In December of 2007, a joint venture of J.F Shea, Skanska and Schiavone referred to as S-3II, was awarded a $1.15 billion (? 886,880,000) contract to construct the run-ning tunnels and station structures for the Number 7 Line Extension Project in New York City by the Metropolitan Transportation Authority Capital Construction (MTACC) and New York City Transit (NYCT). As part of the contract, a technically complex and critical connection of the new tunnel to the existing, operational 7 Line subway was required. This paper describes the innovative design approach that was conceived to carry out the underpinning and excavation works both within the east-west 7 Line subway tunnel and beneath the north-south, 4 track, 2 level Times Square Station for the A, C & E trains. This underpinning provided temporary support to the subway substructure as the grade of the tunnel invert was lowered up to 10 feet (3 meters) into the rock sub-grade to allow the future subway to pass under the basement of the world?s busiest bus terminal. In addition, the creation of a new portal connecting the existing subway tunnel and the subterranean level of the Port Authority Bus Terminal by means of underpinning structural footings and horizontal spiling/poling of existing ground will be discussed.

During 1983, The Youghiogheny and Ohio Coal Company's lost-time-incidence rate was 8.1, equal to the average for underground bituminous operators. How- ever, one half of all lost-time injuries were low back, back and neck related. In reviewing these results, we determined that substantial improvement could be made. We investigated existing back schools and the possibility of opening an in-house clinic. In September 1984, we began The Youghiogheny and Ohio Coal Company's Back Care Program. The objectives of the program are to reduce the number of back injuries incurred at the work site, hasten recovery time, decrease medical and workers' compensation costs and provide the employee with a thorough understanding of his problem. A state-of-the-art clinic capable of treating injuries to the spine and extremities has been established at the work site. The clinic is staffed by a licensed physical therapist and is offered to all employees on a voluntary basis under physician referral. The approach to treatment is multi-phasic. For the typical patient, the initial goal is to reduce pain and correct dysfunction. Treatment modalities such as auto-traction, extension exercises, ultra sound and moist heat are frequently used. During this period the patient is given extensive education regarding his problem. As soon as more vigorous activity can be tolerated, a work-hardening pro- gram consisting of job simulation activities designed to improve flexibility, strength and functional capability is begun.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation's mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau's resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation's dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. In 1968, the U.S. Bureau of Reclamation awarded S.S. Mullen Construction of Seattle, the Intake Tunnel (488 m by 4 m diameter tunnel) and Pumping Plant No. 1. In1998, the Southern Nevada Water Authority awarded Lake Mead Constructors (Kiewit of Omaha) a parallel New Intake Tunnel (518 m long by 4.6 m diameter tunnel) and Pumping Plant. Both projects provide water to a thirsty Las Vegas. This paper presents a detailed comparison of the two intake tunnels in terms of grout takes and pressures, geologic mapping and rock quality, grout penetration beyond the excavation line, degree of fracture grouting, and groundwater inflow boundary considerations. The paper provides a comparison of grouting techniques and material developments then and now.

"Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35 percent), ceramics and glass (32 percent), lubricating greases (9 percent), air treatment (5 percent), continuous casting mould flux powders (5 percent), polymer production (4 percent), primary aluminum production (1 percent) and other uses (9 percent) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014).In the 1990s, the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced during this period were consumed in the glass, ceramics and aluminum industries. In the 1980s and 1990s, there were two major lithium operations in the United States: brine operations at Silver Peak, NV and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, NC. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period, it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994).Lithium is still produced from the brine operations at Silver Peak. But in more recent years, Chile has become the world’s leading producer of lithium carbonate from brines. Australia has maintained its position as the world’s largest producer of lithium mineral concentrate, the majority of which is exported to China to produce lithium carbonate and lithium hydroxide (Jaskula, 2014).A spodumene concentrate was also produced at the Tanco Mine in Manitoba, Canada beginning in the 1980s through to 2010 when lithium operations were suspended due to fluctuations in the lithium market price (Martins et al., 2013)."

On a regular basis, mine personnel should obtain air samples directly from active underground areas as well as remotely from sealed locations. These samples provide mine officials with data relative to the makeup of the various atmospheres. Should conditions underground change, these results can provide a baseline that can assist officials in determining the extent of change. Relating the concentrations of individual gases to time, applying gases to equations, and examining their change over time are tools that have been successfully used to determine if a heating event exists and, if so, the extent of the emergency. These atmospheric status equations have either been developed for the mining industry or adapted from other industries. They serve as tools to assist personnel in determining the condition of underground mine atmospheres. As long as the problem area continues to be ventilated, certain gases, gas ratios, and equations can be used to determine if a fire exists, what type of material could be burning, and what quantity of coal is burning. Once the mine or the involved section has been temporarily sealed, gases, ratios, and gas-derived equations can assist personnel in determining how conditions within the sealed volume are changing over time. To alleviate potential explosions when fresh air is once again introduced into the sealed volume, equations and a diagram have been developed to predict the likelihood of an explosive atmosphere. Similarly, prior to commencing recovery of a mine or section, equations exist that can assist in determining if the fire will rekindle when air is reintroduced. This paper serves as an overview to remind and/or instruct readers about gas-sampling methodologies and gas analyses to assist in determining the status of underground atmospheres.

The 5 km (16,194 lf) of 6.1m (20 ft) diameter TBM driven tunnel built by the J.F.Shea Co. will serve as sewage overflow storage. The TBM tunnel and four connecting tunnels excavated by drill and blast methods in hard granite will remain unlined. Based on the Geotechnical Baseline Report (GBR), the Contract documents provided a design with no required pattern of rock bolts, no probing, no pre-excavation or consolidation grouting, and lastly, no final lining of the tunnels was deemed necessary. This paper will provide a general overview of these topics with the emphasis on the actual ground conditions encountered versus the projected conditions provided in the GBR and how the GBR reflected the design of the project. Proposed modifications to the temporary and permanent ground support will be presented and the necessity of probing and pre-excavation grouting will be evaluated.

In this paper, several commonly used computer truck dispatching criteria are evaluated. A computer-oriented truck dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics, and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. All basic dispatching criteria including minimizing truck waiting time, minimizing shovel waiting time, minimizing truck saturation, maximizing truck momentary productivity, or truck routes optimization provide a local optimal solution. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely. Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. However, based on the simulation results of the mine operation, several dispatching criteria which have good potential to increase performance can be selected. It may be necessary to search for the best combination of these truck dispatching criteria for a given situation. For example, a truck flow measurement such as the truck clustering factor at shovels can be used as a switch parameter to change from one criterion to another. The values for the switch parameter at which actions should be taken to change the criterion can be established through simulation programs.

With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? "The traditional approach to rail tunnel fire safety design is to follow NFPA 130, which assumes a major tunnel fire could occur and requires bi-directional emergency ventilation. There is no regard to the impact of ventilation on fire growth and smoke production. In Europe and other parts of the world, the need for tunnel ventilation systems to provide smoke management in the event of fire is being questioned. The European Commission’s Safety in Railway Tunnels TSI is based on a philosophy that improved running capability (preventing fires and other events stopping the train in the tunnel) and elevated fire performance of materials means the chances of a major fire in a tunnel is highly unlikely, with only small fires expected, and no tunnel ventilation required. This approach is reinforced by the International Tunneling Association which has recently published an Engineering Methodology for Performance Based Fire Safety Design on Underground Rail Systems, which includes a methodology that does not require assessment of tenability in tunnels, but requires a scenario based risk assessment to be undertaken to determine overall fire safety measures. Recent research by the University of Edinburgh has shown that forced airflow from a mechanical ventilation system may promote fire growth and increase smoke volumes much more than with natural ventilation. Whilst the concept of no mechanical ventilation (i.e. natural ventilation) is a new concept for some, for many rail tunnels it is worthy of serious further consideration. RAIL TUNNEL SMOKE MANAGEMENT AND STANDARDS Smoke management using mechanical bi-directional ventilation systems has been a central part of the fire safety design solution under NFPA 130 for rail tunnels since 1982. The current version of the standard, NFPA 130: 2014, states that mechanical ventilation should be fitted to rail tunnels of length greater than 305 meters and an engineering analysis should be undertaken for tunnels of length 61 to 305 meters to determine whether mechanical ventilation should be fitted. However, this approach is not necessarily reflected elsewhere in the world. In Europe in particular, mechanical ventilation systems for smoke control within rail tunnels have taken a much less central role within the standards framework."

Ball mills are commonly used for regrinding operations in the mineral processing industry. But, in recent times, efforts are being made at the introduction of stirred mills particularly for those instances where very fine grinding is required. Media type (steel shot, glass beads, alumina balls and crushed quartz), media size, mill speed and the number of passes required to obtained the target product size are studied. The product size and energy consumption are used in the evaluation of the test results. The grinding media size, shape, density, filling ratio, mill circumferential speed and grinding time play a distinct role in product size fineness.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

The Baltimore Red Line Project is a proposed 22.7-km (14.1-mile) long east-west light rail transit (LRT) line envisioned to connect the areas of Woodlawn, Edmondson Village, West Baltimore, downtown Baltimore, Inner Harbor East, Fells Point, Canton and the Johns Hopkins Bayview Medical Center Campus. The Red Line LRT System has two tunnel segments - the Cooks Lane Tunnel (CLT) and the Downtown Tunnel (DTT). The CLT segment is roughly 1,920-m (6,300-ft) long. It commences at the west portal located at the highway ramp for I 70 (to be removed) and terminates at the east portal that is at the intersection of Edmondson Avenue (U.S. Route 40) and Glen Allen Drive. This segment of the project consists of the following construction components: approximately 1,458 m (4,786 ft) of tunnels, 143 m (469 ft) of cut-and-cover tunnel, and 318 m (1,045 ft) of retained cut (U) section. The approximate horizontal alignment for the Red Line LRT Project is shown in Fig. 1.

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

With the aid of modern computer automation, certain mathematical techniques are easily adapted to geophysical, geochemical and geological data analysis. First and second derivative filtering (or transformation) of raw data, in many cases, gives a better indication of anomalous conditions than conventional methods of analysis. The calculations involved, which are tedious manually, are simple, accurate and fast with the assistance of Fourier analysis and modern computers.

Accidents involving powered haulage and mobile equipment like haul trucks are a major safety concern in the U.S. mining industry. They account for more than 50 percent of surface mine fatalities each year [1]. A recent National Institute for Occupational Safety and Health (NIOSH) analysis of 91 fatal incidents identified loss of vehicle control and situational awareness as key contributors [2]. However, the first-hand perspectives of operators are often missing, emphasizing the need for deeper insights into operators’ decisionmaking, lessons learned, sensory cues and mental strategies used during near-miss events. The findings in this analysis will help inform the development of training and safety solutions to prevent or reduce haul truck accidents.

Dow Water & Process Solutions (DW&PS) was approached by ASARCO Inc. to attempt to recover cobalt and copper from their copper solvent extraction (SX) raffinate. Cobalt is added to many copper electrowinning tankhouses to help to prevent lead electrode corrosion. With cobalt?s high price this can be a large expense. ASARCO has ore that contains a small amount of naturally occurring cobalt. Currently they have no way of capturing this high value metal from their leach or raffinate streams. DW&PS has some chelating resin technologies that should be able to help solve this problem.
