Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the

INTRODUCTION The mining of gold commenced on the Witwatersrand in 1884, and reached a mature state by about 1910, when nearly 20 million metric tons were mined. Mining has continued on the central Witwatersrand, the area of the first mining, at a similar rate until recent years. As a result, well over 1 billion tons of gold mining wastes have been dumped along a line over 80 km long, centred on Johannesburg and stretching from Randfontein in the west to Nigel in the east. (see Figure 1). The population of this conurbation, which straddles the line of mining, has grown to about 5 million. In 1922 uranium was first discovered as a constituent of the ore (and thus of the wastes). Investigations in the 1940's revealed that values near Johannesburg were low, but that, at the western and eastern ends of the central Witwatersrand line, and in the new areas centred on the towns of Carletonville, Klerksdorp and Welkom up to 200 km from Johannesburg, values were adequate to permit uranium recovery. Commercial production commenced in 1952, and by 1979 over 100 000 tons of uranium oxide had been produced. There thus arises on the central Witwatersrand nearly 1,3 billion tons of slimes containing an average of about 0,005% uranium and about 1,8% FeS2. The material grading is about 70%-75µm, and the primary mineral is silica (over 85%). The material is contained in dams constructed hydraulically. A typical dam has an area of about 100 hectares and there are over 6000 ha under slimes dams in the area of concern. The treatment of these dams for uranium recovery commenced in 1977. The situation has thus arisen whereby potential uranium ores have unwittingly been dumped in significant quantities within a major metropolis over a period of nearly a century. The purpose of this note is to review the experience arising from the potential hazard over a considerable time.

There is a great number of asbestos deposits in the USSR. Some of them are quite large ones. The main deposits of chrysotile asbestos can be seen in the sketch map (fig. 1). Bazhenovo deposit situated in Sverdlovsk region is the largest of them. It is on mining operations since year 1889. Systematical studies of asbestos deposits were begun from the first years of Soviet Government and connected with the names of K.E. Tarasov, P. M. Tatarinov, B. J. Merenkov, N.D. Sobolev, F. V. Syromjatnikov, V. N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V. R. Artemov, V.F. Dybkov and many others. This investigations served the USSR to be one of the most important producers of asbestos in the world. In the limits of the report a characteristic of the main asbestos deposits of the USSR may be done in general outline, from the point of view of their genesis, and in order to show their common features and differences that must be taken into account for forecasting, exploration, and mining of asbestos. All chrysotile asbestos deposits of the USSR were formed of magnesium rock as a result of comparatively lower-grade temperature hydrothermal alteration and free crystallization of fibrous chrysotile in open cavities that served as catalyst As a matter of fact an important mineral for industry is not chrysotile in general, a widely distributed rock-forming mineral, but a long fibrous and mainly vein variety of chrysotile. It must serve for geologists as an important prospecting criteria. A geologist should search for the mineral not only places of possible chrysotile generations, but places where asbestos may be crystallized in its long fibers that could be fiberized well. The Soviet geologists distinguish two groups of chrysotile-asbestos deposits: (1) related to ultrabasic rocks and (2) related to sedimentary dolomite terranes, taking into account what the maternal rock was affected by hydrothermal solutions. The largest deposits related to ultrabasite. The largest deposits in dolomite are small ones but their asbestos contains almost no iron. So much asbestos is a better filler into insulating plastics. There is a few types of asbestos deposits in the limits of the ultrabasic group. The largest of them is a Bazhenovo type which the deposits of Urals are attributed, and Bazhenovo deposits is the first instance. The Bazhenovo type is characterized by the most complete zonality in disposition of various kinds of asbestization. This type of deposits is practically the only one to be in working now in the USSR.

PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. In sequence one excavation, the top heading is excavated in two halves with a one-meter separation. In sequence two excavation, a side gallery is advanced 8 or more meters ahead of the

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. Centralized automatic control was built into the original and expanded facilities to the greatest extent possible, considering the state of the art at that time. Installation of additional control

The Marysvale volcanic field of west-central Utah contains large areas of argillically altered rocks (fig. 1) that, in turn, enclose smaller areas of fine-grained, medium-grade, replacement alunite deposits and coarsely crystalline, high-grade vein-type alunite deposits. The largest replacement alunite deposits are [ ] located peripheral to a 23-m.y.-old monzonite stock called the Central Intrusive (fig. 1). The deposits formed in near-surface, highly oxidizing environments at the tops of hydrothermal plumes that were spaced irregularly around the stock. The deposits are horizontally zoned from alunitic cores through kaolinitic to propylitic envelopes. Vertically, characteristic alteration minerals progress from a pyrite-propylitic alteration assemblage at the base, upward through alunitic, jarositic, and hematitic assemblages to a flooded silica cap as shown on figure 2. The silica caps are cut by hydrothermal explosion breccias. d34Sso4 values of + 11.5 to + 15.4 permil indicate that sulfur in the hydrothermal plume was derived from underlying Mesozoic evaporites. The sharp upward transition from pyrite- propylite to alunite probably marks the paleowater table, and the top of the flooded silica cap represents the paleoground surface. Basin-Range extensional tectonism began shortly after alteration, and buried the replacement alunite deposits in basins beneath sediments eroded from uplands. The deposits were only recently exhumed.

We have all heard a great deal about how various projects were financed or certain companies were successful in obtaining a bank loan. There are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of sources available to finance minerals operations, but let me assure you that these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to almost all minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. In the following pages I hope to provide some insight into what I define as the loan approval process. Having pre-offered my definition, I intend to delineate the various stages of the process and the planning and information I believe should be contained in each. My ultimate goal is to help you think like a banker and, in so doing, stay on top of the process so that you can successfully obtain the funding necessary for your projects.

Introduction Laboratory studies were carried out at West Virginia University to investigate the rock-fragmentation mechanism of continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be bit spacing, bit geometry, depth of cut and cutting-drum rotational speed. This paper presents a discussion of the effects of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation. The removal of rock ridges/walls between adjacent grooves is analyzed with three hits mounted simultaneously on the cutting head, while the bit tip angle was varied from 600 to 900. Bit spacing was varied from 25.4 to 50.8 mm (1 to 2 in.) while the cutting process was assessed for varying cutting depths. Respirable dusts generated during the course of the experiments were analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism of continuous miners in terms of energy consumption and dust generation. A review of the literature revealed that a considerable amount of research has been carried out on rockcutting processes. Many authors agree that the mechanical cutting efficiencies of mining machines (e.g., continuous miners, shearers and road headers) are affected by a host of parameters. Some of these parameters are machine controlled, some are operator controlled, while others are uncontrollable. Efforts were focused on understanding the influence of parameters such as bit spacing, cutting depth, attack angle, bit type, drum speed, bit geometry (i.e., tip size, shape and tip angle) and rock type on the cutting process efficiency in terms of specific energy consumption and respirable dust generation (Strehig?? et al., 1975, Hanson et al., 1979, Khair et al., 1989). Roepke et al. (1976) in an attempt to study the dust and energy generated during coal cutting using point attack bits found that the dust and the specific energy consumed both decrease as the depth of cut increases. The four fundamental stages of dust generation luring rock fragmentation are identified by Zipf and Bieniawski (1989). Coal breakage by various types of wedges was assessed by Evans and Pomeroy (1966) in an extensive experimental study on British coals. Yet the industry today requires further attention and guidance to optimize the energy consumption and dust generation during the rockbreakage process. This paper attempts to give a better understanding of the influence of some of the parameters listed above and focuses on further improvement in the rock-cutting process. The specific energy consumed for different types of bits used and the respirable dust generated are analyzed in the context of the variation of a few other parameters. Laboratory investigation The experiments were performed in the Rock Mechanics Laboratories located at West Virginia University. A rock-cutting simulator designed and fabricated by Khair (1984) was utilized for this purpose. The details of this machine are available in the literature (see Khair 1984). For this study, a series of preliminary experiments was carried out to determine the optimum cutting frame advance speed. This was intended to facilitate a maximum cut depth of 31.75 mm (1.25 in.) at an advance rate of 0.525 mm/s (0.0207 ips) for all types of bits being used and various bit spacings being considered. To look into the cutting-process efficiency of a continuous miner in the laboratory, several parameters of influence are being considered. Besides the bit-geometry parameters, machine- and operator-controlled parameters, such as spacing of bits on the cutting head, the cutting head rotational speed and the total cutting depth during an experiment, are varied. At the time this paper was written, only part of the completed experiments were ana¬lyzed, and a number of experiments were still being carried out following an orthogonal fractional factorial experimental plan to assess the effect of all of the above¬mentioned parameters on the cutting efficiency in terms of energy consumption and dust generation. Three different types of tip angles, namely, 60°, 75° and 90°, and two different tip sizes, namely, diameters of 7.94 and 24.61 mm (0.313 and 0.969 in.), were used. At

he leaching behavior of palladium in ammoniacal solutions has been investigated by using the rotating disk technique in an autoclave. The study included the effect of rotating speed, temperature, oxygen pressure, composition of ammoniacal solutions, and catalyst on the overall leaching rate. The dissolution of palladium in ammoniacal solutions was discussed in view of the thermodynamics and a kinetic model. Even though the potential-pH diagram suggests that palladium metal can dissolve in ammoniacal solutions at room temperature, it was found that the dissolution was too slow at temperatures below 100°C but was significantly improved at higher temperatures. It was also found that the rotating speed of palladium disk had no effect on the leaching rate. The apparent activation energy was found to be 69.7 kJ/mole. Based on the results obtained, it is concluded that the dissolution of palladium is controlled by chemical reaction.

The Balsam Meadow Hydroelectric Project is currently under construction in central California. TMCI Construction, Inc. was subcontracted to perform the shaft enlargement and lining required for the elevator, surge and power shafts. Involved in the initial work was slashing the elevator and surge shaft into a previously excavated borehole. The elevator shaft then required a reinforced concrete lining and structural steel installation. Throughout the course of construction, numerous design changes occurred, necessitating a lining in both the power and surge shafts. These changes caused TMCI to design two underground hoisting systems to install these additional linings. An analysis of the construction methods used is now given. Introduction The Balsam Meadow Project consists of an underground hydroelectric powerhouse designed to provide additional capacity and energy to the Southern California Edison system during critical peak demand periods, and has the capability for pumped storage operation. The project is located in the Sierra Nevada Mountains about 55 miles northeast of Fresno. The project will divert water presently flowing from Huntington Lake to Shaver Lake to power a single 200 megawatt turbine generator. The approach used to the shaft slashing was governed partially by the strict CAL-OSHA requirements, which became more stringent after the recent Helms' Creek accident. A scaled down sinking plant was used to minimize economic risk and to simplify the excavation and lining scheme.

"The adsorption of collector on bornite has been studied in situ in aqueous solutions by applying an atomic force microscopy (AFM). The AFM images show that xanthate, such as potassium ethyl xanthate (KEX) and potassium amyl xanthate (PAX), adsorbs strongly on bornite mainly in the form of insoluble metal xanthate, which binds strongly with the mineral surface without being removed by flushing with ethanol alcohol. This adsorption mechanism is very similar to the one obtained with chalcocite/xanthate system. However, the result also clearly shows that the adsorption of xanthate on bornite is totally different from its adsorption on chalcopyrite, during which oily dixanthogen is the main adsorption product on chalcopyrite surface. The obtained AFM images also showed that the adsorption increases with increasing the collector’s concentration. When Cytec Aerofloat 238, a dialkyl dithiophosphate collector, is used, it adsorb on bornite mainly in the form of an oily substance, which can be rinsed off mineral surface by flushing with ethanol alcohol. AFM images also show that the adsorption of Cytec Aerofloat 238 increases with increasing the adsorption time. INTRODUCTION The adsorption of collector on mineral surface is vital for a successful flotation process to achieve a satisfying recovery. Historically, many works have been carried out to clarify the adsorption mechanism of collectors on sulfides. (Gaudin and Schuhmann, 1936, Poling and Leja, 1963; Allison et al., 1972, Fuerstenau, 1982; Leja, 1982; Woods, 1984) Compared to other copper minerals such as chalcopyrite and chalcocite, much less work has been done to study the adsorption collector on bornite. Allison et al. (1972) studied the reaction products of various sulfide minerals with xanthate solutions and reported that the measured rest potential of bornite in 6.25×10-4 M KEX solution at pH 7 was +60 mV and the reaction product of PAX on bornite was cuprous alkyl xanthate. Mielczarski and Suoninen (1984a, 1984b) applied the XPS and studied the adsorption of potassium ethyl xanthate on cuprous sulfide. It was reported that there was a relatively rapid formation of a well-oriented monolayer of xanthate ions followed by a slow growth of disordered cuprous xanthate molecules on top of this layer. Buckley et al. (1984) investigated the surface oxidation of bornite by linear potential sweep voltammetry and X-ray Photoelectron Spectroscopy and proposed the adsorption products on bornite depended on the solution potential. Zachwieja et al. (1987) studied the electrochemical flotation of the bornite-ethylxanthate system and reported that KEX reacted with bornite through an electrochemical oxidation reaction forming cuprous xanthate between -0.4 and -0.2v (SCE). At almost no time since the end of World War I has the coal industry been free from serious threats to its competitive position. At present, the critical question is whether the industry can maintain its position in the electric power market and this paper reviews the prospects in this area. Our report is part of a study, supported by Resources for the Future Inc., dealing with coal demand in general. Like most elements of coal economics, it has received much less analysis than problems in other energy sectors--a defect we felt worth correcting. We have concentrated on electric power elements of the market. The nature of the coal market makes this the natural choice. Three markets absorb over 80 per cent of coal production and are considered in our overall work. The completely excluded sectors are largely catchall categories in which coal use is declining anyway. Comparing the three markets included in the overall study, we see: modest growth is the most optimistic forecast for metallurgical coke; export growth depends to a large extent on policies of foreign governments. Electric power use, however, has rapidly grown to absorb over half of coal output and coal's prospects depend almost entirely on continued expansion of this market. Throughout the 1960's the demand for coal used to generate electrical power in the United States grew at an average rate of 6.5 per cent annually. This growth rate will be sustained until at least 1976.

The bucketwheel stacker/reclaimer is suited for a variety of bulk material handling systems, especially those operating with stockpiles in excess of 30,000 tons. The bucketwheel stacker/reclaimer, although relatively new in the United States (first introduced here in 1964), has been successfully used in European countries since the early 1940's. Basically the machine is the outgrowth of the bucketwheel earth excavator and the traveling tripper boom type stacker. Since their introduction here they have achieved wide acceptance, especially with coal fired power plants. (Figures 1, 2, and 3.) The stacker reclaimer has been utilized in barge and ship loading/unloading facilities, and in the material handling systems for steel mills, where it has been used to stack and reclaim iron ore at rates up to 6000 tph stacking and 4000 tph reclaiming. They have also been employed at mine mouth power plants for the handling and storing of the plant fuel supply and to help balance the mining rate with the fuel consumption rate.

The Zabirah bauxite is a Cretaceous paleolaterite exposed by postTertiary uplift and erosion of the Phanerozoic sequence. The laterite profile, which is preserved in situ, occupies a prominent angular unconformity over a sequence of sandstones, siltstones and mudstones ranging from Late Triassic to Early Cretaceous in age, and is overlain by a Late Cretaceous terrigenous and carbonate package. The profile is known to be preserved over an area of 250 sq km and at depths below the present surface of up to 80 m. The bauxite layer is hard, compact and predominantly pisolitic, with a variety of subordinate, superimposed textures resulting from post-formation alteration. The bauxite minerals are boehmite and gibbsite. Boehmite generally predominates, and the boehmite:gibbsite ratio averages 2:1, with a marked tendency for the proportion of boehmite to increase down the profile. Kaolinite, a major constituent of the profile, is concentrated in two zones, one above and one below the pisolitic bauxite layer. Iron content is variable and bears a direct relationship to parent-rock lithology. Genesis and preservation of the bauxite are due to the favourable coincidence of a number of geological controls of which the most significant are the local structural and sedimentary regimes, the lithology and chemistry of the parent rocks, and the Cretaceous paleogeography of the region.

Whether the mining engineer is concerned with stress problems in a mine at depth, the development of a new drill bit, or the efficiency of a comminution process, the mechanical properties of the rock with which he must work are of the utmost importance. One of the most popular topics in rock mechanics circles today is ?Is it possible to utilize directly parameters determined from laboratory tests on rock specimens in the analysis of mining engineering problems?? It is the author's opinion that laboratory and .field investigations have not yet reached the stage of development where this question can be answered with any degree of certainty. At present, great difficulties are involved in applying the results of laboratory tests to a mining engineering problem. However, this is due in part to the lack of detailed measurements of stress and deformation in the field and in part to the lack of development of satisfactory structural theories to correlate laboratory and field measurements. Furthermore, if mechanical properties measured in the laboratory are to be directly applied to the analysis of mining engineering problems, the critical mechanical properties must be identified, reliable test procedures must be developed and extensive test programs must be carried out.

It has been accepted almost as dogma that sampling contributes most of the error to fluctuations in gold fire assays. Differences in assay results on pulp material from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" or relatively coarse gold particles. It is true that if coarse gold particles are present they contribute to substantial sampling fluctuations, but while the process of sampling is probably the major source, the analytical process cannot -be completely ignored as a possible contributor to erratic assay results. In order to maintain a stable assay process, the analytic part of the system must be kept in control as well as the sampling and preparation part. One way of monitoring the performance of the analytic system is to systematically assay standard material whose sampling characteristics are carefully controlled. Gold assay standards are not prepared nor can they be prepared to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for preparation (which includes both the processes of comminution and splitting) followed by fire assay, to make inferences only about the fire assay process. Because most gold ores are very heterogeneous, sampling errors would in most cases completely mask the contribution of the analytical errors. Assay standard material is prepared only to assess the accuracy and variability in the fire assay process.

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

The maintenance and development of operational excellence in lignite mining operations at RWE Power is supported by the Continuous Improvement Process (CIP) ""immer:besser"" (getting better). Obtaining cost reductions with the aid of the CIP as a kind of value-adding self-renewal process to ensure competitive lignite mining operations and lignite-based electricity generation forms the basis for further increases in profitability and growth. Since the beginning of the 1990s, RWE Power has carried out a multitude of re-engineering projects focusing on the efficient shaping of processes with the assistance of external consultants to enable the Company to cope with the considerable need for change by swiftly implementing major efficiency levers. These also include the required adaptation and development of the organization. Since 2004, the Continuous Opencast Mine Improvement Process (""KVT"") has enabled the mines to tap significant cost reduction potential by virtue of their own strength. But there is another issue that has come into focus: the development of performance enhancement options. In 2006, the ""KVT"" process, piloted in the opencast mines, was included in the RWE Power-wide immer:besser (i:b) programme (Figure 1)."
