The rocks exposed in the phosphate district are of Neogene age and consist of clayey quartz and phosphorite sands overlying phosphatic dolomite. The Bone Valley Formation is redefined as a marine phosphorite containing primary phosphorite and abundant terrigenous sediments. It contains a Middle Miocene vertebrate and invertebrate fauna and conformably overlies the Hawthorn Formation containing similar invertebrate fauna. A new, unnamed formation, with Pliocene and Pleistocene fauna and containing reworked phosphorite, overlies the Bone Valley disconformably. Its phosphorite is derived from the subjacent Bone Valley by post-Middle Miocene erosion and deposition in stream channels and marginal marine environments. The Bone Valley contains two main types of primary marine phosphorite. Orthocbemical phosphorite, a direct precipitate of microcrystalline phosphorite (microsphorite), occurs as a cement or binder in thin beds. Allochemical phosphorite consists of clastic phosphorite particles that were originally formed as microsphorite on another part of the shelf. Microsphorite was deposited in a very shallow open marine environment which had an abnormally high phosphorous content caused by upwelling currents. The mechanism of deposition is still in doubt, but organisms probably were a major factor. Soon after deposition, microsphorite was indurated, periodically torn up, and the resulting fragments transported and deposited elsewhere on the shelf. These processes account for a great portion of the clastic phosphorite in the Miocene deposits of Florida. The primary fossil skeletal material is of minor importance.

There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.

The U.S. Bureau of Mines (USBM) and Diesel Controls Limited evaluated a new diesel emission control system on an underground mine vehicle. The system was a catalyzed ceramic wall-flow diesel particulate filter (CDPF) combined with an catalytic converter, or diesel oxidation catalyst (DOC). This paper describes the design and installation of the system on a load-haul-dump (LHD). The results of screening tests conducted by the USBM are also given. The screening tests were conducted to determine if the device's particulate collection efficiency, regeneration temperature, and effect on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions changed over the period it was being used. The system was removed from the LHD and evaluated in the laboratory after operating for 308 and 1200 hours. After 308 hours of operation, laboratory testing revealed its particulate collection efficiency varied from 41.0 to 93.5 percent, depending on engine operating conditions. Its regeneration temperature was about 415° C. It reduced HC emissions by up to 97.6 percent, and CO by up to 95.0 percent. When tested in the laboratory after operating for 1200 hours on the vehicle, no significant change in performance was observed.

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

One of the first activities after returning to the Moon will be finding sources of water and materials for the construction of human settlements and other infrastructure. There is evidence of the existence of deposits in the bottom of craters at the South Polar region and in flat areas around. Based on geological data from the Moon, a block model representing a deposit or icy regolith has been defined in the vicinities of Shackleton Crater, with unique characteristics of shape, thickness, and water contents. A mine plan utilizing surface mine modeling software for ore extraction from an open pit- type of excavation to a delivery point near a water processing facility is proposed, with monthly, quarterly, and yearly schedules. Production results, dashboard charts and progress of the topographic changes are also presented.

Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. Introduction There has been much publicity of the boom and bust in oil and gas well drilling in the US, and many comments on oil and gas gluts. Despite this, the drilling industry remains the largest consumer of functional industrial minerals. The boom years of 1981 and 1982, compared with the bust year of 1983, show a sharp reduction in the consumption of industrial minerals-1981, 7.4Mt (8.2 million st); 1982, 6.3 Mt (7 million st); and 1983, 4.4 Mt (4.9 million st). Industrial mineral use rebounded in 1984 to 4.7 Mt (5.2 million st). This was the second highest year in history in terms of wells drilled and third highest in footage drilled. Table 1 shows the history of drilling activity and mineral consumption from 1971 to 1984. The uses of functional industrial minerals in oil and gas well drilling were detailed by Miles and Blair (ME, 1983, October, pp. 1397-1400). As an update, this article addresses only the changes that have occurred in the industry in the past two-and-a-half years. It will be directed to mineral use and new products introduced to the industry. Drilling practices A partial explanation of where wells are being drilled with lower quantities of minerals consumed is: • In the boom year of 1981, there was a proliferation of number of suppliers chasing the same business. This resulted in multiple sourcing, multiple warehousing, and a huge increase in inventory that became surplus in the following years. The bust year, 1983, caused a severe shakeout in the number of suppliers of minerals and associated drilling fluids. • In 1981 and 1982, the wild speculation in the oil and gas industry led to drilling of speculative deep gas wells. Oil wells were drilled on a wildcat basis - in areas of unproven productivity. • Presently, the oil and gas well drilling industry is very active. But drilling is directed toward proven areas of production and working over old wells for increased production. This means a large number of wells are being drilled with lower average foot-

Two- and three-dimensional groundwater flow models for dewatering in an opencast mine are presented. The models focus on solving special problems using numerical simulations of the opencast mine. These special problems include the drying up of the aquifer, the movement of the model boundary and the prediction of the residual head. These models are used to describe the decline of groumdwater levels in the Yuanbaoshan Opencast Coal Mine and its neighboring area during the drainage period. The simulated values agree very well with the field data. There have been several successful examples of numerical simulation for predicting the mine dewatering rate in an opencast mine. However, The hydrogeological conditions for the Yuanbaoshan Opencast Coal Mine are rather complex, and the total average flow rate is very high at 4.676 x 105 m3/d (1.65 x 107 cu ft/day). In this paper, a two-dimensional groundwater flow model in a large area is developed to solve the problems mentioned above by simulating regional drawdowns of the groundwater level during the drainage period, and a three-dimensional flow model is developed to simulate the residual head near the open-pit bench.

The mineral zircon is mined for use as specialty foundry sands, abrasives, ores of Zr02 and zirco¬nium metal, refractories and zirconium chemicals. It is produced as one of several products from heavy-mineral sand deposits associated with ancient shorelines. Because of its low coefficient of thermal expansion, its high melting point, its high refractive index and its chemical inertness, it is an attractive refractory material. Zircon varies from deposit to deposit in terms of grain size, grain shape and chemical purity. Thus, there is a wide range of commercial zircon products that differ in impurity levels, particle shapes and grain sizes.

As part of a study aimed at understanding the hydrology of in situ leach mining (ISLM), the Bureau of Mines, in cooperation with the Cyprus Casa Grande Corporation and the University of Arizona, is investigating dynamic transmissivity conditions during ISLM of a copper oxide ore deposit. Spatial and temporal variations in ore zone transmissivity during two years of ISLM operations at the Cyprus Casa Grande mine are evaluated during sixteen intervals of steady-state injection and recovery well operation. Direct inversion of an analytical hydrologic model is used to obtain estimates of transmissivity at 58 well locations during these intervals. Univariate statistical and geostatistical methods are used to describe the temporal and/or spatial relationships that exist between transmissivity and other ISLM parameters, including average well injection pressure, average sulfuric acid concentration in leach solution, and the relative configuration of injection and recovery wells. Average transmissivity during the sixteen steady-state time intervals varies between 6.00 x 10-6 m2/min. (6.46 x 10-5 ft2/min.) and 3.61 x 10-8 m2/ min. (3.89 x 10-7 ft2/min.). A trend toward decreas¬ing transmissivity is evident during two year of ISLM operations. This decreasing trend is found to correlate with a decreasing sulfuric acid concentration in injected leach solution, and suggests increasing geochemical precipitation within the deposit. Geostatistical analyses reveal a dynamic and anisotropic transmissivity structure within the target ore zone, that is dependent upon spatial and temporal changes in injection pressure and well configuration.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

The legislation that prohibits the recirculation of air in coal mines was formulated because of the fear that concentrations of airborne pollutants would rise to dangerous levels. This paper undertakes a simple analysis of the effects of a controlled recirculation system on the gas concentrations in headings. It is shown, through an algebraic formulation and a numerical example, that a properly planned system of controlled recirculation leads to a reduction in the maximum general body gas concentration that occurs in a heading.

In some ore grinding circuits it is desirable to make separations purely on size. The normal choice for this is vibrating screen equipment. Developments in screening process technology have led to improvements in the capacity and efficiency of vibrating screens, through the adoption "Thin Layer Wet Screening". This process can reduce recirculating loads and equipment requirements in the ore grinding circuit.

The major waste product of the alkaline extraction of alumina from bauxite (Bayer Process) is known as red mud. Approximately one ton of red mud is produced for every two tons of bauxite mined. The red mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that more than 90% (by weight) alumina can be recovered from red mud by soda ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of more than 94%, resulting in attempts, for magnetic separation. These separations are desirable because there are no waste products generated. Consequently, there is an opportunity for complete utilization of the waste material. Conversely, the preseparated material could be charged through the tuyeres in an iron blast furnace, or it could be smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag would be high enough to justify its recovery by an established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red mud as an alternative to direct-reduced iron (DRI) is also discussed. The vegetation of Mediterranean ecosystems is distinguished by its resistance to adverse environmental conditions, and that is the reason for examining the possibility of growing species of this flora in waste disposal sites (WDSs). The survival and growth of vegetation established at a waste disposal site is dependent to a large extent on the qualitative and quantitative characteristics of the material used in the final soil cover. In the Ano Liossia WDS, where extensive remediation work is under way, three areas were examined, which met certain criteria in relation to the age of the underlying waste and the existence of impermeable material in the final soil cover. Laboratory analyses have determined soil parameters and nutrient and heavy metal content. Alongside this, at all three sites a network has been installed to monitor the qualitative characteristics of the gaseous phase of the soil cover material. The results showed the existence of a soil material containing few nutrients and the prevalence of oxygen-poor conditions, accompanied by large concentrations of CH4, CO2 and H2S, at depths of up to about one meter.
