Acidic drainage has been long recognized to be the largest environmental liability facing the Canadian mining industry and to a lesser extent the public through abandoned mines. The Mine Environment Neutral Drainage (MEND) Program was the first initiative formed in 1989 to develop scientifically-based technologies to combat acidic drainage. This 9-year volunteer program reduced the liability by several hundreds of million dollars and established Canada as the recognized leader in research and development on acidic drainage for metal mines. MEND 2000 is a three-year program that started in 1998. The key to MEND 2000 is technology transfer- providing state-of-the-art information and technology developments to users. MEND-developed technologies are being verified by long-term monitoring of large-scale field tests. Maintaining linkages with a number of foreign government and industry-driven programs is also important to the successful completion of the program. Through these efforts a further reduction of the environmental liability associated with acidic drainage will be realized.

Silica sand is one of the world's most plentiful resources and is a basic necessity in our way of life. The end uses of silica sand are an integral part of our homes, transportation, and places of work. The environmental legislation enacted in the early 1970's, coupled with the oil embargo and higher than normal inflation, have had a very real impact on the industry and its primary consumers, the foundries and glass producers. The present environmental laws directed at air and water pollution and the working environment can, in most cases, be met, but not without large capital expenditures for equipment. These expenditures must reduce the funds available for expansion and modernization of existing processes which are necessary if the costs to produce industrial sand are to remain at acceptable levels. The concern for the future is the enactment of more stringent laws, and the available technology and equipment to economically comply with them.

Rekindled public concern about lead toxicity has intensified the awareness of lead-bearing materials in contact with the environment and the human population. Lead's common association with other metals makes the increasingly restrictive lead standards a primary concern for a large number of metal and metal-related industries. In commercial scale demonstration tests with lead-bearing wastes, the HRD Flame Reactor process has a demonstrated ability to separate and recover over 95% of the lead as a recyclable oxide, while rendering the remainder of the material as vitrified, non-leaching, and nonhazardous co-product. Recent Flame Reactor process tests and preliminary cost data for secondary lead soda slag are highlighted.

INTRODUCTION Solid-liquid separation is an important and many times a critical step (or steps) in a mineral or coal processing plant. Some examples of typical critical separations are as follows: 1. Operating a seven to eight stage CCD thickening circuit to re¬cover almost all of the caustic and alumina trihydrate values in an alumina plant. This must be accomplished with highly scaling slurries, starting temperatures of over 100°C and operate on a closed circuit system. 2. Making a filter step operate to produce a proper moisture for the balling step so that the pellet furnace can produce a proper product. Bentonite addition must be minimized and a good quality filtrate must be maintained to prevent abrasion of the internal parts of the filter. 3. Operating a closed water system in a coal washing plant so that reclaimed water containing less than one percent suspended solids is produced for reuse to maintain beneficiation ef¬ficiency. Refuse solids must also be thickened so that they can be effectively dewatered to meet state disposal requirements. 4. Recovering phosphoric acid values from a slurry containing gypsum and other gangue solids at an elevated temperature. This must be done while minimizing wash water and maximizing P2O5 re¬covery while simultaneously minimizing scale problems. While solid-liquid separations are important to overall performance in the processing plant flowsheet, it is also a significant factor in plant costs. Capital and operating costs for all the solid-liquid separation steps (includ¬ing water reclamation for reuse) in such plants are probably between 10 and 20%. Energy consumption can also be important in these separations. For example, in the copper concentrator, it is the third largest category in energy consumption, after comminution and flotation. Obviously, solid-liquid separation steps in a plant demand proper atten¬tion in design in order to achieve both optimum performance and cost. Simultaneously, knowledge of funda¬mentals are important to improve results in existing plants.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. The first wagon trail across Loveland Pass was built in 1869 thus starting the struggle between the Colorado Rockies and interstate travel. The 1st Pioneer Bore underneath Loveland Pass at the Continental Divide in Colorado was attempted between 1941 and 1943 and was abandoned due to ground conditions at the Loveland Fault. Construction on the nearby Eisenhower Tunnel began in 1967 and was completed in 1973. Numerous challenges associated with tunneling, including at 11,000 ft were overcome. The purpose of this paper is to summarize the history of investigation and construction challenges associated with the Eisenhower Tunnel to celebrate its 50th anniversary.

Although laboratory studies of tin flotation have been reported as far back as the 1920`s(1), the commercial application has only been realized within the past few years(2,3). The principal technical difficulty in the application of the process to tin ores has not been in the flotation of cassiterite itself, this mineral being readily recoverable with the common collectors, including xanthates with heavy metal ion activation(2). The difficulty has been with the depression of the gangue minerals commonly associated with tin ores, and to a lesser extent with the problems of collector consuming semi-colloidal minerals which are in some cases present. The application of sulfosuccinamate collectors to flotation of cassiterite from the Catavi, Bolivia, slime tailings has recently been described(3). The investigation which led to this successful process development included studies of other samples of gravity plant tailings as well as of lode tin ores. A common flowsheet with few significant variations was applied to most of these ore samples with acceptable results. In the following the process is described and the results of its application to samples from Bolivia and elsewhere given. Among the factors considered are: gangue depression, particle size and slime effects, and reagent and pulp density levels.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. The mine fire at Wilberg Mine in 1984 reached the surface resulting in the failure of the vertical ledge forming the roof and entrance for three main intake portals. The fallen material was covered with a concrete cap to seal the air from the mine. As the mine was recovered and ventilation pressure was placed on seals on the perimeter of the fire area, the concrete capped rubble proved ineffective. Due to the steep and rugged terrain and the inaccessibility to the portals from underground, horizontal holes were drilled into the portal entries and three seals were placed remotely. The seals in conjunction with pressure balancing the seals around the perimeter of the fire area resulted -in the control of the mine fire.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. Government V- loan guarantees, and Company capital contributions. Current general operating statistics for the concentrator are listed below: Ore Grade 0.32% Cu., 0.030% Mo. "Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). Rising demand, artificial market conditions, increased overseas competition, and a fluctuating international situation have brought ever increasing pressures to bear on the nonferrous metals industries, and particularly in the United States, Although capacity is being expanded by the construction of new plants and the development of new ore deposits, increasing attention is being focused on the possibilities of improving the performance of the existing installations and of getting the most out of the new equipment now installed. At first sight the task appears formidable. Based on raw materials which are nonhomogeneous, and possessing characteristics which are hard to quantify, even the processes by which the values in the ores are concentrated and extracted are in many cases not fully understood. The necessary analytical equipment and transducers demanded by these industries have also been slow in development and their earlier absence has hampered the application of modern control technology, This is reflected in plants which have been designed for ease of manual rather than automatic control, and in which the application of control techniques at first sight appears economically prohibitive. However, in any industry progress often comes only in small steps, It may be that by the wise choice of limited objectives and perhaps only partial solutions, substantial improvements in plant performance can be implemented now, and with only a modest investment. If modern control equipment is chosen of the type which can be reprogrammed, advantage can be taken later of more sophisticated solutions as the technology of the industry advances. This task of improving plant performance can and must be commenced even though our knowledge is incomplete. The experience of a related mineral consuming industry, with similar problems in the past, can be encouraging.

The model originally proposed by Austin, et al., has been modified in the light of further investigation of the breakage laws in SAG milling. The model uses a fully-mixed reactor for short L/D mills and calculates the breakage of small particles by the nipping action of balls and pebbles. The autogenous self-breakage of larger lumps is treated as an effective means of fast breaking rock and much slower breaking rock. Experiments show that fast autogenous breakage can be treated as a first-order breakage with an overall specific breakage rate which incorporates fracture and chipping. Similarly, slow breakage incorporates fracture and abrasion. Autogenous breakage is cushioned by the accumulation of fine material. Simulation results are compared to results from tests in a 2 m diameter continuous pilot-scale SAG mill. Future work is discussed.

The mill project at Lone Tree was commissioned in October, 1993, followed by the commissioning of the autoclave pressure oxidation circuit in February, 1994. Discussion of the first year of milling operations at Lone Tree is presented. The mill is currently operating above the design rate of 2,267 mt/d (2,500 st/d). Both phases of the start-up were essentially trouble free. The few problems that were encountered and the respective solutions are addressed.

Laboratory investigations on the possibility for magnetic separation of sulphide minerals are reported. A survey of several sulphide ores and flotation concentrates shows that magnetic separation in most cases is not a suitable primary method of beneficiation. However encouraging results have been obtained in concentrate purification. At the Boliden complex sulphide ore concentrator in Garpenberg a Allis-SALA MK III carousel High Gradient Magnetic Separator (HGMS) is used together with a small flotation circuit to recover sphalerite lost to the galena concentrate in lead flotation. The result after four years of refining the HGMS process, show increasing zinc recovery and enhanced quality of the lead concentrate.

Modern mine ventilation systems have grown rapidly in recent years both in tern of its complexities as well as its value for human health and safety. Although computer models are now available to help the design and operation of mine ventilation systems, considerable differences often exist between the computer based predictions and practical results. Research conducted to compare computer result with practical measurements made in ventilation circuits simulated in a physical model seems to confirm such differences. It is concluded that although a mine ventilation computer model is a very powerful tool, it can be utilized to its full potential only after more reliable input data are developed.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

A new radioactive tracer method to measure airflow in inaccessible airways has been developed for situations when studies of the mine ventilation system are not possible using conventional flowmeters (anemometers). The new method has been tested in the ventilation laboratory at the University of Kentucky and in the Experimental Underground Coal Mine at the U.S. Bureau of Mines. This new tracer method has been utilized in leakage, dilution and flow velocity measurements in laboratory and field (mine) experiments.
