Open-pit mine planning is a key process in the definition of mineral reserves and their efficient removal. Ore in open-pit mines is extracted bymining sequential pits called pushbacks. Pushbacks need to satisfy complex geometrical constraints to ensure the efficient usage of equipment. To date, no algorithms that both account for those constraints and maximizeNPV, are commercially available. Therefore, pushback design is done by engineers relying on their expertise to incorporate practical features intothe output of commercial tools. In this article, we present a new algorithm that produces close to optimal practical pushbacks and we illustrate its performance in real mines.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. It has been developed over the past two years by a joint team from the Division of Exploration and Mining and the Division of Information Technology, and its principal purpose is to provide a comprehensive and self consistent model of the geometric and topological properties of geological and mining data. The project is being carried out by CSIRO with the support of Australian mining companies through AMIRA (the Australian Mining Industries Research Association). The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau of Mines philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau of Nines programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine comnications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved nine communications systems.

Geostatistics are increasingly recognized as powerful tools for reserve evaluation and grade control. It is also generally accepted that geologic input is required for the results of a geostatistical study to be meaningful. The role of the geologist is significant at all stages, whether it be to oversee the creation of the database, to assist in the statistical and semivariogran studies, to ensure appropriate block evaluation and kriging, or to review the results obtained. However the link between geology and geostatistics is often complex and not well understood. A presentation is made of the areas where geologic input is needed, and of the tools which the geologist should have at his disposition to ensure that his role is fulfilled. Organization of a Geostatisticel Study To be acceptable as the basis for financial investment, a geostatistical reserve estimation should be composed of four phases, the last phase being optional: Phase 1 - Background discussions, Phase 2 - Computation, Phase 3 - Reserve reporting, Phase 4 - Reserve audit. During the background discussions (Phase 1) the role of the geologist is primordial, as it is then that most decisions will be made concerning the geologic factors to be included in the geostatistical model.

On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. SME committee members included JM Rendu, independent consultant and chairman of the SME Committee on Resources and Reserves; Ian Douglas, manager of deposit modeling and reserve estimation with Newmont Mining; Art Graham, director and mining engineer with Deutsche Bank Trust Company Americas; Larry Smith, chief geologist with AMEC Mining and Metals Consulting; and George MacDonald, vice president of exploration with Freeport-McMoRan Copper and Gold.

Mexico, that for various years held the second place among the elemental sulphur producers in the world, now occupies the fourth position. Nevertheless, taking advantage of the recent increase in the international prices of the metalloid, it is expected that Mexico recovers its traditional position producing, for the first time, over two million tons of sulphur during 1974. Drawing from material stockpiled during the last years sales are expected to reach 2.5 million tons, at excellent prices in the foreign markets, but not so in the domestic ones where prices have remained practically static since 1955, in spite of substantial escalation of production costs. Of the two sources of elemental sulphur in Mexico, the frasch process extraction from the salt domes of the Tehuantepec isthmus where the most important reserves are located - is the one that shall have an important increment. An increase of production of lesser magnitude is expected from sour gas, since sulphur recovery plants wilI go on stream toward the end of the year in the new oil fields recently located in the State of Chiapas. Two Mexican corporations are expanding and improving rational Frasch extraction operations. Together with Petroleos Mexicanos' sulphur recovery from sour gas it is estimated that production during 1975 shall reach 2.5 million tons and, consequently, supply the domestic market and generate an important sum of foreign currencies.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

"Most, if not all longwall gobs contain explosive gas zones (EGZs), i.e., zones of explosive methane-air mixtures that can cause – and have caused – mine fires and explosions. If the coal is prone to spontaneous combustion, oxygen penetration into the gob must be avoided. This paper summarizes the significant research findings from five years of computational fluid dynamics (CFD) modeling research conducted at the Colorado School of Mines (CSM) under funding from the National Institute for Occupational Safety and Health (NIOSH). CSM Researchers have developed CFD modeling techniques to identify where and under what circumstances EGZs can form in longwall gobs and how EGZ formation and oxygen penetration depend on the ventilation method, face and bleeder ventilation parameters, injection of inert gases and the operation of gob ventilation boreholes. Recognizing these explosion and fire hazards is an important first step in improving the safety of longwall coal mines. CSM modeling research has shown that EGZ formation can be effectively controlled by adjusting ventilation parameters, choosing the proper ventilation pattern and injecting inert gases where necessary. INTRODUCTION In a project sponsored by the NIOSH Office of Mine Safety and Health Research, researchers at the Colorado School of Mines have examined gas compositions and flows in longwall gobs in order to assess explosion and fire hazards. Since gob areas are inaccessible, researchers developed a series of computational fluid dynamics (CFD) numerical modeling tools to characterize these hazards. A variety of CFD models were developed to cover progressively sealed as well as bleeder ventilated gobs for both coal and trona mines. The explosion and fire hazards posed by EGZs in longwall gobs can be summarized as follows.• If the EGZ lies closely behind the longwall face, flames and pressures from an explosion can penetrate the shield supports and reach the active face area, creating blast trauma, burn hazards and toxic, unbreathable atmospheres. • EGZs can be pushed around inside the gob by roof collapses and cave-ins. If they get pushed out into the face area, sudden methane inundations and explosion hazards in face areas can result. • Fresh air flowing into the gob can create an explosion hazard as the gas composition in the gob moves from fuel-rich inert to explosive, creating EGZs. • Ignition sources inside the gob can be frictional ignitions or spontaneous combustion. • Bleeder ventilated gobs are surrounded on all sides by an EGZ that forms along the fringe areas between the fresh-air ventilated bleeder entries and the methane-rich interior of the gob. It is suspected that diffusion flames can propagate rapidly along these EGZ fringes if an ignition occurs"

Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

Companies have installed powerful desktops for their personnel and instrumentation and control systems in their plants. These desktops are, in many cases, connected to a company intranet. Still, process engineers have to obtain their data manually. Engineers use process calculations from manually calculated averages from the plant; field operators collect equipment data on log sheets; and maintenance engineers collect critical information on log sheets. All of this information resides in individual machines. What are the strategic tools that will enable collaboration between them? How can operators, engineers, and managers access plant information to proactively increase their effectiveness in process troubleshooting, plant debottleneclung, aligning with business strategic and customer demand, satisfying environmental and safety regulations, developing capital projects, and implementing control strategies? A nonintrusive environment at the desktop is required to provide the process information to these workers. How can value be added to MS Windows technologies with the legacy systems at a minimum cost? There is no straight answer; however, there is a proven framework to leverage the large investments in new technologies. Objects and components are changing the way everyone relates to their computer and networks. Three examples will be described to demonstrate paradigm change. Today, process engineers can access data at the required level of detail for analysis of critical process variables at their desk or remotely. 1. Process Troubleshooting and Analysis: The engineer can develop an inferential calculation, trigger a process advisor to deter- mine the behavior of the units for the last day, and get the population of a set of batches (heats, blocks, rolls, sheets, etc). 2. Process Control and Optimization: The engineer can connect to a process simulator at steady state or a dynamic simulator of the process to evaluate new control strategies or process unit line-ups and use the process simulator as a process observer for fault diagnosis. 3. Collaboration with Accounting and Maintenance: The engineer can review reconciled data and the process mass balances, suggest maintenance cleaning or recalibration of flowmeters, and evaluate key control performance of all advanced controls.

The investigation and uptake of filtered tailings continues to grow around the world, but cost and scalability are deterrents for mining companies. Filtration technology that is currently in use is unable to meet the needs of many operations and projects that would otherwise adopt filtered tailings. For tailings to reach the desired moisture content for dry stacking, the majority of processes require pressure filtration, with significant upfront and ongoing maintenance costs. Given the comparative lower costs associated with low-pressure Viper vacuum belt filtration, this technology has the potential to alleviate dependency on high-pressure applications and make efficient dewatering and handling of tailings a more economic and sustainable solution.

The necessity to protect the environment can limit mining activities and make some areas less attractive for the prospecting and exploration of mineral deposits. In Poland, the main environmental factors that restrain Irumng are: 1. Regional A Protection of the landscape B. Protection of ground water from contamination and depletion 2. Local A Conservation of fertile soils B. Conservation of forest resources C. Preservation of natural, cultural, and historical monuments The regional factors listed above that can limit mining are presented on a map of Poland. These data, combined with maps of known and potential mineral deposits, make it possible to delineate general levels of limitation for various mining-related activities varying from "no existing environmental limitations" to "no allowed industrial activity" As an example, a compilation of such data is presented for lignite exploration and mining in Poland. Lignite deposits occur within Upper Paleocene to Upper Miocene clastic strata at depths ranging from a few to 300 m. The thickness of the lignite is generally a few meters, but can locally reach over 100 m within grabens. As a result, the overburden-to-lignite thickness ratio varies from less than 1 to over 20. Within the same Tertiary strata, and within overlying Quaternary strata, several aquifers exist that produce good quality water that may be contaminated or depleted during lignite mining. The protection of these ground waters is the main factor limiting lignite mining and should be addressed in mining and environmental policy and planning.

Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation's iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country's steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980's. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants' operations and plans for the future. "The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. "The design of the tunnels at Bond Street Station includes a final sprayed concrete fireproofing layer. The performance of this layer was verified by a program of testing to Crossrail’s KT24 specification, which proved that a dosage of 1kg/m³ polypropylene fibers and a layer thickness of 50mm would be sufficient to limit spalling in the event of a fire. Application of this thin layer was achieved using a state of the art spraying robot, with the ability to scan the profile and automatically apply a uniform layer of concrete. To provide assurance and calibrate this spraying robot, BFK developed a bespoke survey system for checking SCL thicknesses in the field. This provided an instant independent check of the spraying robot and allowed areas of inadequate thickness to be rectified without risk of cold joints. This paper describes the practical application of the fireproofing layer and how design compliance was ensured. INTRODUCTION Fire is one of the most serious risks to a tunnel. The nature of tunnels — being long enclosed spaces — can increase the intensity of a fire, and make fire-fighting and rescue operations difficult. The damage that can be caused has been demonstrated by a number of historic tunnel fires, such as the Channel Tunnel fires of 1996 and 2008, and the Mont Blanc Tunnel fire in 1999. Without any intervention, the high temperatures in a fire create thermal stresses and a build-up of vapor pressure within the pores of concrete, which eventually exceed the tensile strength and trigger explosive spalling. Spalling exposes the core of the section to severe temperatures, leading to a loss of concrete and steel reinforcement strength or further spalling of successive layers. The concrete used in tunnel linings is particularly susceptible to explosive spalling, due to its low permeability achieved by the addition of microsilica (Bailey 2011). The sprayed concrete lined (SCL) tunnels on Crossrail have been designed to resist the worst anticipated fire in operation, in order to prevent collapse and minimize damage to the structure. The design called for a system of passive fire protection, the efficacy of which was validated by the contractor through a testing regime. It was critical that the application on site reflected the test conditions, which demanded special control of the profile and thickness of the lining. In order to meet these constraints on tolerances and quality, BAM Ferrovial Kier joint venture (BFK) developed a reliable method of working with the Meyco Logica spraying robot, and a bespoke survey system for accurately checking thicknesses in the field. Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1
