Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?

Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to in situ leach mine (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Cas a Grande mine, transmissivity fluctuations are spatially correlated suggesting that at the scale of ISLM, the hydraulic process is heterogeneous and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the simulated annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming, and uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be reevaluated at intervals throughout the evolution of the leaching process.

INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

"This summary of international mineral exploration activities during 2017 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY) and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2017 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize budget estimates for worldwide exploration activities in 2017 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup metals (PGMs) and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2017 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities."

Public Law 95-87 enacted by Congress in 1977 and subsequent regulations require coal mine operators to predict the effects of mining on the environment prior to the start of mining. Prediction of the effects of mining on the local groundwater system is a difficult task due to its complex nature and the lack of detailed published information. An investigation of water level fluctuations in five we1 1s positioned over three consecutively mined longwall panels was initiated in conjunction with an intensive subsidence monitoring program. The purpose of this work was to provide detailed information which could be used to predict certain hydrologic effects of longwall mining in the Northern Appalachian Coal Region. The results of this case study indicate that water level fluct- uations in the local ground-water system above longwall panels is associated with subsidence and that the static water level will generally re- establish at or near the pre-mining elevation after mining is completed.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

Refractory gold concentrates often contain sub-microscopic gold that is encapsulated within the crystal matrix of iron sulphide minerals such as pyrite, pyrrhotite and arsenopyrite. To recover the gold, the host mineral must generally be broken down chemically, by oxidative processes such as roasting, pressure oxidation or bacterial leaching, which expose the gold for subsequent recovery by leaching in cyanide solution. The focus of attention in these pre-treatment processes is usually the oxidation of the sulphides to elemental sulphur, sulphur dioxide gas or sulphate ions. Less attention is paid to the deportment of iron and the changes in its oxidation state, although this can have a profound effect on gold and silver liberation, as well as down stream operating costs. Iron sulphide minerals break down completely during pressure oxidation, and dissolve in the sulphuric acid solution that is generated from oxidation of the sulphides. This liberates the tiny gold particles that were originally trapped in the sulphide crystals, and gold recovery during subsequent cyanidation is usually very high (>95%). Iron goes into solution in the oxidation process, initially as ferrous sulphate, but this is rapidly oxidized to ferric sulphate, which then hydrolyzes and re-precipitates. The form of the precipitate varies depending on the operating conditions in the autoclave and the presence of certain metal cations. When the acidity in the autoclave is quite low (<20 g/L H2SO4) and the temperature is high (>200OC) the formation of hematite is favoured. When the acidity is high (>20 g/L H2SO4) and the temperature is relatively low (160 to 200OC), the formation of basic iron sulphate is favoured. If the ore or the leach solution contain significant levels of certain cations (such as Na+, K+, NH4+, Ag+ or Pb2+) and the acidity is high (>20 g/L H2SO4), jarosite compounds are favoured. Hematite is the desired iron product in the autoclave discharge, for both metallurgical and environmental reasons, but it is difficult to operate an autoclave under the conditions required for effective liberation of gold without converting some of the iron to basic iron sulphate and/or jarosite. These compounds fall into a category of iron compounds known generically as iron hydroxy sulphates, all of which can cause significant processing and environmental problems in the downstream gold process. This paper deals specifically with basic iron sulphate; the conditions under which it is formed in an autoclave, the problems that are caused by its presence in the feed to a cyanidation plant, and possible remedial strategies that can be adopted, both in the autoclave and downstream.

In this paper, a geostatistical study of the North Butte roll type uranium deposit is presented. The geostatistical procedure applied takes into account the varying direction of the roll front for reserves calculations. For variogram calculation, the roll front is unfolded thereby allowing estimation of the variogram in directions parallel to and perpendicular to the roll front. Variograms calculated in unfolded space show strong directional anisotropies consistent with the anticipated configuration of the deposit.

In 1980, a caravan of representatives of Japanese trading companies debarked on the shores of the United States bearing gifts of watches, electronic games, and radios. In early 1983, we find in a parking lot of a major U.S. coal company, a haggard general manager of marketing returning to the Orient with a box under his arm of trinkets of his own; cross pens with company logos, alarm clocks, etc. The tables have turned, but our fellow sitting in a jet plane over the Pacific Ocean had only to heed the warning of the famous 19th Century poet well familiar with the ways of the Far East. Kipling said; "And the End of the Fight is a tombstone white and with the name of the late deceased, And the epitaph drear, a fool lies here who tried to hustle the East."

A new coal boom is under way in western Canada. As recently as the mid-1960&apos;s, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan&apos;s growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.&apos; As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada&apos;s output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. LKAB’s Kiirunavaara Mine is a sublevel caving iron-ore mine located above the polar circle in northern Sweden. The mine has been proclaimed seismically active since 2008 after a magnitude 3 seismic event, according to Swedish National Seismic Network (SNSN). At that time the Kiruna Mine did not have mine-wide seismic system. Since then, the Kiruna Mine experienced several damaging seismic events of which the largest one on the May 18, 2020. The magnitude, based on the moment tensor inversion results on data from the SNSN as well as seismic stations in Finland and Norway, is estimated to 4.2 ± 0.2 moment magnitude. The seismic event on the May 18, 2020 was located in the middle of the one of the productions areas and caused the major damage in the mine, damaging several kilometres of drifts on six mining levels, some of them beyond the practical repair. These damages affected four of ten production areas on several levels, some more some less. Luckily, no person got injured from the seismic event and the very long aftershock series. An important part in the whole process after the seismic event was information flow and decision-making process. It was very important to keep workers and community informed as that contributed transparency of decision-making and decreased the speculations. Resuming the production in the damaged areas in the safe manner, very soon become main focus for the mine management. It was obvious that not only rehabilitation of the areas is needed to resume the production. It was A MUST to understand the factors behind the seismic event and its mechanism to be able to avoid same situation and prevent seismic event of similar size. Mine engineers had to think outside the box to find the solutions to ‘rescue’ every drift that they could to be able to make good enough base for continued mining of the area. The paper describes actions taken in a very complex process of recovering the area that we from the beginning thought need to be abandon. Seismological analyses of the event on May 18, 2020 and past activity in the area, damage mapping, detailed studies of structures and geology, numerical modelling as well as engineering judgement were used as base for all our decisions how to proceed in attempt to restore mining of the area heavily damaged by 4.2 moment magnitude seismic event, in a safe way.

This paper describes six basic stages between perception and production for a new sand and gravel deposit. Sand and gravel, like many of our natural resources, is taken for granted. It is assumed by John Q. Public that because sand and gravel is ubiquitous that it is available whenever and wherever needed - so long as it does not have to be mined in his neighborhood. This idea illustrates one of the enigmas of the industry, the fact that sand and gravel is abundant; however, its availability is another matter. Another problem is that this resource falls in the category of high volume, low profit materials; therefore, transportation costs are critical. Transportation roughly doubles the cost of these materials. It is not difficult to find sand and gravel, at least in Michigan. The problem is to locate a new source close to a market, near an adequate transport route (usually a highway) and in an area which will allow mining.

Few people would question that coal is king in the Campbell County, WY area. Other industries, such as oil production and ranching, also contribute significantly to the economic base, but coal mining and related industry development dominate. In recent years, Gillette has become the commercial hub of northeastern Wyoming. This development has been largely a response to the growth of the coal industry in Campbell County. Historically, Campbell County developed as a ranching area, a process that was aided by the passage of rail lines through the area, allowing early ranching interests to get their livestock to market. For decades, the Gillette-Campbell County area was predominantly a ranching area that experienced only incremental population growth.

A leach pad’s fluid flow characteristics greatly affect the recovery of metals from heap leaching. However, because there are other factors such as particle size distribution, application rate and method, and chemical reactions to consider, mining companies often overlook potential problems associated with fluid flow until it is too late. In an effort to better understand the dynamics of fluid flow in leach pads, a series of experiments were preformed using temperature probes. A model leach pad was set up using a particle size distribution, fluid application rate, and application method common to modern leaching methods. Variable water temperatures were applied in succession and data gathered from the three dimensional grid of temperature probes built in to the model. Current work is analyzing these data along with visual observations of the model, computer simulations, past mining experiences, and other related research, in an attempt to develop a low cost test that could be performed prior to large scale leaching to determine the fluid flow characteristics of a particular ore. This paper will summarize the work and findings to this point as well as suggest areas of additional related research.

"The Ruhr region in Germany’s North-Rhine Westphalia is going through significant change. By the end of 2018, the last two underground hard coal mines in the Ruhr, Ibbenbüren and Prosper-Haniel collieries, will close their portals and bring an end to more than 200 years of coal mining and an industry that was once the economic and cultural backbone of the area. Ruhr is undergoing an impressive economic and cultural transformation, as it gradually shifts from being a region once dependent on coal and steelmaking to a post-mining region focused on redesigning itself as a cultural center. This article focuses on the socioeconomic impacts of the transformation into post-mining and the roles of the government, labor unions and local community to aid the transformation from the perspective of an American student. It will look into the cultural values that are helping to drive the transformation and compare them to American standards and values in order to determine if a similar approach can be used in the United States and its coal industry. History and backgroundUnderground hard coal mining has had a long history and a significant impact on the culture and economy in Ruhr since the early 19th 20century. The Ruhr region is located in the heart of the German state of North- Rhine Westphalia. Ruhr is bounded by the Rhine River in the west, the Ruhr River in the south and the Lippe River in the north, with the Emscher River running through its center.The Ruhr is home to around 5.1 million people and spans an area of approximately 4,500 km2 (1,730 sq miles). Before the era of industrialization, the Ruhr was a rural, agricultural region. Small-scale coal mining began in the 13th century, with coal being used for heating, cooking and metallurgical processes, including steelmaking. With 19th-century industrialization, coal mining became a significant driver of the region’s economic structure. Steam engines, and soon, electric motors, allowed for the pumping of mine water and for powerful hoists hauling from deep shafts, enabling miners to reach deeper coal seams that were once thought impossible to mine. The Ruhr mining boom began in the 1850s, supported by Prussian economic policies that attracted many workers and their families to the region. The population grew from 400,000 in 1850 to 5.7 million in 1957. The coal and steel industries were key contributors to Germany’s “Wirtschaftswunder” — or “miraculous economic recovery”— in the 1950s. In 1956, the coal industry reached its peak production of around 112 Mt/a (124 million stpy) of coal and employed almost 600,000 miners."

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Tracer gases have been utilized successfully in a variety of industries, each with specific releasing and sampling methods. The various attributes of tracer gases are dependent on the industry the tracers are utilized in. Tracers must be chemically and thermally stable, safe, odorless, detectable at low concentrations, have a low background concentration, and should not be naturally occurring in the environment if they are utilized in underground mining applications (Thimons et al., 1974). In addition, the tracer gas should be inexpensive, non-corrosive, non-toxic, easily transportable, readily attainable, and non-radioactive (Kennedy et al., 1987). Sulfur hexafluoride (SF6) met many of these above requirements and therefore was introduced as an ideal tracer gas to use in mining industry in the early 1970?s (Thimons et al., 1974). Due to the nature of underground mining including complicated geometry, irregular flows, turbulent flows, obstructed airways, and leakages it is difficult to use conventional anemometer and smoke tube techniques to accurately measure the effectiveness of ventilation controls (Thimons et al., 1974; Klinowski and Kennedy, 1991). There have been several applications of SF6 as a tracer gas in underground metal/non-metal and coal mines. Thimons et al. conducted early testing of SF6 in an underground limestone mine and determined that it is an effective technique for evaluating auxiliary fans, estimating volumetric flow rates in large areas, and measuring low flow velocities. A rapid face ventilation measurement method (FVM) utilizing SF6 was developed by the Bureau of Mines to make face measurements in underground coal mines (Timko and Thimons, 1982). When measuring the effectiveness of jet fans in dead headings SF6 was proven more effective than smoke tubes (Timko and Thimons, 1982). Experiments related to determining methane liberation in the gob were also conducted by injecting SF6 into a borehole (Timko and Thimons, 1982). Also, in an emergency situation where the gob had to be sealed due to a fire, SF6 was released to determine the effectiveness of the seals (Timko and Thimons, 1982).
