The varied benthic habitats of the Pacific Ocean are comprised of different types of seafloor geology. These geologic domains generally consist of sedimented abyssal hills, high relief features such as seamounts, and polymetallic nodule fields that vary in spatial extent and abundance. Nodules represent a deep ocean habitat type, and are of economic interest owing to their metals content. Multibeam data can be used to classify seafloor geology. The wide swath of hullmounted multibeam systems used in deep water provides efficient coverage of large areas of seafloor. Our research examines how multibeam backscatter and bathymetry data, with regional environmental parameter assessments and GIS analysis, can help identify probable polymetallic nodule fields in the deep remote ocean prior to groundtruth seafloor observations. A workflow for processing 30 kHz hull-mounted multibeam data within QPS Qimera and FMGT software was developed to facilitate multibeam processing, while also generating a terrain model and backscatter products. An additional GIS protocol for evaluating multibeam data products, including cluster analysis, was also developed. These methods were applied to a test case of publicly available multibeam data collected by the Ocean Exploration Trust and NOAA. Processed multibeam products were used to identify areas exhibiting coarse sediment backscatter characterization with low relief; filters for water depth at or below the regional CCD, seafloor age, and sedimentation rate were then applied. Sophisticated GIS cluster analysis further identified trends within the data to forecast where coarse sediment domains, potentially including nodule occurrences, exist. The test case multibeam data allow determination of the composition and variability of seafloor geology. This analysis can further identify where previously unexplored nodule fields may exist and edify estimates of nodule extent throughout the ocean. The research methods and outcomes contribute to marine spatial planning, ecosystems modelling, and mineral resource management initiatives.

While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

This paper traces the history of mica mining in Alabama from 1870-1970. The decline of sheet mica production is noted and emphasis is placed on the more recent activity of scrap mica production and the development of the U. S. Gypsum Co. mica properties in Randolph County, Prospecting for weathered pegmatites of sufficient size to warrant development is a continuing challenge since most deposits are too small and all exhibit varying characteristics as to size, shape, and weathering. Quantity and quality of muscovite mica in the pegmatites is of utmost importance and its recovery during processing of the ore is described.

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006). In this study, the reactivity of enargite under alkaline sulfide leach conditions was examined."

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. "Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

Waste clay ponds are a necessary part of the phosphate rock beneficiation process. They are large, averaging a square mile in size; unsightly, in that they protrude 20 to 50 feet (6 -15 meters) above natural grade; stabilization and reclamation is slow; and they have had a history of catastrophic failure. The State of Florida has never published a specific rule regarding the configuration or height of these ponds, but has enforced numerous policies along these lines. The current rules are given and interpreted, along with the reasoning for current policy. In addition, an overview of the history of the policies, and an attempt at explaining the reasons for the changes that have occurred is given. The industry has been forced to make major monetary decisions, having effect for decades on mine economics, in a constantly changing regulatory environment. The Bureau of Mine Reclamation is confident that a direction of regulation has been solidified, but changes are still to be anticipated.

"EXECUTIVE SUMMARY The use of membranes for the treatment of Acid-Mine-Drainage (AMD) water has been a 35 year mining industry quest that has only recently produced commercial scale Zero-Liquid-Discharge (ZLD) plants. The process of development of the membrane treatment of AMD has been defined by the water treatment industry’s efforts to control gypsum scaling of the membranes, an artifact of the concentration of calcium and sulfate ions on the concentrate or “brine” side of the membranes. Improved anti-scalants, changes to membrane surface geometry and a lowered permeate flux rate were all part of solving the calcium sulfate (gypsum) scale formation problem. Whether used singly or as part of a multi-stage membrane treatment process, the production of “left over” membrane concentrate or brine, in any volume large or small, was a second barrier to adoption of the method by the mining industry. The two identified “final brine” treatments were a) solar evaporation ponds and b) mechanical evaporators. Brine disposal by solar means is typically site limited to flat terrains or high net evaporation locations. Mechanical evaporation-crystallization is applicable at all sites but, typically, at onerously high ownership and operating costs. Miwatek, a South African water treatment start-up, has entered the mining AMD ZLD marketplace with two new, pilot-scale tested, processes, both of which are predicated on the innovative treatment of a reasonably concentrated AMD and neither of which produces a final brine that requires disposal. In the Miwatek Brine Treatment, MBT, method the membrane brine is caustic pH adjusted and de-calcified precedent to passage through a second membrane plant. The caustic is generated on-site by a lime treatment of the second-membrane concentrate. The first- and second-stage permeates are blended for discharge. The process usually yields no “final brine” for disposal. In the Miwatek Ettringite Treatment, MET, method a low pH first-stage membrane brine is lime treated in two or three steps in the presence of aluminum in a way that metal hydroxide and calcium sulfate solids are formed and purged from the system. Sufficient aluminum is often present in the feed water to, with judicious recycling, enable operation of the lime-aluminum treatment without the purchase of outside aluminum reagent. The first-stage membrane permeate is blended with the lime-aluminum treated membrane concentrate for discharge. The indications are that the method can comfortably meet the low 250 -500 ppm SO4 discharge water quality standards that have most recently been proposed in South America. The process yields no “final brine” that requires disposal. Projected own-operate costs for the MBT and MET systems are less than the estimated costs for all identified alternative treatments."

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

The use of surfactants as wetting agents to suppress sulfide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulfide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactant adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

It is a pleasure to participate in this Fall meeting of the Society of Mining Engineers to discuss energy conservation trends in the cement industry. Energy is the "life blood" of American industry, and the ability to use available energy resources efficiently may well determine the future of our nation and of its industries. The Federal Energy Administration has classified cement manufacture as one of several energy-intensive industries in the U.S. and has selected the Portland Cement Association to make a detailed study of possible energy conservation measures. Member companies of the Portland Cement Association represent about 85% of the cement producing capacity of the United States and 100% of Canadian capacity. Stated briefly, the purpose of the Association is to extend the uses of portland cement and concrete through research and development, market promotion, education, and public affairs work. PCA's general offices and research laboratories are located in Skokie, Illinois. Our staff of engineers, scientists, and research personnel make the PCA uniquely qualified to perform an energy conservation study of the kind requested by FEA.

In 2007, Rosebud Mining Company (RMC) opted to extend the reserve base of Tracy Lynne Mine by developing through a sandstone channel. The extension provided access to approximately 6 million additional recoverable tons (approximately 8 years of mining) which originally had been deemed inaccessible. An evaluation of the mine?s existing ventilation system, which was designed to meet the needs of the original limited reserve, concluded that two ventilation shafts would likely be required to adequately ventilate the projected workings in the expanded reserve. To assist in the evaluation, a ventilation model of the mine was developed using Ohio Automation?s ?ICAMPS MineVent? software based on field data from Tracy Lynne Mine, prior ventilation survey experience at similar RMC mines, and relevant published sources. Model results suggested that the most economical shafts would be an 8-ft diameter return and a 4-ft diameter intake. Unfortunately, issues related to property leasing and shaft site permitting caused construction delays. Therefore, the model was also used and proved to be effective in prioritizing interim ventilation upgrades which could be implemented in order to maintain coal production. Model results indicated that the best interim upgrades included rehabilitating restricted entries and damaged stoppings and replacing the main fan with a higher pressure fan. From late 2010 to mid-2012, all interim upgrades and shafts were implemented. Current models and mine experience indicate that ventilation will not be the limiting factor for mining the additional reserve.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. By the time coal was discovered in Newcastle, Australia in 1791, it was already a most important industrial commodity in European countries. Coal was the first mineral to be discovered in Australia and the first to be mined. Today, coal remains Australia&apos;s most important mineral in terms of local use and international trade. The first mechanized longwall in Australia began operation in 1963. It contained self-advancing hydraulic supports and was installed at Coalcliff Colliery, located in the Southern Coalfields of New South Wales. After nine months and production of 53 kt (58,000 st), the unit was withdrawn, largely because of uncontrollable roof weight and with the problems of airborne dust and large coal still unsolved. Basically, roof support was insufficient. The European design of the Coalcliff longwall was inadequate for Australian conditions. Another type of support with modifications was installed and began operation at Kemira Colliery at Wollongong, New South Wales, in 1964.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let&apos;s consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. Arsenic-gold bearing ores are used as a flux in smelting or leached out to extract gold. To decrease arsenic content in processed materials and to break up the lattice to free the gold, raw materials are roasted. This article analyses the results of laboratory and pilot testing of dissociating and oxidizing roasting of gold-arsenic bearing concentrates. During the dissociation roasting under vacuum arsenic is sublimated into elemental and sulfide forms. The process allows to minimize the negative influence on the environment but requires costly engineering solutions. Roasting in a neutral medium or with limited quantity of oxygen in the gaseous phase makes it possible to sublimate arsenic in the form of oxides and sulfides and may be carried out in the autogeneous mode in fluid bed furnaces. If oxidizing roasting of the concentrates is done in the presence of soda, practically all arsenic and sulfur form water-soluble compounds and remain in cinder.

In 1967 a large kaolin deposit was discovered on the Jari River, a tributary of the Amazon, in the territory of Amapa in Brazil. The kaolin occurs in the Barreiras Series of Pliocene age and is part of the Belterra Clay. The kaolin was drilled and tested, and today a modern processing plant is producing over 150,000 tons per year of high quality paper coating clay. Some of the problems associated with the mine development, processing, personnel, and marketing of this remote kaolin deposit are discussed. The mineralogy and physical properties of the Jari kaolin deposit are also described.

With the passage of recent national and state legislation aimed at tighter regulation of air pollution and smoke control, attention has been focused on a problem which has long confronted the coal industry--the disposal of coal waste with its inadvertent ignition. Even as recent as 1935, a decision from the Allegheny County Court of Common Pleas confirms the stand taken on control of burning coal refuse disposal areas. "The uncontroverted testimony is that there is no feasible method of operating a coal mine without a gob pile on the surface, as no use has ever been found for this troublesome by-product of mining; that every large coal mine has a large gob pile close to its tipple; that sooner or later these piles all ignite through spontaneous combustion; that practically every large mine in Western Pennsylvania has a burning gob pile, and that there is no known means of averting such a fire." 19* As a result of the past "no regulation policy," there are presently on the order of 500 burning refuse banks, of which 213, 142, and 49 are found in West Virginia, Pennsylvania, and Kentucky, respective¬ly. 18 Many of these refuse banks have burned for 40 years or more; many others may continue burning for a like period. It is estimated that the annual emission from these smoldering piles approaches 183,000 tons of pollutents which may produce many deleterious effects on the populace, property and vegetation in the proximity to the sources.16 To date, little progress has been made in alleviating the pollution from the currently burning refuse banks; however, numerous investigators who are researching the causes of ignition, as well as preventative disposal techniques (refuse compaction, layering and crushing to finer sizes) have met with some success in handling the newly discarded coal refuse.
