This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. "In Pennsylvania’s rich mining history, various forms of room-and-pillar mining have been in use for over 150 years. Longwall mining, introduced in the late 1960s, occupies only the last 60 of those 150 years and now represents the dominant method of extracting coal in the Pittsburgh coalbed. The introduction of longwall mining allowed larger quantities of coal to be extracted in safer and more efficient manners than room-and-pillar mining. However, the associated formation of subsidence basins have elevated both the number and intensity of watersource and surface structure impacts. When these first longwall panels were mined the factors responsible for these impacts were poorly understood and regulations were focused only on surface structures. Today, with over 600 panels mined under a wide range of conditions, these factors are known and regulations have developed to help mitigate water supply and surface structure impacts.The cause and severity of surface effects are thought to be dependent on multiple factors, including the location within the subsidence basin, overburden, panel width, and orientation of the panel. The changing characteristics of over 600 longwall panels mined in the last 60 years are analyzed to determine factors important in subsidence related surface impacts. This study compares the location of the surface impacts with the longwall panel size, overburden, and maximum predicted vertical subsidence. The data shows that changing these characteristics are impacting surface features in a significant manner as measured by the number of company liable reported effects.INTRODUCTIONLongwall mining has occurred in Pennsylvania for over 60 years, and at the current mining rates, longwall mining is expected to continue in the Pennsylvania Pittsburgh Coalbed until the reserves are exhausted. Figure 1 shows all mining that has occurred in the Pittsburgh Coalbed, as well as the area that is left to mine. It is predicted that there are 40 years left of longwall mining on the Pittsburgh Coalbed, under the assumption that 50% of the total 280,000 acres will be mined at the current rate of 3500 acres/year."

The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

The quality of mineral additives used 1n a drilling fluid (mud) can dramatically affect the fluid's properties and the overall cost of drilling an oil or gas well. The principally used minerals are bentonite, barite, barite/hematite blends and hematite alone. The high specific gravity minerals, barite and hematite, are used to increase drilling fluid density. Bentonite clay is used to increase drilling fluid viscosity, gel strength and to provide a low permeability filter cake. A multi-million dollar investment in a well and the safety of the personnel on the drilling rig can depend on how effectively these mud additives perform with other constituents in the mud. This paper points out effects caused by small amounts of certain carbonate and sulfide mineral impurities in barite or hematite and how polymeric extender additives in bentonites contribute to unpredictable behavior of a mud. Effects like these are the reason why oil companies who use these materials sometimes set their own quality standards beyond those already specified in API Spec. 13A. Also discussed in this paper are the current standardization activities in API Committee 13 on these minerals.

"Automated Mineralogy (AM) is an important diagnostic tool in flotation plants as it adds ore and particle mineralogical properties to traditional mass and chemical data. AM is used in project development, for future ore studies and for diagnosing concentrator operations. With the exception of operations who own central laboratory or on-site systems, the use of AM is often limited to the analysis of a comparatively small set of samples. Metrix Plant Technologies has partnered with TESCAN to integrate TIMA AM technology into the implementation of Performance Assessment Campaigns (PAC). Routine daily composite samples from the mill are analysed mineralogically on a size-by-size basis over several weeks. All the relevant metallurgical, process control and mineralogical data is combined into a single large database for mass balancing and interactive examination. This paper describes the implementation and results of a PAC at the Agnico Eagle Kittilä gold mine in Finland. Although challenging, the addition of mineralogical data as dependent variables in multivariate analysis leads to a much deeper understanding of the root cause effect of events driving the flotation performance. INTRODUCTION TO STUDY The Kittilä mine, owned by Agnico Eagle, is Europe’s largest primary gold mine, with annual production of approximately 180,000 Oz. The operation is located in Lapland in northern Finland, and is currently expected to operate until 2035. The location of the operation is shown in Figure 1. Historically, the mine was an open pit, although in recent years ore is sourced solely from underground operations. The processing plant features crushing and grinding, followed by carbon flotation and sulphide flotation. Carbon concentrate is a waste stream, and sulphide concentrate reports to pressure oxidation (autoclave) and CIL circuits for gold extraction. The final flowsheet is shown in Figure 2. Following commissioning in late 2008, the operation achieved commercial production on May 1st 2009. Gold recovery in flotation gradually increased to a 92-96% range at a throughput of ~3500-4000 tonnes per day. In late 2014, the operation commissioned a plant expansion to ~5000 tonnes per day. Following a commissioning period, the operation stabilised with recoveries in a 90-94% range, which over any given period was determined to be ~2% lower with statistical significance. The trends from start-up of gold recovery in flotation and throughput are shown as follows in Figure 3. In early 2016, Agnico Eagle Kittilä mine, along with Agnico Eagle Technical Services (AETS) partnered with Metrix Plant Technologies and TESCAN, to perform a Performance Assessment Campaign (PAC) at Kittilä, involving automated mineralogy on five key streams at Kittilä on 40 days selected from a 50 day period between February 15th and April 4th 2016, when plant operations were stable. In addition to the mineralogical data, metallurgical and operational data were pooled into a single, powerful database to explore opportunities for the operation to improve recovery in a sustained manner, ideally to the levels pre-expansion."

A bewildering number of continuous thickeners and clarifiers are used in mineral industries and other heavy industries. General types are: 1. Conventional Thickeners (Fig. 1). 2. Thickeners with Flocculating Feedwells (Fig. 2). 3. Solids Contactors (Fig. 2). 4. Tray Thickeners (Fig. 3). 5. Lamellas (Fig. 4). 6. Conventional Thickeners with Lamellas 7. High Flow, Fluid Bed Thickeners (Fig. 5). These units must be adapted to varied applications. They must provide operating flexibility to meet process needs. Such factors multiply the decisions which must be made prior to the selection of a thickener. The seven types of thickeners listed above, with their variations, share design concepts which limit their application and which can be used to evaluate their performance. Some of these are listed: 1. Feed velocities must be limited and/or controlled. 2. Natural or reagent flocculation is necessary. 3. Horizontal settling area is the basis for capacity. 4. Overflow velocities must be limited and/or controlled. 5. A controlled underflow is necessary. Applying these needs to the basic process concepts is thickener selection. The basic function of a thickener in the minerals industry is the separation of a thickened sludge containing fine solids from water. The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. Airborne coal mine dust is an unintended and unavoidable result of coal extraction operations that raises notable health and safety concerns. Modern mining techniques utilize several dust mitigation strategies, and the flooded-bed dust scrubber (FBS) is one such technology used extensively on continuous miners. The conventional static panel filter, instrumental in most scrubber designs, is fundamentally limited in collection efficiencies due to a high clogging rate and a tradeoff between mesh density and airflow rate. To overcome these deficiencies, a novel vibrating mesh panel is proposed. In this study, a laboratory-scale dust scrubber unit was used to investigate the efficacy of concept as compared to that of a static mesh. A statistical design of experiments study was first used to determine the effective vibrational parameters and scrubber operational parameters on dust collection and clogging mitigation. Optimized results from this study were then evaluated against those of a static mesh to determine performance improvement while investigating the mechanisms controlling dust collection and particle department through the scrubber system. Results show that the vibrating mesh conditions and higher water flow rates led to an improvement in the collection efficiency of the scrubber system. Compares to a static-mesh, the vibrating mesh FBS showed a significant reduction in pressure drop across the mesh screen indicating lower air loss through the test duration. Overall, the findings confirm that vibrating filter mesh reduces filter clogging while maintaining high collection efficiencies. This research supports further technological advancement in mine dust mitigation technologies.

A recent Nevada Gold Mines research program focused on the pressure oxidation (POx) pretreatment of a Carlin-type double refractory ore from the Turquoise Ridge Mine. The research team found that both arsenian pyrite and carbonaceous matter were highly oxidized within an hour at 300 °C using a bench-top autoclave reactor and that the gold recovery from the residues after cyanide/carbon-in-leach (CIL) approached the technical limit set by the amount of gold encapsulated by silicate minerals. Although the 60-min pretreatment at 300 °C yields robust performance when treating a whole ore, copper additives can catalyze the oxidation rate of carbonaceous matter and reduce the residence time needed at elevated temperatures. Certain gangue minerals are susceptible to dissolution in acidic solutions at 300 °C, and this may cause poor gold recovery. This recovery challenge is mitigated by keeping free acid in the discharge solution below a key threshold.

"In this paper, we consider an underground production scheduling problem consisting of determining the proper time interval or intervals in which to complete each mining activity so as to maximize a mine’s discounted value while adhering to precedence, activity durations, and production and processing limits. We present two different integer programming formulations for modeling this optimization problem. Both formulations possess a resource-constrained project scheduling problem structure. The first formulation uses a fine time discretization and is better suited for tactical mine scheduling applications. The second formulation, which uses a coarser time discretization, is better suited for strategic scheduling applications. We illustrate the strengths and weaknesses of each formulation with examples.IntroductionProject scheduling is an important aspect of underground mine planning that consists of determining the start dates for a given set of activities so as to maximize the value of a project while adhering to operational and re-source-availability constraints. Important activities that require scheduling include development, drilling, stoping and other ore-extraction techniques, and backfilling. Precedence relation-ships impose an order in which activities can be carried out based on their location in the mine: for example, the activity a associated with development of an area must be completed before the activity a´ associated with extraction of that same area can begin. Re-sources include attributes of the mining operation, such as the amount of extraction and mill capacity available per time period, and are determined by capital and equipment availability and other factors. In this paper, for our set-ting, resource-availability constraints consider the amounts of material that can be extracted and sent to the mill — that is, processed — per time period."

The plastics industry runs into the billions, both in the dollar value of its finished, products and in the pounds of plastic raw material produced. It is, too, one of the fastest growing industries with a 300 percent increase in production in the past ten years. Informed estimates set 5.9 billions pounds as the plastic volume for 1959. Statistically, this is equivalent to a per capita consumption of 25 pounds in the United States. Plastics are man-made materials in contrast to natural materials like wood and are a family of materials -- not a single material - each member having special advantages. A generally accepted definition; for plastics is; a large and varied group of materials which consist, wholly or in part, of combinations of carbon with oxygen, hydrogen, nitrogen, and other organic and inorganic elements. This, while solid in the finished state, at some stage in its manufacture is soft enough to be formed into various shapes, most usually through the application either singly or together of heat and pressure. Many combinations and many different materials are thus possible. Therefore, for purposes of simplification, most plastics can be classified under one of 14 recognized basic family groups. These groups in turn generally can be further classified into one of two major subdivisions - thermosetting or thermoplastics. A few plastics are in between and they can be formulated to be either thermosetting or thermoplastic.

Feldspathic deposits occur widely throughout the United States, but North Carolina, California, Connecticut and South Carolina accounted for over 80% of the total domestic feldspar output for the year 1973.1 Pegmatites and granites constitute the major feldspar reserves of the United States,2 and in addition, feldspar is produced as a by-product by firms whose major products are spodumene and mica.3 Feldspar is concentrated by hand-cobbing and flotation; the latter forms the major method of separating and concentrating feldspar. Feldspar flotation is practiced in the United States, Mexico, Finland, Norway, West Germany, Japan and the USSR. According to the U. S. Bureau of Mines estimates, the production of feldspar in the United States and rest of the world were 704,000 tons and 2,514,000 tons respectively. Feldspar is principally used as a flux in making glass, pottery, porcelain, enamel,-tile and other ceramic products. In recent years, the domestic feldspar industry is faced with a number of problems. As a result of increased cost of energy and the introduction in 1972 of new legislative programs relating to air, water, and noise pollution, land-use restrictions, and mined-land rehabilitation, the production costs have increased. Apart from the increased cost of operation, an operational problem exists with the feldspar producers in North Carolina, especially those in the Spruce Pine area. This problem is concerned with the use of hydrofluoric acid in the feldspar flotation. Feldspar producers in Spruce Pine, North Carolina have been discharging process waste water into the North Toe River. The mill waste water contains active fluoride ions. Fluoride in excessive concentrations is undesirable in waters used for drinking. It is stated that water

The $300 million West Side Combined Sewer Over?ow Project consists of over5.5 kilometers of soft ground tunnel, an 833-million liter per day (220-MGD) deep shaft pump station, 3 kilometers of micro tunneling, and other miscellaneous shafts and pipelines. The construction contract, underway since September 2002, is a reimbursable cost plus fixed fee contract that included a quali?cations-based contractor procurement process and has undergone some modi?cation since execution. This paper will describe the contractual issues addressed to date, dispute resolution, where improvements can be made, and how an Owner can evaluate whether this type of contract is the best approach for an underground project.

"The north segment of the Zizhi Tunnel that consists of twin tunnels was excavated at a shallow depth in soft ground using the Shallow Tunneling Method. Based on continuous field measurements, the development histories of surface settlement were analyzed first. The observed development process could be roughly divided into three stages and the influence of river was evidenced. Transverse and longitudinal surface settlements above the twin tunnels were then fitted with empirical models. The obtained trough width parameters in transverse and longitudinal direction (it and il) and the volume loss (VLs) were presented and discussed. Additionally, surface settlement was compared with the crown settlement. The relationship between surface and crown settlement behaved in two different ways inside and outside the river-affected region. The findings in this project give references for predicting surface settlements in similar tunneling condition. INTRODUCTION Nowadays tunnel construction has become a major way of utilizing underground space in many large cities. The ground deformation will be inevitably induced in the tunneling process. Engineers should always be careful about excessive deformation that may damage adjacent structures. For shallow tunnels, controlling ground deformation turns to be more risky. Since soil arching is not completely formed in the shallow tunneling, settlements can easily develop from tunnel crown to ground surface.A conventional tunneling method named Shallow Tunneling Method (STM) has been developed and widely applied to constructed shallow tunnels in China. The major difference between this method and the New Austrian Tunneling Method (NATM) is whether considering self-supporting capacity of surrounding ground or not. In order to reduce the disturbance of surrounding soils, several guidelines are highlighted in this method, including advanced pipe forepoles, strict grouting, short excavation length, strong support, quick closure and frequent measurements (Fang 2012). Nevertheless, the ground deformation is still hard to control and becomes a concerned problem, mainly because ground settlement has some regional features and largely depends on the detailed excavation methods (bench cut method, multiple heading method, etc.) and ground condition (sand, clay, decomposed rock, etc.)."

Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

The purpose of this work is to conduct a preliminary analysis of the spatial variations of the thickness of lignite layers in the area of the Amyndeo mine, and to estimate the lignite reserves of the mine. The reserves are estimated by the method of the Voronoi diagrams, using a group of mirror points to close the polygons around the boundaries of the mine. Two data sets are investigated. The first one corresponds to an exhausted part of the mine. The derived reserves estimates are compared with the actual data obtained by the Public Power Corporation (PPC) to validate the analysis. The second data set extends over the entire mine, and it is used to derive an approximate estimate of the total lignite reserves. A geostatistical analysis of the total layer thickness is performed. The experimental semivariograms are evaluated for both data sets in different spatial directions. Two possible theoretical models for the experimental semivariogram (the exponential and a novel Spartan model) are compared and discussed. An interpolated kriging map of the total thickness variation is produced accompanied by a map of the kriging precision. The performance of kriging interpolation is discussed in terms of cross validation measures.

The Biological Oxidation (BlOX®) Process for the treatment of refractory gold ores was commercialized in 1988. During the last decade, the technology has developed into a mature, commercially viable process, with five additional operations commissioned, including operations at Sao Bento in Brazil, Harbour Lights and Wiluna in Australia, Ashanti in Ghana and Tamboraque in Peru. With ongoing development, the efficiency and cost effectiveness of the process have both improved, making it an attractive alternative to conventional refractory treatment processes such as roasting and pressure oxidation. The bacterial culture is robust and can withstand the normal fluctuations experienced on an operating plant. The plants are simple to operate, making it ideal for remote areas. The scale-up potential of the process has been proven, and it can be applied to large refractory ore bodies. The process is environmentally friendly. Neutralization of plant effluents produces precipitates that comply with the most stringent environmental regulations.

Kaolin tailings ponds play an important role in reclamation of land and water. Discharges impounded from kaolin plants include oversize fractions consisting of coarse kaolin, mica, quartz as well as magnetically extracted contaminents, acid filtrates, and plant washdown streams. Tailing ponds perform an essential function in sedimentation of particulates, blending and reoxygenation of liquid waste, and neutralization and clarification of discharge water. During the past fifteen years, most kaolin firms have segregated their coarse filler waste to allow for possible reclamation for production of delaminated coating clay. This excess coarse filler fraction constitutes a reserve for future coating clay production.

The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.
