On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

INTRODUCTION Urban tunneling in soil poses a unique set of problems to planners, designers and contractors. One of the important concerns is the impact of tunneling on the environment: not only the effects of noise, vibrations, construction traffic and surface traffic diversions, but also the effects of ground movements and dewatering on existing structures and facilities. Underpinning or other protection of structures often consume more than 10% of the total construction cost of an urban rapid transit tunnel, and another unknown percentage is expended on construction procedures designed to minimize these environmental effects. Ideally, many basic planning and design decisions should be based on reliable predictions of ground movements due to tunneling. Some of these decisions are: the choice of tunnel alignment and depth to minimize risks and effects of ground movements; selection of schemes to protect existing structures through soil improvement or underpinning, or outright acquisition and possible' demolition; relocation of utilities; selection of procedures for construction monitoring and project control; and the choice of construction and lining methods. To make rational decisions of this nature, the owner and his designers must perform analyses that will balance risks and costs of a variety of alternatives; but to make meaningful risk analyses, they must employ rational methods of predicting ground movements and their effects and must know the reliability of these predictions. Of course, the risk analyses also must consider politics, public relations, insurance and liabilities.

Middle Pennsylvanian (Desmoinesian) coals of certain areas of the Illinois and Forest City Basins contain epigenetic sphalerite and associated minerals in veins, clastic dikes, cleat, and other small-scale structural features. The presence of sphalerite in these coals records information about the geology of coals and coal basins, and represents a potential source for zinc as a byproduct of coal production. Origin of Sphalerite in Coal The origin of sphalerite in coal suggested by Cobb (1) involves sphalerite precipitation from zinc-bearing ?Na-Ca-Cl brines upon contact with sources of sulfur in the coal bed, e.g., pyrite, H2S, and organic sulfur. These brines were essentially at the temperature of the host coals as determined by fluid-inclusion thermometry and vitrinite-reflectance studies. The migration of these brines into coal beds may have been caused by compaction of sediments due to continued sediment loading of the coal basins. Zones of high permeability such as sandstones and the coals themselves presumably acted as conduits for the movement of the brines. The open spaces where sphalerite was deposited resulted from minor deformation associated with differential compaction and cleat formation enhanced by volume shrinkage during coalification.

A review of the current literature, combined with the authors' knowledge of the western Canadian coal industry, indicates that the development and implementation of process control in coal preparation, particularly in flotation applications, is significantly lagging behind that seen in mineral processing. The reasons for this include the lack of inexpensive and reliable sensors, incomplete understanding of the flotation process, limited experience of process control in the coal preparation industry and depressed coal prices, all of which have combined to hinder plant automation. This paper illustrates the benefits of process control in coal flotation, provides a general discussion of the control problem and concludes with two examples drawn from Australian experiences.

Refractory copper ores (CROs) in central Africa contain copper minerals that are locked up in a micacious solid matrix or associated with carbonate, sulfide and phosphate minerals. Several researchers have reported that the recovery of copper from CRO material by an acid-leaching process is not economically feasible, due to the presence of excess gangue-acid-consuming minerals such as calcites, dolomite, asbolane and iron oxides. Since the proportion of acid-insoluble copper (CuS) is about 28% of total copper and total free sulfur is extremely small, sulfide flotation was considered unfavorable. Consequently, hundreds of millions of tons of CRO material have been stockpiled specifically at the Nchanga Mine of Zambia. In terms of copper distribution in CRO material, a significant portion of total copper exists as carbonates (39%) and oxides (17%), while 28% of the copper is acidinsoluble (CuS). The rest of the copper is in the form of carbonates (16%) and (hydr) oxides (17%). This means that only about 72% of total copper is recoverable through the non-oxidative acid-leaching process. In this study, batch leach tests were performed on CRO solids (d95 = 95%) to establish the gangue acid consumption values at different feed pH values and to evaluate the leaching characteristics of copper, manganese and iron within the CRO material. Subsequently, continuous leach tests were performed on CRO solids (106 um, 80% passing) using optimum leach conditions derived from batch tests. This paper aims to show that sustainable copper recovery can be achieved by selecting leaching conditions whereby gangue acid consumption (GAC) values become significantly small and the final concentration of manganese and iron in the leach solution are appreciably low.

Coal flotation has been practiced since about 1920 in Europe and since about 1926 in the U.S. Over 200 U.S. coal preparation plants now use the process to recover coal. Over the 60 year period, the fundamental principles upon which flotation is based have been enumerated, but the interaction between the parameters that affect flotation has not been quantified and a useful model which accounts for these parameters has not yet been developed. A comprehensive and user friendly kinetic model coupled with better process monitoring and control instrumentation would allow plant operating personnel to better predict flotation performance and better control the flotation process in coal preparation plants.

The industrial types, sources, and quantities of US tin residues are identified and the methods of treatment reviewed. The effect of a lower tin price, due to a current major world surplus of tin metal, is mentioned and covered in some detail. The names and locations of over 100 US firms recovering tin residues are listed. Current smelting and refining charges are included to convert the residues into tin metal and alloy. The impact of the complete with-drawal of the LME daily tin price since Oct. 24, 1985, and the collapse of the International Tin Council, which at one time supported the Buffer Stock Manager, are reported with comments.

I am going to discuss gold mining in Mexico during the last twenty centuries and try to suggest some of the futures that may develop in this industry in the next decade. Before I start this rapid review of such a long developing mining tradition, T must give credit to my sources. I an, talking here as an associate of Commoditi,c,s Reseflrch Unit Ltd. of London (better known as CRU) and as a principal of Ainsworth-Jenkins Holdings, an international mineral resource consultant group that has been exploring and deveJoping mining properties in Mexico and Central America for the last six years. CRU is the leading consultancy providing industry, governments and financial institu­tions with analysis and advice on the metals and the mining industries. They recently completed a three volume study entitled Gold Mining Opportunities in Mexico. This .<1tudy describes Mexico, the business environment, its geology and details its gold mining potential with property descriptions and maps. I have adopted and adapted the s11mmari.zed Mexican government statistics and rlrawn on some of the historical comments in these volumes. However, I do not have ti me (nor would it be appropriate) to be giving the details of the CRU work. Jorge Ordonez, whose shoes I am trying to fill today, was a major contributor to the study and it was an honour to be asked by Willem Beunderman, the Principal Editor, to step in when Jorge was unfortunately unable to be here. Jorge has been an enormous help to Ainsworth­Jenkins and a consistent friend of foreign investment in Mexico. Our own work in Mexico has allowed us to obtain a few useful in­sights into this most interesting slice 0f Mexican history.

INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1). The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980&apos;s. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

The determination of the air quality needs to dilute diesel exhaust gases to a safe level must be individually evaluated for particular cases. One such case is when diesel-powered vehicles are working in long dead- end headings with forcing auxiliary ventilation. The vehicles perform specific operations in a cyclic order required by the technical process. The dynamics of this process in certain conditions has a vital influence on environmental conditions in the working area and in the rest of the heading. Recent studies on diesel gas behavior in long headings have shown a zone of increased concentration of pollutants (accumulation) between the face and the mouth of the heading. To be able to control these accumulations of pollutants, use of the concept of planned air discharge by using the Coanda-type ducts is proposed. The main objective of this paper is to demonstrate an application of computer simulation of that process. It is shown that, by planning the additional air discharge, the concentration of diesel gases can meet required limits along the heading.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

Productivity improvements reduced the number of continuous miner sections from seven to three while maintaining full productive capacity. So a decision was made to test an advancing tailgate ventilation system on the shortwall mining section. Having the shortwall mine its own return air system has freed the third mining section for more productive, less costly mining. The advancing tailgate has provided effective ventilation across the face and gob with acceptable pressure losses. The low-productivity, tailgate-development, continuous-miner section has been transformed into to a high-productivity, development-retreat section that is also available for long-term mine development duties, increasing mine planning flexibility.

The Hardy Cross iterative method is the most popular technique for solving a ventilation network problem with natural air splitting. This method traditionally solves each mesh equation by an approximation during each iteration. Thus, it is interesting from both a theoretical and a computational viewpoint to be able to solve for an exact solution to the mesh equation. Presented in this paper is an algorithm for computing the exact solution to the mesh equation with a variable fan pressure. The algorithm uses signum functions for air quantities to generate an alternative mesh equation in the form of a quadratic equation that has two solutions defined by the well-known quadratic formula. The condition that the derivatives of the alternative and the original equations must be the same provides a basis for the correct choice between the solutions.

Similar to modern day petro-chemical processes, the flotation column is a complete break from the conventional manner of floating on a batch basis in cells. The column has a reputation of being only suited for cleaning applications, particularly that of molybdenum cleaning. The original column, invented and developed by Column Flotation Co. of Canada, Ltd., was developed as a Rougher-Scavenger. Only after proving its capability in this field was cleaning allowed. One rougher-scavenger column in closed circuit with a cleaner column produced better grade and recovery than a conventional cell plant consisting of one stage of roughing, two scavenging and four stages of cell cleaning. Three cleaner columns replaced 13 stages of conventional cell cleaning and resulted in higher grades and recoveries. The gentle countercurrent action of the column itself together with complete automatic control enable this machine to produce such results.

Heavy metals may be retained within deposits of sulfide minerals under oxidation and in the nearest recipients of drainage water by sorption to secondary iron precipitates. The extent of sorption is strongly influenced by solution pH and presence of complexing ligands, such as sulfate and natural organic acids. Desorption of metals and organidinorganic anions to recent secondary Fe precipitates, collected at the Kristineberg mine, Sweden, has been investigated under different geochemical conditions. Elemental composition and structural characterization (X-ray powder diffraction) indicate presence of schwertmannite. While metals such as Ni and Pb were fractionally desorbed from the precipitates under acidic conditions, oxyanions, e.g. arsenatdarsenite and sulfate were desorbed preferably under alkaline conditions. In a separate study the adsorption of NOM onto synthetic goethite was investigated. NOM adsorption showed a strong pH dependence, 95% was adsorbed at pH 3 and 40 % was adsorbed at pH 9. Addition of 2 mM of sulfate desorbed about 10 % of the adsorbed NOM.

Copper oxide deposits that may be considered for in situ leaching exist in unique geologic settings, different from uranium deposits. A large number of interrelated factors must be considered in wellfield design. Many of these factors are hard to quantify and are directly related to geologic features of the orebody. This paper discusses some of the important factors in wellfield design and suggests an outline for a design procedure.

The back-filling operation at Olympic Dam mine supports a 9.8 million tonne per year (Mtla) underground Longhole Open Stoping operation. It involves a combination of Cemented Aggregate Fill (CAF), Surface Rockfill and Underground Rockfill. The fill material is introduced from the surface via bore-holes into the top of the stopes. Due to the deleterious effects of the dust and the thickness of the atmosphere in the stope it is not possible to view the filling process. The need for a means to measure the filling process is driven by the stopes, which have both rock and CAF fill placed in them. The large volumes and high relative cost of CAF makes the minimization of CAF fill a business priority. Incorrect filling can lead to the sterilization of ore reserve. The use of millimeter wave radar to view through the haze to give real-time data on the relative positions of the different fill masses is being developed as an in-stope fill control device. This paper reviews the salient points of the technology and its potential use in the back-filling operation at Olympic Dam. The broader potential of this technology for use in the mining industry by &apos;seeing&apos; through water and dust laden environments such as that found in stopes and ore passes is discussed.

The Minera Ojos Del Salado (MINOSAL) concentrator is located 20 km (12 miles) southeast of Copiapo, Chile. It processes copper ore provided by its Santos and Resguardo mines at a capacity of 4.2 kt/d (4620 stpd). In 1982, Phelps Dodge acquired the majority interest in MINOSAL to explore the property&apos;s potential. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). At the time of the pur¬chase, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly 50 cents/ lb. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansions, the concentrator is a combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.
