A programme to reduce cyanide consumption at the New Celebration Gold Mine, situated 32kms South of Kalgoorlie, Western Australia, commenced in the latter part of 1990. Cyanide speciation studies at the time identified that the major loss and consequently consumption was due to the hydrolysis of cyanide, The use of artesian hypersaline waters of high magne­sium content on gold plants in Western Australian Goldfields has meant that economically viable operating pH values during cyanide leaching are around 8.9 to 9.5. The high ionic strength in these waters does to some degree retard the hydrolysis reac­tion. Notwithstanding this, the formation of hydrogen cyanide and its loss due to volatilisation is the cause of the major loss of cyanide on most gold plants in the Kalgoorlie Goldfields. This paper discusses the aspect of oxygen addition during cyanide leaching to decrease cyanide consumption and increase gold recovery.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. Virtually no two mines operate with the same geographic, geologic, and mining conditions. It follows chat problems vary with the conditions from mine to mine or often from one section to another in the same mine. Actual situations are described, and a technique of "stacking" maps to predict hazards is presented. Two case histories of the use of multiple overlays are de- scribed. The first deals with a property that was examined before the start of mining. The second is a property in which severe ground control problems were encountered and the relationship between the problem areas and known conditions were found to be related.

Diatomaceous earth or diatomite is a sedimentary rock of organic origin that is composed principally of the silicious skeletal remains of diatoms. Diatoms are microscopic single cell acquatic plants that are related to algae. Diatoms first became abundant in the Cretaceous period from about 65 to 135 million years ago. Most of the commercial deposits are of Pliocene through recent age, and are younger than 35 million years. Diatoms are still abundant in present day lakes and seas. The living diatom is supported and protected by two half cell walls or valves united by a connecting band or girdle. These valves are composed of opaline silica extracted from the water in which the diatom lives. After death of the diatom, the silicious remains settle in the lake or sea and accumulate at variable rates approaching several millimeters per year for very active diatom colonies. This accumulation of silicious sediments, after decay of the organism, burial, and uplift, can result in the formation of diatomaceous earth deposits.

The rockburst monitoring system at the Sunshine Mine has recently been improved to increase the certainty of burst locations and to output location results in a manner amenable to easy interpretation. Three methods of location calculation were used: a computer code provided with the hardware in-place (the MP-2501, a code based on the least-squares method (Blake et a1, 19741, and a nonlinear iterative code written by the principal author. The more accurate locations are given by the latter two codes, but still are only correct to within about 100 ft. This error is due to uncertainties introduced by the geologic and mining variations versus the assumptions made in the location codes. Software was then written to make two-dimensional plots of burst location by level, so management could monitor problems easily.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. A study of some variables affecting the recovery of molybdenum from oxidized molybdenum minerals was made. The effects of variations in contact time, temperature, pulp density, particle size, and solvent concentration on the recovery of molybdenum using acid and alkaline solvents were investigated. Chemical analyses, screen analyses and microscopic examinations were made and the presence of important elements determined. A hydrometallurgical method was developed to recover the molybdenum from the oxidized molybdenum ore by simultaneous dissolution of the molybdenum with sulfuric acid, adsorption on activated charcoal and flotation of the charcoal. The molybdenum was extracted from the activated charcoal with sodium hydroxide, precipitated with calcium hydroxide as calcium molybdate and this regenerated sodium hydroxide for additional stripping. A solvent extraction method, using mines, was also studied to recover molybdenum from both alkaline and acid molybdenum solutions. Satisfactory results were obtained.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

Refractory gold ore pretreatment processes continue to receive much attention. This paper compares the relative economics of treating ores by oxygen pressure oxidation, roasting and bacterial oxidation with or without preconcentration by froth flotation. Capital and operating cost estimates for each method of pretreatment were prepared and these estimated costs and ore sulfide grades then are used to compare the process economics. The study indicates that the most significant item affecting the economics is the amenability of the ore to flotation. The cost benefits of flotation are $10-13 per tonne ore processed (2%-4% s=, 10:1 ratio of concentration). In most cases bacterial oxidation has the lowest overall cost, especially if less than complete oxidation of the sulfides will give acceptable recovery, however bacterial oxidation has yet to be practiced on a large scale. In all situations pressure oxidation shows the highest cost. However, the cost differences between the treatments are small, less than $7 per tonne.

Two major changes occured during the last 5 years in the applications of computers. First, the cost of computer equipment decreased drastically in an era of high inflation. Second, technological breakthroughs in hardware and software have been applied successfully so that the average person can successfully utilize the computer without having to be a computer expert himself. The mining industry has recognized that computing technology has evolved to a point where it can be applied successfully to assist in improving productivity. Since equipment downtime is one of the major reasons for lost production, the Kennecott Minerals Company has developed a comprehensive maintenance information system which now assists the maintenance department in minimizing equipment downtimes. This paper discusses the primary features and functions of this system, the state-of-the-art technology that has been applied, and the benefits that resulted from using this system. Programs to support mobile equipment maintenance scheduling, which currently are under development, are reviewed and a summary of future applications is given.

Tunnels are frequently specified by owners to be designed to a structural code, often a bridge code. In the USA, AASHTO have created a tunnel code, based on structural principles, the AASHTO LRFD Tunnel Design Specification. The Load Resistance Factor Design method (LRFD) described in the AASHTO title is an approximation to the probabilistic design of structures, based on the independence of load and resistance. This methodology is well known to be problematic in geotechnical design, but it is widely used. The paper considers the difficulties of this approach and describes alternative approaches that would result in more appropriate designs for tunnels.

This paper describes the algorithm used in a BASIC program for an IBMXT microcomputer, to simulate the underground mine climate. The program called CLIMSIM has been developed and refined over several years as a result of considerable use at operating mines. The program has been designed to be easy to use and be understood by the practicing mine ventilation engineer. It provides predictions of the work place climate, so that the optimum ventilation/cooling system can be designed to obtain a certain air cooling power or effective temperature at the work place. An example is given of the application of the program to a mechanized cut and fill stope at the Homestake gold mine in South Dakota.

Over the past several years, computerized financial models have been an important part of Newmont's strategic planning process. Two applications will be discussed in this paper: a general purpose financial model of Newmont, and a detailed operational/financial model of Magma Copper Company. Newmont?s general purpose financial model was developed using Lotus 1-2-3. It was designed to aid management in assessing the financial consequences of investment and financing decisions associated with long-term strategic planning by simulating the consolidated effect from individual transactions. Not only is the model capable of assessing the sensitivity of specific decisions to changes in the external economic environment (i. e., commodity prices, interest rates, inflation and exchange rates), it can also evaluate the effect from operating and financial decisions, including changing production levels and cost structures at individual operating units as well as simulating several types of transactions, including equity and debt issues, acquisitions and divestitures. The analysis of Magma Copper Company required the development of a detailed operating and financial model of the Company. The model was developed using IFPS in the corporation?s UNISYS (then Burroughs) B7900 mainframe computer and included separate pro forma financial statements for each of San Manuel-Pinto Valley's mines and concentrators, as well as Magma's smelting and refining operations. The outcome of this analysis was the decision to merge Magma Copper and Pinto Valley Copper Corporation, and to recapitalize the new corporation in order to provide funds for a retrofit and expansion of its Arizona smelter and expansions of its refinery and SXEW facilities.

The Pierina deposit was acquired in August 1996 when Barrick Gold Corporation purchased Arequipa Resources, a junior mining company with extensive land positions in Peru. At the time of acquisition, Arequipa ha.d developed two exploration tunnels and drilled 9 exploration holes on the property. Metallurgical tests, conducted on samples taken from the tunnels and the exploration holes indicated that the ore was amenable to heap leaching. Barrick's exploration team recognised from the outset, the potential of the mineralisation and convinced Barrick's senior management that this was indeed a world class deposit that should be pursued. On November 25, 1998, the fi was poured at Pierina, 27 months from the time of acquisition. During that period BmTick completed its exploration programme, prepared a development plan including capital and operating costs, production profiles and cash flow forecasts, and a schedule to develop a mine and construct a leach pad and gold recovery plant, including all supporting infrastructure. All permits and environmental approvals were obtained and all necessary land was acquired. The project was completed on schedule and under budget. This was the first greenfield mine development for Barrick outside of North America. This paper details, mainly, the research and development, engineering, construction and commissioning of the metallurgical process facilities.

The Southern Peru Copper Corp. (SPCC) recently built an integrated copper project consisting of dump- and heap-leaching operations at its mine complex in Peru. The pregnant leach solution (PLS) containing the solubilized copper from the leaching operations is processed in a new solvent extraction/electrowinning (SX/EW) facility to produce high-purity cathode copper. The dump leaching and SX/EW facilities are located near the Toquepala mine site. The crushing and heap-leaching operation is located at the Cuajone Mine. The pregnant leach solution from Toquepala and Cuajone is pumped 35 km (22 miles) to the SX/EW plant at Toquepala. The SX/EW plant consists of three trains of solvent extraction (SX), a tank farm area and an electrowinning (EW) facility. The solvent extraction plant has a total PLS flow capacity of 3,210 m3/hr (113,360 cu ft/hr). The electrowinning facility has an expected long-term production capacity of 97 t/d(107 stpd) or about 35 kt/a (38,500 stpy) of cathode copper. However, present production exceeds the expected long-term by about 20%.

The large jointed chalk reservoir situated at 3 km depth in the North sea's Ekofisk field is undergoing major compaction after nearly 15 year of oil and gas production. Approximately 150 km 3 of the overlying sediments, mostly shales, are involved in the subsidence. A maximum central subsidence of nearly 3 meters, and a maximum present rate of 45 cm per year has set in motion numerous studies of the phenomenon. Non-linear finite element (FEM) and non- linear distict element (DEM) analyses of the compaction and large scale subsidence were performed. Consistent differences between the continuum and discontinuum analyses were noted. In the latter, slip on hypothetical bedding planes and sub- vertical or vertical faults was allowed, which possibly gives a more realistic simulation of the real processes of subsidence in such a large body of rock. Laboratory studies of the reservoir joints included roughness measurement, JRC and JCS characterization, direct shear tests while saturated in heated Ekofisk oil, and coupled closure-shear-flow tests with heated oil followed by heated sea water. Discontinuum modelling using Cundall's UDEC was performed on representative jointed assemblies (two sets of steeply dipping conjugate joints) to investigate the effect of a major reduction of pore pressure within the deformable matrix and along each joint. It was found that the large shrinkage deformation of the matrix allowed joint shearing to occur despite the constraint of uniaxial strain. Relative mass bulking due to small but widely distributed joint shear possibly explains the observed maintenance of excellent productivity despite large vertical strains in the reservoir.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.
