Mineral sands mining for ilmenite, rutile, and zircon will disturb over 2,500 ha of prime agricultural farmland in Virginia and North Carolina (USA) over the next 20 years. Mining of the Virginia deposit was initiated in 1997 and approximately 750 ha have been disturbed to date with approximately 150 ha reclaimed to support a mix of agricultural post-mining land uses. While considerable university research and corporate effort were devoted to developing environmental management systems and reclamation protocols for these lands, specific indicators of sustainability and restoration success were lacking. By 2003, it became apparent to the mining operator (Iluka Resources), local land-owners/farmers, local government, and the regulatory authority that testable indicators of reclamation success were essential for long-term sustainability. Virginia Tech worked cooperatively with all stakeholders to review the pre-existing research base and to propose reasonable expectations of post-mining soil productivity levels. The state regulatory authority reinforced its position on a number of associated issues including necessity of topsoil return and specific comparative crop yield targets. Virginia Tech, Iluka Resources, and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45-ha research demonstration farm where the effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Corn and wheat yields in 2005 and 2006 were significantly above county average yields (regulatory target level) and approximately 75% of undisturbed adjacent prime farmlands. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry.

Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

Roadheaders have become widely used in underground mining and tunneling operations because they offer the flexibility to excavate soft- to medium-strength rock formations. A critical issue in successful roadheader application is the ability to develop accurate and reliable estimates of machine production capacity and the associated bit costs. Increased pressure to improve productivity and lower costs in the mining and civil construction industries has been the driving force behind the more wide- spread use of mechanical excavation systems. This has caused both industries to move away from the conventional drill and blast methods. Additional benefits of mechanical mining include improved safety, reduced ground support requirements and fewer personnel. These advantages, coupled with recent enhancements in machine performance and reliability, have resulted in mechanical miners taking a larger share of the rock excavation market. Roadheaders are the most widely used underground partial-face excavation machines for soft- to medium- strength rocks, particularly for sedimentary rocks. They are used for development and production in soft rock mining (main haulage drifts, roadways and crosscuts), particularly in coal, industrial minerals and evaporitic rocks. In civil construction, roadheaders are used to excavate railways, roadways, and sewer and diversion tunnels in soft ground conditions. They are also used to enlarge and rehabilitate underground structures. Their ability to excavate almost any profile opening also makes them attractive to those mining and civil construction projects where various opening sizes and profiles are needed. In addition to their high mobility and versatility roadheaders are generally low capital cost systems com- pared with most other mechanical excavators. Because of higher cutting-power density due to a smaller cutting drum, roadheaders can excavate rocks harder and more abrasive than continuous miners and borers.

Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

China, Mexico, Spain and Turkey are the leading producers of celestite (strontium sulfate), the most common strontium mineral. Of an estimated 510 kt (562,000 st) of celestite produced worldwide during 2004, 98 percent was produced in those countries. Deposits of strontianite (strontium carbonate), another strontium mineral, have been identified in China and Malawi. Relatively small quantities are reported from the deposit in China. Although celestite deposits occur in the United States, no domestic celestite has been mined since 1959.

Introduction As ore grades decline and deposit depths increase, problems and costs of mining construction increase rapidly. Ground water greatly impacts the cost of mining construction. In developing or exploiting ore bodies or coal mines, stored ground water in waterbearing formations is often encountered. Man-made conduits or shafts are constructed, as are raise bores for ventilation (up to 6-m-diam or 20-ft-diam), or smaller diameter drill holes, used for either power cables or rock dust. In underground construction and mining, it is possible to inherit unmapped and abandoned drill holes either from oil or gas exploration, or from previous geological investigations. There also exists within underground work exposure to faults, fissures, and jointing. A mine development may encounter unknown aquifers or, unluckily, have an ore body that is an aquifer. Water may invade an existing underground structure, due to concrete deterioration or to damage that may occur to an existing shaft or tunnel concrete lining. An underground development may intersect a drill hole that was not properly grouted when abandoned. It subsequently formed a conduit or an active path to conduct water into the mine. Water inflow may range from insignificant to a magnitude sufficient to inundate an area or an entire underground development. Corrosion imposes major costs. In shafts, it can cause accelerated wear and deterioration, and subsequent early replacement of hoisting ropes. It can also cause deterioration, misalignment, and subsequent accelerated wear and replacement of timber and steel guides and buntons. Utility maintenance (power cables, air, water, and ventilation lines) also can become a problem. Corrosion imposes major costs. Skips and skiploaders provide a never-ending series of maintenance headaches when exposed to an ingress of water. Numerous problems are found in declines with invert and rail maintenance and with partitions in over-under coal mine slopes. Ground water interacting with an underground ventilation system can result in: • Increased ventilation resistance due to roof falls and the spalling of ribs caused by ice heaving. • Restriction in shaft or slope cross-sectional area due to ice buildup during winter months. This may be a safety hazard to access as well. • An increase in the moisture content entering the ventilation air that condenses underground and causes electrical and equipment maintenance problems. Underground structures also incur water-caused problems. The concrete lining in shafts, slopes, and tunnels may be subject to: • Active mine waters causing concrete and reinforcing steel to deteriorate - perhaps to the point of collapse. • Load redistribution around a concrete lining, caused by soil dislocation due to water movement. The resulting stress may be in excess of the calculated design loading. Backwall injection with grout of the completed concrete lining may solve these water inflow problems through low-pressure injections of cement and chemicals. This fills voids at the interface of the concrete lining with either the soil or rock excavation. Surface structures may be jeopardized by lowering the ground water table, resulting in surface settlements. Surface settlements can occur in buildings, headframes, hoist foundations, mills, conveyor structures, or in rail haulage. Areas of differential settlement can lead to derailments, improper wear of hoisting ropes on sheaves in headframes, and the misalignment of bearings and brakes. Mud jacking and compaction grouting may remedy these problems. To reduce operating costs, increase efficiency, and increase safety, inflow water to the mine should be minimized. For an operating mine with a water problem, a water inflow survey should be taken. Quantities of water flow should be examined at all accesses (shafts, slopes, bore holes, and raise bores) at the faces, haulages (rails or conveyors), and sump discharge. CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

Spatial and temporal temperature variations in a high-level radioactive waste repository drift can give rise to moisture transport within the drift. Knowledge of this moisture transport may be important to assessing the potential for corrosion of all metallic components in the drift. The model presented here shows one approach to simulating evaporation, transport, and condensation of water in large underground openings using a framework based on computational fluid dynamics. Simulation results that explicitly model water and latent heat transport are presented.

Of the 50 or so most often utilized industrial minerals, more than two thirds are, or have been, produced in the western states of Arizona, Colorado, Idaho, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. Some commodities, such as natural aggregate, currently are produced in all 13 states; others such as beryllium and iodine are produced in only Utah and Oklahoma, respectively. Together, the 13 western states make a significant contribution to the US industrial minerals industry.

Upgrading of a low-grade titanium slag (~55% TiO2) with high silica, calcia, magnesia and iron contents has been studied using sulphation roasting technique using SO2/air gas mixture followed by hydrochloric acid leaching. XRD analysis of the sulphated slag reveals the presence of kennedyite (Fe2O3. MgO. 3TiO2), rutile (TiO2), calcium sulphate (CaSO4) and calcium silicate (3CaO.SiO2) phases. The residue after leaching contains mainly kennedyite, rutile phases and free silica with traces of calcium silicate phase. Synthetic rutile that has about 83% TiO2 can be produced at the optimum conditions. Thermodynamic calculations give rational explanations of the obtained results.

This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.

Many excavation and loading tasks require equipment operators to simultaneously coordinate the motion of multiple machine links, in order to achieve complex tool trajectories. Efficiency, ore selectivity, and machine wear, are all affected by the skill level and attentiveness of the operator. A software-based kinematics reconfiguration system designed to assist operators with various tasks has been implemented on a small experimental excavator using our new differential control architecture. Kinematics transformation and feedback control algorithms are being developed and tested using computer simulation, and the results implemented on the experimental excavator. Several task-specific kinematics transformations, including a virtual revolute-to-Cartesian machine reconfiguration and computer-assisted bucket steering and stabilization have been successfully tested. Progress, challenges, results, expected benefits, and planned work are described.

Flame retardant materials can be incorporated or applied to products, including plastics and textiles, to increase their resistance to fire. Incorporating a flame retardant in combustible materials and plastics is a common procedure to reduce the risk of fires. Flame retardant applications include interior and exterior woods, structural steel columns, fabrics, open and closed cell foam, pressure treated wood, Formica and all types of fabrics for use in commercial applications as well as residential applications where their fire protection products can save lives and valuables. Huntite and hydromagnesite are amongst the most important flame retardant additives materials. Although various areas of the world have potential huntite and hydromagnesite deposits, their place in industry is not well known, and a detailed field search for their deposits has not yet been conducted. They are active during the starting phase of a fire, in that they prevent the spread of an inner or exterior source of ignition to the flame-retarded material, thereby, preventing, delaying or inhibiting the spread of a fire. Flame-retardants are, therefore, just one element among many in a concept for preventive fire safety. To obtain huntite and hydromagnesite concentrates that are more than 95% pure, which are used in flame retardant industry, flotation tests were conducted on low-quality huntite and hydromagnesite ores.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines were visited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.
