Determination of fracture toughness using the semi-circular specimen, the chevron edge notch round specimen, the short rod specimen and the cylindrical burst specimen, are critically reviewed. These methods, among all, are the most applicable for fracture toughness determination of rocks. They require minimum machining. Samples are small, and testing procedures are simple. They have a sound analytical basis and allow the fracture toughness to be determined without measurement of fracture length.

The higher stress zone adjacent to an underground opening causes a velocity anomaly that can be mapped in favorable conditions with an acoustic cross-borehole logging system. Bureau personnel used a specialized system at the Colorado School of Mines test site near Idaho Springs, Colorado, to locate the Edgar Mine tunnel and its associated stress anomaly. Data from the logging system' were processed with a tomographic image reconstruction algorithm to map the opening and the location of the high velocity zone around the opening. The velocity imagery from tomographic analysis compared favorably with predictions from numerical modelling of the location of the stress anomaly.

Mines in the Lake Macquarie region of New South Wales, Australia, are faced with the dilemma of having to introduce longwall mining techniques at a time when increasingly large areas of the surface are being used for urban development. Increasing pressures on safety, costs and productivity performance dictate that longwall mining is the method for the future. Construction of surface structures is controlled by a statutory body known as the Mine Subsidence Board (MSB). All surface structures have to be designed to MSB criteria. All mining plans involving secondary excavation also have to be submitted to the MSB for approval. The Board acts as risk assessor in evaluating acceptable levels of surface subsidence vs. the value of the coal resource. Surface repairs are paid for by a levy on all coal producers.

This paper review s several new applications of solvent extraction developed in conjunction with a research project carried out under the AEC Raw Materials Division by the Dow Western Division laboratories during the last two years. A process for recovery of uranium from ores by contacting the solid directly with organic solvent without a prior aqueous leach and a process for uranium recovery by contacting thick, unfiltered leach slurry with the solvent were studied in an attempt to simplify ad reduce the cost of ore treatment procedures. Processes to produce pure UF4 products at the concentrate mills thus eliminating the production and subsequent dissolution of the concentrate were investigated. Since many of the leach liquors contained vanadium as well as uranium, solvent extraction processes for by-product vanadium were also studied.

A pilot-plant flotation concentrate containing 21.6 g/t gold and 2 kg/t silver was used for this study. Base-line cyanide and thiourea tests showed 30-40% extraction of both gold and silver. After roasting (450-750C), the maximum gold extracted was 89% with thiourea and 76% with cyanide. Pressure oxidation tests were conducted following a statistical experimental design in a 2L laboratory autoclave at 10% pulp density, and the residues were subsequently leached in acidic thiourea solutions for 2h. Leach results were presented in the form of contour maps, and optimum autoclave conditions were determined for maximum gold extraction (93%). However, silver extraction was only 7% when gold extraction was maximized.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

After determining minable acreage, tons are calculated by multiplying minable acreage by average thickness and by a volume-tonnage conversion factor. Converting from tons in the ground to tons sold across the scale takes fines and internally used and wasted stone into consideration, resulting in minimum losses of about 10% for limestone and 15% for sand and gravel. A high degree of certainty about thickness, lateral continuity and geologic character defines proven reserves. Assuming continuity of these characteristics defines probable reserves. By using tpa estimations and annual tonnage requirements, the life of a deposit can be quantified. The decision can then be made regarding the necessity of securing more acreage. Some landowners choose to multiply aggregate price, operating income, or a royalty rate by tons to arrive at a value for their reserves. In doing so they probably overstate the value of their land.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

This paper presents the results of an investigation into the effect of pore pressure regime on the factor of safety (FS) and the anticipated critical failure mechanism for a fly ash storage facility. In this study, pore pressure measurements from standpipe piezometers and pore pressure estimated from seepage analysis were used for a comparison of the estimated FS for a fly ash slope. This comparison was applied for static and seismic scenarios. To account for the uncertainties resulting from the limited data available and support a qualitative risk assessment evaluation, a probabilistic analysis was performed. The slope stability analysis was conducted in 2D and 3D, adopting the limit equilibrium analysis approach, and a finite element seepage analysis. The results suggest consistency of failure surfaces for 2D and 3D and an increase in FS values of 5 percent for the 3D approach, limitations of standpipe piezometers. The study demonstrated the sensitivity of the FS value, and the implication of adopting representative material properties, and water table levels, especially in cases where limited data are available, and assumptions need to be made to assess the long-term stability of a fly ash dam facility.

The purpose of this study is to investgate the coal dust explosion characteristics and to search for the prevention methods of the coal dust explosion as well as the propagation of the explosion flame of the middle-bearing coal formation in Taiwan by an open type coal dust explosion apparatus in laboratory. The coal samples were taken from the typical middle-bearing formations of the Sam-Ming,Tai-Ho and Lee-Fong coal mines The rock dusts, the free water mixture with coal dust samples and the interval clean out the coal dust in the testing chambers were applied for preventing the coal dust explosion and the propagation of the explosion flame.

The 1889 Johnstown Flood, which killed 2,209 people, was a preventable disaster stemming from systemic decisionmaking failures. This paper applies modern Risk-Informed Decision Making (RIDM) frameworks to analyze the historical context and explore alternative outcomes through hypothetical multiverse scenarios. By reconstructing the risk landscape of the South Fork Dam, we demonstrate how structured hazard identification, risk assessment, and stakeholder communication could have mitigated or prevented the catastrophe. Three counterfactual scenarios—proactive maintenance, community engagement, and regulatory oversight—are evaluated to quantify potential lives saved and economic benefits. The study acknowledges historical barriers, including technological limitations, lack of governance, and socioeconomic disparities, which constrained risk-aware decisions in the 19th century. The analysis draws critical parallels to contemporary engineering challenges, particularly in tailings storage facility (TSF) management, where similar risk blind spots persist. The paper concludes that RIDM is not merely a technical tool but a governance imperative, essential for ethical and sustainable engineering practice. By learning from historical near-misses and failures, the modern engineering community can strengthen resilience and accountability. This work contributes to the growing body of retrospective risk analysis, offering a methodological framework for applying RIDM to historical disasters to inform future safety standards.

Ventilation and refrigeration strategies for the 3000/3500 orebodies, Mount Isa Mines, Australia were reviewed. The orebodies lie between 1,200 and 1,800 m below surface and are characterised by steep geothermal gradients, intensively mechanised stoping methods and high ambient air temperatures in summer. Providing acceptable working conditions under these situations is difficult and costly. The ventilation air quantity required in the 3000/3500 orebodies exceeds 550 m3/s when the production rate is greater than 2.5 million tonnes per year. The maximum quantity that can be supplied and exhausted using the existing intake and return ventilation system is estimated at about 630 m3/s. For production rates greater than 3 million tonnes per year, either new intake and return airways will need to be developed or innovative approaches such as controlled partial recirculation used. A description is given of technical and economic investigations conducted at Mount Isa into controlled partial recirculation. During these investigations, a major field trial of a controlled partial recirculation system was undertaken with results indicating that an acceptable working environment can be achieved practically and economically utilising this approach. The cost involved in controlled partial recirculation for supplying the required ventilation quantity when the production of 3000/3500 orebodies exceeds 3 million tonnes per year is examined. A cost comparison between recirculation and other conventional alternatives such as new surface shaft or underground booster fans is included. The results indicate that the option of a new surface shaft will incur a high initial capital cost and moderate annual operating costs. The alternative of underground booster fans will necessitate a moderate capital cost and very high operating costs. Controlled partial recirculation, in this case, offers both the lowest capital and operating costs of the three options evaluated.

Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

Introduction The city of Nuremberg, located in Bavaria in the Federal Republic of Germany, started building a subway in 1967. The construction operations began in a southern suburb, where no complications were encountered in the design and execution of the job. As the first subway line approached the downtown area of the city, the civil engineering challenges increased rapidly. Tunnels had to be excavated next to, or below precious historical buildings, and the work of the responsible engineers was closely watched by the public, who were very anxious about any damage to the existing beautiful old houses and churches. The job has been handled successfully to date in cooperation with the owner-designer, the geotechnical consultant and the contractors, who jointly went through a process of systematic learning and gathering of experience, and who developed a modern tunneling technique specifically tailored to the natural properties of the encountered ground conditions and the requirements of the city of Nuremberg. The application of scientific methods has been an important part of this development. The Caribbean islands, with their very diverse geology, are a source of several industrial minerals both for their own domestic consumption and for export. The geology of the Greater Antilles, which comprises Cuba, Hispaniola, Puerto Rico, and Jamaica has a Mesozoic or pre-Mesozoic basement overlain by sediments and volcanics, the latter being dominantly island arc in character. Later granitoid intrusions were emplaced. Obduction of ophiolites also occurred variously from the mid- Cretaceous to the Palaeogene. Thick accumulations of limestones surround the older strata, along with Neogene and younger sediments. The Lesser Antilles islands form an arcuate chain, mainly of volcanic rocks of calc-alkali or sub-alkaline affinity with some younger limestones and siliciclastic sediments. Trinidad and Tobago have closer similarities with the South American continent in their geology. Tobago has a metamorphic complex, juxtaposed with a volcanic-plutonic complex, and limestones. Trinidad has very thick Cretaceous to Recent exposed sedimentary sequence. The current exploitation of industrial minerals in the Caribbean is dominated by construction raw materials (mainly sand and gravel, limestone, and cement), although there is extraction of gypsum, silica sand, marble, clay (almost entirely for construction use), pumice, and natural asphalt. Salt is obtained from solar evaporation of seawater. Limestone of high purity and high brightness, gypsum, pumice, and high-density igneous rock have potential for further development of their markets, particularly ex- ports. Potential new and undeveloped industrial-mineral resources include residual and sedimentary kaolin, bentonite, zeolites, magnesite, and talc. Cuba could be a source for many industrial minerals in the future.

A model has been developed to relate the velocities of seismic waves in unconsolidated permafrost to the porosity and the extent of freezing. The permafrost is idealized as an assemblage of spherical quartz grains imbedded in a matrix which itself is composed of spherical water inclusions in ice. The theory of Kuster and Toksöaz, based on wave-scattering considerations, is used to determine the effective elastic moduli, and hence the wave speeds. The model predicts Vp and Vs to be decreasing functions of both the porosity and the water/ice ratio, and Vp/Vs to be an increasing function of these two parameters. The theory has been applied to laboratory measurements of shear and compressional wave velocities in thirty-three permafrost samples from different sites in the North American Arctic. Although no direct measurements were made of the extents of freezing in these samples, the data are consistent with the predictions of the model. The theory can be used to infer the extent of freezing of the water in the pore spaces, based on knowledge of the porosity and either of the two wave speeds.

The degree of fragmentation of dispersed systems of brittle materials such as pulverised rock has been described by a fractal dimension i.e. the fragmentation fractal. This fractal dimension represents a power law size-frequency distribution, where, in this case, the size is defined as the square root of the projected area. The existence of a fractal dimension for the number-size distribution, of the progeny of failure event, is direct evidence for scale invariance of the fragmentation process. Since a fractal dimension infers that failure mechanisms operate on all scales it has been suggested that the fractal dimension is a measure of the fracture resistance properties of materials during fragmentation. In order to investigate this a range of rocks of varying fracture toughness were broken under similar levels of impact velocity in the dynamic tensile failure of single particles. The fragmentation fractals determined from the resultant particle populations, of the breakage experiments, were monitored and are discussed.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. The Kubota surface melting system has been under development since 1975. It has found commercial application on the melting of municipal sludge, and ash from solid waste. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. This paper describes the surface melting system, its current use and anticipated future use.

INTRODUCTION In the region of Zurich several of the Swiss Interstate Highways meet and have to be linked to form a continuous network. The subalpine glacial topography with hills, ridges and lakes requires the construction of many tunnels (Figure 1). The Milchbuck Tunnel forms part of the inner arterial highway system of the city of Zurich. It passes underneath the ridge separating the Limmat and Glatt valleys. In its final configuration the tunnel will consist of two parallel three-lane tunnels (Figure 2). For the time being only one tunnel is constructed. This tunnel will be operated with two outbound (climbing) lanes and a single inbound (descending) lane (Figure 3). The owner, the Canton of Zurich, awarded the contract for the construction to a joint venture with the following three contractors: Locher & Cie AG (leader), Prader AG, A. Brunner's Erben, all located in Zurich. The actual freezing was performed by subcontractor Philipp Holzmann AG, Mannheim, West Germany. Electrowatt Engineering Services Ltd, Zurich, was design engineer and performed the construction supervision.
