Undercut-and-fill mining is a method developed by the International Nickel Company to deal with abnormal pillar mining conditions at one of its mines. Results have been such that its use has been extended to normal, pillar recovery operations in other mines of the Company as a replacement for conventional square-set pillar mining. It is anticipated that the method will also largely replace square-set stoping at INCo mines, especially for mining at deep horizons.

The Garfield Mine is a legacy vanadium mine in western Colorado with multiple mine openings, waste rock piles, and adit seepages that Cyprus Climax Metals Company (a Freeport-McMoRan Inc. subsidiary) voluntarily remediated through the Colorado Voluntary Cleanup Program (VCUP). The process to obtain a No Further Action determination from the VCUP is presented. Water treatment of the adit discharge, which is not part of the VCUP, is also presented. The remedial action objectives (RAOs) included preventing direct human or biotic exposure to the waste rock and radiation emitting from the waste rock; reducing metal concentrations and radionuclide activities in adit discharge and keeping the discharge from leaving the site; maintaining the existing undeveloped character of the surrounding landscape; and eliminating the need for a stormwater permit. The design included regrading, installation of an infiltration barrier and rock cover, a diversion channel, and a biologically based passive remediation water treatment system. An initial lab-scale evaluation provided design criteria for the full-scale system, which consists of a sulfate-reducing biochemical reactor and post-treatment aerobic polishing cells. The system has been operational since construction was completed in late 2016. Results indicate that the treatment objective of 90% bulk removal of constituents of potential concern (COPCs) is largely being met. The system also provides year-round operation and non-point discharge of effluent. After 20 plus years of site investigations, the remedial action was completed in 2016 with all RAOs met and a No Further Action determination granted in 2018. INTRODUCTION The Garfield Mine is a legacy vanadium mine located approximately 11 miles north-northeast of Rifle, in Garfield County, Colorado. It was leased and operated intermittently from 1929 to 1975 but was never operated by Cyprus Climax Metals Company (Cyprus) (a Freeport-McMoRan Inc. subsidiary). Prior to reclamation, site features included: • six mine openings—five adits and a vertical opening; • two adits discharging mining-influenced water (MIW)— Adit 1 at less than 4 liters per minute (L/min) and Adit 2 at 7 to 10 L/min; • main waste rock pile (13,500 m3) and small waste rock pile (minimal volume); • debris (small structure, mattress, bottles, shells, etc.) indicating site used for recreational purposes; and, • unimproved road, which has been used to access forest fires.

Mining has traditionally been seen as a relatively risky business. Exploration is expensive and the failure rate is high, while start-up costs commonly run to many hundreds of million dollars. To justify the risk and expense, the returns from successful projects must also be high. Accurate estimation of mineral resources and reserves is fundamental to the processes of optimising returns and managing risk in mining developments. Systematic development from initial exploration through a series of development stages enables expenditure and risk to be balanced. As a consequence, large scale modern mine are more akin to manufacturing businesses. This paper examines the life history of a mineral reserve estimate from the perspective of a large mining company against a background of modern estimation and reporting requirements. It will also touch on what constitutes, in the author's opinion, `best' practice in reserve estimation, and how this concept can be spread more widely. The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

Naturally occurring asbestos in aggregate and other mineral deposits, and the release of asbestos fibers into the ambient environment, is a public health concern. Determining the presence of asbestos in an ore body also presents a considerable sampling and analytical challenge. Improper and inaccurate identification of asbestos can result in unwarranted public and worker panic leading to significant costs to mine operators both in terms of dollars and company image. Some companies have been forced out of business simply because they had the non-asbestiform, prismatic variety of one of the six asbestos minerals. In the late 70’s, asbestos was found as a contaminate in a trap rock quarry in Rockville, Maryland. This discovery led to a massive overreaction by federal, state and local governments. In 1986, the Occupational Safety and Health Administration (OSHA) promulgated a final rule that regulated the common non-asbestiform mineral habits of actinolite, tremolite, and anthophyllite as if they were asbestos. The rule was reversed after a six-year struggle. Recently, the Libby, Montana, W. R. Grace vermiculite - asbestos, as well as the California chrysotile in serpentinite, and the New Jersey Southdown quarry – asbestos events have rekindled the entire issue of naturally occurring asbestos. It is time to get this concern addressed with sound science so that real asbestos is properly identified and controlled.

Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing's No. 5 subway line, which runs through the heart of the city from north to south, opened in October. The understanding of public debates over mineral exploration and mining largely originates from exceptional situations such as mining accidents of conflicts. Less is known about how mining is portrayed and understood under more conventional settings. What storylines dominate the local day-to-day public debate? This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socio-economic contexts. Newspaper articles from the Geyer-Erzgebirge region in Germany, the Andalusia region in Spain, and Northern Finland are studied. The sample looks into the period between September 2018 and February 2020 and shows that regional newspapers report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive towards mining activities, reflecting the specific local settings, historical experiences, and future expectations. Despite the different contexts of the three countries, there were considerable similarities to the topics highlighted, including common themes of mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present, and future employment opportunities related directly or indirectly to the mining sector are key storylines. Another recurrent underlying theme is the need to balance environment and safety risks and socio-economic prosperity, typically covered through ordinary disputes among the mining sector, public authorities, regional non-governmental organizations, and local initiatives.

The worldwide production of iron ores was approximately 880 million metric tons in 1975. This level is the result of an annual growth rate of nearly four percent during the period 1967 to the present. The high growth rate was particularly significant in that two relatively severe worldwide recessions occurred in 1971 and 1975. The current upturn in world economic growth will probably allow future annual iron ore production growth rates in excess of the four percent figure, and, in fact, the International Iron and Steel Institute (IISI) has predicted that a five percent rate should be realized through 1985. The IISI figures would indicate a 1.4 billion metric tons per year output by 1985 or an increase in current production levels of around 500 million metric tons per year (MMTA)1. Even the more conservative four percent growth rate prediction from historical data would provide an 2 increase over current figures of nearly 350 MA by 1985. A large portion of world iron ore production is being provided by large resource-rich countries with relatively new industrial bases. These countries are typified by heavy export of raw materials such as iron ore and ore products and a large capital investment in the facilities to recover these raw materials. Brazil and Australia are typical of such countries and, indeed, their production of iron ore in the period 1967 to 1973 increased at annual rates of 17 to 30 percent, respectively, The continual reassessment of resources in these and other major iron ore exporting countries such as Venezuela and Liberia would indicate chat these high growth rates may continue for some years to come to meet anticipated world demand for raw steel production.

In this paper we present an availability approach for determining the capacity of a major bucket wheel excavator (BWE) system to be used in Yuabaoshan surface coal mine in China. Based on previous time studies on other BWE systems for delay times due to internal and external causes, and a four-level maintenance and repair schedule, we develop a model taking into account all random failures and present a fast and simple solution to this highly complex problem. A procedure employing the Markov renewal theory for determination of the distribution of random failure times and failure rate of the whole system, as well as some other factors useful for calculation of the overall system capacity are discussed in the paper.

"NIOSH’s mine fire simulation program, MFIRE, is widely accepted as a standard for assessing and predicting the impact of a fire on the mine ventilation system and the spread of fire contaminants in coal and metal/nonmetal mines, which has been used by U.S. and international companies to simulate fires for planning and response purposes. MFIRE is a dynamic, transient-state, mine ventilation network simulation program that performs normal planning calculations. It can also be used to analyze ventilation networks under thermal and mechanical influence such as changes in ventilation parameters, external influences such as changes in temperature, and internal influences such as a fire. The program output can be used to analyze the effects of these influences on the ventilation system. Since its original development by Michigan Technological University for the Bureau of Mines in the 1970s, several updates have been released over the years. In 2012, NIOSH completed a major redesign and restructuring of the program with the release of MFIRE 3.0. MFIRE’s outdated FORTRAN programming language was replaced with an object-oriented C++ language and packaged into a dynamic link library (DLL). However, the MFIRE 3.0 release made no attempt to change or improve the fire modeling algorithms inherited from its previous version, MFIRE 2.20. This paper reports on improvements that have been made to the fire modeling capabilities of MFIRE 3.0 since its release. These improvements include the addition of fire source models of the t-squared fire and heat release rate curve data file, the addition of a moving fire source for conveyor belt fire simulations, improvement of the fire location algorithm, and the identification and prediction of smoke rollback phenomena. All the improvements discussed in this paper will be termed as MFIRE 3.1 and released by NIOSH in the near future INTRODUCTION The MFIRE program, originally developed in the 1970s by the U.S. Bureau of Mines (now the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH)) and Michigan Technological University, has been a mainstay in modeling of the mutual influences between a fire and the mine ventilation system during an underground mine fire. Several update versions have been released over the years, including MFIRE 1.27, 1.29, 1.30, 2.0/2.01, 2.10, and 2.20. The MFIRE program logically comprises four parts: (1) a conventional network calculation, where it performs the basic network balancing without considering heat or mass transfer; (2) a temperature calculation to establish the reference temperature distribution before a non-steady state (transient-state) simulation; (3) a transient-state simulation that follows changes in ventilation step-by-step to produce a continuous description of the temperature distribution, smoke, and contaminant spread through the ventilation system during a fire event; and (4) a quasi-equilibrium simulation to predict the state of the ventilation system after a relatively long period of time (defaulted as 5 hours in MFIRE) as the fire reaches a quasi-steady state. In summary, MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions including the influence of natural ventilation, fans, fires, or any combination of these (Chang et al., 1990)."

The third edition of the Underground Construction Association of SME?s (UCA) Cut-ting Edge series of conferences focused on a challenge every underground construction and tunneling project faces: controlling ground water. The conference, held in New York City in November, is a partnership between the UCA and The North American Tunneling Journal. It featured more than 20 technical presentations by professionals from around the world. Each described specific challenges unique to their projects and the solutions employed. More than 175 professionals attended the two-day conference that included an exhibition featuring 17 companies. In addition to the technical program, the Cutting Edge conference featured a site visit to the $10.4 billion East Side Access Project. Sponsors of the meeting included Soil Freeze, Traylor Bros., Kiewit, Skanska, Moretrench, Aecom and The Robbins Co.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Booster fans, large underground fans, can increase the volumetric efficiency of ventilation systems by helping to balance the pressure and quantity distribution throughout a mine, reducing leakage and reducing the total power requirement. However, in ventilation systems that use booster fans there is a potential for system recirculation, the leakage of return air to intake air, and also for localized recirculation near the fan through the bulkhead and airlock doors. Air that is recirculated locally decreases the system efficiency because the quantity of air flow through the fan increases without increasing the airflow throughout the system. To understand the detailed flow characteristics of a ventilation system with a booster fan, two-dimensional computational fluid dynamics (CFD) models were developed using the software Ansys-FLUENT. Though two-dimensional models do not represent the full complexity of the flow dynamics, they do provide a good representation of the flow characteristics and they allow for a qualitative analysis of how the flow dynamics are affected by the system characteristics. The CFD models were used to evaluate how the number of booster fans, the booster fan placement, the location and geometry of the fan installation and the construction of the airlock system affect the flow characteristics and the localized efficiency of the ventilation system.

In most open pit operations mining porphyry type deposits, production planning rests on an are reserve inventory block file which is derived from diamond drill hole data. With such a practice, the way by which block values are generated is critical and in the recent years many studies deal with the comparison of different estimation methods for block grades (Mueller, E. (1), Knudsen et al (2) (3), Barnes, (4), Williamson and Mueller (5). Typically in such studies, one selects a bench or a group of benches where there is a "sufficient" number of blast holes (BH) with assay values in each of the blocks (generally 30.5 x 30.5 m (100 x 100 ft) or 15.2 x15.2 m (50 x50 ft). Then the arithmetic mean of the BH values in each block is computed and it is assumed to represent the real block grade against which different estimated values are compared. However it is sometimes observed that the variation of these BH values within a block is high and that their arithmetic average may significantly differ from the real average grade of the block (Barnes (4). The problem of the precision of the mean BH grade in a block has been examined by Williamson and Langlois (6) in an experimental way. They strove to find a better estimate of the average block grade than the mean BH grade but their results were not conclusive. The purpose of this study is to investigate the same problem within the frame of geostatistical models (David (7). Besides practical results obtained with these models, two general points are emphasized and illustrated in the text. First, "good results" are obtained if "good geostatistics" is done (David et al (8).

The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

The 20th annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Westin La Paloma in Tucson, AZ, on Saturday, Dec. 7, 2002. This year’s inductee, guest of honor and featured speaker is J. David Lowell, one of the preeminent exploration geologists of the past 30 years. Among his most recent discoveries is the world-class Pierina gold deposit in Peru, currently owned and operated by Barrick Gold. As representatives of mining heritage, the Hall of Fame will induct Howard Allen Twitty, Sr., and Bernhardt Rohe. Twitty was a respected public lands attorney. He made significant contributions to the mining industry by representing several major companies in many court cases. He was also the author of numerous papers on mining law. Rohe was managing director of Peñoles. In that position, he helped guide the Mexican mining company for its growth into the international mining company that it is today.
