A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

The hydrothermal agglomerating process described (U.S. Pat. 3,235,371, (1966)) is different from the conventional high temperature processes. Green pellets or briquettes made with mixtures of moist iron ore concentrates and burned or hydrated lime fines are hardened in an autoclave at 198°C and under steam pressure for 1/2 to 5 hours, with or without previous drying. Under the neutral conditions, oxidation of magnetite does not occur as in the conventional processes. The resulting agglomerates are hard and resistant to abrasion and weathering, and they do not disintegrate in the Linder test. The equipment required for the process is not complicated, and favorable operating costs are projected because of the low temperature and efficient heat recuperation. A low capital investment makes the process attractive even when the annual pellet production is below a million tons.

In order to meet increasing demands for water supply in the next millennium, the Government of the Hong Kong Special Administrative Region have identified the need for a major new water treatment and transfer scheme. The project now under construction will comprise a 1.2 km long raw water aqueduct, a major new 0.25million cubic metres per day water treatment works (with space for upgrading to 1.2Mm³/d), a 12.1 km long treated water aqueduct and a primary service reservoir. The potential for roof falls in underground mines remains a clear and present danger for mine workers. An investigation of ground conditions in nearly 50% of the nation’s underground stone mines found that the state of roof stability is primarily determined in a limited and subjective manner. These large opening mines, with roof heights typically of 7 m or more, make physical observation difficult. Although some mines use monitoring techniques to gain additional information on roof stability, this practice is usually short-term and localized to address ground conditions in a particular section or part of the mine. A methodology to assess the risk for a roof fall is proposed in a preliminary fashion based on engineering judgment acquired from extensive underground stone mine experience and examination of related literature. The proposed method utilizes an observational technique to identify the risk of roof falls in three categories. Case study scenarios provide a realistic picture of model implementation. Providing the mine level decision maker with an accurate assessment tool to ascertain the level of risk related to ground conditions is expected to reduce mine worker injuries and fatalities. Moreover, the presences of danger can be overcome with a clear picture of quantified ground conditions.

The "Athabasca oil sands" of the McMurray formation in northeastern Alberta cover an area of about 21,000 square miles and contain the world's largest reserve of oil. Fort McMurray, a small town in the heart of the oil sands area, is about 235 air miles north- east of Edmonton. A railway serves the town but no year-round roads connect the town with the rest of Alberta. (Figure 1). The McMurray formation is of early Cretaceous age, deposited unconformably on a limestone surface of Devonian age. The sediments appear to have originated from the Canadian Shield to the east and were deposited in bays and deltas of large fresh water lakes. The lakes were later replaced by marine seas in which t the overlying Clearwater shale was deposited. (Figure 2).

Some of the defining characteristics of narcissists include a grandiose sense of self-importance, preoccupation with success and power, a sense of infallibility, and a supreme confidence in their ability and intelligence. Ironically, many of these characteristics are rewarded in business organizations, which may explain why there seems to be so many narcissists in management positions. Assuming we will be dealing with narcissists throughout our career, it makes sense for us to understand what makes them tick, and more importantly what we can do to work with them in a constructive manner.

"In 2015, the estimated value of nonfuel mineral production in the United States decreased by 3 percent from that in 2014 (Table 1), mainly as a result of decreased metal and metallic mineral prices, especially iron ore, copper and precious metals. Lower metal prices were attributed to decreased consumption, especially in China and increased global inventories. Several U.S. metal mines were idled in 2015, including the only U.S. rare earths mine at Mountain Pass, CA. Downstream processors also were affected, with smelters and refiners either shutting down or idling production lines. Increases, however, took place in the value and quantity of production of industrial minerals, especially those used in the construction sector, including cement, construction sand and gravel and crushed stone. Trends in mineral-related sectors of the domestic economy, except for iron and steel manufacturing, aluminum manufacturing, coal mining and metals mining, all experienced growth (Table 2).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of construction aggregates are orders of magnitude larger than those for most other mineral commodities thus making direct comparisons based on weight meaningless (Fig. 1).Mineral industry performanceThe estimated value of domestic nonfuel mineral production, including metals ($26.6 billion) and industrial minerals ($51.7 billion), in 2015 declined to a total of $78.3 billion, from $80.8 billion in 2014 (Table 1). However, as shown in Fig. 2, minerals remained fundamental to the United States economy, contributing to the real gross domestic product at several levels, including mining, processing and manufacturing finished products. Net exports of mineral raw materials and old scrap were $14.4 billion. Domestic raw materials, along with domestically recycled materials, were used to produce mineral materials worth $630 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $32 billion) were, in turn, consumed by downstream industries with a value added to the gross domestic product estimated to be $2,490 billion."

Based on X-ray phase analysis and exploratory experiments, a new technology was developed to recycle multiple valuable elements in spent Al2O3-based catalyst. The experimental results showed that after roasting at 750°C for 30 minutes at an Na2O:Al2O3 mol ratio of 1.2, the leaching recoveries of alumina, vanadium and molybdenum from the spent catalyst were 97.2%, 95.8% and 98.9%, respectively. Vanadium and molybdenum in sodium aluminate solution can be recovered by barium hydroxide and barium aluminate. The precipitation recovery of vanadium and molybdenum was 94.8% and 92.6%, respectively. Al(OH)3 is prepared from sodium aluminate solution using the carbonation decomposition process. The purity of Al2O3 is 99.9% after calcinations, and the recovery of alumina can reach 90.6% in the whole process. The Ni-Co concentrate was leached with sulfuric acid, and a nickel recovery of 98.2% and a cobalt recovery of more than 98.5% were obtained under the experimental condition of 30% (w/w) H2SO4, 80°C, a liquid: solid ratio of 8:1 (by weight), a reaction time of 4 hours and a stirring rate of 800 rpm.

It is vitally important to any tunnel project to have an accurate and reliable survey control network inside the tunnel for layouts, as-built surveys, and to provide guidance to the tunnel boring machine (TBM). However, the concepts and methodology to provide such a survey network are sometimes not well understood. For example, the first anticipated survey task that takes place during the bidding process is often ignored, which is to provide a comprehensive survey network preanalysis for the surface network and tunnel traverse based on survey statistics that will be used to make informed decisions on the survey requirements and methodology. Instead, these steps are often only vaguely based on previous results and prior tunneling experience. But each tunnel is different, and a solution that worked for one tunnel project might be unsuitable for another. The purpose of this paper is to provide tunnel project engineers, managers and surveyors with the general concepts for tunnel survey methodologies and examines several statistical tools for a basic horizontal and vertical tunnel survey preanalysis. These survey statistics tools provide useful estimates of the expected lateral and vertical tunnel traverse accuracies, but are not a replacement for a comprehensive tunnel network preanalysis. The proposed formulas do not take centering errors into account, are using average distances for each traverse leg, and assume that the survey data is free of outliers in the measurements. It is very important that the estimated instrument accuracy is based on true values that are reflective of measurement precisions that are actually achievable inside the tunnel to provide accurate results.

Svedala has a ported kiln process, designed specifically for the direct reduction of pelletized or natural lump iron ores. The process is called ACCAR. This ported kiln technology has been coupled with Svedala's GRATE-KILN System, for iron ore pelletizing, into the GRATE-CAR System for the reduction of fine grained ore concentrates through the steps of agglomeration, induration and reduction in a single production line. Additional applications of the GRATE-CAR System include: the recovery, agglomeration and reduction of steelmill waste oxide fines and the use of minus 6mm size natural lump ores to produce a highly metallized pellet agglomerate. Svedala conducts tests to confirm certain operating parameters through process simulations of the GRATE-CAR process. These tests are conducted at Svedala's Process Research and Test Center, Oak Creek, Wisconsin. Svedala also assesses issues of process variables, heat transfer, equipment sizing, retention time and endothermic demand associated with iron ore reduction using natural gas or coal as the reductant. The purpose of this paper is to present the GRATE-CAR processing concepts, the commercial production line and the testing procedures associated with investigating potential raw materials.

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

A short course, held during the SME Annual Meeting in Phoenix, AZ in February, focused on software for surface and underground mine modeling. The objectives of the short course were to review techniques for surface and underground mine planning. Mine planning software vendors were invited to demonstrate how their software runs, given a standard data set. Six vendors of mining-specific software participated in the workshop. They were Exploration Computer Services (MINEX 3D), GEMCOM Services, Inc. (PC-MINE), KJRA Systems (VULCAN), Mine Development Associates (SURPAC), Micromine and MINEsoft (TECHBASE). Data set A data set was created to challenge the capabilities of each vendor's software. The criteria used for the data set selection were: • a minimum of 300 drill holes; • the data must include topography, drill hole survey, assay and formation contacts; • the deposit was multimetallic; and • there was the potential to be mined by surface and underground methods. The data set used was an actual, complex copper ore body with a small amount of gold. The ore body was close enough to the surface to be mined by surface techniques. Part of it, though, was also amenable to underground mining. To further complicate the problem, a river ran across the area of the ore body. This presented mine planners with the problem of either moving the river or mining around or below it. The ore body had not been mined, so no data was available for the tons and grade actually produced. Data for the mine planning problem was distributed to each vendor about two months before the short course. They had the opportunity to load the data into their systems, build an ore body model and perform preliminary work. During the first day of the workshop, the vendors received problems concerning the ore body. They went to work on their machines, attempting to show short course participants how their software could help solve the problem.

Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. Problems of mine backfilling and fill material deposited underground, the characteristics and relationship between the deposited fill material and overlying ground, and the practical applications and limitations of hydraulic backfilling as ground support are discussed. A great variety of materials ranging from coal washery refuse to concentrator tailings is used as hydraulic fill. Some materials will solidify and cement; others will resemble quicksand, Hydraulic fill as ground support is more efficient in inclined mine openings than in horizontal mine openings, where it cannot be placed tightly to the back. This and other deficiencies of hydraulic backfilling led to the development of pneumatic stowing. Research work in hydraulic backfilling at the Pennsylvania State University is also discussed. This research work includes the investigation of segregation in the discharged fill slurry, the quantity of solids escaping in the drain liquid, the relationship of escaping solids to slurry concentration and discharge rate, and the compressibility of fine fill material.

Na-feldspar (albite) and K-feldspar (microcline or orthoclase) are major feldspar minerals with identical crystal structures and physicochemical properties. Flotation appears to be a unique method of separating these minerals. Fundamental studies on amine/feldspar system in the presence of monovalent salts showed that separation of these feldspar minerals by flotation is possible at certain concentration of monovalent salts in HF medium and natural pH. A comparison between natural pH and HF medium indicates that the latter provides a better selectivity at the expense of higher collector requirement. A general mechanism for both systems involving an ion exchange between the uncommon ions and adsorption of the common ions is proposed to be responsible for creating differences in the charge of albite and microcline unto which amine adsorbs.

The mine manager in today's environment is faced with a wide variety of problems and challenges which must be addressed if efficient and profitable operations are to be achieved. Expansion of operations has, in many instances, resulted in inexperienced work crews, face supervisors, and superintendents. The complexities of a mining system preclude rapid movement through the learning curve for moat personnel. The management of production suffers both from this inexperience and the lack of standard procedures and methods for planning, schedul ing and analyzing production systems. The lack of visibility of information, as well as of the operations themselves, due to their remoteness, adds to the problem of production management.

Porphyry type copper ± molybdenum deposits typically occur in the Phanerozoic rocks and have been well documented. During the past two decades a number of porphyry type Cu ± Mo deposits which range in age from 1055 ± 35 Ma to 2970 Ma have been identified in the Precambrian rocks of Australia, Canada, China, Finland, India, Namibia and Zambia. Kalanjkhand porphyry copper deposit M. P., India which is estimated to contain 789 million tonnes averaging 0. 83 percent Cu (millhead-grade); 0.004 percent Mo; 0.2 gm/t Au; 6 gm/t Ag and a cap of 7.532 million tonnes of oxide are averaging 0.8 percent Cu. The economic potential of the expanded copper mining milling, smelting and refining complex to be built in the future at Kalanjkhand, which is the largest porphyry copper deposit discovered to date in the Precambrian rocks of the world is presented.

The current interest in sulfur recovery from coal measures is indicated by a recent report prepared for the Public Health Service (1) It was noted that the concentration of pyrites to a product containing 42-48 percent sulfur should be relatively easy with present equipment. It was also pointed out that a utility potential exists for the high-grade iron concentrate which results as a by-product of the consumption of pyrites in the acid-making process. However, economics, marketing characteristics, location, transportation, pyrite levels and coal characteristics all strongly influence the feasibility of fostering industrial development of such processes. The extent of pyrite recovery and product quality is intimately related to pyrite particle size and its degree of liberation, a consideration usually given greater emphasis in metal ore preparation than in processing coals. Consequently, fine crushing to nearly 20 mesh probably will be essential for maximum practical processing. It appears that any process separating pyrites from a coal must involve a reprocessing of the normal preparation plant refuse, although some yields can be attained from certain existing operations as products from, a shaking table or a jig. Further, the existence of millions of tons of coal refuse cannot be ignored as a mined source of raw materials. The recovery of saleable products from such wastes, although untried on a large scale under current conditions, not only offers a realistic source of sulfur but also would achieve a secondary refuse with the minimal contents of substances which incite and propagate the burning of organic and inorganic combustibles. These silicate materials, thus beneficiated, also offer some potential for economic utilization. Some significant tonnages of pyrites have been produced from coal measures in the past, but the experience was, in general, not consistent with current coal preparation practice. The processes involved did not include cyclones and heavy media; nor were they carries out under the sociological environment concerned with pollution as exists today.

Today, with the popularity of joint ventures, custom milling contracts and process audits by specialists, not knowing is a formula for trouble! Good Sampling Systems are no longer considered a luxury' Not too long ago the practice of grab sampling was considered acceptable and became the norm. Today, it is rare to hear metallurgists say, "All I need is a trend not a good representative sample. so I'll just grab a sample every few hours." Buyers and sellers of quality products have found that grab sampling leads to poor partnerships'
