"Today’s underground construction megaprojects are tremendous feats of engineering on a massive scale, excavating through ground conditions once thought impossible, using new and innovative contracting practices. But one important truth remains unchanged; projects are built by people. What separates winning projects from the rest? Great people, working in great organizations. In straight-talk fashion this paper sets forth fundamental differences between good project leaders and bad ones, on topics ranging from client relations, design management, and scheduling, to use of the whiteboard, and everything in between. Broadly applicable to all corners of project delivery, this paper will resonate with project leaders from around the world and help identify skills necessary to succeed in the management of underground facilities. A NOTE FROM THE AUTHORS This is a training document, and not really a “paper” per se. We have attempted to tackle some big and potentially complex topics using bite-sized paragraphs, each of which are intended to promote thoughtful introspection and dialog. So please feel free to skip around, or even set this document down while you reflect on your own personal experiences, tactics, and philosophies. We have found that providing examples of “what not to do” is oftentimes more instructive than simply listing “what to do”, hence the Good/Bad format of this document. Please note that “PM” refers loosely to anyone on the project management team not just the “Project Manager”. We also wish to preface this with the following cautionary statements: • The authors do not pretend to be the “Good PM” in all cases. In fact, we’re almost certainly the “Bad PM” for some. We aim to improve on those areas. • It has been said that “The only real training for leadership is leadership.” (Antony Jay) We all started somewhere, and nobody has 20 years of experience on day one. • Converting this text into some sort of prescriptive checklist would be a disservice to the evolution of project management. For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. Focusing on relationships between severity measure versus productivity and other factors, this paper presents a comprehensive study of injuries for U.S. underground coal mines in 1996 by mine size. Based on analyses of data, generally the larger the mine, the more productive it is (in tons per employee-hour), but the more severe is its injury experience (r = 0.65). Within very large, large, and medium mine sizes, however, the more productive the mine, the less severe is its injury experience (r =-0.43, -0.36, and -0.26, respectively). For small and very small mines, a more deeply nested analysis is required to understand relationships. Other interesting relationships and comparisons are presented.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

In off-line training of a rule-based controller, the significant measure of successful training is the quality of control provided by the generated rule set. In an adaptive or on-line control environment, performance is also measured by the ability to accurately maintain a satisfactory rule set, but within constraints on speed and/or resource availability. Very small population genetic algorithms, or microGAs, have been proposed as a means of capitalizing on the hill climbing characteristics of faster local optimization techniques while requiring less memory and retaining much of the robustness of traditional, larger population genetic search. A traditional genetic algorithm and a similar microGA are developed and applied to two control problems. The performance of these algorithms is analyzed with respect to (1) the quality of the rules learned, (2) the rate at which learning occurs, and (3) the memory resources required during learning.

Between 2002 and 2004, the performance of a six million ton per year iron ore beneficiation plant dropped significantly. In a classic case of “who done it,” was it the mine, the concentrator, an ore change, or something else? While average annual final product grade decreased 8% (indicated by an increase in silicate gangue from 2.76% to 2.99%), the weight recovery also decreased by 8% (from 37.92% to 34.79%). This represents a loss of 832,000 tons of iron ore worth about $16 million for the two year period! The concentrator had been optimized to produce a high grade wet concentrate as feed to the dry side of the plant. But, did optimizing an individual unit operation’s grade give the best overall plant performance? In this paper, the investigation and solution to this mystery will be revealed.

Cyanidation tailings disposed of in a surface impoundment experience a loss of cyanide due to natural attenuation, which frequently reduces the cyanide concentration to very low levels. Quantifying cyanide losses in terms of impoundment geometry, local weather conditions and feed-solution chemistry has been largely empirical in spite of the fact that, in many cases, mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or below an effluent limitation. To permit a quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, weak acid dissociable (WAD) and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared with data collected for a North American tailings impoundment in 1998.

Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.

Since the start of mining operations at White Pine in 1953, over 22 miles of drifts have been driven for the purpose of developing the ore body. The drifts, normally driven in multiples of three or five headings, serve as conveyor belt routes, ventilation ducts, equipment and haulage roads, and initial access to mining blocks. Development openings in the flat-lying, bedded ore body are driven in rectangular section from 16 to 32 feet wide and from 8. 5 to 16 feet high. The floor level normally coincides with the bottom limit of the chalcocite values and the roof or back is carried at the most competent stratum adjacent to the top of the ore. A development front consisting of five headings and associated crosscuts is advanced at an average rate of about 100 feet per month using conventional drill and blast techniques and equipment. The cyclic nature of the functions involved in driving the openings and the need to include them in production schedules preclude significant improvements in advance rates using current drill, blast, muck, and haul sequencing.

China?s remarkable levels of economic growth during the past three decades have lifted almost 300 million people out of poverty. This amazing achievement has placed an increasing demand on energy and minerals, especially coal, which supplies 68.7 percent of China?s energy (June 2011). It is estimated that China mined more than 3 Gt (3.3 billion st) of coal in 2010, three times as much when compared to merely 10 years earlier. Such an impressive achievement does not come without major costs ?? including concerns with mine safety and an increasing number of occupational illnesses due to fast growth. This article reports on one of the major safety concerns in China?s coal mining, dust and dust control practices, and known cases of caol worker?s pneumoconiosis affiliated with prolonged exposure to excessive coal dusts. The exact size of China?s mining industry is not known, but it is estimated the coal industry is at least five-million people strong, and the metal and nonmetals industry probably employs another three million people. To meet increasing energy demand, China mined more than 3.1 Gt (3.4 billion st) of coal in 2010 from its 15,000 plus coal operations1, most of which are small- to medium-sized operations with annual coal productions ranging from a few thousand tons to 300 kt (330,000 st). These small coal operations are typically in remote areas, inadequately engineered, poorly ventilated and still using rudimentary drilling and blasting mining methods employing antiquated mining equipment and, presenting safety concerns, i.e., methane and dust explosions.

A dynamic input-output model for a coal power enterprise that now includes four underground coal mines, three coal washing plants, a power plant and a railway transportation system was developed. The model is applied to analyze investment alternatives for long-term development, including the expansion of existing mines, the opening of new mines, the construction of new coal washing and power plants and the upgrading of the railway system. As a result, the optimal investment strategy with capital schedules and projected sector outputs is obtained. Also, the importance of the new power plant to the strategic development of the company is demonstrated. It is concluded that, without applying a dynamic input-output model, it would be much more difficult or impossible to conduct such a systematic and compete analysis.

This paper discusses the recently completed organizational development research project, which was addressed to the underground mining industry. The three specific purposes of the project were as follows: (a) to determine whether Organizational Development approaches are feasible in the mining industry, (b) to provide a demonstration that Organizational Development methods can successfully contribute to the safety of underground mines, and (c) to compare the efficacy of classical Organizational Development methods, which are highly trainer- intensive, with trainer-nonintensive management development approaches. The term "Organizational Development" (OD) is here broadly defined as a management intervention for the purpose of assisting an organization with the solution of problems, which are seen by the organization as important. More specifically, we can define OD as a planned effort to improve the effectiveness of an organization through (a) team building and problem solving, which concentrates on the issues of immediate concern to the organization, and (b) efforts to improve organizational communication at all levels of the organization.

This paper discusses recent Federal Bureau of Mines research on the selective flocculation of various minerals with insoluble crosslinked starch xanthate (ISX). ISX is insoluble, has a shelf life of over a year when kept cold, and has a higher molecular weight due to cross linking than the soluble noncrosslinked starch xanthate used in previous flocculation studies on nonsulfide minerals. ISX readily flocculates a number of sulfide mineral fines but not silicious gangue. Floc formation, floc size, and settling rate are strongly dependent on pH, with the pH dependence differing for each mineral. Bornite has been selectively flocculated from bornite-quartz mixtures, and the bornite-containing flocs were separated from the unflocculated quartz using decantation and washing procedures.

Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

Minproc Resources Inc. is developing a tailings retreatment project in Bolivia at the Colquiri zinc-tin-silver mine, in the Bolivian Andes. Mining at Colquiri has been continuous since 1940 and COMIBOL, the Bolivian state mining company, has owned and operated the underground mine since 1964. There are 10 million tonnes of tailings at Colquiri containing 0.51% Sn, 4.21% Zn and 50 g/t Ag. Minproc plans to mine and concentrate the tailings at 1.15 million tonnes per year to produce feed for pyrometallurgical upgrading. The tailings are moderately complex, with cassiterite grain size ranging from 200 to 5 pm. The marmatite (ZnFeS) in the tailings is relatively easily recovered, with zinc recovery of 80% to a 40%-45% Zn concentrate. The major problem with the zinc metallurgy is that the marmatite is complexed with iron, which results in iron contents of 14%-17% Fe in concentrate. This makes the product very difficult to sell because of the low Zn:Fe ratio. Most zinc smelters require a Zn:Fe ratio of 6:1 or 7:1, whereas this concentrate has a 3:1 ratio. Concentrate sale terms are therefore unfavorable, and the high cost of transportation from Bolivia to the smelters is an additional burden.

The effect of addition of a flotation collector (dodecylammonium chloride) on grinding of quartz has been studied. The data obtained are correlated with the results of tests conducted under similar chemical conditions to study influence of these additives on relevant basic sub-processes (primary breakage, pulp fluidity, and dispersion and flocculation of ground products). Such correlations suggest that the role of chemical additives in grinding is determined by their cumulative influence on the above mentioned basic properties of the system.

Noise-induced hearing loss (NIHL) is prevalent in mechanized underground mines. Federal regulations are often not complied with effectively. Miners are also prone to ignoring administrative guidelines and/or personal protective equipment for hearing conservation. As a result, quality of life among experienced miners plummets while occupational risks increase at workplaces. This research focused on auxiliary fans used in underground mines. These fans work at high rotational speed and generate extremely high levels of noise in close proximity to miners. Silencers used are often of little effect due to poor maintenance. A new silencer is tried in the laboratory with the objective of easy maintenance and resulting reduction of noise exposure for miners.

The product sizing and tonnage from a grinding circuit are the end result of a series of linked size reduction stages which always involve: fragmentation in mining; degradation in transport of ore; crushing and finally grinding. A case study is presented which illustrates the substantial effect on autogenous mill throughput of different mining practice. It is shown that it is possible to model each of the size reduction steps of fragmentation, degradation, crushing and grinding. The way in which this predictive capability is used is dependent on the operating constraints of each mine-mill combination.
