INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. To assist in these tasks, a suggested rating system and case studies, respectively, follow a brief review of recent writings on the subject

Economic pressures to increase production to profitable levels reduced the Homestake's gravity recovery and overall recovery to un-acceptable levels. The operation of the Home-stake gravity gold circuit has increased gravity gold recovery to over 50%, improved overall recovery and increased mill availability for increased tonnage. The gravity circuit consists of three gravity gold recovery stages. The Circuit has four (4) duplex jigs, four (4) belt concentrating strakes and four (4) concentrating tables.

Froth flotation is widely used for separating particulate materials from one another in aqueous media. The basis of this important separation process is to control the hydrophobicity of particles. However, it is difficult to predict the kinetics of flotation based on contact angle (?), which is a thermodynamic property. A solution to this difficulty would be to develop a relationship between ? and the gradient of the hydrophobic forces across the solid-liquid and bubble-liquid interfaces. Such information can be obtained using the surface force apparatus (SFA), the atomic force microscope (AFM), and the thin film balance (TFB). The present communication reviews the results of the measurements conducted using these methods, and offers a methodology for deriving a rate equation for bubble-particle interactions

Fundamental choices in flocculant selection often come down to the lower cost of solid grade products versus the convenience of liquids. The ideal product would be a low cost solid grade flocculant which requires minimal handling and no sophisticated dissolving equipment. Recent polymer developments have lead to the commercialization of a limited range of dry polymers that can be screw fed at controlled rates directly to process streams without the need for predissolving. Other developments include dry polymers that can be directly added to mix tanks without the need for sophisticated wetting systems. The latter will make dry flocculants especially attractive for smaller users. Examples of these new products and their application in industrial and municipal waste treatment will be provided.

The low-shear viscosity of kaolin slurries is one of the principal characteristics that determines whether the clay can be utilized for paper and ceramic applications. In this work, causes of poor low-shear viscosity and methods of improving rheology have been investigated. The presence of fine-grained smectite impurities within the kaolin was shown to detrimentally affect the low-shear rheology of slurries produced from these clays. It was also shown that mechanically working (i.e., pugging) a crude kaolin followed by desliming to remove these impurities can reduce the low-shear viscosity.

In many cases the roof strata of a bedded deposit may be considered as a composite of rock beams of rectangular cross section, whose component layers differ in thickness and may or may not be separable from each other when they are subjected to loading by their own weight. An analytical study of the behavior of such multiple-layer beams is extremely difficult owing to the heterogeneity and anisotropy of rock materials. The complexity is revealed by the fringe photographs obtained from several series of barodynamic photostress experiments conducted on various types of multiple-layer model beams of a medium-grained Bedford limestone. Further discussion on the applicability of barodynamic photostress techniques to the model study of the behavior of mine roofs in stratified geologic media is presented by comparing the phenomenological observations recorded in this investigation.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

For the purposes of this presentation, "refractory clay" is intended to include any clay suitable for refractory products and thus represents a description based on industrial application. Other common examples based on use would be white-ware clay, bleaching clay, paper clay, or cement clay. Most users and producers of refractories have specific quality requirements which determine the quality or type of clay that can be utilized. Many clays can however be interchanged or substituted in use by changing manufacturing processes or upgrading less desirable clays. U.S. Bureau of Mines publications (Ampian, 1985) categorize days into six groups. These are kaolin, fire clay, ball clay, bentonite, fuller's earth, and common clay. These are practical groupings based on clay production and usage in the United States. Among these groups bentonite, fuller's earth, and common clay are primarily composed of the minerals, smectite, illite, or chlorite, and are non-refractory. Kaolin, ball clay, and fire clay are commonly used in refractories and thus qualify as refractory clays.

The segregation process has been known for many years and applied industrially for the treatment of various refractory copper ores. The principles of the process are briefly reviewed; the process was tested in the laboratory on two copper-cobalt oxide ores from Gecamines, Shaba Province, Zaire. Various parameters of the process, such as segregation temperature, dosage of reducing and chloridizing agents and flotation conditions were inyestigated. Experimental results have shown that the segregation of copper could proceed satisfactorily at low temperature (1000° K) but that of cobalt required higher temperature and higher additions of reducing and chloridizing agents.

A laboratory study was carried out to evaluate the effect of oxygen and lead nitrate on the recovery of gold by cyanidation of a free milling gold ore, which contains 0.4 % copper as chalcopyrite. Efficient gold extraction is achieved only under specific conditions. The recovery of gold was increased from less than 90% to up to 98% by addition of lead nitrate. In the pre-leaching, the kinetics of oxidation of soluble sulphides are not an accurate indication for the length of the treatment. Even though the consumption of cyanide was reduced due to the inhibition of the dissolution of chalcopyrite by increasing additions of lead nitrate, cyanide consumption had to the held above 1.85 kg/t to maintain good recovery of gold. The continued addition of lead nitrate above 300 git had no impact on the recovery of gold. It was also found that the addition of lead nitrate at the start of cyanidation gave the same performance as when added during pre-leaching. The addition of oxygen increased the recovery of gold by 1.5%. The concentration ofNaCN had to be maintained in the range of700 mg/L because of the high concentration of copper in solution. The recovery of gold dropped significantly when the average NaCN concentration fell below 640 mg/L. Application of the findings of the laboratory study at the industrial scale led to improved plant performance.

Top-down constructed large-diameter (up to 90 m or 300 ft) shaft design and constructability issues present an interesting suite of challenges and opportunities highlighted in this paper. The study covers 2D and 3D finite element models used to analyze various failure modes, evaluate the shaft liner and internal structures' response to seismic loading, assist in segment design and assess final structural design tradeoffs. Efforts to achieve economic advantage over conventional heavy civil practices have prompted innovative solutions for ring and segment design, ring build assembly and annulus backfill grouting. The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

The Bureau of Mines, U.S. Department of the Interior, is investigating biodegradation of cyanide as a means of decommissioning heap leach operations. Biological oxidation decreased weak acid dissociable (WAD) cyanide in process solutions from 50 to 170 ppm down to 0.1 ppm. The tests were conducted both in trickling column reactors, using quartz as the growth surface, and in upflow columns, using activated carbon as the growth surface. In addition, exploratory tests indicated that bacteria will destroy residual cyanide in leached ore. A flowsheet has been proposed for closure of heap leach operations in which the metals processing portion of the plant, possibly the carbon adsorption columns, or a collection pond is used as a bioreactor. The cyanide in the process solution is destroyed in the bioreactor and the treated water is used to rinse residual cyanide from the spent heaps. The water is recycled until the effluent WAD cyanide concentratio� meets discharge standards.

Drillability of rocks by mechanical means is closely related to the physical properties of the respective rocks, Various approaches by previous investigators on rock drillability are presented, as well as recent techniques studied by the Bureau of Mines. The studies show drillability concepts based on (1) theoretical drilling equations derived from laboratory drilling experiments extended to field drilling results and on (2) a statistical method where multiple regression analysis is used to develop a prediction equation for drillability.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Coeur Rochester Inc. located in north central Nevada, operates an open pit mine moving a total of 16 - 18 million short tons of material per year. A three stage crusher produces approximately 8 million tons of a minus half inch product that utilizes truck stacking to construct a heap leach with a zinc precipitation recov­ery plant. Coeur Rochester recovers approximately 6.0 - 7.0 MM ounces of silver and 60 - 80 K ounces of gold annually. Current metal prices and good operating practices require contin­ued review of operating systems that support the operation, thus the development of a Strategic Mine Plan. This Strategic Mine Plan provides managers, engineers and supervisors a means to improve their operations through three main objectives: 1. Reduce operating costs, 2 .. Increase production, 3. Increase mine life (reserves). These three main objectives will be reviewed in context to their current status and past performance.

The present study examines the nutrients and micronutrients availability of uncultivated soils originated from different parent rocks. The study areas include four types of parent rocks with different geological origin, from acidic to ultramafic. The parent rock mineralogy and the nutrients available in soils are in strong relation-ship. Mineralogy, particle size distribution and chemical composition of the soil samples were studied jointly with the nutrient content of soil solution. High magnesium availability in soils of Anogia area is related with the alteration products of the ultramafic rocks. Potassium content of the soils exhibits no relation with the geology of the area. Micronutrients, iron and manganese, shows strong dependence to the bulk chemistry and mineralogy of the parent rock material. In contrast no interrelation detected between zinc and copper availability in soil and parent material.

Discussion by Erich U. Petersen Harbuck et al. (1990) present results of research on sulfuric acid leaching of a germanium-gallium ore and shed considerable insight on possible extraction methods for gallium and germanium. However, the presentation does not give sufficient details to evaluate the research, so some of the conclusions may not be as applicable as stated. The objective of this communication is to indicate that relevant and easily obtainable geological and technical information was omitted. Consequently, on this basis, alternative explanations for some of the data are possible. Discussed below are the omission of: • pertinent geological, mineralogical and geochemical literature; • details regarding the determination of germanium concentration in quartz by electron microprobe; and • details on the calculation of the amount of germanium locked in quartz. "These topics are important since the determination of the amount and locus of "unrecoverable, locked germanium" may have an important impact on the economics and methods of germanium extraction and the directions of future research. Harbuck et al. state that "A key to increasing germanium extraction is understanding the mineralogy of the ore." However, only two studies are cited that in some manner describe the mineralogy of the ores. In addition, both of these studies were very preliminary, of limited scope and examined very few
