INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

There are technical and commercial limitations on using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1000 ppm of fluorine in copper concentrates affects the sulfuric acid units generally integrated to copper smelters, and penalties are normally applied to high fluorine concentrate prices. Several process alternatives to this issue were studied at CVRD Technology Center (SUTEC): modifications on conventional sulfuric acid plants to use high fluorine concentrates, removal of fluorine containing minerals in flotation using depressants, selective leaching of fluorine minerals and sulfuric leach of copper concentrates. Finally, a hydrometallurgical process of removing fluorine was developed by SUTEC.

This paper describes the development of a trim blast design to improve the stability of a final pit wall. Description is given of the effects of rock characteristics, rock type, and pit plans on the blast design. Currently, six benches have been mined with trim blasting. A more stable final wall has resulted and the successful program has reduced mining costs over an extended time period. Low-cost blast monitoring and field observation were used to determine peak particle velocity and blast damage. Using criteria developed from this relationship, trim blasts were designed and evaluated.

Mining-related earthy bodies in contact with the atmosphere are now counted, generally, as minesoils. Because soils within this broad category are extremely young the influence of parent material is stronger than in older soils, where climate, organisms, and topography have had time to interact with near-surface rocks to form more distinctly differentiated profiles. Understanding of minesoil properties and processes is aided by definitions of rock types in terms of chemical, physical, and mineralogical characteristics that are, with some degree of consistency, translatable into soils. Geological correlations based on age or sedimentary sequences are helpful if they assure details of mineralogy and lithology, but our pedologic objectives demand that any conflicts involving rock types must be resolved in favor of distinctions having strongest implications for soil properties after mining. Chemically this approach emphasizes accounting of potential acid-base status, plant nutrient availability by adapted and calibrated extraction procedures, and absence of biotoxins. Physically it anticipates particle sizes, shapes, and arrangements in readily pervious soil profiles that will favor plant growth with desired levels of moisture and oxygen. Concurrently we are considering soil property suitability for uses other than growth of plants. Above all we need to be able to predict pedogenic processes in the particular environment, including rate as well as direction of chemical and physical change.

The Homestake Gold Mine is one of the deepest and most extensively developed hardrock mines in North America. The mine is divided into five divisions which produce a total of 1.7 million metric tons of ore per year. In the past, labor intensive mining methods such as open cut-and-fill, shrinkage, and timber stoping were utilized. In recent years there has been an extensive change to the more productive methods including Vertical Crater Retreat and Mechanized Cut-and-Fill. Also, the percentage of production from the lower divisions below the 4850 level is increasing while upper level reserves are beginning to decline. Combined, these factors have strained the ventilation resources to the limit. By early 1984 it became clear that future production trends would require a detailed study of future ventilation resources. By November of 1984 the Ventilation Department completed a study to project these future requirements. This paper will detail the first phase of a scheduled two phase upgrade: the installation of a new surface fan.

The effect of the stability and rheological properties of magnetite dense medium on the separation performance of a 6" dense medium cyclone (DMC) is studied with the use of fine density tracers. The tests in which different size fractions of magnetite are used to prepare the dense media reveal that at low medium densities (<1.5 s.g.), the best separation is achieved when using the magnetite with intermediate particle sizes (du3.2=18 11m). At medium densities above 1.5 s.g., however, it is beneficial to use coarser magnetite. With the fine magnetite dense medium, an increase in medium density results in a decrease in separation efficiency. With the coarse magnetite, an opposite trend is observed; the separation efficiency is improved with increasing medium density. An accurate cutpoint control is critical in gravity separation. The cutpoint shift for coarse feed particles is found to decrease with increasing medium stability (density). It assumes values close to zero in a highly stable fine dense medium. When the size of the treated particles is small (<0.5 mm), the cutpoint shift is mainly determined by medium rheology. With increasing medium density, a continuous increase in cutpoint shift is observed.

The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

There is general agreement among those involved in occupational and public health that work-related diseases are under-diagnosed and under-reported. Highmark is particularly well positioned to carry out industry health analysis as it provides medical insurance for approximately three quarters of the insured population of Western Pennsylvania including some of the areas largest employers. The purpose of this study is to gain a more accurate understanding of the mining industry rates of respiratory diseases that maybe occupationally related and identify those inflated respiratory disease and hearing loss rates. Conditions examined included COPD, asthma, and pneumoconiosis.

Ground deformations are of major concern during tunneling, especially in downtown environments, since they have a significant impact on the costs and practicality of tunneling. This case history describes soil and groundwater conditions and ground behavior during the construction of twin transit tunnels for the Downtown Seattle Transit Project (DSTP). The tunnels were excavated through complex glacial soils ranging from hard glaciomarine drift to flowing sand. The tunneling process was greatly facilitated by the prediction of soil layer positions to an accuracy of ±0.6 m (2 ft). Tunneling was complicated by the presence of over 500 temporary tiebacks and by disturbed ground overlying an operating railroad tunnel. A variety of ground improvement techniques were used to successfully minimize settlements, which ranged from 1 cm (0.4 in.) in glaciomarine drift to 6 cm (2.4 in.) in flowing sands. Ground improvement techniques included compaction grouting, chemical grouting, jet grouting, and eductor well systems.

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

Borates are defined as &apos; &apos;salts or esters of boric acid; a compound containing the radical B203" (Bates and Jackson, 1987). Borates are defined by industry as any compound that contains or supplies boric oxide. A large number of minerals contain boric oxide, but the three that are the most important from a worldwide commercial standpoint are: borax, ulexite, and colemanite. These are produced in a limited number of countries (Fig. 1), dominated by the United States and Turkey, which together furnish about 90% of the world&apos;s borate supplies (Lyday, 1991). Production in the United States originates in the Mojave Desert of California; borax and kernite are mined by US Borax from its large deposit at Boron. Borate containing brines are pumped from Searles Lake by North American Chemical Co., and a limited amount of colemanite is mined by Newport Mineral Ventures from Death Valley. Turkish production is controlled by Etibank, the national mining enterprise, which supplies most of the commercially traded ulexite and colemanite from mines in the Bigadic and Emet Districts, plus borax from the huge deposit at Kirka. Borate minerals have been employed in a wide range of uses for many centuries, dating from at least the 8th century when they were used primarily as a flux for assaying and refining gold and silver. Their valuable properties and relative rarity soon stimulated international trade in borates; Marco Polo claimed to have trans- ported Chinese borate minerals from Tibet to Europe, and his home port of Venice was the center for borate imports and use throughout the Middle Ages (Travis and Cocks, 1984). Borates were traded at relatively high prices for highly specialized applications into the late years of the 19th century. At that time they were being used for medicines, food preservatives, ceramic glazes, and in expanded applications as metal fluxes. It was in that era that borax was discovered in Clear Lake, CA, and more significantly, the playa deposits of western Nevada were found and exploited by F.M. "Borax" Smith and others. Research and development by Smith&apos;s company began the evolution of borates from a high priced commodity with a few specialized uses to the relatively low priced chemical raw material used in large tonnages on a worldwide scale today. Borates are often defined and sold by their boric oxide or B,03 content, and most statistical data are listed in tons of B203. Of the products sold by the industry, borax pentahydrate or 5 mol and boric acid are the most commonly traded commodities. Boric acid plants are operated by all of the major borate producers. Glass fiber insulation is the major end use in the United States followed by textile glass fiber and borosilicate glass, detergents, and ceramics. Detergent usage continues to be a major end use in Europe.

Cycles of mine convergence coincide with annual cycles of temperature and humidity in the mine. Laboratory measurements confirm that the presence of moisture reduces rock strength and induces internal rock stress. Findings are used in the design of mine openings.

The effect of particle size and composition on the pyrolysis and combustion of a pulverized bituminous coal in an entrained-flow reactor has been investigated. Predicted time-temperature histories of the coal particles and experimental weight loss data indicate a strong coupling of heat and mass transfer to the pyrolysis and combustion rates. A higher combustion rate following ignition was observed as particle size was increased to 112 µm (about 140 mesh). This is related to a higher particle temperature after ignition for the larger particles. Although the heating rate before ignition decreases with increasing particle size, higher slip velocities and surrounding gas temperatures for the larger particles promote early ignition. The presence of liptinite in the coal increases the weight loss rate before and immediately after ignition. Similar behavior was observed for pyrolysis. Fractions of an HVA bituminous coal that were rich in mineral matter or semi-fusinite were found to have a higher heterogeneous char combustion rate than vitrinite-rich samples.

Shotcrete drift linings at the Climax Mine of the Climax Molybdenum Company have undergone four years of extensive evaluations as a replacement for thick poured-in-place concrete linings. Any drift lining at Climax must be able to withstand the rigors of undercut and secondary blasting, weight problems induced by panel caving, and the abrasion of slusher mining. Examined here are the conclusions reached so far on shotcrete drift linings which have not yet completed the approximately six-year cycle from development to ore exhaustion. Properly applied shotcrete is an adequate drift lining for all phases of the Climax panel caving system of mining. Undercut blasting will damage shotcrete unless blasts are correctly timed. Weight problems will destroy shotcrete drift linings as efficiently as it will destroy concrete or steel support systems. Abrasion and secondary blasting results are inconclusive as the shotcrete lined slusher drifts have not entered the ore production stage of the mining cycle. In addition to drift linings, Climax has found shotcrete to be invaluable for lining large underground shops, for temporary support systems, for permanent ventilation bulkheads and for the repair of abraded or weight damage concrete lined slusher and haulage drifts.

Over a considerable period of time great interest has been shown in selective dry concentration of fine ferromagnetic particles, although it is only recently that new permanent magnetic materials have been made available to permit building of such permanent magnetic separators. It is well known that the conventional drum separator does&apos; not efficiently separate fine materials. The centrifugal force on any drum acts in accordance with the particle size and gravity, which may beat varying magnitude-.opposite to the magnetic force, especially when the material is not closely sized. The Magnetic-Mechanical Separator (MMS) is designed for the concentration of fine, unsized magnetic materials where the percentage composition of magnetics to nonmagnetics, or the nature and texture of the materials, is such that its unique agitation and shake-out action with no centrifugal force provides greater efficiency than is obtainable by conventional magnetic separation equipment. This machine consists of a complete double belt conveyor unit with a premagnetizing Axial Pole Agitating Pulley at the feeding end of the lower conveyor belt and a special agitating concentrator magnet above the lower belt of the upper conveyor.

The development of precious metals ore agglomeration with a cement binder, by the U.S. Bureau of Mines, has allowed the economical heap leaching of low grade gold ores (<0,05 oz/ton) over the last decade, Even with the Bureau of Mines technology, numerous operations continue to experience channeling and blinding problems. A research project was undertaken at Nalco Chemical to address situations where improved agglomeration is needed, By increasing the incorporation of fines into the agglomerates,the segregation of ore by size which occurs from handling will be reduced and channeling minimized. A stronger agglomerate will reduce fines migration during leaching and prevent blinding of the heap, Both of these changes will give an even flow of barren solution throughout the heap and give solution contact with all of the ore. This paper presents the development of polymeric agglomeration aid, Nalco 9760 which has given a higher rate of and a higher total gold recovery in plant evaluations.

"Federal regulations require refuge alternatives (RAs) in underground coal mines to sustain life for 96 hours while maintaining an apparent temperature (AT) below 35°C (95°F). NIOSH research has shown that heat and humidity buildup is a major concern with RAs because they have a limited ability to dissipate heat, and high internal air temperature and relative humidity (RH) may expose occupants to heat stress. The heat transfer process within and surrounding an RA is very complex and is not easily defined analytically nor experimentally. To investigate heat and humidity buildup in RAs, NIOSH conducted multiple in-mine 96-hour tests on a 6-person metal-type RA, a 23-person tent-type RA, and a 10-person tent-type RA. The test results show that when moisture was introduced into the tests to represent perspiration and respiration from miners (wet tests), the average measured internal air temperature at midheight increased by 7.7°C, 9.4°C, and 10.5°C, and the RH approached 95%, 94%, and 88%, respectively. For the dry tests when no moisture was introduced, the average internal temperature increased by 8.4°C, 10.3°C, and 12.6°C, respectively. INTRODUCTION If an accident occurs in an underground coal mine, miners who cannot escape from the mine can enter an RA for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the thermal environment inside the RA. The metabolic heat of the occupants and the heat released by the CO2 scrubbing system will cause the interior air temperature to increase. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration and from the chemical reaction within the CO2 scrubbing system. The internal thermal conditions can subject miners to heat stress, which can lead to heat exhaustion, heat stroke, or even death depending on duration and magnitude of exposure. MSHA regulations require that RAs must be designed to ensure that the internal apparent temperature does not exceed 35°C (95°F) when the RA is fully occupied [1]. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and wind speed. It is used to assess the perception of indoor temperatures when workplaces are not sufficiently heated, cooled, or insulated to provide comfortable or healthy conditions. Before a mobile RA can be deployed at an underground mine for emergency usage, it must be tested to show that its internal AT when fully occupied will not exceed the 35°C (95°F) limit. For practical reasons, RA manufacturers usually conduct their tests at above-ground test facilities. To investigate RA thermal response in an in-mine environment, NIOSH conducted multiple 96-hour tests on a 6-person metal-type RA, a 23-person tent-type RA, and a 10-person tent-type RA in its underground coal mine facility. The work described in this paper could be used by RA manufacturers to determine a final temperature rise based solely on dry and time-reduced testing."

The U.S. Bureau of Mines has extensive experience estimating the cost of mining and mineral processing operations as an ongoing part of its information and analysis studies. With the increased interest in remediation of mine wastes, the USBM is developing a methodology to expand its cost estimating expertise to include costs of various remediation techniques applicable to mineral processing and mining wastes. By integrating waste remediation costs with existing USBM cost estimating systems for mine and mill operations, a comprehensive system for cost engineering studies will be developed.

INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. Dozers must be utilized to re- claim and push the other crushed ore. Primary grinding mill throughput is
