The water chemistry of the froth flotation pulp is one of many parameters which can affect the flotation process. The fluid may contain certain inorganic salts which, along with increased ionic strength, can produce undesirable flotation depression or activation. A source of a salt could be the use of calcium chloride to prevent freezing in ore cars, chutes, and bins (Anon., 1980). Alternately, the salt or salts could be initially contained in the water as in the case of sea water and some brackish waters. These salts may become more concentrated because of the need for recycling of plant water due to environmental regulations and/or economic considerations (Davis, F.T., et. al., 1976). The presence of inorganic salts in flotation pulps and their effects upon the recoveries and surface chemistries of different oxide minerals have been the object of various studies. Some researchers (Fuerstenau, D. W. and Raghavan, 1976; Fuerstenau, D. W. and Modi, H. J. 1960; Kulkarni, R. D. and Somasundaran, P., 1977) have reported that addition of a salt can increase or decrease flotation recovery depending upon the particular system.

The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. Lowell, Lowell Mineral Exploration, Rio Rico, AZ. Another paper was then presented on a copper deposit in Grant County, New Mexico. "Zonation of supergene copper minerals at Hanover Mountain, Grant

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

The AMAX of Canada Limited Kitsault mine is located approximately 150 kilometers, by air, north of Prince Rupert, British Columbia at the head end of A1 ice Arm, just east of the southern tip of the Alaskan Panhandle. It is presently only accessible by sea or air, although a road is being constructed by the company which will provide access to Terrace, a commercial centre with a population of about 15,000. The topography is typically coastal mountainous with peaks rising to 2,100 meters around the head end of the inlet. The concentrator is at an elevation of 515 meters with the mine at 630 meters. This open pit molybdenum mine was previously operated between 1968 and 1972 by British Columbia Molybdenum Limited, a subsidiary of Kennecott Copper Corporation. AMAX of Canada Limited has spent $194 million to refurbish and expand this operation.

The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. An Industry Partnership Award will be presented to Stephen Bechtel and the Bechtel Corp. in recognition of Bechtel's 100th anniversary and the company's outstanding service to the mining industry. Rational design based on engineering fundamentals is essential for the layout of safe, stable shafts and tunnels. Shafts and tunnels including winzes, raises, adits, and crosscuts are lifelines to the underground and must be secure. The contribution of this paper describes a significant extension in existing software previously developed for five important design problems in strata-bound mines such as coal, trona, salt, potash, and some large, lead-zinc mines. This extension in software allows analysis to proceed in three easy steps: (1) preparation of a strata properties file, (2) generation of the finite element model, a mesh, and (3) finite element program execution. Circular, elliptical, and rectangular shaft sections are available for a single shaft, twin shafts, and shafts in a row. Spacing of twin shafts and shafts in a row is a free parameter (pillar width). Tunnel shapes are the same as shafts but include the conventional arched back section. Dipping strata of variable thickness, depth and orientation relative to the excavation of choice are allowed. The analyses are three-dimensional. An elastic-plastic material model based on associated rules of flow and an N-type yield condition for isotropic, transversely isotropic, or orthotropic rock are used for all strata. Example analyses from several hardrock mines are provided to illustrate the three-step process including mesh plotting and plotting of selected results. The goal of this software is to advance mine design technology for improved miner health and safety.

An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in.) was measured by the extensometers, photogrammetric reconstructions and laser scanner over a six-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls were significantly lessened.

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Courtright for criticism of this paper and for their direction during the several years in which I studied the Mission deposit. Acknowledgment is given to consultant in petrography, Robert L. DuBois of the University of Arizona. A new generation of hydraulic efficient pumper and auxiliary impeller designs is the result of an extensive research program focused on improving the overall performance of optimized SX/EW plants. Combined with the proper scale-up, these optimized designs will greatly reduce aqueous and organic entrainment losses, reduce or eliminate air entrainment and crud formation, enhance mass-transfer and maximize the overall copper yield. Currently, these new pumper and auxiliary impellers are installed full-scale in numerous plants ranging in flow rates from 90 to 15000 G.P.M. and developed heads up to 51 inches. Operational results reported by the independent metallurgist at each processing plant are reporting the lowest entrainment results in the industry. Further R&D has just been completed on a new mixing configuration that separates the systems mixing and pumping requirements. Results from the system pilot test document further improvements in reduction of both chemical entrainment and crud formation, while keeping mass transfer stage efficiencies.

In Nevada, large deposits of diatomite were formed during the Miocene / Pliocene in deep, alkaline lakes. Associated sediments are predominately fine-grained lacustrine with varying fluvial-clastic layers. Tephra layers are common, and probably served as a source of soluble silica for the extensive diatom colonies. Four companies are currently producing diatomite from Nevada deposits. Nevada ranks second to California in annual domestic production. Nevada diatomite is used in filter aids, fillers, absorbents, catalyst supports, and many other products. Economics and mineral reserves indicate that diatomite production in Nevada will be significant well into the next century.

Swelling ground is one of the most feared problem in tunneling. Although usually not causing sudden failures during construction, the very large and long- lasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners of up to 1 m that have been cracked or crushed, tunnel inverts that are heaving at a rate of 0.1 m per week during construction and continue to heave during decades. This author (Einstein (1979). Einstein et al. (1972) (1975)) and others (Huller (19761, Grob (1972) (1976). Golta (1967), tienke (19761, Krause (1976). Lee et al. (1976)) have described many cases of swelling tunnels that illustrate the significance and magnitude of the problem. This paper intends to show that tunnels in swelling rock can be built to perform satisfactorily. . For this purpose the tunnel builder needs to know how to determine the existence and specific behavior of swelling ground, how to select appropriate structural characteristics of the tunnel and predict its performance under the specific ground conditions, and finally how to construct the tunnel such that the anticipated performance will be achieved. This concept of a design-construction procedure is the same as that for tunneling in general; it is mentioned here for NO reasons: 1. To point out that design and construction cannot and should not be separated. The way in which the tunnel will be built has to be an integral part of the design. 2. This paper will be structured corresponding to the procedural concept.

The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term 'bauxite,' as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

This presentation will be a general overview of the Cerrejon Coal Project being developed jointly by Carbocol, an entity of the Colombian government, and Intercor, an Exxon affiliate. The word "Cerrajon", by the way, is simply Spanish for a small hill. There is a distinctive hill near the mine site, and it's the only landmark of any significance. It's shown in Figure 1. So the locals call this area "El Cerrejon", "the little hill." Let me start with some of the highlights of the project, summarized in Figure 2, and then go into more detail later. A four-year feasibility study covered the geology, quality, engineering, construction operation and marketing of coal from this region. This study led Exxon to declare the project as commercial in July of 1980. Then in September of 1980 the president of Colombia gave the government's okay to proceed.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

The detection of hazardous geological anomalies through remote sensing techniques is the subject of current research efforts sponsored by the U.S. Bureau of Mines. In this review, hazardous geological anomalies are discussed with respect to the "view" presented along with potential operational concepts for each technique. The design and development of a borehole radar is described with emphasis on the potential range and resolution capability of the system under realistic underground conditions. Results of field tests at two coal mines and at a hard rock future subway location are presented.
