Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The Denali Prospect (147° 08' 20" W, 63° 08' 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer's Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

The electrochemical behavior of massive chalcopyrite (CuFeS2) electrodes has been studied in the absence and-in the presence of mesophilic microorganisms, using cyclic voltametry as analytical technique. The culture was principally formed for Thiobacillus ferrooxidans, Thiobacillus thiooxidans and Leptospirillum ferrooxidans. The results showed that the reactivity of the chalcopyrite gradually increased with the bacterial treatment. The anodic dissolution process of the chalcopyrite treated with microorganisms was related to the breaking of passive layers when the applied potential increased. The analysis of the surface products showed that the chalcopyrite was covered with a superficial film avoided its dissolution during the bioleaching test. So, the rest potential of the bioleached samples increased possibly as consequence of its superficial transformation.

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

One of the most significant advances in Mineral Processing in recent years, is the development of the selective flocculation technology. The technology is primarily aimed at recovering the mineral values from ultrafine ore suspensions. This is achieved by selectively aggregating the mineral particles in question to such size as to enable their effective separation from the suspension. Selective flocculation utilizes the differences in the physical-chemical properties of the various mineral components in the mixed suspension. It is based on the preferential ad- sorption of an organic flocculant on the particular solids to be flocculated, leaving the remainder of the particles in suspension. In order to understand the mechanics of this process, selective flocculation may be divided into four major sub processes; these being: ore slurry dispersion, in which all the particles are stably and uniformly distributed in the suspension with the individual particles being essentially separate; flocculant selective adsorption and floc formation; floc conditioning, which aims at obtaining flocs with desire properties for their subsequent separation and with minimum entrapment of dispersed particles; and floc separation from the suspension. These sub processes will be reviewed later in this article.

The collection of hydrophobic particles in the froth phase in flotation has been studied. A continuous flotation cell was developed, in which the froth phase could be isolated from the pulp zone. Hematite particles, d80 = 87 µm, were floated in the pulp, using a conventional oleate collector, while glass spheres of similar diameter, d80 = 82 µm, were introduced in wash water added to the froth. Four samples of glass spheres, with contact angles between 0 and 82 degrees, were used. The results indicate that the efficiency of collection of the hydrophobic particles in the froth can be very high. The process is strongly influenced by the hydrophobicity of the particles and the surface area available for attachment in the froth. Recommendations for the flotation of particles in the froth phase are made, especially regarding the desirable hydrophobicity as reflected in the contact angle, the froth depth, the solids concentration in the feed to the froth, the air rate and the wash water rate.

The mechanisms involved in the adsorption of modified thiol-type collectors on sulfide minerals have been investigated in the present work. These collectors belong to the broad classes of thionocarbamates, thioureas, thiophosphates and thiophosphinates. They differ significantly from the traditionally used thiol-type collectors, such as xanthates and dithiophosphates, in terms of structural features that involve either the introduction of an additional oxygen donor or the alteration of electron densities on donor atoms. Electrochemical studies suggest that the adsorption of these classes of collectors is probably the result of a coupled reaction of the EC-type, involving an initial electron transfer step (E), followed immediately by a chemical reaction (C). Thus, the overall adsorption process is controlled by both the E, and pK of the system. The role of structural features in changing the interaction of the donor atoms with sulfide minerals is also discussed.

A method is developed to convert a measured distribution of fracture energies to the equivalent work index. The method assumes that the energy required to grind the material from the feed size distribution to the product size distribution is equivalent to the sum of the impact energies that are required to reduce the feed material by successive single impacts to the required product size. The method was tested by measuring the fracture energy distributions for quartz and comparing the resulting calculated value of the work index with the work index for this material measured using the conventional Bond laboratory procedure.

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

The semivariogram is one of the most important tools available to the geostatistician for the analysis of mineral deposits. To be complete, a semivariogram study must include a minimum of three parts which are highly interdependent. These are: calculation of the semivariogram, mathematical modeling, and geologic interpretation. The known factors and conditions which controlled or influenced the distribution of mineralization within the body being studied should be considered in the analysis .of the semivariogram. The presence and characteristics of successive phases of mineralization, the chemical and physical properties of the host rocks and the mineralization should all be considered. This requires close and continued communication between the geologist and the geostatistician prior to and during the semi-variogram study. Geologic stationarity is needed if meaningful semivariogram results are to be obtained. The first step is, therefore, to determine whether the mineralization can be analyzed as a whole or if different geologically homogeneous sections must be defined and evaluated separately. Different methods can be used to calculate an experimental semivariogram from known sample values. The method chosen will depend not only on the anticipated and actual statistical properties of the deposit, but also on its geologic characteristics.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

T e mechanization of industry to reduce labor costs and to improve product quality is affecting he scale industry as it has affected many other industries. With increased emphasis on higher production rates many operators are experiencing difficulty in overcoming production problems where weight is a factor. Unfortunately, the scale industry has not shown the development over the last twenty-five years that other instrument industries have. For centuries the balance scale has been the standard and the workhorse of most weighing operations. In recent years considerable effort has been applied to designs to make balance scales more acceptable to industries employing automatic or semi-automatic processes. For the most part the designers have not attempted to replace the basic scale but toautomate functions of material handling and human judgement. Modern dump scales, for example, will accept material from a conveyor until a preset amount of material is on the scale, At this time the scale turns off the conveyor, dumps the load of material and repeats the operation with any desired timing. These improvements have helped industry. Even the scale observer has been replaced with devices which observe the scale reading and operate on weighed objects according to their weights. In spite of' the application of automation to the material handling, the balance scale has not been completely satisfactory. One reason for this is fairly evident when one considers the construction of the scales. Inherently, they are slow devices because of the inertia of the beams. The beam scale, primarily a static measuring device, is at the best limited to slow dynamic measurements.

"Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole," (Baxter and Parks, 1939)."An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence, the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence."The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling."Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive." (McKinstry, et al., 1948).In an actual orebody, the accuracy of sampling depends not only on the number of samples but also on their proper distribution throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore, it is important to select the places in such a way that all parts of the orebody will be represented."

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

The 70th Annual Meeting of the Minnesota Section of SME and the 58th Annual University of Minnesota Mining Symposium were held April 22-24, 1997, in Duluth, MN. About 450 attended both. The Fifth Annual Trade Expo, held during the meeting, was attended by a record 80 exhibitors. An SME short course on materials handling preceded the meeting. Iron-mining and the steel industries highlighted the meetings. Specific topics in the keynote addresses and technical sessions primarily concerned iron mining, iron- ore processing, product (taconite pellet) transportation and the steel market. Although the iron mining industry held center stage, several papers outside of iron mining were also presented. Iron mining in Minnesota contributes $1 billion to Minnesota's economy. According to the Iron Mining Association of Minnesota, more than 20,000 state jobs rely on the industry. Minnesota's iron mining industry came through tough times in the early 1980s, mostly because of worldwide competition. However, the industry has shown significant improvement in the last 15 years. A large share of the steel industry's competitiveness in the late 1990s is due to cost and quality improvements in the taconite mines. The taconite industry has become more productive, largely through the application of new technology. Since the early 1980s, Minnesota's taconite mines have nearly doubled the number of tons per worker-hour. Most of the taconite reserves in the United States are located in Minnesota's Mesabi, Vermilion and Cuyuna iron ranges. The Mesabi range alone contains an estimated 24. The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.

Up until ten years ago the industry had arrived at a relatively conventional, and consistent design of coke ovens. Through the years the designers and builders were not being heavily taxed to come up with revolutionary new designs. However, the stimulus for design change was ever present. These stimuli for change are quite important and they are the driving force which produce improvements. The most obvious stimulus to change a design is commercial. To "build a better mouse trap and the world will beat a path to your door" is the well used cliche which best befits this philosophy. As in all businesses, coke oven designs require that all of the considerations, which affect the cost or the desirability of the design, be optimized. One way to increase the desirability of the particular design, 1s to make the design in- expensive to operate. Or, put another way, to increase production for the same operating cost

The siting, grading and fill usage for leach pads are important aspects of leach pad design. A method is presented that optimizes the cut and fill quantities (i.e. minimizes the cost) required to grade a leach pad with parallel cells; given the desired pad characteristics of maximum and minimum pad slopes, maximum cut and fill depths, etc. and the cut and fill costs. The method allows the variation of the cut and fill costs with depth, which allows the accurate modeling of the cost savings practice of using cheaper fill towards the bottom of a thick fill. This optimization could be incorporated into a CAD package, enabling a designer to simply draw a desired pad shape on a site plan, input the pad and heap characteristics (required heap volume, heap height, heap sideslopes, etc.) and then have the computer report both the adequacy of the pad area and the optimum grading for the particular pad shape. Using this, a designer could quickly and accurately assess the optimum, or cheapest, grading of many shapes and positions for a leach pad. This would be especially useful for large pads that need to be sited on rough terrain.

Technologic advances in materials utilization during the past two decades have brought is a long way toward the point where we can make the products we need from the materials we have readily available. Notable examples are the synthesis of diamond, zeolites, quartz crystal, mullite, and mica, and the development of phosphate bonded tale. Two of these--zeolites and mullite--involve the use of clays. There is little reason to doubt that equally important advances will be realized in the next decade, and that clays will play an important role in the developing materials technology. Indeed, the stage is already set for many of them. This discussion is concerned primarily with the high quality, relatively high priced clays, kaolin, bentonite, fuller's earth and ball clay. The first three have enjoyed demand growth rates over the past two decades which on the average exceeded the growth rate for the economy as a whole. There are indications that demand for ball clay will be growing at a faster rate in the future.
