Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania. West Virginia, Kentucky and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought but rather 200 in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

A salt dome appears to provide the basic medium requirements for the excavation of the 315 foot diameter, unsupported spherical cavity at a depth of 2700 feet required by the AEC in a proposed "decoupling" experiment. Tatum Salt Dome was a natural choice for a site because more geological and hydrological information has been accumulated on Tatum than any other salt dome on the Gulf Coast. The Tatum Dome is a mile in diameter, roughly flat topped, nearly cylindrical in shape and has some overhang at the top. The salt stock has nearly vertical layering of alternating bands of salt and anhydrite. In the vicinity of the dome, adequate fresh water for solution mining is available in surface streams and in subsurface aquifers. A saline aquifer is available for brine disposal. A tentative cavity location was selected near the center of the dome which meets the design criteria established by the AEC.

The recent mine disasters in Australian coal mines have initiated an introduction of Self-Contained Self-Rescuer (SCSR) as component in the development of new escape strategies for miners. These self-contained self-rescuers are closed circuit, demand sensitive breathing apparatus that make oxygen available to the wearer for a nominal period of time. Their operation is completely independent of the surrounding atmosphere. Once properly donned, the SCSR can assist a miner to escape from an area containing smoke, toxic gases or an oxygen deficient atmosphere. The duration of a typical SCSR is usually taken at the point of complete collapse of the breathing bag which is accompanied by an increase in breathing resistance and inhaled levels of carbon dioxide. Because the oxygen consumption (V02) and the heart rate are correlated, a prediction of V02 and consequently the duration of an SCSR can be made by monitoring the heart rate. Thirty-seven volunteers participated in field simulated escape trials at four underground coal mines. The results from the field trials suggested that oxygen consumption depends on the heart rate, the body weight and exercise rating of the miner. All the volunteers were asked to fill out the questionnaires to evaluate the performance of the units. The miners indicated that they could tolerate the inhaled temperature without any difficulty to breathing resistance. A complete statistical analysis of the field results is also presented.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

The mining industry, like most other industries, has had a difficult couple of years. What are your thoughts on the industry?s direction in the next few years? I am bullish on our industry. There is no question in my mind that the quality of life we enjoy today is largely a result of our past successes in the minerals and mining sector. I am equally certain that the sustainability of that quality of life and the aspirations of the rest of the world to attain that same level of lifestyle will depend hugely on our future successes and will be the driver for our industry to continue to excel and prosper. Surely, there are going to be challenges along the way. These challenges are not only from the public, regulators and various governing bodies, but also from our industry?s own self regulating efforts. However, we have demonstrated throughout the past several decades that we have the capability to meet these challenges head on and come out ahead.

Introduction Caverns of 50 m in linear dimension at depths below 2300 m with a life of more than 25 years are proposed for the next generation of water-filled neutrino detectors. Little precedent exists for excavations in such an extreme environment, although some guidance is available from mining experience at great depths, for example, in South Africa, in Canada and at the former Homestake Mine in the U.S.A. Unlike mining for ore, there are choices available in the construction of such caverns that may mean the difference between success and failure. These choices should be informed by rock engineering principles. Recently proposed guidelines for orientation of brick-shaped caverns where the long dimension is a small multiple of the short dimension indicate that the most favorable orientation is with the long and short dimensions parallel to major and minor preexcavation principal stresses (Pariseau, 2005). Numerical analyses at reduced strength indicate some yielding at cavern walls should be expected but that an equilibrium state is quite possible and is aided by arching the back into a spherical dome when the cavern is an empty cylinder (Tesarik and others, 2002). The same indications of stability occur with brick-shaped caverns. However, the most dangerous situation occurs during the excavation sequence to final cavern dimensions. There are any number of excavation sequences that lead to the same final cavern shape, so there is an opportunity to partially optimize the sequence with construction guidelines that minimize peak stress concentrations during construction. This contribution discusses three practical excavation sequences that lead to the same brick-shaped cavern in the strong, massive Yates formation at the Homestake Mine where considerable rock mechanics data has accumulated through the years(e.g., Pariseau, 1985, Pariseau and others, 1995) and where actual mining on the 8000 Level indicates a strong possibility of successful investment in the next generation of large, deep neutrino detectors. The main results are: (1) a favorable brick-shape is one with dimensions in the same proportion as the preexcavation principal stresses (compressionpositive), and (2) favorable orientation of the most extreme but temporary shape of excavation is also best for the construction sequence. Analysis results from a mix of Homestake Mine data and possible excavation geometry illustrate the advantages of these guidelines.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

Mineworkers face a challenging and dynamic work environment every workday. To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed.

The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

For over a century, St. Joe Minerals Corporation in Southeast Missouri has been sinking shafts for their lead mining operations. Upon discovery of the Viburnum Trend, or "New Lead Belt", St. Joe brought its experience and expertise in shaft sinking to the area. Eleven shafts were then sunk in an 18 year period, ending in 1972. In 1981, St. Joe began sinking a new shaft in the Trend with hand-picked employees from the four operating lead mines and service facilities. The paper describes the general history of St. Joe shaft sinking methods and equipment, focusing on the current development of the Viburnum No. 35 Shaft.

Airborne geochemistry became a reality with the advent of a high-sensitivity airborne gamma ray spectrometer with large volume NaI (TI) crystal detectors. Small variations in the concentration of potassium (as K40), thorium (as T1208) and uranium (as B1214) along the flight lines can be determined by measuring the gamma radiation with a sensitive airborne spectrometer. Small volume crystal spectrometers are useful only for detection of major surface uranium (Bi214) variations, but the large crystal volume system is an airborne geochemical exploration method capable of locating hydrothermal mineral deposits. Radioactivity as a guide to ore has been discussed in the literature by Damon (1950), Gross (1952) and others. The theoretical basis is that potassium, thorium, and uranium are concentrated in late stage solutions during magmatic crystallization. Thorium and uranium are concentrated in late stage liquids because their large atomic radius and high ionic charge prevent them from entering into the crystal lattice of common rock-forming minerals (Rankama and Sahama, 1950). Potassium, which has a large ionic radius and small charge, also can be concentrated in the high water content late stage fluids (Heier and Adams, 1964). A large proportion of uranium and thorium in rocks occurs around grain boundaries of the essential rock-forming minerals (Hurley, 1950). Uranium and thorium substitute for zirconium in zircon, a comparatively early forming mineral. However, most of the thorium and uranium is concentrated in residuals where they can be fractionated and incorporated into allanite, monazite, xenotime, and other minerals.

Bio-epigenetic sulphur deposits occur in Pecos, Reeves and Culberson counties of far West Texas. Sulfate reducing bacteria, utilizing hydrocarbons as energy, transformed gypsum into replacement limestone and hydrogen sulfide. Hydrogen sulfide, retained in the pores of the replacement limestone, was subsequently oxidized by highly oxygenated groundwaters, and native sulphur precipitated. West Texas sulphur was first recognized at surface exposures by William P. Blake, a geologist attached to the Captain Pope Military/ Scientific Expedition of 1854. Attempts were made in the early 1900's to mine these sulphur vent exposures by a retort method, but the ventures met with little success. In 1967, Duval discovered a large sulphur deposit near some of the old sulphur works in Culberson County. Duval also expanded reserves in a small sulphur deposit in Pecos County. The Frasch process, developed for producing sulphur from Gulf Coast salt domes, proved successful in West Texas type sulphur deposits also. However, modifications of the process were necessary to provide economical and efficient sulphur recovery from the varied ore occurrences. West Texas conditions and logistics require the ultimate in productivity to be competitive in the domestic and foreign sulphur markets. Several companies, in addition to Duval, are producing or have produced sulphur in West Texas. As of June 1, 1984, a total of 29.87 million mt (29.4 million long tons) of sulphur had been produced west of the Pecos River. Duval corporation has produced more than 88 percent of that total.

During the past 50 years, significant research has been performed in the ecology and physiology of plants that colonize soils containing elevated concentrations of heavy metals. Similar work has also been performed on plants that are able to survive acidic and saline environments. Efforts have focused on the ecological analysis of plant communities that occur over a range of metalliferous mining wastes. Investigations have been performed on the mechanisms that allow selected varieties of plant species to survive in normally phytotoxic environments and on the potential applications of metal-tolerant varieties of plant species. The purpose is the remediation and reclamation of mining wastes and soils that contain unusually high concentrations of so-called heavy metals. Characteristics of some mineral wastes Metalliferous mining wastes present special environmental restoration problems because of their toxicity. Potential toxicities are mostly caused by residual metals derived from weathering of low-grade ore or the waste products of mineral processing. In cases where pyrite forms a part of the mining waste, acid generation by oxidation may exacerbate the toxicity problem by promoting heavy-metal mobilization in aqueous solution.

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:
