The coal solution refining process under investigation is basically a modi¬fication of the German Pott-Broche Process, on which patents date back to 1927, (5, 6). This process was used in Germany during World War II for the partial dissolution of coal in hydrocarbon solvent and removal of the ash by filtration to produce a raw material for carbon electrodes for aluminum plants. At the end of World War II the German synthetic fuel program, of which this process was a small part, was abandoned as not economical. In recent times the whole field of coal liquifaction has been given a new impetus; present technology indi¬cates that the economic processing and refining of coal may be possible in the United States. A number of approaches to coal liquifaction have been investigated, and several of these are currently being funded by the U. S. Office of Coal Research. One approach is direct thermal treatment of the coal as in the FMC Project COED, in which coal is thermally cracked to produce gas, liquid products and char. Another approach is the Hydrocarbon Research Institute's H-coal process in which coal is catalytically hydrogenated. Two other federally funded projects involve the extraction of coal by solvents. The Consolidation Coal Company's Project Gasoline, now in the pilot plant stage in Cresap, West Virginia, is an attempt to produce gasoline plus a residual char by partial solution of the coal substance. The coal de-ashing process being developed by the Pittsburgh and Midway Coal Company is a modification of the Pott-Broche process. Coal derived solvent is used with hydrogen to dissolve the entire coal substance, subsequent filtration removes the ash and the solvent is recovered for recycling.

Coal bursts are one of the least understood yet the most critical hazards in underground coal mines. The ground motions induced by seismic events can trigger unstable failure of coal and rock mass and degrade the surroundings of an excavation. Therefore, the characteristics of ground motions should be fully investigated for an improved burst risk management. This paper analyzes ground motion features of a longwall panel from a typical underground burst-prone coal mine in China. The results showed that most of the ground motions on roadways were hardly initiate coal bursts due to insignificant energy input to the damage. The intensity of ground motions in near-field zone were nearly 20 times higher than those in far-field zone. The strongest vibration on roadway was induced by a coal burst with energy of 28,600 kJ, which can cause ground motion of 0.77 m/s and equivalent dynamic stress of 14.69 MPa. The findings of this paper can improve the assessment of seismic risks and its management.

In addition to products available from private vendors, many useful programs are developed at universities - in fact, many of these programs led the way to commercial development. Other projects are assigned to consultants with backgrounds in system design and mining. Both types of development have led to programs that can be acquired for the cost of a tape or disk. This paper highlights several underground mining packages. These programs consist of: ? USBM model-developed by the United States Bureau of nines. ? PSU model-developed by Pennsylvania State University. ? VPI model-developed by Virginia Polytechnical Institute and State University. ? NUS model-developed by NUS Corp.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

A total of 33 students presented their work at the poster competition. The competition started in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. The MPD recognizes the effort required to enter and as a result, provides monetary rewards to all participants. The first-place winner receives $1,000; the second, $500; the third, $250; and the fourth through seventh, $200. All remaining students receive $100. All of the students also receive a complimentary ticket to the MPD Luncheon. Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

A number of studies have attempted to correlate the semiconducting properties of mineral sulfides with their chemical reactivity. Frequently such studies are conducted on polished or abraded electrodes. Defects produced by abrasion may mask the influence of the semiconducting properties of electrodes, e.g., by pinning the Fermi level at the surface or by reducing the lifetimes of photogenerated charge carriers. It is shown that pyrite and galena electrodes have photocurrents that are extremely sensitive to abrasion of the electrodes. On freshly fractured galena surfaces, the space charge layer is readily polarized. Wet-abrasion is shown to produce a relatively thick ptype layer on galena electrodes and this p-type layer has a pronounced effect on the photoresponse. On freshly fractured pyrite surfaces, the Fermi level at the surface is pinned by a surface state. Wet-polishing reduces the magnitude of the photocurrent by over an order of magnitude.

The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

A study was conducted to assess environmental effects of waste rock piles on water in the Russell Gulch area. Each pile was rated on physical characteristics of proximity to an ephemeral gulch, extensiveness of erosion features, size, presence of vegetation, and presence of a kill zone. Chemical assessments focused on three leachate tests performed on waste rock samples. Ratings were based on pH, conductivity, acidity, and analysis for 31 metals using inductively coupled plasma emission spectroscopy. The chemical and physical assessment of each site is used to make a rating of each pile on its overall potential to deliver contaminants.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock formed by the consolidation of clay, mud and (or) silt. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Co. to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received additional attention in recent years. An objective that no coal shipment should exceed any contract or company-imposed coal quality specification has been successfully met. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed.

There are many different machine setup parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the eccentric speed at which the cone gyrates. In June 2012, pilot tests were conducted on a 200 hp high speed cone crusher to determine the production and operating conditions over a wide spectrum of eccentric speed. Every plant will have variations in the ore characteristics and feed rates throughout the life of the mine, and at times throughout a single shift of operation, which result in non-optimal use of the crushing energy and inconsistent process control. For high speed cone crushers, the crusher will exhibit a different capacity, power required, and discharge size distribution as the speed ranges over the design limits of the machine. This study documents the measured variation in production and energy efficiency both when the crusher was ran at full capacity as well as when the feed to the crusher was not sufficient to run at full capacity. Overall, the results match theory and the capacity and power fluctuated by 25% and 17%, respectively, over the speed range when operated full while there was an overall trend of slightly coarser discharge size distribution as the speed decreased. The results with the fixed feed rate were more telling, as the crushers had 4-14% higher production when making a theoretical minus 12.5 mm product when operating at the optimal speed as compared to the worst speed in the ?typical? speed range for this application. Secondary analysis of the fixed tonnage testing also showed that the power draw was more consistent with lower magnitude spikes at the higher speeds (higher cavity level), as on average the standard deviation of the power draw increased from 7% to 18% and the peak power spikes from 20% to 48% over the speed range tested. The findings lay groundwork for more efficient plant design. Varying the speed of the crusher can be used to tune the crusher speed during commissioning, adapt to changing ore conditions over long periods of time, or be used as a dynamic input into an advanced control system. Each action above would serve to make the crusher(s) more productive and more energy efficient, and would also have mechanical benefits for the machine. Limestone and dolomite are the most common rock types mined and quarried as industrial minerals in the United States. In 1993 over 720 million tons of limestone and dolomite valued at over 3.1 billion dollars were extracted and consumed throughout the nation. While the greatest volume of this vast production is used as aggregate for construction purposes, few people realize how critical limestone and dolomite are to our food chain and our national goals of clean air and water. Limestone, including dolomite, can truly be called nature's gift to the environment. Without a reliable, economical source of limestone the quality of our environment would be severely comprised and the standard of living of our citizens dramatically reduced.

Full-face tunnelling machines were introduced into German coal mines 12 years ago. It was aimed to utilize these highly efficient systems to drive mine tunnels in rock so that the large demand for development work in some mines could be met. A characteristic feature of coal deposits in Germany - and particularly in the Ruhr Area - is a thick overburden strata. Access is therefore only possible through vertical shafts. A network of horizontal drivages leading from these shafts open the deposits between the different mine levels. The hardcoal-bearing formations are multi-folded and heavily tectonically stressed. Apart from a few extensive fault zones there are many single faults of different natures in the carboniferous strata. During the course of decades coal mining has penetrated to ever increasing depths. Nowadays coal is mined from depths of between 600 m and 1,200 m. The effects of ground pressure in connection with extremely varying rock strengths and high temperatures are particular difficulties which have to be overcome during drivage work. The first full-face tunnelling machines to be applied in the mines had originally bee deigned and developed for tunnelling projects. Not only the machines themselves, but also the back-up equipment had to be adapted to meet the special demands of German coal mines.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.
