The largest Spanish kaolin deposits formed on granites occur in Galicia (NW Spain) due to a widespread kaolinization of Variscan granitoids. This paper provides insight of the origin of this kaolinization process on the basis of a mineralogical and geochemical study carried out in two kaolin deposits, presently mined to be used in the paper industry. Mineral composition of the deeply kaolinized rocks is dominated by well-ordered kaolinite with minor quartz, K-feldspar, mica (illite/muscovite), locally gibbsite, and traces of resistant accessory phases (rutile, ilmenite, zircon and monazite). The content and structural order of the kaolinite decrease with depth. Kaolinite formed by extensive replacement of feldspars (plagioclase). Differential mobilization of major and trace elements during kaolinization has been inferred by using a mass-balance approach. Significant amounts of Na, Ca and minor Mn, Sr, P and U were removed from incipiently leachable minerals (plagioclase and apatite), and K, Rb, Cs and Ba were released from K-feldspar and mica. On the contrary, Ti, Zr, Th, Hf and the REE are retained in the resistant trace minerals that are concentrated in the fine fractions of the kaolins.

NPV is a static measure of project value which does not discriminate between levels of internal and external risk in project valuation. Due to current investment project?s characteristics, a much more complex model is needed: one that includes the value of flexibility and the different risk levels associated with variables subject to uncertainty (price, costs, exchange rates, grade and tonnage of the deposits, cut off grade, among many others). Few of these variables present any correlation or can be treated uniformly. In this context, Real Option Valuation (ROV) arose more than a decade ago, as a mainly theoretical model with the potential for simultaneous calculation of the risk associated with such variables. This paper reviews the literature regarding the application of Real Options Valuation in mining, noting the prior focus on external risks, and presents a case study where ROV is applied to quantify risk associated to mine planning.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

A 2-dimensional computational model based on the discrete element method (DEM) is utilized for modeling of stamp-charged coke making. In this process, a large volume of coal is compacted to one single coal cake before entering the coke oven. Cake densification and mechanical strength development are key factors for the subsequent production of a high-quality coke. An approach is introduced for model calibration utilizing multiple control parameters obtained from a laboratory-scale stamping device. Experimental data on stamper rebound amplitude, attenuation and peak force are compared with simulation output in a pairwise manner by constructing a criteria space, which allows identification of model settings best satisfying the control parameters. The calibration procedure carried out by multiple criteria comparison aided model parameter selection for reproducing stamper behavior in response to the properties of the cake subjected to compaction. This modeling and calibration procedure offers possibilities for numerically studying the densification and mechanical strength development of coal cakes. However, the approach is also more widely applicable to other compaction processes.

In a fully mechanized top coal caving mining process, the mechanical properties of the top coal deteriorate constantly, and the stability of the support is determined by the boundary position of the top coal entering the limit equilibrium state. Top coal flaking occurs more easily along the advancing direction owing to an increase in the distance of the boundary from the wall. Moreover, the strength of the coal seam is an important factor that determines the boundary position. The equation of the top coal limit equilibrium zone boundary, used in fully mechanized top coal caving mining, was determined based on the limit equilibrium theory, continuum damage mechanics, and the Hoek–Brown rock empirical strength criterion. Using the RFPA3D and UDEC numerical analysis methods, the effect of top coal strength on the mechanical behavior during the mining process was determined; and the space–time relationship between the top coal deformation failure, damage evolution, and boundary of the limit equilibrium zone was established. The results revealed that when the coal mass entered the limit equilibrium zone, accelerated crack development, accelerated damage, and axial unloading occurred. Moreover, an increase in the coal seam strength caused the boundary of the top coal limit equilibrium zone to be closer to the wall. By comparing the numerical results with the theoretical results, the overall trend was found to be consistent, allowing the verification of the rationality and reliability of the determination equation of the boundary position of the limit equilibrium zone.

"A longwall gob is mainly filled with broken rocks from the collapsed roof and becomes a porous medium where explosive methane-air mixtures can accumulate. In bleeder ventilation systems, this mixture can migrate out of the gob into the longwall face and other active areas in the mine during barometric or ventilation-induced pressure changes. When external pressures change, the gob does not perceive this disturbance instantly but with a delay due to air flow resistance in the porous gob material. The delay of gob response to outside pressure changes increases the pressure differential across the gob and may cause an outflow of explosive air mixtures from the gob into the adjacent bleeder entries. With computational fluid dynamics (CFD) modeling, researchers at the Colorado School of Mines have evaluated the impact of gob pressure fluctuations on the outgassing of the explosive gas zones (EGZs), the magnitudes and rates of pressure changes, the volumes as well as the potentials location of outgassing if it occurs. INTRODUCTION The air pressure field in underground mines is controlled by many factors such as operating fan settings, ventilation controls, surface atmospheric conditions, and other local events that can intermittently disturb mine pressure, including blasting, roof falls, or inundations. Mine fan settings are rarely changed. Mine atmospheric pressure fluctuations due to adjustments in ventilation controls occur more often during the mining process. Atmospheric conditions and barometric pressures can generate fluctuations in mine pressure on a large scale. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Investigations conducted in coal mines in the United States, Australia, Poland, and South Africa observed higher methane emissions from the gob during periods of falling atmospheric pressures, which led to mine explosions (McIntosh, 1957; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Belle, 2014; Wasilewski, 2014; Lolon et al., 2015). Falling external pressures are understood to cause potential outflow of explosive mixtures from the gob, while rising pressures may push fresh air into the gob. This phenomenon is widely known as gob breathing. The actual processes that trigger gob breathing are not fully understood, nor are the parameters that contribute to the process. Other major events such as roof falls or fan failures can also change the pressure conditions in the mine. In contrast to atmospheric pressure changes, these events can change mine pressures much more rapidly or immediately. TIME LAG AND GOB BREATHING CONCEPT In a bleeder ventilation system, the pressure in the gob is designed to be lower than that of the headgate entries and the longwall face. Air from the gob and gate entries flows towards the tailgate-bleeder returns. When the external pressures are disturbed, this designed pressure arrangement may change, potentially resulting in increased outflow from or inflow into the gob."

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. The mining industry is one of the major energy consumers in Namibia. Energy costs increase the operating costs of Namibian mines, in particular, the processing plants, and result in an overall increase of production costs. A substantial part of the energy used is directly imported from South Africa. The cost of energy has been increasing rapidly in the past few years and will most likely continue to do so in the future. In 2015, the average wholesale price for energy from national power utility NamPower was US$87/MWh after rising more than 12 percent annually in the two previous years. At peak times, which are early in the morning and late in the evening, imported-energy prices are extremely high and have to be factored into the electricity tariffs. This problem is expected to intensify due to a projected 4 percent annual increase in energy demand. A major target of the Namibian mines, therefore, is to consider possible ways to address energy-saving challenges and to investigate possibilities for the mines to generate electricity internally during peak times. This is in alignment with the mines’ strategic plans and objectives to reduce total energy consumption and costs from both national and foreign electricity suppliers. In this paper, we explore addressing some of the key energy consumption and optimization challenges through process energy reuse and solar energy production to decrease demand for imported energy through a case study carried out in cooperation with Skorpion Zinc Mine and Refinery.

The Star-Morning mine is a. 1000-ton-per-day lead-zinc producer located in the easterly part of the Coeur d'Alene Mining District of North Idaho. The property includes both the Star and Morning mines which are located on the westerly and easterly portions of the same complex of veins. The mine is 70% owned by the Bunker Hill Company (Gulf Resources, Inc.) of Kellogg, Idaho, 30% owned by Hecla Mining Company, and operated by Hecla Mining Company with head-quarters in Wallace, Idaho. One of the characteristics of mines in the Coeur d'Alene District is that many of the ore bodies extend to very great depths. The Star is no exception, but rather a leading example. The complex of near vertical veins and ore shoots extend some 7000 feet below the surface at present, with a maximum strike length of about 4000 feet. Ore has been mined on 20 separate veins and ore structures. More than 50 miles of headings have been driven and nearly 23 million tons of ore mined since the Morning mine started in.189S. The problems of mining at such depths are formidable temperature on the bottom level is 1100 F and high humidity problem. Pressure from the sheer weight of rock is as high foot. This paper will deal with providing a new access to the deeper levels of the mine and the installation of a hoist and related items to service these levels. By the time development had reached the 7100 level (Figure 1), it became apparent that a different 'hoisting system was going to be necessary if we were going to continue to mine at a profit. The main shaft extended to the 4000 level at which point a ?:3100"'foot winze shaft provided access to the 7100 level. The two hoists were limited to handling 3-ton payloads at 1200 to 1500 feet per minute. Some ores are still produced from above the 4000 level but as these ore reserves become depleted the hoisting of the desired tonnage (1000+/day-) from the lower levels of the mine would exceed the capacity of the existing hoisting system. A decision was made to sink a new vertical shaft at a point well in the south wall of the ore bodies where strong rocks and a minimum of faulting was expected and to purchase and install a new hoist capable of hoisting over 7000 feet. This new' shaft, designated as the No. 4 Shaft, was planned to reach 2000 feet below the 7100 level which was the deepest level at that time. The hoist would be in-stalled on the ,main 2000 Adit level which is used as an access and haulage level to the concentrator and surface plant in Burke.

The recovery of gold by ore leaching is influenced by the size of the particles and the chemical environment. Within the experimental error associated to the testing of gold ore, results of a series of leaching tests conducted with natural ores rather than monosized samples confirm that gold dissolution increases with decreasing ore particle size. The tests also indicate that the dissolution of gold in the ore within a size interval is weakly affected by the intensity of the size reduction method.

The National Mining Hall of Fame and Museum (NMHF&M) will induct its the 2014 National Mining Hall of Fame Class on Sept. 13, 2014 during its 27th Annual Induction Banquet and Ceremony at the Westin Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s four inductees cover a diverse cross-section of the mining industry. Harry M. Conger III, Günther Franz (Frank) Joklik, Ellen Swallow Richards and Dr. Alfred Weiss will join 223 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Conger was a great role model and strong advocate within Homestake Mining Co. and among his industry peers on behalf of environmentally responsible, safe, profitable and high-performance operations. As chairman and chief executive officer, Conger was instrumental in revitalizing and rebuilding Homestake into an industry leader in technological advances and environmental protection. Through his contributions in exploration, project development and operations management as Kennecott president and chief executive, Joklik did much to strengthen Kennecott as a company and assisted in restoring the competitiveness of the U.S. mining industry. Richards is generally recognized as the founder of ecology. She was the very definition of a pioneer in such diverse fields as chemistry, geology and mineralogy, mining and metallurgy, environmental science, public health, home economics and education. Weiss was a true visionary in using quantitative methods and digital computers to aid mineral exploration, plan and design mines, operate mineral production facilities and integrate the disparate information resources throughout a mining company into a modern management information system. NMHF&M Board of Directors Chairman, Paul C. Jones, said, ?Again this year we are honored to be able to induct an outstanding group of deserving individuals who have made exceptional contributions to the mining industry in the United States. Included are two living inductees who have made significant contributions to management in the industry. One inductee was the first female graduate from the Massachusetts Institute of Technology, its first female faculty member and the first female member of AIME who had an outstanding career as a mineral investigator in the United States. Another inductee was a lifetime innovator in bringing digital technology into common use in our industry. Each of our 2014 inductees made significant and lasting contributions to our industry and are well deserving of becoming a member of the National Mining Hall of Fame.? The resource classification methodologies have always been a topic of research and debate. There are both traditional and Geostatistical methods used in practice. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for resource classification. Therefore, some practitioners have adapted the methodologies to suit the deposits they are working on, but many simply use the methods they are comfortable with. Another reason for the existence of varying classification methodologies is the lack of an easy and established way to measure the confidence in the estimates. Therefore, their classification becomes a subject of debate. In this paper, a new approach is offered to classify the resources using a "Resource Classification Index." The approach using this index takes into account the local variation, the spatial data configuration around the block being estimated, as well as the traditional distance measures. A case study for a gold deposit is presented to demonstrate how this new index can be used to classify the resources. The results from this approach are compared to those from two popular classification methodologies.

K.A. Grace's article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed.) Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing.

"The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.
