The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

Operators of underground coal mine shuttle cars are exposed to numerous hazards including noise, dust and musculoskeletal trauma. The repetitive nature of shuttle car operation leads to fatigue-related incidents and soft tissue injuries. The poor visibility conditions, and dust and noise increase the occupational hazards to the operator, as well to other miners. To reduce the risks for all miners, towards providing a safer working environment for all workers, the introduction of autonomous shuttle cars is essential. This paper introduces a project to demonstrate the feasibility of incorporating autonomous shuttle cars in the underground coal mining cycle. The autonomous shuttle car will be able to localize itself, to map its surroundings and to navigate in an underground GPS-denied environment. It will also navigate efficiently by fusing different on-board sensor modalities, autonomously planning the optimum path and traversing around the mine while avoiding collisions with humans and other static and dynamic obstacles. This will be achieved by exploring and testing different state-of-the-art techniques and off-the-shelf components, and integrating them into existing equipment, i.e., retrofitting an actual shuttle car. Moreover, a modified mining system will be demonstrated which will incorporate the autonomous shuttle car, capable of making real-time decisions, into the mining cycle. The system will regulate the interactions between the autonomous machinery and the human dynamic, with emphasis given to the safety of the workers, and enable the real-time, remote supervision of the mining process. The focus will be on coal mines, where the room and pillar mining method is used. INTRODUCTION The growing demand for mineral supplies combined with the steady decline in the available surface reserves has driven the mining industry to mine deeper underground deposits. These deposits are difficult to access, and the environment may be hazardous to mine personnel (e.g., increased heat, difficult ventilation conditions, etc.). Moreover, current mining methods expose the miners to numerous occupational hazards such as working in the proximity of heavy mining equipment, possible roof falls, as well as noise and dust. In recent decades, the utilization of autonomous machines has evolved in the mining industry to provide increased health and safety to mine personnel and reduce their exposure to adverse conditions. Automation aims to remove the workers from the hazardous conditions which may be present in an active mining area and place them to a more comfortable and safer environment at a distance from the active mining face. Examples of incorporation of autonomous machinery in the mining industry include the fleet of more than 100 autonomous mine trucks that are employed at the Rio Tinto’s iron ore mines in Western Australia for material haulage. There are also semi-autonomous, teleoperated LHD machines employed at several mines around the world (e.g., Sweden, USA, China). However, the operation of the autonomous machinery in these cases is either partial (semi-autonomous, teleoperated vehicles) and of small-scale or occurs at surface mines where GPS significantly facilitates the autonomous navigation of them.

"The Chilean minerals industry faces a shortage of 27.000 new skilled professional by 2023. Enhancing the integration of women into the workforce is a possible solution. This study analyzes the state of women in the mining workforce over the past decade. Several key indicators are presented: percent in the workforce, salaries, career profiles, presence at management level, and participation in academia are studied. The study also analyzes the strategies used by government, industry, and universities to recruit and retain women for the minerals industry. The main results show that women represent 7.4% of the mining workforce in Chile and less than 1% of senior positions with a salary gap of approximately 30%. Systematically, women prefer professional programs in geology, chemistry, and environmental areas. The Chilean statistics are compared to data from the United States mining industry. INTRODUCTION The Chilean mining industry faces a significant shortage of professionals for the next decade which compromises competitiveness and productivity. The demand for human capital in mining depends on several factors. First, the age structure of workforce, which determines future retirement needs. Second, minerals market considerations, determining the amount and size of mining projects entering production in the coming years. Third, the evolution, positive or negative, of productivity, mainly driven by technology and innovation, and negatively affected by the declining ore grades. Finally, negative trends in lead times to production of mining projects, due to social opposition, changing regulations and other project contingencies, negatively affecting the demand for human capital. Regarding the supply of human capital, the fast increase in the technology level of the minerals industry and hence, the increase of technical qualification requirements of the human capital generates a rise in the time required for trade and university education of mining professionals, which may cause imbalances in the labor market. According to (Consejo Minero, 2014) human capital gap in Chile by 2023 will be around 27.000 workers for extractive, processing and maintenance jobs, which represents 14% of the current workforce (Figure 1)."

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

Extracting lunar ice, to be processed into pure water or hydrolyzed into oxygen and hydrogen, faces many challenges. On the Moon icy-regolith deposits that contain up to 10% water are found within Permanently Shadowed Regions (PSR) at both lunar poles, where temperatures approach -220 ⁰C. NASA has identified several technology gaps that exist in developing these resources including: • Excavating large quantities of icy-regolith • Delivering large quantities of acquired resources • Hardware that is lightweight and energy efficient • Hardware that is reliable and durable. NASA uses public challenges to incentivize innovative approaches to closing these gaps. The Break the Ice Lunar Challenge provides over three million dollars in prize money to teams that compete in developing solution to mining the Moon. This paper describes the rules for this challenge and presents some of the proposed solution.

Several years ago I wrote a comprehensive paper 'entitled, "Future Trend of Bulk Carriers" dealing with the principle dimensions of vessels and how they can be predicted; then with loading and unloading of large carriers, especially considering various designs of "Self Unloaders". Since writing the paper, many large bulk carriers were basically built along the, predictions made. Maximum size today is in the 150,000 DWT class, with few exceptions, which are combination carriers (ore-oil) or OBO's (oil-bulk-ore) in the 200-250,000 DWT class in the same paper, many references were made cautioning engineers not to design ports which could be "obsolete tomorrow", however, these were not always followed. Nevertheless, during the past few years many modern ports were built signaling the beginning of a new area of "Super Ports". Super Ports can be built for various reasons, most important to provide transfer stations where bulk material is received from large carriers then transferred to smaller vessels or barges for distribution. Obviously, opposite movement of bulk commodities can justify the building of "Super Ports", however, these are not as difficult to build for many reasons. The Material Handling Industry has developed efficient means of unloading smaller vessels or barges with continuous-type unloaders and has mastered the art of storing, reclaiming, and moving large quantities of bulk material to high-capacity shiploaders. Nevertheless, the industry has failed to design and market efficient ship unloaders which in any way could match the presently attainable shiploading rates. For these reasons, it is considerably more difficult to build "Super Ports" for incoming rather than outgoing bulk materials with large bulk carriers. The purpose of this paper is to elaborate on problems affecting high-capacity, continuous ship unloaders, especially involving large bulk carriers. For better understanding, some references will be made to the smaller, continuous barge or ship unloaders, but only as the principles affect the larger units. Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

On April 14, 1975, Consolidation Coal Company began to operate a longwall face in their Shoemaker Mine using shield supports. This was the first time that shield supports were used in the United States (1) 1/. Shortly thereafter, Kaiser Steel Corporation started a shield longwall face at their York Canyon Mine (2). From October 1975 through May 1976, three more longwall faces were commissioned in mines located in south-western Pennsylvania and northern West Virginia. In June 1976, four installations had completed their first panel and two installations had completed the subsequent move to the second panel where coal production is now well under way. During this time (April 75 to June 76) the total number of shield support face operating months, including moving time, was 40 and the combined face advance was approx. 17, 000 feet (5200 m) with face lengths varying from 450 - 550 feet (137 - 168 m). While the shield support experience in the U.S. is still limited on the basis of time and mining parameters, the operating results of all faces have been very satisfactory. New record 24 hr production figures were set and - far more important - long term production figures could be sustained on an impressively high level even when taking face moving time into account. The purpose of this paper is to review the performance of shield type supports in the U.S. and to assess their value as longwall supports for U.S. underground mining conditions with regard to roof control, maintenance, operator convenience, safety and productivity.

Potassium fertilizers (potash) are mined in a handful of countries in the Northern Hemisphere. Potash is either expensive or unavailable to the farmers of the Southern Hemisphere. Alkaline alteration of K-feldspar rock (ultrapotassic syenite) in autoclave in the presence of Ca2+ generates a mixture of K-bearing calcium-aluminum-silicate-hydrate (C-A-S-H) minerals that potentially can be used as an alternative local fertilizer. This work investigates the effect of processing temperature (200 °C, 220 °C, and 230 °C) and time (from 0.5 to 3.0 h) on pH, mineralogy, and elemental availability of the C-A-S-H mineral mixture. Increasing temperature results in an increased conversion of K-feldspar and increased content of both the mineral tobermorite (Ca5Si6O16(OH)2·4H2O) and amorphous phase in the resulting C-A-S-H mixture; increasing time results in an increased conversion of α-dicalcium silicate hydrate into tobermorite. The amount of K leached from the mixture is relatively constant across all processing conditions. Hydrothermal alteration in autoclave of K-feldspar-bearing rocks such as ultrapotassic syenite permits the synthesis of a potential potassium fertilizer which alkalinity and mineralogy can be tailored according to soil requirements.

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

This paper reviews a study conducted for Australian Coal Research Limited (ACARP) to assist Anglo-American operations with better understanding of coal burst mechanics and control based on U.S. practical experience, investigations, and inspections in three major U.S. coalfields over the past 45 years. The study examined both nonviolent and burst-prone case studies to identify contributing risk factors and addressed failure mechanisms for major U.S. coalfields in Utah, Colorado, and Kentucky, which have diverse characteristics. To investigate the mechanics of coal burst, a multipronged approach is used. First, field measurements in three mines from East Mountain, Utah, are complemented with finite-difference stress analyses to address the importance of horizontal stress in coal pillar mechanics of violent failure. Second, the computational procedures for estimating seismicity resulting from slip along geological discontinuities are reviewed, as these measurements point to seismicity being the trigger mechanism for violent failure of marginally stable structures. This joint-slip seismicity mechanism is in agreement with the more recentimproved re-examination of mining-induced seismicity (MIS) data from the Crandall Canyon Mine, Utah by University of Utah (UOU). Third, a hybrid statistical-analytical methodology is applied for identifying significant factors affecting coal burst. It utilizes data from 30 case studies including those from Utah, Colorado, Kentucky, and other eastern U.S. mines. The statistical approach reinforces field measurements and points to strata rigidity, joint spacings, and horizontal stress field as significant factors affecting damage resulting from coal bursts. This provides practical capabilities for identifying operations of higher risk using a rigidity-cavability variable. Overall, the study provides valuable insights into the mechanics and risk factors associated with coal bursts in major U.S. coalfields. By utilizing a multipronged approach that incorporates both field measurements and statistical-analytical calculations, the study offers practical capabilities for identifying operations of higher risk and improving coal burst control.

Brohm Mining Corporation, in conjunction with Geobiotics, Inc. has nearly completed a pilot heap biooxidation test on sulfidic ore from the Gilt Edge Mine near Rapid City, South Dakota. Some results from the pilot testing have shown the correlation between the extent of biooxidation and the increase in cyanide gold recovery seen in the laboratory. Bench scale testing showed approximately a 1: 1 correspondence between percent biooxidation and percentage increase in gold recovery. The economics of large scale biooxidation were also evaluated in terms of increased gold recovery versus the time and cost of biooxidation. In the pilot test, the rate of biooxidation became limited by the acid water neutralization system. Later in the test, measures were taken to overcome this problem. Results from bench scale column bioleach testing showed that the Gilt Edge sulfide ore is quite amenable to biooxidation with a substantial increase in gold recovery with just partial biooxidation. Direct cyanide gold recovery of 51 % on ore crushed to -3/8" was enhanced to 82-85% after oxidation of37% of the sulfide as measured by iron. Laboratory experiments also showed that the slow rate of biooxidation of this ore could be accelerated by removal of metal sulfate build up from the leach liquor. The combination of these normally non-toxic metals became inhibitory to biooxidation if not removed by the neutralization circuit.

Pumpable roof supports provide an alternative approach to secondary support in underground mining. Unlike all other supports that are either partially or fully prefabricated prior to being transported into the mine, the pumpable support is fabricated in place in the mine entry. This reduces the underground material handling efforts and thus the injuries historically associated with in-mine support construction. On-site fabrication also facilitates application of the support in areas that are inaccessible to transportation equipment such as scoops or rail cars, making it ideal for many bleeder applications. One of the main advantages of the pumpable support is that it fully bridges from the mine floor to the roof, thereby eliminating the requirement of ?topping off? the support with wooden wedges or crib blocks that soften most other support responses. This report examines the development of modern pumpable roof support technology and provides a full description of the performance capabilities of each of the support products now on the market.

Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

Mine maintenance planning, scheduling and daily workflow communications are crucial elements for enhancing overall efficiency and reducing costs. Equally important, it helps identify time periods that equipment will be unavailable so conflicts with production demands are avoided. The current CMMS Kennecott Energy Corporation (KEC) utilizes does not perform these functions in an effective manner. A solution to this problem was to develop an intuitive web-based maintenance planning, scheduling and work flow system call E-MESA. This paper will discuss the E-MESA'S system structure and advantages and disadvantages of using the web based E-MESA solution to perform the maintenance functions described above.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."
