To concede that I am the most surprised - not to mention the least likely - recipient of the Daniel C. Jackling Award is a true confession I must share with you. Quite honestly, I've asked myself, "Why me?" The Jackling Award has a well-deserved reputation of being a practitioner's, a doer's, a CEO's award - not kudos for a retired school teacher! While at least five of the previous recipients have taught in universities, to my knowledge I am the first to earn the award for "alleged" academic accomplishments. It is humbling enough to keep me livable for a long time. If you glance over the roster of Jackling Award lecture topics, you will spot another anomaly: The lectures last year and this deal with the subject of education - the only two in the 37-year history of the award. The two complement one another rather well, too, C. Allen Bom of Amax addressing critical needs of public education, while I am going to look at the post-high-school years. But I want to focus on more than engineering education. The training role of industry - the principal consumer of our product-also warrants examination. As I hope to establish, there is something unique about mining engineering - education and practice - that is both strength and weakness. We need to recognize that, if we are to cope with the weaknesses in order to capitalize on the strengths. We look at five premises that relate to the uniqueness of the mining engineer and his or her preparation for a professional career.

The Warman Series ‘A’ pump was accepted and became a world leader in its field. Further work on the Warman AH pump resulted in the development of interchangeable metal and rubber wearing components."

Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

The hydrodynamics of the leaching solution in leach heaps is known to be one of the important variables in the performance of the heap. The solution hydrodynamics are also important in the decommissioning of a heap where the aim is to flush out the residual dissolved metals and the remaining reagents. Chemical engineers have studied the hydrodynamics of "trickle bed" reactors for 40 years in an attempt to relate the performance of trickle bed reactors to flow conditions. Their work is reviewed with emphases on areas of similarity to heap leaching.

The ultimate objectives and interest in removal of sulfur from high sulfur coal include: (a) reduction of the atmospheric load that con- tributes to the problem of acid precipitation; (b) reduction of ash which contributes to decreased energy transfer in boilers and the problem of ash disposal; and (c) alleviating the social and economic dislocations related to uneven geographical distribution of sulfur in coal reserves. The cost of sulfur removal in relation to the value of refined coal will govern the development of an emerging coal-refining industry. The value of refined lower sulfur coal will be influenced by the national commitment to the environment as well as economic considerations.

This paper presents the results of laboratory and pilot plant investigations for the development of efficient methods of beneficiating hematite ores from the Krivoi Rog, Kursk Magnetic Anomoly, Olenogorsk, and other localities. The tests included gravity, magnetic (in a high intensity field), flota¬tion, and magnetizing roasting methods. It was possible to develop efficient beneficiation methods depending on the mineral composition of the ore and degree of dissemination of ore and gangue minerals. The paper shows the relationship between the iron silicate and quartz content of the ore and the technologic indices of the various beneficiation methods. Some of the conclusions based on these investigations and the technical and economic computations related to the cost of one ton of pig iron produced from concentrates obtained by the various beneficiation methods are: 1. If the hematite ore is not disseminated uniformly, it is expedient to use a combined gravity and flotation process. Ore particles up to 50 am. in size are beneficiated by gravity (heavy suspension, jigging, and others) and yield a lump concentrate. The middlings from this process are recrushed and floated; 2. Finely disseminated hematite ores, containing small quantities (less than 5 percent) of iron silicates, are most effectively beneficiated by flotation. Anionic (sulphate soap, tall oil emulsion with various foam depressors) as well as cationic collectors may be used. Depending on the mineral and chemical composition of the ore, it is possible to obtain concentrates containing up to 65 percent iron with an extraction up to 94 percent; 3. Finely disseminated, mixed hematite-magnetite ores may be beneficiated by flotation or a magnetic separation-flotation process; 4. Finely disseminated hematite ores, containing large quantities of iron silicates and earthy hematite ores are most efficiently beneficiated by the magnetizing roasting method. This method will yield concentrates containing up to 68 percent iron with extractions up to 90 percent. Although beneficiation by the magnetizing roasting process is costly, it will nonetheless, when employed on this type of ore, yield the least expensive pig iron.

"Mineral deposits require substantial amounts of energy to transport and be processed into useable form, and as such present a real processing challenge in that the deposits are never homogeneous and ore body compositional characteristics are all over the map! Extracting the desired mineral(s) from the deposit at sufficient profit margin, despite severe fluctuations in market price, requires process automation architecture capable of supporting an integrated enterprise solution. Such an architecture will encompasses the activities of individuals, process units, process areas, plant level activities, mine management and business planning and accounting systems. Key to the automation process is the aspect of value generation. This paper brings together the various requirements for the automation of a mining enterprise and presents the different aspects of how to obtain value across the entire mining operation.INTRODUCTIONMinerals’ processing sites are historically long lived, 20 year life of mine is not uncommon and 75 years is not unheard of. Considering that hardware technology advancements are introduced every six months, or less, it is prudent to select process automation systems that adhere to “open” industrial standards versus proprietary based systems. In the minerals processing industry, the key to survival is driving the cost of production per unit volume to the lowest possible level and provide enough profit to sustain operations. Control system architecture and Business information technology are rapidly becoming important tools in the quest for productivity. Getting key dynamic business performance information at the right time to the right person or process unit is crucial to successfully achieving corporate goals. The process automation architecture selected must therefore be able to integrate to the various networking enterprises and business systems.The mining industry is generally known as an “extractive” industry that is very physically-oriented with respect to operations and the activities in which workers engage. Large numbers of people performing manual tasks in difficult surroundings, produce very variable outputs. But, times are changing – and so are industry best practices. While the nature of work still consists of activities such as ore extraction, ore movement, ore concentration, refinement and logistics, automation innovations are starting to change the nature of many of the production steps. The industry has transitioned from requiring more physical activities by workers, to more information management, automated control and collaboration within the operation. Humans are good at situational intervention and non-linear reasoning and do best when empowered with an overall production perspective. Machines and automation are good at repetitive functions, steady state operation, and managing transitions. Thus, a combination of advanced technology solutions, reliable and useful information and full human contribution are necessary to mining operations for value generation."

INTRODUCTION This paper describes the development of the processing route for the Alligator Ridge Mine which commenced operation in 1980. It also reviews the modifications which have been made to improve operating efficiency during the three years that the mine has been in production. Alligator Ridge is located 70 miles Northwest of Ely, Nevada. The mine is a joint venture between Amselco and Nerco with Amselco acting as operator. The deposit consists of micron sized disseminated gold imbedded in siltstone. Although definitive conclusions have yet to be drawn as to the age and origin of the deposit, it is probable that it is young by geological standards, perhaps only 5 million years old. It is likely that the gold was brought to the surface by hot springs. As the superheated solutions rose through the porous siltstone, they redeposited minerals in the rock, forming the present ore bodies.

The zero-points-of-charge of apatite, calcite, and fluorite are pH 6.4, 10.8, and 10.0, respectively. Scheelite is negatively charged above at least pH 3. Flotation responses of these minerals in the presence of potassium oleate and sodium silicate are presented and compared with electrokinetic data. Colloidal silica appears to be the species principally responsible for calcite depression, while silicate anion is the species responsible for fluorite depression. Additions as high as 1 x 10-3 mole/liter silicate have no effect on the flotation responses of apatite and scheelite. Selective flotation of nonmetallic minerals is difficult to achieve with fatty acids or soaps by themselves. As a result, specific reagents are added to aid these separations, and one of the reagents commonly employed for this purpose is sodium silicate. Flotation separations of various calcium¬ bearing minerals such as fluorite from calcite (1,2,3) and scheelite from calcite(24) and apatite(2,5) almost always involve the use of sodium silicate, for example. The mechanisms by which sodium silicate functions as a depressant are still not understood; this fact is probably due to a number of reasons. That is, the dissolution process of sodium silicate is complex, giving rise to a number of ionic and colloidal species. (6) In addition, the type and concentration of these species depend on the ratio of Na20 to Si02, the concentration of sodium silicate, and the pH of the system. (6) At the present time, it is not known which species, colloidal silica or silicate anion, is responsible for depression. If colloidal silica is the species that is adsorbing, then adsorption must occur by electrostatic attraction between the colloid and the mineral surface. Silicate anion, on the other hand, may adsorb either physically or chemically. The objective of this paper is to determine first the active species of sodium silicate and then the conditions under which this species will adsorb and function as a depressant.

Minnesota contains a major low- grade copper-nickel sulfide resource within the Duluth Gabbro Complex. Several companies have actively explored this resource. Open pit mining would be required to develop portions of the resource, and as a result, large quantities of sulfide-bearing lean ore and waste rock would be stockpiled. Although the problems associated with high-sulfide tailings and acid mine drainage are well documented, the leaching characteristics of low-grade mineralized stockpiles must be understood for environmental impact assessment, siting, and planning. The Minnesota Department of Natural Resources and AMAX have cooperated in a research program to study leaching and revegetation -of test stock- piles, Six small (1600 'tons) stockpiles were constructed at the MINNAMAX Project Site and they range in composition from 0.29 to 043 g % copper, 0.075 to 0.09% nickel, and 0.6 to 1.45% sulfur. Two of the stockpiles were covered with mineral soil, one was covered with topsoil, and three were not treated Revegetation plots were established on the piles which received a soil cover. Leachate samples and flow measurements were collected at the base of the piles. Initial results indicate that metal concentrations in leachate samples range from 10 to 10,000 times the concentrations found in the streams of the area. During the first growing season, the test pile covered with topsoil yielded 30% less water than untreated test piles. No reduction in yield was observed for the piles that were covered with the less fertile mineral soil. First-year vegetative growth, expressed as biomass, was four times greater on the-topsoil pile than on the mineral soil piles. The long-term effects of vegetation on leachate quantity and quality continue to be investigated.

The number of stakeholders concerned by mining companies has grown significantly over the last few decades, and the role of local communities and civil society is now acknowledged by the mining companies adhering to the sustainable development ethics. ?Involve me? is becoming a key to maximize the returns the mining industry can provide to sustainable development. As the world?s major importer of many mineral commodities, several coming from developing countries facing severe short-term problems, the European Union (EU) is an important stakeholder and has a responsibility in supporting actions to strengthen corporate and public governance capacities. The purpose of this paper is to highlight the drivers leading to the development of sustainability indicators and to propose, within the 6th European Framework Programme for Research, Technological Development and Demonstration Activities (FP6), an European-level initiative to develop sustainability indicators adapted to the mining industry and its population with relevant data.

Although the physical appearance of excavating equipment doesn't seem to have radically changed over the past decade, important changes within the products and an innovative attitude on the part of the engineer in his design approach is becoming increasingly evident. The new philosophy is to go beyond simple refinements of existing designs that simply produce a machine which further reduces overall cost per ton or per cubic yard of material moved and to do it more efficiently than ever before. Standard ideas and preconceived notions have been discarded and have given way to providing a design and a machine that is best suited to get the job done. Understanding that the application will not always fit the machine, but, in most cases, the machine should fit or suit the application is a foremost consideration in the engineers' design criteria.

"In recent years the fact that mining tailings cause serious environmental problems resulted in increasing number of studies about their disposal, storage and usability in various areas. Therefore the new studies about using the tailings for some purposes such as using in shotcrete or producing concrete have been increasing recently. The study is focused on applicability of tailings for producing shotcrete. Under this scope it is considered that mining tailings can bring many advantages in case of that they are used instead of sand, silt or fine aggregate in shotcrete applications. Most important advantages can be listed as decreasing shotcrete cost, decreasing amount if mining tailings to be disposed and the contribution to be provided on sustainable production of sources. The main objective of this study is the investigation of using mine tailing instead of fine aggregate in shotcrete. In this study, 10 shotcrete designs in different proportions were formed, and properties of the mixtures were identified. Then, the experimental results were statistically analyzed, the effects of the amount of the tailing material used on shotcrete properties were presented, and empirical approaches that can be used for the estimation of these properties were developed. INTRODUCTION The disposal of high amount mine tailing on the surface is caused a lot of problems in terms of environmental impact. Unfortunately, it is known that classic disposal techniques such as tailing dam cannot provide a solution these problems. The tailing dams which are usually used in the disposal of mining tailings bring along many problems in terms of cost, environment, and human health. So mine tailings are used in different production such as shotcrete. This technique is becoming increasingly common during recent years. The usability of mine tailings in brick and concrete production instead of cement and fine aggregate has been studied by many studies [1-4]. This situation has been promising for the usability of tailings in shotcrete which is commonly used for ground support especially in tunnels. Shotcrete (sprayed concrete) is applied mainly for construction of tunnels, shafts, renovation works and strengthening of slopes. Main advantage of shotcrete is fast development of strength, which quickly ensures stability of strengthened structure [5]. Shotcrete can be defined as spraying the grout consisting of water, aggregate, cement and optional additive mixture on the desired surface with a compressed air. According to the definition of the American Concrete Institute (ACI), it is the spraying of sprayed grout or concrete on a surface at high speed with air pressure [6]. In recent years, the use of shotcrete for the support of underground excavations is decreased in the mining industry. The design of shotcrete support for underground excavations is a very imprecise process. Strength and pumpability properties of shotcrete are very significant for determining suitable shotcrete design. Flow characteristics of the shotcrete must be determined for pumpability and fluidity of the material."

Exploration for mineral deposits in the western United States is increasing annually, and the data generated by this effort are increasingly complex, diverse, and abundant. It is obvious that to make full use of this data base, which is both private and public, the technology of the computer must be involved. To lay out the framework for discussion of the particular uses of computers in all steps of exploration, this chapter will discuss the various approaches to the reconnaissance program which might be considered, the types of data to be acquired, the interpretation of these data, and the generation of recommendations based on this interpretation. Where possible, some of those areas where computer technology is now used will be pointed out. The discussion will cover the extent to which the computer is now utilized in those areas or where it should be brought into the program to aid in these activities. However, this chapter will not present an exhaustive evaluation of this technology, but will stress the exploration job and its requirements, so that subsequent discussion of the technology itself can be placed in perspective.

The steel industry's increased demand for higher grade pellets has caused the pellet producers to investigate methods of upgrading their product. The Hanna Mining Company's Groveland plant is no exception. The Groveland Mine is located in Dickinson County on the Upper Peninsula of Michigan. The low grade iron deposit is a complex mixture of magnetite and hematite with chert, quartz, jasper, and various iron silicates. (1) Beneficiation is by Humphrey spirals and anionic flotation of the iron minerals. (2) A general flowsheet is shown in Figure 1. Flotation of the spiral tailings makes up about 75% of the concentrate. A minor amount of concentrate, less than 3%, is produced in magnetic circuits. The concentrate is pelletized at the rate of 1.6 million tons per year.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. Hydrometallurgy has a well-known and established role in the production of manganese metal (1) and manganese compounds, including battery grade manganese dioxide (2). Also, several leaching processes have been developed and applied at various times for the recovery of manganese from low grade ores (3). Recently, interest in the hydrometallurgy of manganese has been stimulated by the problems presented in the processing of sea nodules (4). Fumes and dusts from the ferro-manganese furnaces also offer a potential field for the application of manganese leaching techniques (5). In treating low grade manganese ores a major requirement of the leaching process is that it should dissolve manganese from a mixture of manganese and iron oxides. The most selective reagent for this purpose is ammonium carbamate applied after preliminary pyrometallurgical reduction of the ore (6). Since soluble carbamate complexes of the postulated type (7) are formed by both manganous and ferrous, but by neither manganic nor ferric, ions, selectivety of manganese leaching is achieved by control of the reduction operation to yield, essentially MnO and Fe304? A potential improvement to this two step process would be to simultaneously reduce and selectively leach the manganese in one hydrometallurgical operation. This possibility has been experimentally studied and the results are described below. A comminution circuit is an important integral part of a mineral processing plant. Nearly 40% of the capital cost and 30 to 40% of the operating cost are taken up by the crushing and grinding circuit. Therefore, considerable care should be given to the design and selection of this circuit. Several factors affect the selection of a comminution circuit--energy consumption, avail- ability of the equipment, the remoteness of location, and availability of trained personnel, to mention a few. Each of these factors influences the choice. Selecting a comminution circuit strictly on lower capital cost may not be optimal. Crushing and grinding circuits are usually site specific and should be selected - only after careful analysis of all the factors involved. The objective of this paper is to show the effect of these factors, which are extranious to capital cost. Usually, the capital cost of a semiautogenous grinding circuit is lower than that of an equivalent conventional circuit. However, due to lower equipment availability and high power costs in certain locations, the economic advantage of lower capital cost is lost. Analysis indicates that a break even point occurs at a power cost of 5¢/kWh. This paper describes the procedure utilized for selecting the most economic comminution circuit and states the conditions applicable for each cominution circuit.

The Bellavista Gold Deposit lies 75 Kms north west of San Jose, the capital of Costa Rica, Central America and 3 Kms north east of Miramar, in the Province of Puntarenas. The total road distance from San Jose to the deposit is 120 Kms all paved road except for a 2.5 Km graded, gravel road on the property (Figure 1). Infrastructure services in the Miramar-Puntarenas area are well developed with electrical power distribution, a modern port facility and community services being available. The deposit lies on the south west flank of the Tilaran Mountain Range between an elevation of 550 and 800 meters above sea level. The local topography is steep, originally covered with pre-montaine, tropical wet forest vegetation which has been largely destroyed due to clearing for cattle grazing. The annual rainfall is approximately 2,950 mms, 90% of which occurs between May and October.

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.
