This paper describes in detail the economic forces affecting cobalt supply, demand, and prices. The major factors that will determine the growth or decline in the use of cobalt in each of its applications are discussed. The flows of cobalt from mine to refinery are described on a company-by-company basis. The paper concludes with a discussion of how the characteristics of the supply and demand sides of market interact to determine cobalt prices.

Storage and transport systems are essential for mineral processing. Section 10 includes systems for storage and transport of dry bulk materials, slurries, and water necessary for operation of mineral pro¬cessing plants. All aspects of these systems are presented, including material characteristics; dry material placement in and reclamation from storage stockpiles and bins; dry material conveyance; hydraulics (liquid flow and pumping); slurry characteristics; slurry storage and reclaim, slurry flow (distributors, launders, and pipes), and pumping; water (primary and secondary process, reclaimed, fire, cooling, and domestic) supply, transport, and storage; equipment selection and sizing; power transmission; controls; and health and safety. The mate¬rials considered include crude ore; process and other water supplies; initial, intermediate; and final in-plant materials; finished materials; and tailings and other waste products. Section 10 is a compilation of practical operating data for engineers, technicians, and plant opera¬tors. For the design of mineral processing plants, including selection and sizing of equipment, the design engineer should consult with equipment manufacturers, suppliers, engineering firms, and plant op¬erators with specialized experience in particular materials handling methods. When unusual conditions are encountered, actual pilot or full scale testing may be required to insure adequate design. Operation of mineral processing plants is dependent on the proper engineering and construction of storage and transport systems for dry bulk materials, slurries, and water. It is obvious that processing plants cannot produce the required quantities of semifinished and finished products unless these material can be transported adequately to, through, within, and from the plant. Costs of storage and transport systems may exceed 50% of the total capital and/or operating costs. Considerable attention must be given to the design, layout, and engineering of these systems. These systems are interrelated with the mineral processing method and it is necessary to determine the best combination of mineral processing method and storage and transport systems. Storage and transport systems perform a major supportive func¬tion to mineral processing. The final selection of these systems depends on the final selection of the processing method and related systems (environmental control, tailings and waste disposal, etc.). The process¬ing method determines the characteristics of materials to be stored and transported; distances, elevations, flow rates for transport; and storage requirements. Flowsheet After selection of the processing method and related systems, a flowsheet must be developed. This flowsheet should indicate produc¬tion rate, percent solids or moisture, and specific gravity for all initial, intermediate, and final products or product flow streams. It also may be necessary to know the size analysis, chemical analysis, abrasiveness, and other physical characteristics of various product flow streams. The flowsheet provides basic information for plant layout, storage requirements, and selection and sizing of process and transport equip¬ment. Storage and transport systems often function improperly be¬ cause of inadequate flowsheet data or process revisions, resulting in improper equipment selection and sizing. Further details on plant design are presented in Section 33. After selection and sizing of process equipment, it is necessary to select the type of material transport equipment to be used for in¬plant materials handling as well as crude ore, tailings, and final prod¬ucts. The storage and/or surge requirements, including capacity and location, then are determined. Storage and/or surge capacity is neces¬sary for leveling production rate fluctuations due to variations in material characteristics; production scheduling; equipment mismatch¬ing, failure, or breakdown; and scheduled maintenance downtime. Variations in ore grindability will cause fluctuations in throughput or production rate for grinding mills and variations in ore grade will cause fluctuations in production rate for concentrating equipment. Variations in material moisture content and percent solids can have serious effects on the capacity of material transport equipment. In some cases, a blending system may be desirable or necessary to reduce variations and to obtain uniform production and/or metallurgy. Storage capacity often is needed because of different production schedules for various phases of the mining and mineral processing complex. As an example, the mine and coarse crushing plant may operate on a one- or two-shift-per-day schedule while the fine crushing plant and concentrator on a three-shift-per-day schedule. This would require storage between the coarse and fine crushing plants. Another example would be load-out storage where unit trains are used to haul concentrate or final products. The concentrator could be operated on a three-shift-per-day schedule while only I to 2 hr may be scheduled for unit train loading. This would require adequate load-out storage so that the concentrator can be operated continuously. Process equipment with mismatched capacities requires storage or surge capacity between the mismatched equipment to achieve oper¬ating efficiency. As an example, the fine crushers may have greater capacity than the rod mills. Storage between the fine crushers and the rod mills permits both the crushers and rod mills to be operated at optimum capacity with the crushers actually operating or running a lesser number of hours per day. Mismatched capacities for process and transport equipment also may require storage or surge capacity. Mismatching of equipment capacities most often occurs because of the difficulty in equipment sizing. Thus, the design engineer must anticipate where in the flowsheet these mismatching capacities are likely to occur while making every effort to assure that equipment is selected and sized properly. Equipment breakdown can cause major operating difficulties and lost production. These breakdowns can be reduced with adequate scheduled maintenance. Lost production due to nonscheduled down¬time caused by equipment breakdown can be reduced further by standby equipment and storage and/or surge capacity ahead of essen¬tial mechanical and electrical equipment. As an example, standby pumps and conveyors often are available as part of the in-plant trans¬port system. Storage and/or surge bins and tanks often serve dual functions, such as dewatering, mixing, and smoothing production rate fluctuations.

Social attention to environmental aspects, steadily increasing in European Countries, has been leading to a stricter regulation of many productive activities. Among them, mining and quarrying sectors have been often censured for their potential and real impacts on land and environment. Referring to dimension stone exploitation (also the terms ornamental stone or natural stone are here used as synonymous), quarries are often concentrated in extractive basins, where the resource is localized with suitable quality and quantity: this fact has sometimes raised critical environmental situations. Nevertheless, dimension stone quarrying represents in Europe a traditional and important economical activity, source of wealth and employment. Moreover, many natural stones take on a ?cultural? value and may be considered as ?classic?, as they have been exploited since antiquity and are element of the architectural heritage of many Countries. The sector relevance demands the research of a sustainable balance between social-economical needs and environmental protection. Actually, very restrictive environmental protection policies have led to severe limitations to quarrying activity, but the results do not seem to be completely positive in terms of sustainability: on the one hand, closing-down stone quarrying activities imposes a shrinkage in local, social and economical development; on the other, quarrying activity is pushed towards developing Countries, environmentally un-protected, simply moving and putting off to next future the problem. The challenge of the sustainable development of quarrying sector ? recently explored in the European Commission?s communication ?Promoting sustainable development in the EU non energy extractive industry? (COM-2000-265) ? should be achieved through a positive link between theoretical statements and practical effects: sustainability indicators may be an effective instrument to assess and monitor the environmental performance of the industry. The paper refers to the development of specific ecological criteria and indicators, which can be useful to measure and predict the eco-efficiency of a dimension stone quarry, finally pointing out where improvement efforts have to be focused.

Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

The future of the world's minerals industries is often painted as bleak. Peter Drucker has repeatedly proposed that the demand for minerals has become "uncoupled" from world economic growth.' This implies that, while mineral demand was in the past linked to the growing demand for and consumption of goods and services, further world development will not require substantial mineral inputs. Lester Thurow noted that for these reasons the US minerals industry is diminishing in scale and economic importance.2 There is some documented evidence of such uncoupling, and the demand for minerals may indeed diminish in the future. But such announcements are, to this point, no more than speculation. For instance, is it not just as likely that renewed environmental concerns will cause increased demand for the relatively innocuous environmental properties of metals, replacing plastics? And even if the prophesied demand decreases do occur, a sufficient fall in metal prices due to technological advances could increase the quantity of minerals demanded above current levels, in spite of leftward shifting demand curves. Thus, worldwide mineral production activity may increase or decrease in the future and no one can say whether more or fewer of the earth's citizens will become involved in the extraction and processing of minerals.

The City of New Haven is proposing to construct Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 200 cubic feet per second (cfs) stormwater pump station; and a 914 meter (3,000 linear feet) long tunnel segment with an internal diameter of 2.1 meters (84-inches). The tunnel alignment will cross under the Long Warf railyard and then continue parallel to the Vison Trail Route. This paper presents the local geology and subsurface conditions, as well as discusses the major project challenges and risks including construction in soft marine soils and encountering remnants of the former wharf.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

The Rowland Coal Preparation Plant is located on Workman's Creek in Raleigh County, West Virginia, approximately 20 miles Northwest of Beckley and 10 miles Southeast of Ameagle. It is owned and operated by the Rowland Division of Consolidation Coal Company. This paper describes the plant flowsheet, process considerations that were evaluated in its development, and observations made during and since the plant was constructed. The final flowsheet was developed specifically to wash the coal from the Rowland Mine and contains several equipment combinations and applications heretofore never placed in a single, commercial operation. The major process equipment is presented in a functional description of the flowsheet. The coal reserves are leased from the Rowland Land Company and consist primarily of #2 Gas and Middle Eagle coals and various major splits of the Middle Eagle seam. The Rowland Coal Preparation Plant was designed to process 560 TPH of raw coal consisting of 50 percent #2 Gas coal intimately mixed with 50 percent Middle Eagle coal and containing lumps no larger than a 12-inch cube.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. A new device, called the dual impact load cell, has been developed and built at the Comminution Center to measure fracture energy and damage accumulation in brittle particles that are subject to impact. The results show that damage accumulation during impact is not a significant factor in determining the fracture energy or the particle strength. However, predamage induced by thermal pretreatment of the particles has a significant effect on both fracture energy and particle strength.

The General Purpose Simulation System (GPSS) is a computer simulation language that has been used for simulations of open pit haulage operations since the 60's. It is easy to learn, simple to use, and has a block-diagram structure that is amenable to load-haul systems. However, due to its lack of flexibility, there are situations where another language should be chosen. This paper reviews the characteristics and capabilities of both GPSS and FORTFAN with regard to open pit shovel and truck simulation. The relative advantages and disadvantages are highlighted and a case study presented along with comparative results from two computer models (one written in GPSS and the other written in FORTRAN).

The Mission Unit of American Smelting and 'Refining Company is located in Pima County, Arizona, approximately twenty miles southwest of the City of Tucson. The Unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to Company Smelters at Hayden, Arizona, or El Paso, Texas Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tons per day concentrator gas started in the spring of 1960, The first ore was treated in mid summer of 1961 and full ore production was reached in August of 1961. At that time over 46,000,000 tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tons per day. Total production to date (ore and waste) over 120,000,000 tons.

Precipitated calcium carbonate is used as a filler and coating material in the manufacturing of paper because of its high brightness and light scattering characteristics. However, beneficiated calcite has similar potential, given the fact that the industrial specifications are already achieved. For paper industries, the requirement is that the desired product should be pure and have a brightness of 93 to 95 percent. A very-high-grade calcite deposit of around 92 percent is located in the north of Norway, which is used as the raw material for ground calcium carbonate (GCC) feed for the paper industries. There is a substantial amount of calcite resource, which has pyrite and pyrrhotite as major impurities. These sulfides, even when present in minor concentrations, impart color to the end product (paper). Removing these minerals is estimated to increase utilization of the deposit by 10  percent, which represents several million tonnes of calcite marble. Due to the requirement for environmentally friendly reagents and chemicals by the mineral industry, fatty di-amines are being tested for pyrite and pyrrhotite flotation. The interaction mechanism of diamine with the main components of the ore were studied and optimum conditions for removal of sulfide impurities are outlined.

Deposits of metals in only slightly disturbed strata have been attributed to sedimentation processes contemporary with deposition of the strata. Recently this origin has been extended' to a greater variety' of deposits and local enrichment has been attributed to selective remobilization of metallic minerals in the host stratum. Effects attending metallization and deformation, and exact age' of the metallization are compiled to establish the sequence of events in ore deposit histories in order to clarify importance of remobilization within a formation relative to introduction from an outside source into an fav¬orable host. The pertinence respectively of deposit; origin and geometry to the work of the mining geologist is reviewed. Dwarf faunas in the Clinton iron ore, Tully pyrite bed and Rammelsberg deposit, indicate abnormal metal ions in the sedimentary environment. Slight¬ly disturbed strata are host rocks in the Swedish Kolm, Timna, Kupferschieffer, and White Pine deposit; the latter two have ore only in conjunction with tectonic structures.

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. Surface and underground mining operations require equipment with high power output ratings. Haul trucks, loaders, dozers, and other equipment need increasing horse-power to meet production demands. To get more horsepower out of the engines driving the equipment, most manufacturers use turbocharging. Detroit Diesel puts the number at about 90% turbocharged, while Caterpillar estimates 75% to 80% of all its equipment is turbocharged. Turbocharging increases the power output and overall engine efficiency. But it presents some maintenance and operational problems that were not factors when only naturally aspirated engines (nonturbocharged) dominated the scene. A turbocharger is an exhaust-driven air compressor. Using the waste energy in the engine exhaust, a turbine wheel is driven. This wheel is connected by a common shaft to a compressor wheel. The shaft is supported by two plain bearings, or bushings. As the turbine wheel is rotated, the compressor wheel continually compresses the intake air to the cylinders. Compressing the intake air means that more air can be put into the cylinder to burn more fuel. The more fuel the engine can completely burn or combust, the more horsepower the engine can produce. Even though the turbocharger is a relatively simple device, it is a sensitive engine component. It requires special consideration at engine start-up and shutdown. Being freewheeling and exhaust driven, turbochargers can experience temperatures of 540°C 1000°F) and rotational speeds of more than 100,000 rpm. Due to those temperatures and speeds, lubrication is critical to the operation and life of a turbocharger. The turbo is located high on the engine, with the oil supply running through an external line from the sump. The recommended practice is to start the engine and allow it to idle for a few minutes before any revving or loading. This allows the oil to reach the turbo and properly lubricate the bearings before high rotational speeds are seen. Turbo oil supply lines can be as long as 1.5 m (5 ft). Depending on ambient temperatures and oil viscosity, it can take as long as 30 seconds for oil to reach the spinning turbo. However, as little as five seconds without oil can damage the turbo's bearings, reducing its life and overall efficiency. Lubrication problems seen at shut-down can also significantly affect turbo life and efficiency. Manufacturers recommend an idling period of five to seven minutes before engine shutdown. This allows the turbo to slow down and cool off somewhat to help prevent oil coking and bearing damage. When the engine stops, so does the oil supply. There is very little oil left on the bearing surfaces and in the turbo oil supply passages. The immediate heat transfer from the turbine wheel to shaft, bearings, and turbo body literally cooks what is left. This high heat without oil flow can cause bearing deformation by actually melting some of the bearing material. The rapid oil oxidation and coking will restrict oil passages, damage bearings and shaft. Besides heat soaking, there is another problem. If the turbo is spinning at high speeds when the engine is shutdown, the turbo must spin-down to a stop without oil flow. With the large size of turbos used on mining equipment, this spindown time without oil can be for as long as 10 to 20 seconds. Fortunately, lack of lubrication at start-up and shutdown and the subsequent bearing damage can be prevented by oil injection devices. These devices hold a reservoir of engine oil. The oil is injected to the turbocharger bearings immediately on start-up and for several minutes after shutdown. Oil injection devices are spring loaded, hydraulic accumulators. They are actuated at start-up by a solenoid wired to the starter motor. Engine oil pressure charges the accumulator during normal operation. Upon shut-down and loss of oil pressure, the device provides oil to the turbo for about two or three minutes. With an oil injection device, the engine can be started and immediately driven without fear of turbo damage. Also, an abrupt shutdown will not damage the turbocharger since the device will continue to lubricate for two or three minutes. A word of caution. Be sure the oil injection device provides positive oil displacement (pressurized oil flow). Do not use a gravity-flow device. Unless it is a true accumulator, the device could starve the turbo for oil on start-up, Ask for start-up and shut-down pressures and delivery times before considering installation. Keep the oil clean, and follow the manufacturer's recommended oil change intervals. These intervals are usually shorter than with naturally aspirated engines. Use oil with a CD rating designed for diesel applications. A multiviscosity oil is preferable. Use a synthetic engine oil, such as Mobil's Delvac 1, Gulf's Super Duty II, or Chevron's Sub-zero Fluid. Synthetics have much better flow properties at low temperatures. They also have greater oxidation stability (they can take the high heat of turbo-bearing lubrication. And they produce fewer deposits because they are more thermally stable. But synthetic oils do cost more - two or three times more. One additional point - maintain the air intake system. Since all mining is usually in a dusty environment, air filters should be changed regularly and intake systems should be checked for leaks. All intake air passes through the turbo. Any dirt or abrasives entering the turbo will damage the unit and shorten its life. While mining is a heavy duty business with severe operating conditions, you can get the life from your turbocharger that you expect by following a few simple steps: • equip the turbo with an oil-injection device to provide lubrication on start-up and shutdown; • change the oil and filters regularly; and • use the proper oil-synthetic, if possible.

The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

During last years many different types of X-ray fluorescence analysers have appeared in the market most of these instruments being designed for laboratory use. The instruments applied ins continuous processes are usually modifications of these laboratory types. The application of these instruments to the analysis of heavier elements seems to be quite satisfactory. By lighter elements difficulties are caused by the strong absorption of the characteristic fluorescence radiation, which sometimes makes the use of vacuum or helium chambers necessary. In the following an instrument of another type will be described. It has been developed exclusively for the analysis of titanium in ilmenite concentrate, where the content of Ti02 varies between 43 - 46%. Preliminary measurements have shown that in this interval absolute change of 1% in the Ti02 concentration causes a relative change of about 2% in the intensity. Because: the accuracy of 0.5 % Ti02 is sufficient, 1% relative accuracy should be, attained in intensity measurement. The problem is not very easy to solve due to the fact that Ti K radiation is rather soft and the requirement's for accuracy are rather high. Being applied to the analysis during a continuous process may statistically fluctuating variables in connection of sampling and disturbances of many kind set special requirements for the instrument design.
