INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." The use of cyanide in the processing of gold has been documented for over a century. It is still one of the more effective methods of isolating gold, as witnessed by the fact that in 1987 cyanidation was used in the processing of 91.5% of the gold produced in the United States.

Hoses provide a variety of critical functions in nearly every mining operation. Care must be taken when selecting, installing, and maintaining hoses to insure maximum hose life. This article provides some tips on selecting, installing, and maintaining hoses, and gives some background on hose construction and safety. In the mining industry, hoses are used for everything from hydraulic systems that power drills and hammers, to suction systems that carry away dust and debris. Hoses are used on such a large scale that a detailed discussion of specific applications would require many volumes. Dayco Corp. has, however, provided these basic and brief guidelines on how to select and maintain hoses for mining applications. Hose Construction Industrial hoses are classified as much by construction as they are by application. So, it is a good idea to start any discussion of hoses with a description of their basic construction. There are four basic components to hoses: the tube, reinforcement, cover, and couplings. The tube is the inner core or lining, and is usually made of smooth rubber or plastic. Rubber or plastic composition is scientifically determined to be compatible with the materials passing through it, such as fluids, chemicals, gases, or substances. Other considerations in compounding rubber or plastic for the tube are temperature ranges and stresses. In practice, the required compound can be precisely chosen from various charts listing them according to application. There are, however, applications where the compounding of tube rubber or plastic must be customized. The reinforcement hose layer immediately surrounds the tube. As its name implies, this layer gives the hose strength and provides protection for the tube component. Reinforcement must be able to contain the inner forces-pressure and shock-transmitted through the tube, and such external forces as twisting, bending, and crushing. So it is usually made of high tensile strength cord, fabric, or wire that is wrapped, wound, or braided around the tube. The cover is the outermost layer, so it may encounter oils, acids, water, dust, abrasion, and other potentially damaging influences depending, of course, on the application. An appropriate cover material must be selected, usually a rubber compound. Couplings, even though they are a hose attachment, are as vital as any other component and should be considered part of the hose. Couplings are usually made of carbon steel or malleable iron; however, bronze or stainless steel might be used if corrosive chemicals are involved and brass or aluminum might be used for flammable fluids. A coupling is usually in two parts: an insert that fits into the hose bore and contains the threaded male, female, or other type of connection, and the ferrule or collar that fits over the hose and secures the coupling in place. There are, however, some one-part couplings that fit securely into the hose without a ferrule. These are usually limited to low pressure applications and are secured to the hose by clamps or metal bands. Some fittings can also be permanently "built-in" as the hose is made. Couplings can be classified as reusable or permanent. The reusables can be removed when the old hose expires and used again on a new hose. The permanent types are crimped or swaged on at the factory or in the field (using special equipment) and must be discarded with the hose. Although couplings are most commonly thought of as having threaded fittings, there is another type called "quick connect." The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

A principal first order and a minor summation term contribute to the solution of the discretized batch grinding equation when formulated in cumulative retained mode. Depending on the interrelationships between the selection and breakage parameters, the minor term may be advantageously modified in a number of ways. The reduced grinding equations thus obtained are solved by iterations to give relatively simple solutions which are tested against experimental data. The implications and advantages of the reduced grinding equations are briefly discussed.

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

Effects of moisture absorption on the behavior of the Dykersburg shale overlying Harrisburg coal seam in Southern Illinois are presented in this paper. Cylindrical samples of the shale 2.5 cm in diameter and 5.0 cm long were studied for weight gain and swelling strains at 90, 95, and 100 percent relative humidity and under immersed water conditions. After attaining equilibrium conditions, the samples were studied for changes in the strength and deformation behavior. The depth of moisture penetration was measured using the Vickers microhardness measurements. Using the basic mass transfer concepts, effective diffusion coefficients were computed for the shale.

According to a 2000 NIOSH report, about 100 million rock anchors are installed annually in coal mines in the USA. Most coal mines have conditions that are conducive to corrosion of the rock anchor and ancillaries (such as plates), yet the effect of this on the performance of the anchors has not been adequately researched and its effects are not understood or quantified in the USA. There is considerable research into corrosion in civil engineering applications on surface and underground but the corrosion of coal mine rock anchors is not necessarily the same because: ? In underground civil structures, water ingress is usually stopped as part of the construction process. ? Many rock bolts in mines are only partially resin grouted leaving part of the reinforcing member exposed to corrosive conditions. All cable bolts in coal mines are only partially resin grouted. ? Even when mine bolts are fully grouted, shrinkage cracks occur and the rock stresses can change due to adjacent mining that can cause the resin column around the bolt to fracture further under external shear or tensile stresses. Most coal mines therefore have ideal conditions for bolt corrosion.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. Since the late 60's, planners at American Natural have known that natural gas supplies from traditional sources will be insufficient to maintain a consistently high level of service in the near future. This dwindling of traditional gas reserves will force American Natural and other gas companies to seek new and more exotic sources of supply. In recent years a number of alternative supply sources were considered, including arctic gas, LNG, and SNG based on naptha, LPG and coal feedstocks. Several combinations, all of which included SNG from coal were selected as the most suitable alternative sources of gas supply for American Natural, and thus our company embarked on the formation of a coal gasification project in the early 70's. Work began with the evaluation of available coal supplies in the United States in late 1970. Western North Dakota was selected for several reasons: large contiguous reserves of lignite were available near the surface, similar to German brown coal for which the Lurgi gasification process was originally developed; the conditions for land reclamation in the area are favorable; and the people in the area have a positive attitude toward well ordered development.

An important factor in filtration is the zeta potential of the particles. Since zeta potential is a function of pH, it was hypothesized that adding CO would lower the pH and zeta potential. A reduction in zeta potential should enhance the flocculation and increase the filtration rate. This paper describes the effects CO on the zeta potential of both pure hematite and samples of hematite concentrate from an iron ore processing plant. A significant shift in the zeta potential, as a function of pH, curve was observed. These results point to an alteration of the particles mineralogy, not just a shift in pH.

A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive x-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of particles. This paper will focus on the results for respirable quartz particles that occur in underground coal mines across the U.S. The relationship between the amount of surface-available quartz and coal seam rank is well established for Pennsylvania

Though computer simulation of coal beneficiation has been in use for nearly two decades the models used in the programs for the simulation of the crushing processes concentrate mainly on the size distribution. This paper suggests the use of an empirical equation approximating to the cumulative probability or error function for the simulation of the liberation process in coal crushing. The algorithm outlined here can be incorporated in a computer program already having a size distribution model.

Dust produced during blasting in a copper/nickel based mine was studied and characterized. A stope utilizing the crater blasting technique, or the vertical retreat mining (VRM method), was examined. Two dust monitors were used to measure an airborne dust produced during blasting operations. The data collected in situ was primarily used to formulate the boundary value problem for a generalized equation that describes the transportation process of airborne dust from all places where dust is produced by the VRM mining method. The field data was also used to define the analytical forms for the initial and boundary conditions, to provide a simple and reliable equation for flow of dust in a stope vicinity, and to identify the non-measurable constants. The effects of the amount of blasting material and of the ventilation system in use on dust concentration are also discussed.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

Barrick Goldstrike Mines Inc. (Goldstrike) operates a six circuit (train) pressure oxidation plant for the pretreatment of gold bearing sulfide ores. The property is located 27 miles north of Carlin, Nevada. Since the commissioning and start-up of the first circuit in 1990 until the present total plant availabilities have exceeded 90%. The discussion that follows will detail the maintenance practices employed to consistently achieve this goal.

The drill-and-shoot excavation of the two underground Pumphouses for the Metropolitan Sanitary District of Greater Chicago's Mainstream Pumping Station is described. The construction sequence involved the concurrent excavation and support of the two 19.2 m (63 feet) wide by 83.6 m (274 feet) long by 29.3 m (96 feet) high caverns. Excavation was interrupted after taking the 6.1 m (20 feet) high top heading in order to cast-in-place a 0.2 m (8 inch) thick by 19.2 m (63 feet) wide concrete arch. The remaining 23.3 m (76 feet) of rock was then excavated in benches below the concrete arch. PROJECT DESCRIPTION Twenty-four kilometers (15 miles) southwest of the city of Chicago, Peter Kiewit Sons' Co., in a joint venture with John F. Shea Co., and Kenny Construction Co., has successfully completed the construction of the Mainstream Pumping Station for the Metropolitan Sanitary District of Greater Chicago. The five year, 169 millon dollar project is a vital component in Chicago's Deep Tunnel and Reservoir Plan in that its function is to lift the sanitary/ storm sewage back up to grade from 107 m (350 feet) below ground, and pump it to the treatment facilities 8 km (5 miles) away.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

Mine design and selection of ore processing capacity depend upon a correct estimate of the grade-tonnage distribution. The estimate must reflect what can be recovered and processed. The McCoy/Cove operation in central Nevada, USA, is a gold and silver mine. Case studies of recoverable reserve estimation for gold and silver were made using multiple indicator kriging and the log-affine variance correction. From this model, the grade-tonnage distribution was constructed. Optimal pits were generated by utilizing the distribution, and the results were compared with the pit generated by ordinary kriging. Studies indicate that the proposed method for multi-metal recoverable reserve estimation is more accurate than ordinary kriging in terms of both tons and the grade. Using recoverable reserves for mine design will maximize global recovery of mineral resources.
