The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

The extension of the commuter railway system (S-Bahn) in Leipzig, Germany willrequire the construction of an underground line crossing the downtown area of thecity to tie the Bavarian Station in the South to the Main-Station in the North. The City-Tunnel-Leipzig is currently one of the largest infrastructure projects in Europe. This system extension will have a length of approximately five kilometers. 3.9 kilometers of that length are currently being constructed using either cut & cover construction or tunnelingmethods. The design and construction of this project currently is and will continue facing very significant challenging urban and demanding geotechnical conditions.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. Today, in Detroit, Michigan, a 14 ft. 6 in. diameter soft ground tunnel is being mined at penetration rates limited only by the logistics of liner handling and spoil removal. Soil conditions are highly variable and include clays ranging from very plastic to very hard, gravels, sands, silts and boulders. The permeable soils contain high concentrations of methane gas, compressed by groundwater levels some 40 ft. above tunnel invert. Despite these adverse conditions, mining crews frequently complete their 70 ft. production quota in six hours and go home. In one 4000 ft. reach of tunnel, progress averaged 68.9 ft. per mining shift. This paper has been written to explain this extraordinary accomplishment, and to demonstrate that truly continuous rapid excavation in difficult grounds is now limited by factors other than the excavation process itself. BACKGROUND The Detroit metropolitan area has a long and interesting history of soft ground tunneling. From 1949 to 1968 the city of Detroit alone constructed some 75 miles of soft ground tunnel. During this period the development and common usage of rotary or "wheel-type" soft ground tunneling machines was pioneered in the Detroit area. These machines are designed for, and were successful in, the cohesive or clayed soils that predominate the downtown Detroit geology.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

The chemical composition of the Pennsylvanian Bethany Falls Limestone Member of the Swope Formation was investigated using optical emission spectroscopy and both flame and flameless atomic absorption spectroscopy. Elements determined were Ca, Mg, Fe, Mn, AI, Si, Na, K, P, Ti, Zn, Cd, Ni, Co, Cu, Pb, Cr, V, and Mo. Over 100 samples were collected from active quarries along a 320-km-long (200-mile) outcrop in northwestern Missouri. Intervals were sampled representing uniform lithology to determine vertical and lateral geochemical variation. The Bethany Falls Limestone is the most extensively quarried Pennsylvanian limestone in Missouri. In 1975, 42 active quarries produced almost 5.4 million tons (6 million st) of stone valued at over 15 million dollars.

The upper Animas River watershed is affected by metal-rich drainage from abandoned mines and by natural weathering of mineralized bedrock. To investigate the importance of natural metal sources, surface waters were sampled in a minimally mined but intensely altered area of the watershed. Water chemistry was strongly controlled by the degree of bedrock alteration. Propylitically altered rocks, which contain calcite, produced neutral waters with low metal concentrations, whereas quartz-sericite-pyrite alteration was characterized by acid-sulfate type waters with high metal concentrations. A mass-balance approach was used to estimate natural metal sources, which accounted for 56-905 of the dissolved metal load discharging from the study area

Results of the application of the micro-gravity method in predicting rock bursts and rock mass deformations are discussed. Research was done in the Daisy black coal mine, Upper Silesia, Poland, during 1979-1980. At that time, microgravity investigations helped increase the safety of coalbed exploitation in progress. During the first stage of exploitation, a mining shock of 107 J energy was predicted in a region where 40 miners worked.

Historically, geologic data has not been adequately considered in resource estimation. More recently, with the use of computers and sophisticated estimation algorithms and geostatistical justifications, geology has been downplayed further. Many reasons are given for not using geology including cost, time and irrelevance. None are valid. Boundaries defining mineral domains should be used in computer-generated resource estimates. Selected case histories show how the failure to honor geology has caused discrepancies in resource estimates of actual in-place resources. After-the-fact differences have included decreases in tonnage of up to 50% and increases up to 300%; partial to complete recategorization of material; and 50% decreases in grade. The costs of gathering and using geology are trivial compared to the potential consequences.

This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

Longwall faces can move at high advancing rates, but many geological variations can cause unexpected instabilities and production losses. The rapid movement makes it necessary to evaluate different geologic conditions in the rock mass as fast as possible to assess their effects on the longwall face and shields. It is believed that prompt awareness of geologic conditions is the key to preventing instability at a longwall face. This paper introduces the application of fuzzy set theory for characterizing and evaluating roof conditions. Real-time monitored data coupled with fuzzy set analysis provides valuable information, such as shield leg pressure, developing load on shields, intervals of periodic weighting and the ratio of developing loads during periodic to normal times.

The U.S. Bureau of Mines (USBM) has recently developed a rock mass classification system for evaluating the structural competency of bedded roof strata; the Coal Mine Roof Rating, or CMRR. When compiled with the companion Lotus 1-2-3 spreadsheet, which is simple to learn and use, CMRR data are a useful tool with applications to longwall gate road pillar design, safety hazard mapping, and artificial roof support analysis. This paper demonstrates these applications under actual conditions found in current U.S. mining operations.

Recent research at the Parker Centre in Pe1ih, Western Australia, has provided opportunities to reduce gold production costs by: reducing lime costs in the carbon-in-pulp process, understanding the mechanism of selective extraction of gold over copper using ammoniacal cyanide, and increasing throughput and improving overflow clarify in thickeners. This paper reviews the work of these three Parker Centre project teams, and highlights those instances where the results have been applied to plant practice.

The Virginia Center for Coal and Energy Research is leading an interdisciplinary coalition to identify potential carbon sequestration sinks in unmineable coalseams as part of the U.S. Southeast Regional Carbon Sequestration Partnership. The Virginia Center for Coal and Energy Research and the Eastern Coal Council are leading education efforts for the project, as well as specific outreach efforts in Central Appalachia in order to develop a process for stakeholder education and engagement in sustainable energy.

The bacterial-oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery is marketed by BlOMlN Technologies S.A. The process was originally developed by GENMIN who is still providing testwork, design and commissioning assistance to BIOMIN. Since 1986 three BIOX® plants have been commissioned by GENMIN. A further two plants will be commissioned during 1993 and 1994. The commissioning and operational experiences from these plants are described in the paper.

Paper and paperboard manufacturers need to quantify the carbon footprint and environmental impact of their products to satisfy market, social and government demands. Coated paper products contain minerals, such as kaolin and calcium carbonate, at significant levels; some coated paper grades have mineral contents as high as 45% by weight. Some uncoated paper has no mineral content, but most uncoated paper contains some mineral to improve appearance, process efficiency and cost. Super-calendared paper grades can contain levels of mineral up to 35% by weight. This paper describes how to calculate the carbon footprint of kaolin and calcium carbonate minerals used for white pigments. The carbon footprint of these minerals strongly correlates to the primary energy sources, final product form and energy used to calcine kaolin and lime. Kaolin and calcium carbonate pigments have a favorable impact on the carbon footprint of paper and paperboard products by directly substituting for fiber and by reducing the energy needed for paper making. This Bureau of Mines report describes methane liberation trends from all U.S. coal mines liberating over 100 Mcfd (100,000 cfd) (2.8 Mm3/d). Detailed are results from the latest Bureau survey performed in 1985 and shown are mine and company name, location, coalbed and methane liberation quantity. The report shows that in 1985, there were 180 mines producing more than 100 Mcfd (2.8 Mm3/d) and the total quantity of methane liberated by these mines was 303,900 Mcfd (8,605 Mm3/d). This data is compared with previous studies performed in 1971 , 1973, 1975, and 1980. From 1971 to 1985, there was a 10% decrease in the number of mines liberating at least 100 Mcfd (2.8 Mm3/d) but there was a dramatic 34% increase of liberations from these mines. The increase seems to be caused by new mines being developed in deeper, gassier coalbeds, particularly in Alabama. Likewise, in comparing the ten highest liberating mines in 1975, 1980, and 1985, an increase in methane liberations each year was experienced. The report classifies mines by three levels of liberations: greater than 100 Mcfd but less than 500 Mcfd (2.8 to 14 Mm3/d); 500 Mcfd to 1 ,000 Mcfd (1 4 to 28 Mm3/d); and greater than 1,000 Mcfd (>28 Mm3/d). It was found that 87% of liberations were from mines producing over 1,000 Mcfd but these accounted for only 38% of all the mines in the study.
