I propose to do three things today. First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let's consider Latin America's position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world's antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently developed a series of models utilizing computational fluid dynamics (CFD) to study airflows and respirable dust distribution associated with a medium-sized surface blasthole drill shroud with a dry dust collector system. CFD models were constructed in ANSYS FLUENT Version 15. Previously run experiments conducted in the NIOSH full-scale drill shroud laboratory were utilized to validate the models. The setup values in CFD models were calculated using experimental data obtained from the drill shroud laboratory and measurements of test material particle size. Subsequent simulation results were compared with the experimental data for test scenarios, including 0.14 m3/s (300 cfm) bailing airflow with 2:1, 3:1, and 4:1 dust collector-to-bailing airflow ratios and 0.24 m3/s (500 cfm) bailing airflow cases with 2:1, 3:1 and 4:1 dust collector-to-bailing airflow ratios. For the 2:1 and 3:1 ratios, results showed the calculated dust concentrations from the CFD models were within the 95% confidence intervals of the lab experimental dust concentrations. This paper describes the methodology used to develop the CFD models, to calculate the model dust input, and to validate the models based on experimental data. Problem regions were identified and revealed by the simulation of a dry dust collector system. The simulation results could be used for future development of dust control methods for a surface mine blasthole drill shroud. INTRODUCTION In surface mines, production drilling is an essential process in blasting which fractures the hard rock overburden for removal. Holes with a predetermined pattern, diameter, and depth are drilled into the overburden to introduce explosives. During the drilling process, considerable amounts of respirable dust are produced. Past research conducting area sampling at blasthole drills has documented time-weighted average respirable dust concentrations ranging from 8.68 to 95.15 mg/m3 [1] and 1.04 to 52.30 mg/m3 [2]. These high dust concentrations, which may contain silica, can lead to respirable dust over-exposures for the drill operator, drill helper, and other personnel in the vicinity. These over-exposures can lead to silicosis, an occupational lung disease that has no cure and is ultimately fatal. In order to prevent the development of silicosis to mine workers, the Mine Safety and Health Administration (MSHA) regulates the exposure to respirable dust. For metal/nonmetal (M/NM) mines, MSHA has adopted the threshold limit values recommended in 1973 by the American Conference of Governmental Industrial Hygienists (ACGIH) [3]. The total airborne dust standard is 10 mg/m3. However, if the sample contains greater than 1 percent quartz (the most common form of crystalline silica), a respirable dust standard is calculated with the following equation: Respirable dust standard = (10 mg/m3) / (% respirable quartz + 2)"

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

Once every three years the eyes of the construction and mining industry?s turn to Munich, Germany for the bauma trade fair and exhibition. From April 19-25, Messe München International (MMI) will host the 29th edition of this massive show that, despite the recent recession and global financial struggles, has grown yet again. The show, which is completely booked, will take place on a record 555,000 m2 (5.9 million sq ft) of indoor and outdoor exhibition space at the New Munich Trade Fair Centre. More than 3,000 exhibitors are expected to make use of this event. To prepare for the show that highlights some of the largest and most impressive construction and mining equipment in the world, Messe München began working months in advance on getting the infrastructure on the open-air site ready, in time for the arrival of the gigantic machinery exhibits, which started to arrive in March. Part of the preparations include a new entrance at the northwest corner of the exhibition center that was built to regulate visitor flow better. This should help with bauma considering that in 2007 more than 500,000 visitors passed through the gates. ?Although in 2010 the construction machinery sector in many markets worldwide will be recovering only slowly from the recession, we are pleased to report that we are seeing strong demand for exhibition space. This shows that exhibitors regard participation in the world?s leading trade fair bauma as a must, although many are at present having to make cuts in their advertising and trade-fair budgets. We have been particularly surprised by the strong demand for space from exhibitors from markets like China, India and Turkey. The fair is fully booked and many more companies are on the waiting list,? said Eugen Egetenmeir, managing director of Messe München. More than 50 percent of the exhibitors at bauma 2010 come from countries outside of Germany. While the show?s primary focus is on the construction section, it is not as if the mining sector will be difficult to find. With some of the largest equipment in world on display in section C2 (Fig. 1), the mining industry is sure to be well-represented.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). A 1/20 scale experimental dozer push test rig was designed and constructed to quantify the expected production rates (loose cubic metres per hour) for dozers operating in hard rock bulk push applications. The particle size distribution of the material employed in the test rig was modelled on a fragmented muckpile representative of that for a typical surface copper/gold mine overburden. A commercially available road base material was found to be highly representative of site conditions. Buckingham Pi theory was applied to mathematically develop factors for scaling up dozer productivity parameters, including blade loads and push times. Dozer production rates were investigated for various dozing distances and slope angles. A series of instantaneous productivity curves were produced which are applicable for use in hard rock dozer push operations. Currently, it is difficult to estimate dozer push productivity in hard rock environments due to dozer productivity correction factors that are empirical in nature and provide only discrete, end-point values for a range of operating conditions. The productivity curves produced demonstrate that dozer productivity declines rapidly over the range of 10 m to 40 m. As such, it is recommended that efficient bulk dozing operations in hard rock mining blocks should not exceed 40 m dozing distance. Further testing of muckpile conditions with increased clay and moisture content would be beneficial in order to better understand and quantify the effects of cohesion on hard rock dozer push productivity.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

The recent shale gas revolution in the United States has led to the drilling of hundreds of unconventional shale gas wells in active and future coal reserves in traditional coal-mining regions of Pennsylvania, West Virginia, and Ohio. This paper summarizes the impact of a shale gas well breach on the mine ventilation system of an operating longwall panel. This study utilizes a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) to simulate a single-panel longwall operation. The LIAM will be utilized to identify flow pathways and distribution patterns of gas from breached gas well scenarios in an operating longwall in the Pittsburgh Coal Seam. Sulfur hexafluoride (SF6) tracer gas is utilized to simulate a breached gas well. Preliminary findings suggest that the breached gas is diluted to regulatory levels and does not accumulate in the mine entries or in the longwall gob when the longwall panel is adequately ventilated. Overall, this study characterizes the potential interaction between shale gas wells and the mine environment in the event of a gas well breach, which provides critical information to the industry and regulatory agencies for improving safety, health, and welfare of miners.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

A massive slide at Bingham Canyon wiped out a side of the pit and covered the main haul road in and out of the pit. All pre-slide mine designs and schedules were no longer valid. New designs and schedules needed to be developed quickly to provide management with information regarding the immediate post-slide production potential and the time needed to ramp back up to full production. At the time of the slide, an effort was already underway to convert Bingham?s in-house Medium Term Scheduling Process to MineSight®?s Schedule Optimizer (MSSO). One of the main reasons for doing this was to reduce the time needed to produce Medium Term Schedules at Bingham, which involves a complex shovel-based scheduling approach with shovel productivities based on shovel type and the types of mining cuts to which the shovel is assigned over each planning period. The objective of the schedule was to maximize shovel usage, satisfy mill feed requirements of four SAG mills with variable milling rates, and have flexibility in setting truck constraints. This paper will describe how the new MSSO-based mine scheduling process met the challenge of producing new schedules for Bingham in a minimal amount of time.

The paper provides an overview of subsidence research which was done by the Sasol Company in South Africa over a period of more than six years. The magnitudes of subsidence elements in South Africa are largely similar to those in the U.S.A. and Australia, as opposed to Europe. The research resulted in a subsidence prediction method with a new approach to the prediction of ground strain. The paper also describes the effects of subsidence on various commonly occurring surface structures such as roads, overland conveyor belts, pipe lines and power pylons. It is concluded that while most structures are not specifically designed to accommodate mining induced displacements, they can nontheless be undermined safely and economically with only minor precautions.

Who We Are Farmland Hydro (FHLP) is a Limited Partnership formed by Farmland Industries, the largest U.S. farmers’ cooperative, located in Kansas City, MO, and Norsk Hydro, a large Norwegian company engaged in fertilizer, petroleum and the specialty metals industry. Both of our parent companies have a long history of commitment to the fertilizer industry. This year, Farmland Industry celebrates its 71st year in the business, and Norsk Hydro celebrates its 100th operating year! We employ approximately 300 associates in Central Florida. What We Do Farmland has been active in Hardee County, FL since the 1970’s as a large landowner and citrus grower. We plan to expand this activity into phosphate rock mining. The phosphate rock produced here will be shipped to our nearby chemical fertilizer complex in Polk County, where we produce quality phosphate products - liquid and granular fertilizers. Of the phosphate rock mined, 90% is used to make fertilizer. Other uses include animal feed, vitamins, medicine, light bulbs, soft drinks, film, flame resistant fabric, optical glass, toothpaste, bone china and other consumer products.

The Mine Safety and Health Administration?s (MSHA) Roof Control Division (RCD) collects a variety of geological and engineering information pertaining to mining conditions in surface and underground mines throughout the United States. Recently, lineament analyses, trends of geologic structures, and inferred stress directions based on mapping at mines with problematic ground conditions, have been integrated into a GIS. The incorporation of different kinds of information into the same geographic coordinates and map projection, placed on digital geologic maps, allows site specific data to be evaluated in a regional geospatial context, identifying trends in the orientation of horizontal stress or patterns of structural geologic features. As more information is collected, the GIS will evolve as a tool for district- and basin-wide evaluations of controls on ground instability, and may evolve into a predictive tool for some kinds of geologic hazards. In addition to the geologic and geotechnical evaluations, the GIS also serves as a searchable database of previous mine investigations. The database can be searched for a variety of criteria, and the results displayed in real geographic coordinates to find the locations of previously visited mines or to evaluate mine fatality and injury data. This not only allows old reports to be found, but also places the information in a geospatial context with respect to neighboring mines or geographic areas. The GIS also has the capability to serve as a digital mine map repository, where maps can be stored in digital, georeferenced format for display in relation to each other and various themes of interest. This allows evaluation of multiple seam mining interactions and proximity to other mines, and on a national level could serve as an abandoned mine map database.

Dolomite is an objectionable impurity in phosphate ores, due to its MgO content. Even though dolomite and apatite liberate at a coarse size, the very similar densities of dolomite and apatite makes density separations difficult. However, if operated correctly, jigging can be a very efficient process. This has led to the development of a unique laboratory scale jig that allows for easy alteration of effective jigging properties. Key jigging parameters have been investigated for the separation of dolomite from phosphate ores. It was found that a pulsation rate of approximately 200 pulses/minute worked best for separating dolomite from apatite.

Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. This paper describes the implementation of specialized software in mine planning at the Cleveland-Cliffs’ managed Empire Mine on Michigan’s Marquette Iron Range. The application puts together years of mining experience on the eastern end of the Marquette Range beginning in the early 1960’s. The Empire Mine, in its thirty-fifth year of production, uses the software to model a complex and highly variable low grade magnetite orebody, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short and long range planning.

A major spontaneous combustion incident occurred in the sealed goaf of the SL3 Panel; Southland Colliery in 2003 resulting in the loss of a longwall and sealing of the mine. The most important issue for the new owners, Yancoal Australia Pty. Ltd, was to effectively manage the atmosphere in the fire affected sealed area. This atmosphere comprised of flammable gases, the products of combustion and excessive levels of oxygen due to pressure differentials across the panel isolation seals with a potential ignition source associated with the residual spontaneous combustion event. The challenges were met in the first instance by the erection of pressure balance chambers with limited success. The problem was not solved until the pressure chambers were pressurized using a Floxal Nitrogen Plant supplied by Air Liquide Australia. Given the success of this approach on a small scale, a higher capacity Air Liquide Floxal Unit was acquired to manage spontaneous combustion at the recommencement of longwall mining operations. This provided the ability to pressurize pressure chambers that were installed in the Maingate Seals behind the face of the adjacent Longwall Block effectively preventing the ingress of oxygen and permitting the goaf to self inert in a reasonable time period. This paper summarizes a new proactive method of mitigating the risks associated with active and sealed goaves. Proactive management of these areas using low flow nitrogen into pressure chambers to maintain a positive pressure has eliminated typical reliance in explosion proof or explosion resistance seals as the primary control.

Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

Orebodies with intricate three-dimensional shapes (such as porphyry molybdenum deposits) are difficult to model using geostatistics or other computer-assisted methods. The strong trends in their spatial grade distributions occur as mathematically complex shapes and prevent the customary assumption of local stationarity that is required for accurate ore reserve estimation. "Zoned Kriging", a new method developed by AMAX, solves this problem directly by using the geologist's interpretation of the ore zones as a parameter in the kriging equations. The geological basis and methods used in the Climax ore zoning technique are reviewed and discussed relative to their application in zoned geostatistical modeling. The Zoned Kriging technique is described and demonstrated using data typical of mineral deposits.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Topics at this meeting will include Problems Facing Small Miners; Understanding Geology and Ore Reserves; Mining-Production Options to Maintain Competitiveness; Processing for Precious Metals; Financing and Economics that Work for Small Miners; and Understanding the Environmental and Permit Maze. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H.
