pipes and faults, necessary to prevent hazards and time-consuming delays in the tunnel boring operations. In order to facilitate ground prediction ahead of a TBM, techniques as used in seismic exploration can be deployed. Two components common to seismic-exploration techniques are data acquisition and processing, the latter including inversion. We will discuss each of these for the application to tunnel excavation with TBM, in particular for soft soils."

The perlite review arrived too late to appear in the June issue. Worldwide production of perlite in 1991 was estimated to be 1.7 Mt (1.9 million st). Events in Eastern Europe and the former Soviet Union caused reporting of production, consumption and reserves from those regions to cease. The US Bureau of Mines reported data only from the US and Greece. Together, the two countries produced about 701 kt (773,000 st), down from 739 kt (815,000 st) in 1990. US production of perlite amounted to about 547 kt (603,000 st) last year. US production was supplied by 10 companies operating 11 mines in seven western states. There are 74 plants producing expanded perlite in 33 states and in Canada. All the companies engaged in mining perlite are also expanding it.

The case history, which is the subject of this paper, involves the expansion of a lime plant in Texas. The major new production unit is to be a 545.45 tonne per day coal fired rotary kiln. Auxiliary facilities include additional quarry haulage equipment, modifications to the crushing plant, a hydrator, storage facilities, and a loading system. The existing plant consists of a high calcium limestone quarry, two coal fired rotary and 10 gas fired shaft kilns, nth crushing, screening, stockpiling, hydrating, storing and loading facilities. The proposed modification would increase quarry volume from 545,000 tonnes per year to 805,000 tonnes per year. The plan also includes the addition of dolomitic lime to the product line which requires the purchase and handling of 186,000 tonnes of screened, washed dolomite yearly. A decision to undertake such an expansion was previously a simple and straight forward process. Such a decision now faces a major and complicating obstacle which can delay the project, raise the expected cost, or prevent it entirely.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

Empirical and numerical methods are the two extremes of the tools available for the seismic design of subsurface excavations and underground structures. Both have their limitations: when relying on purely empirical methods directly relevant experience may be scant; site data may be insufficient to justify a comprehensive dynamic analysis. The primary purpose of this paper is to review the analytical tools available to the design engineer of subsurface excavations and underground structures. Particular attention is devoted to simplifed models that appear to be applicable in many practical cases.

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. Later still, it was found that chlorine would also dissolve gold, and attempts were made to base commercial processes on this, without a great deal of success. It remained
