During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

Water-powered jackleg rock drills, introduced recently in South African mines, are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. Comparative testing of these drill types was performed in Quebec. Based on the test results and on time studies performed in the mines, water-powered drilling was reviewed. The review considered the drilling rates achieved, the infrastructure needed, side effects and health and safety considerations. This study shows that the application of water-powered drills may, under specific conditions, help increase the footage drilled and may improve the working environment. Examples of such applications are presented in the conclusions.

Surface subsidence has been recognized as an inevitable consequence of underground coal mining for several centuries. The damage resulting from this phenomenon has been witnessed in rural as well as in urban areas and ranges from simple land settlement to severe structural damage to buildings. Subsidence prevention is not feasible, at least under the existing technological and economic constraints of underground coal mining. Using a rational method of subsidence prediction, it has been demonstrated in many coalfields that subsidence control can be successfully practiced in order to reduce and accommodate subsidence within environmentally acceptable levels. This paper presents the development and testing of a subsidence model, based on the zone area method. This technique is a refined development of the influence functions and it is capable of investigating a mining plan of any shape, thus facilitating both longwall and room-and-pillar mining systems. More specifically, this study can be divided into two major efforts: (a) The development of the zone area model. This formulation was designed to accommodate the analysis of an optimum number of zones, over the area of interest, both accurately and efficiently. (b) The testing of the computer techniques with appropriate field measurements. In order to accomplish this, published as well as unpublished information was collected and analyzed according to a regionalized scheme. This procedure minimized differences in subsidence characteristics between the various coalfields and allowed a regional validation of the predictive capabilities of the model.

Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in Virginia includes parallel 1.5- mile (2.4 km) tunnels constructed using a tunnel boring machine (TBM). The TBM launching and receiving shafts were excavated within the footprint of two reclaimed islands abutting the navigation channel for the Port of Virginia. The shaft excavations—a circular tri-cell shaft at South Island, and a circular-rectangular twin-cell shaft at North Island—were supported by slurry walls up to 190 feet (58 meters) below the island surfaces. This paper describes specic design considerations for these shafts, as well as construction and uality-oversight aspects of their excavation and construction.

Recent sinkhole activity in carbonate terranes of Alabama has resulted in damage to transportation lines, structures, utility lines, and property in general. Active sinkhole development and subsidence has been well documented in Alabama, Florida, Pennsylvania, and South Africa. An excellent example of the potential danger resulting from this activity is the spectacular collapse under a South African gold ore crusher plant that resulted in the death of 29 men in 1962. Due to the severity of the problem in certain localized areas in Alabama, a detailed investigation is being undertaken by the Geological Survey of Alabama and the U. S. Geological Survey. One of the most promising techniques is the application of aerial photography and thermal infrared imagery. Conventional and modern remote-sensing techniques are being used in Alabama to locate and define areas of sinkhole activity and to determine which areas are most prone to its occurrence.

Mineral activity in Ontario represents an annual production in excess of $4 billion. The Ontario government encourages the mining industry to undertake mineral development through grant programs and incentives offered by mineral resource taxation. Computers are playing an increasingly important role in improving productivity in the administration of incentive programs and the Mining Tax Act in Ontario. This has meant speedier processing of grant applications and tax returns which is resulting in a streamlined approach to incentives and taxation in Ontario. The use of computers has resulted in significant contributions to key areas of concern such as assessment of mining tax returns, analysis of the changes, if any, to the Mining Tax Act and modeling of the Ontario Mineral Exploration Program (OMEP). Implementation of state-of-the-art technology such as Local Area Networks (LAN's), fourth generation languages and integrated micro-mainframe information processing has resulted in improved productivity as well as lower costs. As a result, the respective services provided to the mineral industry by these two programs are now delivered in an efficient and cost-effective manner utilizing the latest available computer technology.

During 1964 and 1965 a mineral exploration program was carried out over an area of approximately 250 square miles, located in the Anvil-Vangorda Creek area of east central Yukon, 125 miles northwest of Whitehorse. The Vangorda deposit, a massive lead-zinc sulphide body discovered in 1953, was centred in the area proposed for exploration, a northwest trending belt located between the southwestern flank of the Anvil Range and Pelly River. Exploration for base metals in the remote Anvil area had previously been restricted by poor metal markets in the late 1950's. Regional geologic information was also limited except for publication of a scale 1 inch to 4 mile map by the Geological Survey of Canada in 1961. To effectively explore this area, a combination of geophysical and geochemical methods were essential due to extensive overburden cover varying in depth from a few feet to over 300 feet. (Figure (i) Key Map) Dynasty Explorations initiated the first comprehensive regional exploration program in the Anvil area, utilizing saturation prospecting methods employing geologic, geochemical and geophysical methods. The program involved an approach demanding continual modification of technical and physical logistics. After a total of 12 months of field work involving an expenditure of approximately $450,00, massive sulphides were discovered which subsequently proved to be an economic orebody. Thirteen properties had been acquired and explored. Ten separate geophysical anomalies had been outlined by a combination of magnetic, electric and gravimetric survey techniques of which five were tested by rotary drilling and two by diamond core drilling. The discovery of the Faro deposit was a direct result of this program.

In Electric Arc Furnace (EAF) steelmaking, dust emissions are collected in a baghouse to prevent their escape to the Environment. This fine dust, predominantly iron oxide, also contains oxides of various other metals introduced into the EAF from the scrap charge. For example, mixed or galvanized scrap brings with it zinc, lead, and small quantities of cadmium which preferentially accumulate in the collected off-gas dust. Stainless steel scrap brings chromium into the charge, some of which also makes its way into the baghouse dust as hexavalent chromium-containing oxides. Because many of the contained heavy metal oxides are water-leachable, the U. S. Environmental Protection Agency has listed EAF dust as a hazardous waste which, as of August 8, 1988, cannot be 1andfi11ed without first being treated. Moreover, beginning August 8, 1991, all dusts with zinc concentrations of 15% or greater will be required to undergo high temperature thermal treatment to remove the heavy metals prior to any further disposal. This deadline represents several EPA-granted time extensions to the original requirements; extensions which were granted to allow for further development of process technologies.

In any treatment process that requires a coarse feed material to be reduced to a fine size by crushing and/or grinding it must be determined whether a wet or dry comminution system should be utilized. All factors must be evaluated in reaching the decision. Among these factors are: 1) Ecology and Plant Environment: Unfortunately in many instances the decision on wet or dry is based on prejudice resulting from an unnecessary fear of dust. The writers submit that this fear, although once justified, is no longer valid because technology and equipment is now available to collect dust to meet any standard. When dry grinding is used it is very often possible to discard a portion of the waste product in a dry state. This will decrease the size of the tailing pond required. As pollution control standards increase it becomes increasingly difficult to clean up water from tailing ponds. 2) Operating Costs: Steel wear is often five or more times greater in wet grinding than in dry grinding. This is mainly due to corrosion. The evaluation of the economics of dry grinding must of course include the air system and dust collection; similarly in a wet grinding plant related pumping and material handling costs should be included. Pumping costs are often overlooked. This assumes water is made to flow for nothing. Pumping can account for 20 percent of the power consumption in the grinding plant. Large scale comparative tests were conducted in a wet and dry commercial plant in 1970. The same ore was used for both tests. With all factors included in both plants the dry system showed lower horsepower per ton.

The seepage forces generated around pressurized water tunnels in rock are investigated using the analysis tools of geomechanics. The theoretical background of the two-phase material behavior is explained and the equations of motion and continuity are presented. Applications on two case studies typically occurring in practice deal with the required minimum rock cover for a pressurized tunnel and the separation between two tunnels carrying different heads. The rock mass behavior as described by the Mohr-Coulomb and Hoek-Brown material models is investigated by numerical analyses and the results are compared. The effect of key material parameters on the safety factors and the associated modes of failure is discussed.

Scattered north and south along a 161-km (100-mile) stretch of Interstate 80, Newmont Min¬ing Corp. owns four active mining properties in Nevada?s northern high desert ? Carlin Trend Operations, Midas, Twin Creeks and Phoenix. Among the four, there are nine openpits, five underground mines and 14 processing facilities. While gold is the predominant ore, silver and copper are also produced. And in a move to hold down energy costs, Newmont built and owns the 200-MW (net), coal-fired TS power plant. This plant provides about 65 percent of the power used for Newmont?s own operations, while the rest is sold to NV Energy, which services Nevada and northeastern California. Bringing the Phoenix Mine ? Newmont?s newest in Nevada ? on-line presented many developmental and operational challenges. Located about 19 km (12 miles) southwest of the town of Battle Mountain, the general area had been home to prospectors and other mining companies since the 1860s. But any profitability in developing the lower grade gold, copper and silver deposit at Phoenix proved elusive, with Battle Mountain Gold being the last company to make an attempt. When Newmont acquired Battle Mountain Gold and its Phoenix reserves in 2001, the lower grade of ore was not a deterrent. Newmont found Nevada-wide cost savings synergies for maximizing profit during the depressed gold market of the late 1990s. The new property was aptly renamed the Phoenix Mine, a nod to its rising from the ashes of the dreams and efforts of previous mine owners.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. Henderson Mine has been transporting molybdenum ore using a rail haulage system for the past 21 years. Due to the age of this system, limited performance, and obsolescence, a capital investment decision was imminent. Henderson used this opportunity to evaluate other transportation methods and continuously improve their mining practices. These efforts resulted in a new mine plan for Henderson, which ensures that Henderson will continue to supply high quality molybdenum into the 21st century. This paper will discuss the dramatic changes taking place at the Henderson Mine as a new production level is mined. These changes include the installation of an underground crushing, conveying, and truck haulage system, as well as increasing the scale of the panel caving process. Each of these topics will be discussed, as will their rock mechanics and material flow implications.

Ore at the Congress gold property, located near Goldbridge, British Columbia, is extremely refractory with most of the gold disseminated in fine-grained arsenopyrite. Metallurgical testwork conducted by Giant Bay Biotech Inc. indicated that biooxidation pretreatment was capable of increasing cyanide gold recovery from the ore to greater than 90%. To determine if the bioleach process could be successfully scaled up, a 225m' (7950-cu ft) commercial size bioleach reactor was built and tested at the mine site in 1989. At that time, the tank was the largest bioleach reactor ever operated. The objectives of the program were: • to ascertain if the biooxidation rates obtained in lab and pilot-scale reactors could be duplicated in a commercial scale tank; • to identify agitation conditions under which the process will function optimally; and • to demonstrate the bioleach process on a scale sufficient to satisfy the owners and potential investors.

It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. The Mine Injury Reporting System (MIRS) allows users to access accident and production data prepared by the Health and Safety Technology Center of the Mine Safety and Health Administration of the United States Department of Labor for any particular state and to generate a simple, yet informative, report.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.
