INTRODUCTION The art of raise boring has seen rapid development and use in underground mines both for primary development and production during the past 10 years. The intensive full scale tests by a major mining company in the Precambrian rocks of the Sudbury district of Ontario, Canada, have lead the way to the general acceptance of the raise drills. The rock successfully raise bored in the Sudbury area has compressive strengths varying from 30,000 to 50,000 p.s.i. As a result of the intensive study, it became evident to many mining companies that raise boring could be adapted to many mining systems. Many companies have modified their planned mining methods to incorporate raise boring. The result has been a more rapid development of their mine and naturally, an economic advantage to them. In conjunction with the acceptance of the raise drills, the range of equipment has broadened in terms of size, capability and efficiency. One can hardly discuss coal pneumoconiosis unless it is placed in the context of the total pneumoconiosis problem in the mining industry. However, it might be well if first we defined a few terms, since it has been my experience that the use of the word pneumoconiosis frequently causes con- fusion among those who are not familiar with the term. Pneumoconiosis comes from two Greek words meaning lung and dust. Hence, the word pneumoconiosis simply means dusty lung, or dust on the lung. There are many forms of the disease, some of which are disabling and some are not. Among the many dusts which cause pneumoconiosis might be included silica, asbestos, coal, talc, iron ore, and many other mineral dusts. Silicosis is a specific form of pneumoconiosis. It is caused by the inhalation of excessive amounts of silicon dioxide in the form of crystalline quartz. The disease is manifested by nodulation of the lungs which is apparent on an X-ray film. Continued exposure to silicon dioxide causes the nodules to grow and ultimately large areas of the lung become scar tissue which pre- vents the lung from performing its physiologic function. At the Freeport Indonesia Grasberg Mine in Irian Jaya, Indonesia, a system of underground drainholes and surface drain wells have been designed and are currently under construction. The underground drainholes are located at elevations of approximately 9,600 feet and the surface drainwells located at elevations ranging between 12,500 and 13,000 feet. Together they will be used to drain the ground water contained within relatively incompetent rock. This drain system will allow for the successful dry mining of the open pit, and provide slope stability of the pit wall. The surface drain well network, when completed will allow for the draining of ground water to the Amole Drift where the underground drainholes are constructed.

The Rondout-West Branch Bypass Tunnel is being built to bypass a substantial leak in New York City’s primary water supply tunnel. The 13,500 foot long tunnel travels 600 feet under the Hudson River through the same troubled geology and high pressure water inflows that the original tunnel did in the 1940s. A Robbins TBM traversed this geology and built gasketed segments. Nine thousand two hundred feet of 16 foot diameter interliner was installed and backfilled within the segments. Finally, reinforced cast in place lining was placed. This paper addresses the challenges and the multi-tasking approach the contractor utilized.

The bulk of the ore found in the Lihir Island deposit is refractory in nature, with the gold contained in auriferous pyrite. In support of an evaluation of the development of this deposit by Kennecott (a wholly owned subsidiary of RTZ) and Niugini Mining Ltd., testwork has been carried out at the Sherritt Research Centre to demonstrate the amenability of the Lihir ore to pressure oxidation pretreatment to liberate the refractory gold. The results of pilot plant treatment of the Lihir ore in a continuous circuit with a feed rate of between 10 and 30 kg/h ore are described. The integrated circuit comprised pressure oxidation, residue washing, and gold recovery from the washed residue by carbon in leach or carbon in pulp cyanide leaching. Significant factors affecting gold recovery included temperature and retention time in the pressure oxidation step, and the concentration of soluble chloride in the feed. Gold extraction from well washed ore, after oxidation at 210°C for 66 minutes in the autoclave, was typically between 94 and 96%, compared with less than 30% by direct cyanidation.

December 3, 1972, James Wm. White presented the results of an instrumentation and process control survey which was sponsored by the Anaconda Company at the annual Tucson Subsection AIME meeting.(1) Twenty-six responses were obtained from questionnaires sent to 48 operating plants throughout the world. The survey results were discouraging in that there were more failures and problems than examples of success. The following quotes are taken from the text of the paper. "We run our mill by the seat of our pants." 'If these blue sky Ph.D.'s (in the instruments and controls area within research) had some operating experience they wouldn't make a lot of the suggestions they do."

The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work

The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

In the precious metal industry, activated carbon is used extensively for the recovery of gold and silver from cyanide solutions, particularly from slimy pulps and unclarified solutions. However, carbon can easily become fouled by inert particles in the pulp, thus decreasing the activity or gold loading of the carbon. This paper attempts to quantify the distribution of fine inert particles in activated carbon. Furthermore, a possible mechanism for the intrusion of fines will be postulated. Precipitated silica and ground silica sand were used to simulate pulp conditions and their loadings on activated carbon were determined by ashing. The kinetics of intrusion of fines into the pores of carbon were relatively fast, and were dependent on the concentration in the pulp. Results indicated that particle size of the solids and zeta potential of the fines influenced the loading of inert species on carbon. Scanning electron microscopy and secondary ion mass spectrometry showed a decrease in solids concentration to the centre of the carbon particle.

The process of marine diamond mining off the west coast of southern Africa started in the late 1950?s by a Texan, Sammy Collins, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business. Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

The recovery of gold from a high grade telluride/sulphide flotation concentrate was investigated. Conventional cyanidation resulted in very slow rates of gold extraction. Historically, the refractory nature of tellurides has been overcome by fine grinding, the use of excess lime and long leach times. In some instances, pre­oxidation of the tellurides has also been necessary, to render the gold soluble in cyanide solutions. The former conditions did improve the rate of gold extraction from the present sample, but final recovery was still unacceptable. Chemical oxidation of the tellurides and leaching with oxygen improved gold recovery further. However, it was found that simple modifications to the cyanidation conditions overcame the detrimental effects of the complex chemistry involved in leaching a telluride concentrate. The incorporation of a solution change, or the application of a carbon-in-leach procedure increased the recovery of gold to over 97 percent in 96 hours. In every case, leaching was enhanced by the addition of lead salts.

The mutual growth of the rare earth industry and the Mountain Pass Operations was no coincidence. It was the commercial availability of rare earths on a scale first made possible by the capacity of the Mountain Pass Operations that spurred research and development efforts toward new applications for rare earths. The first important demand on Mountain Pass was europium oxide for the activation of red phosphor for color television tubes in 1964. Since that time, other rare earths have become even more important, and Molycorp is continuing to supply an ever widening variety of rare earth concentrates and compounds. We enjoy saying that rare earths are not really rare, and that they are not earths, either. Of course, we are talking about the 15 metallic elements with atomic numbers 57-71, called the lanthanides, which occur in nature always together in very similar proportions. Their scarcity can be gauged by the fact that there is more cerium in the earth's crust than there is tin, and more europium than cadmium. The word "earths" comes from the early chemical term for oxide. The rare earths were discovered as oxides, and the term has persisted.

The paper generally reviews the iron ore occurrences and regional geology of Western Australia, but features in particular the mesa deposits of PJasic Materials - Cliffs International. Initial production is planned from a aeries of mesa deposits of Eocene-Oligocene age. The ore is oölitic to pisolitic goethite and hematite. Source of the iron in the mesa deposits is thought to be from the Precambrian iron-formations. The geology and occurrences of the mesa iron ore deposits are summarized and illustrated.

The expanding: demand for ilmenite for use in the manufacture of titanium pigments, the knowledge that much of this raw material comes from distant points and therefore has to include a heavy freight charge in the price of the delivered product, and the further knowledge that ilmenite occurs both in the crystalline rocks of northern New Jersey and also in some of the Triassic igneous rocks, were considerations which led to a search for ilmenite-bearing sands in southern New Jersey. That this search was successful is now history, and it is the senior author's privilege to state here that most of the credit belongs to his associates who did all of the heavy work of hand-augering for samples, and who made all of the heavy-mineral separations. We all are grateful to members of the Department of Geology at Rutgers and Princeton Universities for the use of equipment which enabled us to evaluate certain samples from our ilmenite exploration program. In addition, we wish to express our appreciation to many companies for their cooperation and for their permission to publish mineral and chemical analyses. In recent years, we have witnessed many innovations in the equipment used in handling bulk materials. Not too long ago, any sizeable stockpile of coal or iron ore was attended by one or more material handling bridges. More recently, large stockpiles have been built with mobile equipment of' the earth moving type with bulldozers and front end Loaders being utilized in reclaiming operations. The most recent stocking and reclaiming device is the rotary bucket wheel machine. The early bucket wheel machines built in the United States were developed for the strip mining of coal. We understand that the first American machine was built in the Midwest in 1944. This type of unit was developed in an effort to reduce the cost of removing overburden and to provide satisfactory spoil disposal. As the available coal reserves under shallow cover were exhausted, the cost of removing the deeper overburden with conventional equipment became too great for these operations to continue profitably. The first machine has now been followed by six or seven additional units, the largest of which can handle material at a rate of more than 7000 cubic yards per hour.

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.
