The paper presents background information including data on diesel exhaust pollutants, amounts produced and standards, a desscription of mine characteristics that affect air monitoring techniques and a review of portable measurement techniques and instruments for gas and particulate matter sampling. A general review of the laboratory and field research being conducted at Michigan Technological University in the area of diesel emissions is presented. The facilities involved with this research are also described. These are the Experimental Mine, the diesel dilution tunnel test cell, the Mine Air Monitoring Lab (MAML), the portable instruments and the production mines used.

Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. The evolution of open-pit mining has been rapid during the last two decades. The development of larger, more productive and efficient equipment has been one of the key factors in this open-pit advancement. Selection of the proper equipment and its correct usage is paramount to successful operation while maximizing return on investment. The quantity of material being moved prior to mining the saleable product is increasing at a significant rate. For example, at a southwestern copper mine more than two hundred million tons of over- burden have been removed prior to exposing an ore which contains less than 1% copper. A recent survey of twenty-three Western Hemisphere copper mines reveals the average strippingratio was 2.2:l with a range of 0.9-8.5:l. In the face of increased mineral demand, the resulting technological developments and rising overburden to ore ratios, many open-pit mines now use totally different concepts for the removal of ore and overburden. An increasing number of these concepts now being installed include wheel tractor scrapers as a major part of the material handling system for unconsolidated overburden removal. To say scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. As reported in the Minerals Year- book, however, about one-half of the material moved in metal and non-metal mines is never drilled and blasted or broken by other means. We will, therefore, in this paper, concentrate on the role of wheel tractor scrapers in unconsolidated overburden; the area of greatest usage.

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Dorr, metallurgist and chemical engineer. Also inducted will be Frederick L. Ransome, a geologist. Medals of Merit will be awarded to Hugo T. Froth flotation is the most widely used technique for cleaning fine coal. This practice may change, however, with the development of enhanced gravity concentrators such as the Mozley Multi- Gravity Separator (MGS). The MGS is a flowing-film concentrator that utilizes centrifugal forces to improve the separation of flotation-size particles. In the present work, a pilot-scale test program was conducted to examine the effects of feed rate, feed solids content, wash water flow rate and drum rotation speed on the performance of the MGS. The test results indicate that the MGS effectively rejects high-density minerals such as pyrite, while ultrafine ash-forming minerals are removed less efficiently. A major advantage of the MGS is that high separation efficiencies can be realized without additional grinding, flotation reagents or heavy media. This article describes the working principles of the MGS and presents data obtained from recent pilot-scale test work.

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. On 10 August 1976, The Geosat Committee was organized in Denver to institute The Geosat Program. This program is an industry backed effort to evaluate and help select optimum space remote sensing systems for geological purposes. It is believed that the recommendations of The Geosat Committee can be supported by industry as additional exploration tools which can materially benefit industry and the Nation with respect to our energy and other natural resources needs. Appended is a general summary of The Geosat Committee Organizational Meeting and general review of The Geosat Program. The Geosat Workshop Report. The Geosat Committee, and The Geosat Program will be reviewed at a special afternoon session, Friday, 3 September.

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.

Geostatistical methods of estimating ore reserves and other spatial phenomena are becoming increasingly wide spread in their use. Properly applied, Geostatistical estimation falls into two stages -- the "modelling" of the spatial variability within the study area; and the use of this spatial model to provide an appropriate estimation technique. The first stage usually consists of construction and interpretation of semi-variogram graphs, and the second is the development of the corresponding Kriging method. Because of the apparent subjectivity inherent to the first stage of a geostatistical analysis, attempts have been made to provide methods of "testing' whether a particular semi-variogram model (say) adequately represents the study area. Increasingly, the choice of model is being justified by a process known as "Cross Validation'. With this approach, the analyst uses a partial data set to estimate values at actual sampled positions. "Real" and "estimated" values are then compared in such a way that the model can be accepted or rejected. This paper discusses the process of cross validation in some detail, using case studies as examples. Some problems with the technique are illustrated and discussed.

Relatively simple techniques have been developed which enable the electrochemistry of sulfide minerals to be studied with particles varying in size from above 100 pm to less than 1 pm. Both oxidative and reductive processes have been studied wing the minerals pyrite, arsenopyrite and chalcopyrite. It has been shown that it is possible to completely oxidise or reduce the minerals during a single voltammetic sweep. The resulting voltammogram produces peaks which are characteristic of each mineral and can be used to qualitatively identify the minerals. In the case of chalcopyrite, it has been demonstrated that the charge involved in the anodic oxidation can be quantitatively related to the amount of copper dissolved. Quantitative information can be obtained using peak fitting techniques. Interesting differences in the behaviour of the minerals in sulfuric and hydrochloric acids have been observed, particularly in the case of pyrite for which a second major peak is obtained which has been attributed to the oxidation of elemental sulfur in the presence of chloride ions. The technique offers the possibility of providing mineralogical information of individual particles based on an electrochemical voltammetic finger print.

INTRODUCTION The Washington Metro is a 98 mile rapid transit system that will serve the District of Columbia, southern Maryland, and northern Virginia. The construction work herein described relates to Section B-1 of this system. The contract for this work was awarded by the Owner, The Washington Metropolitan Area Transit Authority, to a joint venture doing business under the name of Ball-Shea-Norair. The partners in this venture were Gordon H. Ball, Inc., Danville, California; J. F. Shea Company, Inc., Walnut Creek, California; and Norair Engineering Corporation, Washington, D. C. The bid price for the project was $33,741,524 with a contract duration of 910 calendar days. Notice to proceed was issued January 5, 1970. The present modified price for the work is $36,866,000 with completion anticipated in July 1974. (About 1,638 days elapsed time.) The work to be done consisted essentially of construction of 3,490 linear feet of cut-and-cover track with side platform, and 600 ft cut-and-cover arch shaped subway stations. Stations are located in Judiciary Square and Eighth & G Street, N. W., areas. Decking of excavation in street areas, maintenance of traffic and utilities, vent and fan shafts, underpinning of court buildings in Judiciary Square and the Smithsonian National Portrait Building, and an electrical substation were included in the contract. Stations were constructed of cast-in-place concrete.

The Detroit River Outfall No. 2. is an effluent water conveyance system linking the Detroit Metropolitan Wastewater Treatment Plant to the Detroit River. The 6.4m (21ft) finished diameter tunnel extends 1,890m (6,200ft) east from the bottom of a 91m(300ft) deep, 9.2m (30ft) diameter drop shaft. At the eastern terminus of the tunnel, six Riser Shafts connect the tunnel to diffuser heads on the riverbed. The tunnel runs through a highly fractured Limestone formation capable of producing high levels of groundwater in?ows and Hydrogen Sul?de gas. Control of this water and gas was a theme which ran through the entire Project’s design and construction. This paper will provide an overview of each portion of the Project’s construction, including the Entrance Shaft, Precast Concrete Segments, TBM Tunnel, Pre-Excavation Grouting Methods, and the Riser Shafts.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. A preliminary indication of the repeatability of a simplified alternative method (MN DNR method) was assessed and results from the MN DNR method were compared to those from the ASTM method. To provide an indication of repeatability, six samples from three different rock types were subjected to dissolution testing for periods of 20 to 68 weeks. Drainage pH values at the end of the tests were within 0.5 units in all cases and within 0.05 units in four cases. The percent difference from the mean for overall sulfate rates from paired cells ranged from 0.04 to 1756, with a median of 6.3%. Nine samples from four rock types were subjected to both MN DNR and ASTM tests for periods of 20 to 132 weeks. The difference in final drainage pH values forsix of the samples was less than 0.1 unit, and these values were less than pH 3.65 or greater than pH 8.0. The final drainage pH difference for the last three samples ranged from 0.15 to 0.4, and these values were ill the pH range of 6.2 to 7.2. The sulfate release rates for the periods of record for the MN DNR method were 70 to 150% of those for the ASTM method, with a median value of 110%. Sulfate and calcium release from the two methods was not substantially different. The MN DNR method typically produced higher magnesium release.

Friction factors or coefficients of friction used to estimate the resistances of mine airways are, in the main, estimated from empirical measurements made in other airways considered to be of a similar geometry and type of lining. A somewhat more analytical approach, although still based on empiricism, is to estimate the ratio of the average height of the asperities to the hydraulic mean diameter of the airway (e/D ratio) and then to employ the Moody Chart or one of the equations that have long been established to represent the [coefficient of friction v Reynolds number curves] on that chart. Unfortunately, the Moody Chart and corresponding equations are based on pipes of uniformly distributed (sand grain) roughness whereas the asperities that exist on the surfaces of mine openings are frequently highly irregular both in their size and distribution. This is considered to be a major cause of discrepancies that have been found between coefficients of friction by the Moody Chart and those actually measured in mine airways. The work described in this paper examines an alternative method of estimating coefficients of friction for rough natural surfaces with uneven sizes and distribution of surface asperities. The technique utilizes the relatively recent developments in fractal analysis. A fractal dimension is determined from the topography of the surface. This has been correlated to coefficient of friction for a scale model of a mine airway. Further work is being carried out in actual mine airways. However, at this time, it appears promising that the fractal method may allow coefficient of friction to be predicted for given types of strata and method of roadway drivage.

Appalachian kimberlites appear to be spatially distributed along two structure parallel trends running from Tennessee to New York. It is hypothesized that the kimberlites were emplaced at the intersection of structure parallel basement faults and cross- structural lineaments. The latter are expressed in potential field and remotely sensed data. The western trend follows the Rome Trough from eastern Kentucky to south central New York. The eastern trend parallels the edge of the Ridge and Valley in Virginia and Maryland.

The adsorption of silver on activated carbon from cyanide solutions was studied as a function of concentration, ionic strength and pH. In cyanide solutions, silver exists mainly as the linear Ag(CN)2 complex and adsorbs on activated carbon following the Freundlich isotherm. The uptake and rate of adsorption increase with the addition of KC1 and KNO3 but changes only slightly with pH. In contrast, the adsorption of Cu(I), Zn(II), Cd(II), and Hg(II) shows marked changes with pH, closely following the predominance profiles of their neutral and singly-charged cyano complexes. Clearly, multicharged negative complexes are repelled by the negatively-charged carbon surface. This sensitivity of activated carbon to the charge of the adsorbing species indicates that silver adsorbs as an anion, not chemically bound to the co-adsorbing counterions. For the same reason, activated carbon is selective to metals that form neutral and Singly-charged cyano complexes, namely gold and silver.

And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?
