The purpose of this paper is to give recommendations for utilization of water resources in a mining region, considering also water supply and environment; the case study of mining for coal and bauxite under the karstic aquifer of the Transdanubian mountain of Hungary is used to illustrate the approach, which consists in formulating a static multiobjective control model and solving it by compromise programming. The three activities of regional mineral resource exploitation, water supply and environmental protection are represented by different objectives which cannot be expressed in commensuerable units. Thus, a solution which is optimal for one objective is usually far from being optimal with respect to the other two objectives. As a result, we are not seeking an optimal solution for the conjunctive regional system, but a good compromise, trade-off or "satisfactum" (1), (2).

The algorithms to model three stoping methods - sublevel, down- the-hole (DTH) and cut and fill stoping have been developed. These algorithms are capable of designing and performing economic analysis for one or more number of stopes in a continuous orebody. The design and economic analysis of each individual stope are first obtained. This is followed by the composite stope design layout and overall economics of the stopes under study. This paper describes only the stope design aspects of these models. The programs have been written using Fortran 77 with Tektronix graphical aids available at Imperial College Computer Centre (ICCC) London and are based on the basic data obtained from Khetri Copper Complex (KCC) and Rajpura Dariba (a zinc mine) in India. Minor modifications, however, may be necessary in some routines when used on other systems and for other mines.

Over the last few years, researcher have been working on improving procedures for fine-coal (minus 150 microns) washability analyses. The effort was stimulated by past difficulties in obtaining accurate and reproducible results from the various commercial laboratories providing fined washability services. This paper contains the results from fine-coal washability testing, performed by Process Technology, Inc. (PTI), as part of a U.S. Department of Energy (DOE)-sponsored project. The testing focused on comparing the performance of a number of media options (i.e., aqueous solutions and organic solvents), as well as evaluating the impact of a number of procedural steps on separation performance. The paper summarizes PTI's recommended washability procedures for various size fractions and ranks of coal, and makes recommendations for future studies of certain phenomenon, such as void penetration and particle density changes, which are not well understood.

In an effort to economically and efficiently enhance the erosion control aspects of present surface coal mine reclamation practices, the US Bureau of Mines has recently completed a two-phase research program wherein irrigation strategies and equipment developed under the first phase were field tested on three surface coal mine sites. The fundamental basis for the use of irrigation as a reclamation tool is to provide the plant moisture requirements as a supplement to prevailing natural precipitation, and thereby support the natural growth of drought-hardy native vegetation. Portable solid-set irrigation equipment and several irrigation strategies were tested on large 6-ha (15-acre) sites in Montana, Wyoming, and New Mexico. Results of these tests will be presented which include daily irrigations, precipitation levels, soil moistures, climatic data, and density cover and biomass of the native plants.

Most continuous miner sections utilizing flooded-bed scrubbers also use blowing face ventilation. Blowing ventilation, however, interferes with dust capture and minimizes scrubber effectiveness. To enhance the efficiency of the scrubber system and reduce dust concentrations, the Bureau of Mines tested various combinations of operating parameters. Experiments for system efficiency took place in a full- scale model mine at 3.05 m roof height. In general, higher values for scrubber and face airflows resulted in lower dust concentrations. In addition, optimum dust controls would include a face ventilation to scrubber airflow ratio of one. When the airflow ratio was either less than or greater than one, the dust levels in the return and at the operator locations increased. No single dust control technique was the most effective one at all locations due to mutual interaction among techniques.

The Raman spectroscopic technique was used to study electrochernically oxidized pyrite in-situ. It was found that Raman-active sulfur oxidation products could be detected after a proper potential was applied to the pyrite electrode for a threshold period of time. There existed a minimum potential below which sulfur could not be observed. However, when the applied potential exceeded a certain limit, the intensity of the sulfur spectra decreased. The minimum potential at which sulfur could be observed changed with solution pH. For both acid (pH 2.7) and weak alkaline (pH 9.2) solutions, the minimum potential was 0.8 V/SCE, whereas for neutral (pH 6.5) solutions the value was 0.4 V/SCE. In strong alkaline solutions (pH 12.5) surface sulfur oxidation products could not be detected at any potential.

A novel process is described for the selective flotation of scheelite from low-grade (- 0.5% W03) tungsten ores having appreciable quantities of calcareous and siliceous gangue minerals. Specifically developed for the Tempiute, Nevada facility of Union Carbide, the process yields tungsten concentrates exceeding 15 percent W03 with at least 85 percent recovery. This condition was not achieved through conventional processes. This process consists of conditioning the ore pulp with judicious amounts of lime, followed by soda ash and sodium silicate as modifiers. The scheelite is then floated using a mixture of oleic and naphthenic acids as collector. Contrary to the common observation as to the deleterious effects of calcium in fatty acid flotation systems, lime addition is found to be beneficial in achieving satisfactory results. The process has also shown excellent results on a Brazilian scheelite ore.

The physico-chemical interactions among minerals such as olivine, chromite and serpentine; the most commonly present ions in solution such as Ca and Mg; and flotation reagents such as EDTA and oleic acid were investigated. The study was conducted via release tests, electrophoretic measurements and microflotation of selected minerals coming from the Kukes deposit in Albania. The results were confirmed in beneficiation tests on two ores, one from the Kukes (Kalimash) deposit and the other from the Rizo deposit in Greece. It was demonstrated that, when Na-oleate is used as collector, chromite, olivine and serpentine can be separated at pH 2.5 and/or pH 5.5 when employing ethylenediamine tetraacetate (EDTA) on previously deslimed material. This approach ensures flotation concentrates with a Cr203 content better than 50% with a recovery of more than 75%.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

Fluid flow phenomena and therefore the flotation efficiency of air-sparged hydrocyclone (ASH) flotation are strongly dependent on operating and design variables such as air and slurry flow rates, underflow and overflow opening areas, percent solids of the feed, reagent levels, particle size and ASH length. Time-averaged multiphase flow characteristics, as determined by X-ray CT (described in a previous publication), are used to understand and explain the steady-state ASH flotation of quartz. A detailed parametric study of quartz flotation by a nominal 2in. diam. air-sparged hydrocyclone (ASH-2C) revealed the influence of these variables on the flotation response, which is discussed in terms of the multiphase flow characteristics. Thus, a phenomenological description of quartz flotation has been established to assist in the further development and utilization of the ASH technology.

Soda Springs background The Soda Springs phosphate mine and plant is a joint venture between Monsanto and its operating partner, Solutia Inc. The operation is based in southeastern Idaho in the Western Phosphate Field. The plant is located about 275 km (170 miles) northeast of Salt Lake City, UT and about 4 km (2.5 miles) north of the town of Soda Springs.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Worldwide production of natural zeolites during 2001 was estimated to be about 3.5 Mt (3.85million st). Construction and agriculture continued to be the major consumers. Estimated production in North America during 2001, including the United States, Canada and Mexico, was about 40 kt (44,000 st). In the United States and Canada, the zeolitic tuffs are ground, extruded or modified for use as adsorbents, desiccants, ion-exchange media and carriers. In Mexico and the rest of the world, the zeolitic tuffs are cut into dimension stone that is used in construction. Zeolitic tuffs are usually composed of the minerals clinoptilolite, mordenite or both. They occur in a variety of colors and are easy to cut and shape. And they have low thermal conductivity. This construction application is classified with dimension stone rather than with chemical and agricultural uses.

The Meikle Mine is a high grade, underground goldmine utilizing primary-secondary longhole open stoping with delayed backfill to produce 2700 tpd(3000 stpd) of ore. Hot and reactive ground conditions were encountered early on in the mine life. Ground temperatures up to 166°C (330°F) were measured. In the early stages of mining, the mine experienced premature detonations using different explosive products. The learning curve to safely mine this high-grade gold deposit in hot and severely reactive ground was indeed very steep. Currently, the Meikle Mine uses a special buffered bulk emulsion in all blasts to address hot and reactive ground concerns. In addition, exacting procedures are also followed to ensure safe work with explosives. The combination of new explosives technology and strict loading procedures permits high mine productivity with the highest degree of safety.

Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared.
