Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. An in situ leaching geochemical simulator consisting of flow, mass transport, and graphics support programs has been developed. Two dimensional flow in heterogeneous porous media is modeled using a semi-analytic boundary integral technique. This method involves mapping streamlines to straight line segments in the complex potential plane. Leachant concentration and mineral values are modeled in this plane using the (one dimensional) potential coordinates. A fully implicit finite difference scheme is used to solve the resulting coupled system of four concentration equations. Graphical representations of streamline patterns, concentration histories, profiles and recovery curves are generated. An application of the model to uranium leaching in a heterogeneous aquifer and ore zone setting is presented.

Asbestos is a broad term embracing a number of fibrous silicate minerals. These minerals look extremely fragile, yet their fibers have a tensile strength equal to that of piano wire. Chrysotile asbestos is the only mineral that can be woven into cloth, and its fibrous structure is, if anything, even more amazing than its remarkable ability to withstand heat. Because of its unique physical properties asbestos has achieved great industrial importance, and more than 3,000 current uses are known, ranging from use in the kitchen to use in space missiles. Because their minuscule fibers are eminently respirable, asbestos minerals have also found their way into the lungs of humans, where they apparently produce serious biological effects such as asbestosis and lung cancers. 1, 2,3 Because of both their usefulness and their hazardous properties, these minerals have attracted a good deal of attention from research workers during recent years. For example, the surface properties of asbestos minerals have been studied by many investigators. 4, 5, 6, 7, 8, 9 However, even for the important mineral chrysotile, the literature data are more or less conflicting. Pundsack4 measured a PZC (point of zero charge) of 10.1; Martinez and Zucker5 measured 11.8; Chwastiak reports 10.8-11.0; and Raddick measured three sepa-rate apparent PZCls at about pH 8.3, 10.0 and 10.9. More recently Trivedi8 reports 10.11. Naumann and Dresher9 have studied surface charge enhancement of chrysotile by metal ions, and describe how the mineral reacts with contaminantions. In the present paper, the mode of dissolution of magnesium and hydroxyl ion from asbestos minerals placed in water was studied by kinetic experiments involving rate at which these items leave the minerals. Also, some study was made of interaction between dissolved species.

This paper shows that if a drift has a brattice which is sufficiently leaky, changes in the operating point of the fan depend solely on the volumetric efficiency within the drift. Under this high leakage condition, an increase in the length of the drift causes very little shift in the fan operating point. For less leaky brattices, the operating point depends on both the fan characteristic curve and the volumetric efficiency. It is shown that for the fan curve and drift parameters used in this paper the fan operating point in a drift with a volumetric efficiency of 50% is essentially the same as a drift which has a zero efficiency. In this region of efficiency, an increase of 300% in the length of the drift causes only a 3% increase in fan operating pressure.

Sustainable development is becoming increasingly more important for the mining industry and therefore mining companies should be able to measure their progress towards sustainability. Greek Public Power Corporation (PPC) S.A. is a company which produces lignite in open cast mines in Western Macedonia and in Peloponnesos. The present paper uses operational data kindly offered by PPC S.A. to derive sustainability indicators by means of Data Envelopment Analysis for three large scale lignite open cast mines of PPC (i.e. Main Field, Kardia Field and South Field mines). It also examines three environmental parameters related to the contribution of these mines to sustainable development; namely, the annually produced volume of waste masses, the annually produced quantity of ash from the lignite combustion and the annual volume of pumped water. The calculated sustainability indicators were keeping constantly better during the last years of the different periods for each one of mines studied here, showing that the mines met their goals from both economic and environmental aspects during the last years of their operational periods studied. The contribution of open cast lignite mines studied here to sustainable development can be monitored by the derived indicators analyzing annual mine operational data. The derived indicators can serve as tools to detect where improvements can be made, though another potential use of these indicators can also be during the preparation of feasibility studies or environmental impact studies using necessary benchmarking data.

In recent years, mining operations have experienced the impacts of climate variability, increasing costs, and changes in the socioenvironmental dynamics of the territories. For this reason, the aggregates industry needs to design and define concrete and immediate actions to address climate change. An appropriate way to achieve this is as follows: • Calculate greenhouse gas emissions, sources, and relevance factor. • Make projections of future scenarios. • Design and implement action plans The proposed climate change mitigation and adaptation projects are logistical optimizations of mining equipment (mitigation). Second is the design of an early warning system to predict possible flooding (adaptation).

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

The problem of pollution of water by mine drainage is at least as old as the mining industry itself. However, research on the formation, composition, treatment, and abatement of mine water is a relatively recent historical event. At Bituminous Coal Research, Inc., acid mine drainage control has been an important area of work since 1944, at which time BCR began sponsorship of research at West Virginia University. The work at West Virginia University involved a detailed study of the acid mine drainage problem and led to the identification of iron oxidizing bacteria as important factors in the formation of acid mine water. The results of this research were summarized in 1954 by Temple and Koehler (1) who concluded that "no practical solution for the problem" of controlling acid mine drainage is yet known.?

This paper briefly reviews the historical development of the Rotary Kiln-Electric Furnace Process, which was first applied commercially to the treatment of qarnieritic ores in New Caledonia in the mid-fifties. It describes various technological improvements introduced, since, in industrial plants or developed in pilot facilities where a wide variety of nickel oxide ores has been treated success- fully over the years. Major categories of ores are characterized. The effect of their physical and chemical properties on their performance in the electric furnace is discussed. The relationships between ore composition, ferronickel grade and slag composition are analyzed and their effect on slag and metal tapping temperatures, nickel recovery, and electrode voltage are discussed.

Developments in the agricultural use of potassium (K) have been based solely on the essential role K plays in crop production. Crop plants cannot complete their normal life cycle if K is deficient or absent. In fact, no essential plant nutrient other than nitrogen is required in greater quantities. Table 1 shows the amounts of K some crops take up from the soil. Although the exact functions of K in the plant are not well known, its primary role seems to be tied to plant metabolism. Potassium is vital to the process of photosynthesis. When K is deficient, photosynthesis declines, but respiration increases. These two K-deficient conditions. . . reduced photosynthesis and increased respiration ... lower the plant's carbohydrate supply, the end result being poor agronomic crop production. Potassium is also essential to several other plant functions, including the following: 1) Protein synthesis. 2) Water use efficiency, through the influence of K on stomata opening and closing, to maintain the turgidity in plant leaf cells. 3) Translocation of heavy metals such as iron and zinc. 4) Ionic balance. 5) Control of enzyme reactions within plants.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

The Los Bronces porphyry copper deposit is located in the high Andes of Central Chile. Ore is mined from several tourmaline breccias and from an earlier porphyry. After years of experience in the geostatistical estimation of reserves in different zones of the ore body, we believe that success lies in considering the evaluation as an integrated process beginning with the analyses of the drilling density and sampling methodology, ending with the critically important reconciliation between the estimated and the actually extracted ore, in general, when errors or differences occur, focus is centered in the calculation stages of geostatistics. However, this paper demonstrates that all the evaluation stages are equally important and require the direct and continuous geologic input to ensure the best possible estimate within the frame of the geologic constraints.

"Foreword by Lisa SchlinkSuperintendent, operations, Freeport-McMoRan Inc.,Green Valley, AZ, USAThe sixth annual Student Poster Contest hosted by the Mineral & Metallurgical Processing Division of the Society for Mining, Metallurgy & Exploration was held during the 2015 SME Annual Conference and Expo in Denver, CO. The contest had another record-breaking attendance of 31 entries: 27 graduate and four undergraduate. The universities represented were: Colorado School of Mines, South Dakota School of Mines and Technology, University of Kentucky, University of Utah, Southern Illinois University Carbondale, University of Wyoming and West Virginia University.The competition began with an extended abstract review by a panel of judges selected from MPD members. At the SME Annual Conference, all students displayed their posters, highlighting their research. The students with the top abstracts from the graduate and undergraduate divisions presented their research at the MPD Student Poster Session Wednesday morning. The panel of judges then provided tallied scores for the abstract, poster and presentation to determine the winners of the 2015 Student Poster Contest. The first- and second-place winners of both the graduate and undergraduate divisions received $1,000 and $500 scholarships, respectively. The third through seventh places received $200 each, and all other entrants received $100 each and were invited to join the MPD Luncheon.In the undergraduate division, Annette Hein of the University of Wyoming received first place for her research on “Solvent Extraction of Europium from a Nitric Acid Solution.” Second place went to Jennifer Galvin of South Dakota School of Mines and Technology for her research titled “Solvent Extraction of Neodymium Using PC88A.”In the graduate division, Caelen Anderson of the Colorado School of Mines received first place for his research titled “Fundamentals of Rare-earth Flotation Surface Chemistry: Hydroxamate Adsorption on Bastnasite”. This is Caelen’s fourth year placing in the top finisher. Second place in the graduate division went to Seyed Hassan Amini of West Virginia University for his research on “Ultra Clean Coal Production for the Solar-cell Industry.”The 2015 Student Poster Contest was chaired by Lisa Schlink (Freeport- McMoRan Inc.) and Emily Sarver (Virginia Polytechnic Institute and State University). Of these, Transportation and Specifications are of particular importance to market evaluations in the field of industrial minerals. The market researcher, working closely with technical personnel in geology, mining and processing, can determine the technical and economic acceptability of the product to be produced from the prospective property and can often create areas of opportunity for marketing of industrial minerals.

The Paupers Dream Property is located in the northern Boulder Mountains, southwestern Montana, 30 km southwest of Helena. The property is situated in the central portion of the Butte-Helena gold belt, a NE trending lineament marking a zone of recurrent, late-Cretaceous to mid-Tertiary volcanic activity. Geology consists of a plutonic basement of late-Cretaceous quartz monzonite overlain by a pre-volcanic basal conglomerate and a complex sequence of Oligocene rhyolitic volcanics. Gold mineralization occurs in fracture-controlled quartz veins, silicified stockwork, and brecciated shear zones as auriferous pyrite, arsenopyrite, and disseminated free gold. An estimated 60,000 tonnes averaging 2.5 g/t was produced from the Porphyry Dike, Venus, and Paupers Dream Mines on the property. Current drill indicated reserves (May, 19861 are placed at 6,946,000 tonnes averaging 1.45 g/t gold.

Thiourea is being applied as an industrial leaching agent for gold and silver only in a few cases. A CIP technique was developed which eliminates most of the obstacles against its use. Mild conditions for precious metals stripping from the loaded carbon simplifies process conditions in comparison to cyanide CIP technique. Examples are given.

The art of wire rope inspection has advanced rapidly over the past decade. Present electromagnetic (EM) wire rope inspection instruments provide an important and often vital element of wire rope inspection. Some instruments are easy to operate and offer simple and clear data interpretation. Simultaneously, wire rope inspection and retirement standards are becoming simpler and more lucid. Future guidelines will he easy for inspectors to apply and for rope operators to fulfill. The thrust of evolving regulations is clearly toward periodic EM inspections supported by visual inspections. These development sallow even moderately skilled personnel to perform EM inspections of wire ropes. Therefore, it is now possible and cost effective for wire rope users to have EM and visual inspections performed by in-house personnel. In-house EM inspections have many advantages and offer an excellent return on the initial investment. Since EM inspections can detect rope deterioration in its beginning stage, wire rope users recognize that they are an effective preventive maintenance tool. For instance, the early detection of wear or corrosion allows immediate corrective action. This can easily double, or even triple or quadruple, the service life of a rope.
