Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

Big Creek Tunnel 2, constructed in 1912, is located in the Sierra Nevada Mountains of California, east of Fresno. It is horseshoe and circular shaped with a 3.6m (12ft) diameter and extends 6.6km (4.1mi). Historically, tunnel performance suffers from highly jointed rock and low cover. In 2003, leaks were observed surfacing through outcrops of highly jointed graniodiorite, and subsequently investigated by visual inspection, joint mapping, ground penetrating radar, and a water-tracing survey. Several grouting targets were identified as a result of these investigations. Cement grouting was used to fill void spaces, broken rock and open joints expected to exist behind the concrete and steel liners. Project work consisted of grout hole drilling through the existing concrete liners, and grout placement through squeeze packers supplied by standard grout hose and portable grout plants. Grout pressures were typically 20?30 psi. Grouting was completed in 16 days with a total of 1,550 sacks of Type II/III grout placed at the three likely leak source areas. No grout was observed exiting the tunnel and the leak was stopped.

The Pyrometallurgical refining stage of ferronickel manufacturing produces a slag rich in iron and nickel, which is usually further processed for metal recovery. The recovered material is returned to the refining or smelting stages, depending on the amount of impurities. A series of tests was carried out on the Mineração Morro Azul refining slags, aiming at the recovery of the metallic particles through physical processing. Minor changes in the process showed improved results. This paper compares the textures of these slags after being cooled at ambient temperature and granulated under water at high pressure and flow. It concludes that the cooling process is intimately connected to the work index of such slags, thus resulting in direct impact in operating costs.

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country's growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

Although primarily cut-and-cover excavations are required for replacement of the existing elevated I-93 interstate highway through the heart of Boston for the Central Artery/Tunnel (CA/T) project, some mined tunnel construction was also undertaken. The mined tunneling conducted was the 22-m-wide northbound roadway structure which passed below a 20-m-deep operating underground subway station that was built in 1913. The innovative underpinning scheme used to support the subway station during construction resulted in the successful mining beneath the subway station with negligible vertical settlement. Two grouting galleries were carefully mined below the subway structure, and pre-grouting of the granulary, pervious glacial soils and weathered bedrock was carried out from these galleries. The reinforced concrete walls of the underpinning structure were constructed within three stacked drifts that were sequentially mined below each grouting gallery. After 11 cross adits were mined between the grouting galleries, cast-in-place post-tensioned girders that spanned between the stacked-drift walls were constructed to support the subway station. The stacked-drift walls also provided lateral support for the 22-m wide by 29-m long by13-m high opening beneath the girders.

Industrial grinding machines used in the mineral processing industries are mostly of the tumbling mill type. These mills exist in various types: ball, rod, pebble, autogenous, and semi-autogenous. Balls and rods are traditionally media shapes used in the tumbling mills. In resent years, as an alternative to balls, grinding charges with various shapes are being used. Cylpebs are slightly tapered cylindrical grinding charges with length equaling diameter, and all the edges being radiused. Cylpebs of equal diameter and length have 50% greater surface area and 45% greater weight than balls of the same material. In addition, they have 9% higher bulk density than steel balls, or 12% higher bulk density than cast balls. An important advantage of cylpebs over balls is that cylpebs produce narrower granulometric distribution due to their shapes. However, some discrepancies were found in the literature regarding the milling performance of cylpebs in comparison with balls (Chi, 2004). In recent studies, Chi (2004) has provided detailed information on cylpebs and has compared these to balls in relation to media mass, size distribution, surface area, and input specific energy. Ipek (2006) has investigated the effects of cylpebs and balls with equal mass and surface area on the breakage rate of quartz, using cylpebs and balls separately. Similarly, Lameck and Moys (2006) have investigated the effects of balls and worn balls on breakage rate of material using worn balls as grinding environment. However, no study has attempted to investigate the effects of grinding environment other than balls on the brekage distribution. As indicated by Prasher (1987), the breakage distribution function is independent of the following variables in ball mills: hold-up (Mika et al., 1967; Kelsall et al. 1969), mill speed and ball load (Herbst and Fuerstenau, 1972), media load and ball density (Kelsall et al., 1973), mill diameter (Malghan and Fuerstenau, 1976), and powder charge (Shoji et al. 1980). The aim of the present paper is to compare the effects of cylpebs and balls on the breakage distribution function of quartz with respect to same mass and same surface area. BACKGROUND Comminution as a rate process is called kinetic approach. Studies on the kinetic approach are reviewed by Oner (2001). Oner states that grinding kinetics are based on studies by Kolmogorov in 1941 and that Robert (1950) is the first to suggest this approach. Later, Melzak, Loeveday, and Reid have improved the grinding kinetics equation; and, Austin and Lynch have conducted two basic studies on the analytical solutions of these equations. Considering the results of studies comparing the size reduction mechanisms, it has been accepted that breakage constitutes of two operations. These two basic operations, first defined by Epstein (1948), are those of selection of material for breakage and the distribution of breakage material to particle sizes smaller than the initial size (Lynch, 1977). Epstein defined the two operations as: ? Pn(y), the probability of breakage of a particle size in the nth step of the breakage process. ? F(x,y), the cumulative distributions by weight of particles of size x<y arising from the breakage of a unit mass of a size y. Probability of breakage is called a selection or a breakage-rate function (Si). Characteristics size distribution after breakage is called a breakage distribution or appearance function (Bi,j). Due to the difficulties in representing particle size distributions mathematically and constantly, the batch equation based on particle size fraction is suggested. Thus, as is the case in breakage distribution and specific rate of breakage, the breakage parameters were defined by batch grinding experiments conducted in laboratories (Oner, 2001). When effective breakage occurs in the mill, the breakage of material with single feed size fraction usually fits first order grinding kinetics and the specific rate of breakage values can be calculated through the slope of semi-log plot. The values of the breakage distributions are deduced from the size distributions at short grinding times where there is mainly size 1 material breaking and only small amount of smaller sizes to rebreak (Austin et. al., 1984). B values can be calculated by using BII. [ ] where j is the top size of the charge, Pi(t) is the cumulative percent undersize of i th size interval at the short grinding time which gives no more than about 30% broken out of the top size interval. Cumulative primary breakage distribution, Bi,j, is also defined in an empirical form by [ ] where xi is the top size and Bi,j is the weight fraction of primary breakage products. The parameters F, ? and ß define the size distribution of the material being ground. On plotting size versus Bi,j on log scale, the slope of the lower portion of the curve gives the value of ?, the slope of the upper portion of the curve gives the value of ß, and F is the intercept as in Fig.1. The present interest in beryllium seems to be the result of recent developments in the uses for the metal discovery of significant deposits of disseminated beryllium ores, and the development of chemical and physical processing techniques, for recovering the beryllium values contained in these ores. At the present time most of the new and potential uses for beryllium are in the research stage of development and are not consuming large quantities of the metal. However, they do point to an expanding market. Interesting new discoveries or extensions of previously known deposits have been reported during the past year from the Boomer Mine in Colorado, the Mesquite area of Nevada,, the Chemalloy pegmatites in Canada, the Brazilian and African pegmatite districts and from other areas, However, this paper will discuss only four of the beryllium deposits, which appear to be of special significance due to their; large reserves of ore and promise economic development. The new chemical and physical processing techniques are not discussed in detail, but it should be stressed that the development of an economical process to handle the pegmatitic and low-grade non-pegmatitic beryllium ores is of great importance to the development of the beryllium industry. Scientists in both government and industry are co-operating in this effort and it is expected that commercial processes will be developed in the near future.

Mine productivity, measured by the output of minerals per manshift, depends on a number of factors including physical conditions of the minable seam, type of mining equipment, management techniques, worker attitudes and governing jaws and regulations. The greatest scope of improving productivity lies, perhaps, in modifying physical conditions to an advantage and using highly productive equipment. In the case of coal mines, increased productivity can be achieved by (i) obtaining prior knowledge of the mineable property, e.g., the grade and thickness of, the coal seam, presence of sand channels, faults, etc., (ii) eliminating conditions that hamper production, e.g., high emissions of methane and water, and (iii) using more productive mining techniques. Conoco/Consol&apos;s (Conoco Inc. and Consolidation! bal Company, a fully-owned subsidiary) horizontal drilling system was developed with the hove objectives in mind. It can drill 75 to 1001 in diameter boreholes to depths of more than 600 1 and maintain the borehole in a preselected horizon. Such boreholes can be utilized for premining exploration of the coal seam, for removing methane and water and in devising mining techniques with high productivity. The purpose of this paper is to describe the horizontal drilling system briefly and to discuss its applications in the above-mentioned- areas.

The authors&apos; company has recently undertaken a development programme aimed at exploring the relationships between the variables of greatest importance in the design of mixer-settlers for metallurgical solvent extraction applications. Such applications vary from relatively small scale plants treating copper mine waters, nickel containing effluents, etc., where the total flowrates may be of the order of a few hundreds of gallons per minute, to very large scale plants treating several thousands of gallons per minute of leach liquors containing copper, uranium or other metals. This paper outlines the physical and mechanical factors which must be taken into account when designing mixer-settler systems for large scam. solvent extraction plants. The performance of the equipment will also be dependent upon the chemistry of the system, including the kinetics and thermodynamics of the ion exchange reaction itself, the effect of impurities flocculants, surfactants, temperature, etc., but these will not be dealt with here. Much of the laboratory work has been carried out using copper containing solutions and either LIX 64* or LIX 64N* as the solvent dissolved in various grades of kerosene. For simplicity, all the graphs and tables of results which are presented and discussed here will refer to the LIX-copper system, although the conclusions will in many cases be generally applicable to other systems also. The LIX-copper process is now sufficiently well known to obviate the need for a full description, however, an outline flowsheet of the process is shown in Figure 1. The ultimate objective of a laboratory programme for a particular extraction application is to provide data upon which a mixer-settler system can be designed to handle a given throughput of leach liquor and extract from this liquor the maximum quantity of metal for the minimum cost. In other words, the objective is to determine the design and operating parameters which achieve the optimum balance between capital and operating costs. * Trade-marks for General Mills solvents.

With passage of the Federal coal&apos; Mine Health and Safety Act of 1969, many challenges have been directed to the industry&apos;s mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities, and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72 × 10 m3/s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97 × 10 m3/s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16 × 10 m3/s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07 × 10 m3/s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Mergers and acquisitions (M&A) within the mining industry are becoming frequent events. Large companies and small companies alike are jumping on the bandwagon of merger mania. The results of these mergers have significant impacts on the employees of the involved companies. Comments, observations, and specific examples of the &apos;peop1e"aspect of mergers are presented in an attempt to answer the question "will it be business as usual?" My answer is a simple NO. This paper attempts to provide support for my conclusion. The reader should recognize that the comments, observations, and specific examples mentioned in this paper are subjective and reflect the experience and prejudice of the author.

Radon progeny have been a health and safety concern for miners since the mining of radioactive minerals began. Through the ?nuclear age?, it has become better understood and the regulations have become more robust. Ventilation and control practices have improved, thus reducing miners? exposures. This paper provides an overview of radon in mining, the progress of the regulations, and discusses some of the uranium miner studies that contributed to the knowledge of the pathology of radon.

The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

For centuries Thailand has been a significant, though primarily unofficial, producer of gold. Panning has been the traditional way of making a living for innumerable villagers during the December to May dry season following the harvest. During this period groups can be seen working the streams, rivers, fields and dry valleys at as many as 90 localities in 28 provinces. Attesting to their efforts are the five and a half ton solid gold Buddha at Wat Trimit and much of the gold jewelry sold in Bangkok. This traditional panning will continue, and probably become more extensive, in harmony with commercial endeavors using modern technology suitable for extraction of gold from types of deposits for which gravity separation would give very low recoveries. Several such deposits have been discovered in the course of geochemical and geological surveys conducted by the Royal Thai Department of Mineral Resources with the object of contributing to early interpretation of the results of a country-wide airborne survey.

As a result of the rise in global demand for pure copper, there is urgent need to consider the processing of low-grade chalcopyrite ores. Ammoniacal leaching solutions have been reported as an effective and efficient leachant for the dissolution of chalcopyrite. This work reports different parameters that influence the leaching kinetics of a Nigerian chalcopyrite-rich siderite ore obtained from Wase Local Government Area, Plateau State, Nigeria, and assayed as 11.30 wt% of Cu. At the optimum leaching conditions (0.4 mol/L NH3-( NH4)2SO4 leachant concentration; 75 °C reaction temperature; 45 μm particle size), the extent of chalcopyrite ore dissolution reached 87.4% within 120 min. The dissolution rate was affirmed to conform to the diffusion control mechanism with the activation energy, Ea, of 38.84 kJ/mol and a reaction order of 0.661 for the leachant concentration being established. The leaching mechanism was affirmed by characterizing the raw ore and the leached product by XRD and SEM-EDS analysis. Ascertaining optimal leaching conditions for copper using alkaline leachant is advantageous from the environment and economic points of view.

Graphite is elemental carbon that crystallizes in the hexagonal system as six-sided platelets. It occurs naturally and is mined. And it can be made artificially from petroleum coke in the form of shapes (electrodes) and powders. The market for most kinds of graphite in most end-uses was good in 2004. The 2005 graphite market looks positive. The major graphite prices, as given in Industrial Minerals, remained unchanged throughout the year. The preliminary 2004 U.S. Geological Survey (USGS) prices for natural graphite showed almost no change for crystalline flake. They were $600/t ($544/st) in 2004 and$622/t ($564/st) in 2003. Mexican amorphous graphite was almost unchanged at $150/t ($136/st) in 2004 from$152/t ($138/st) in 2003.
