"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

The production and consumption of industrial minerals in the United States traditionally have played important roles in mining and in the supply of the bulk of basic raw materials to the economy. This diverse group of minerals extracted and consumed by a variety of industries accounts, on a weight and volume basis, for most mineral-based products consumed in our economy. Industrial minerals form the bulk of the basic raw-materials feedstock for most of the construction, agricultural, and inorganic-chemical-manufacturing sectors, and a good portion of the transportation, manufacturing, organic chemical, and service sectors of the U.S. economy. In this presentation, I discuss current estimates of the amount and value of industrial minerals mined compared with all mining in 1997. I then present a summary of 1997 production of industrial minerals by several end-use industries. This is followed by a historical perspective of the consumption of industrial minerals as a subset of all basic materials, with special emphasis on the aggregates industry. The presentation concludes with a look at the geographic distribution of industrial mineral operations in the United States and some thoughts about the future.

A method for the removal of nickel and vanadium contaminants from spent HDS catalysts involves pretreating the catalyst with H2S followed by the extraction of the metals with an acidic solution of ferric ion. The ferric ion solution alone removes significant amounts of active ingredients cobalt and molybdenum; however, after pretreating the catalyst with H2S, the extraction becomes more selective for the removal of Ni and V.

In 1852, six barrels of iron ore were loaded aboard the steamer Baltimore at Marquette, MI, after a trip by mule wagon from the nearby Cleveland Iron Mining Co. Shipped to Sault Ste. Marie, they were portaged around rapids and reloaded onto another ship for the final journey to the steel mills of Cleveland. In 1855, the same company-the predecessor of Cleveland-Cliffs Iron Co.-chartered the brigantine Columbia to carry the first iron-ore cargo through the newly opened Soo locks. In 1981, about 2,190 iron-ore shipments in the form of taconite pellets were transported by water from US Great Lakes-ports. The total volume during the 284-day shipping season was 63 Mt (62 million It). Counting Canadian ship¬ments, almost 76 Mt (75 million It) of iron ore were moved on the lakes last year. The five Great Lakes-Superior, Huron, Michigan, Erie, and Ontario-contain 20% of the world's fresh water. The area surrounding the lakes has 26% of the nation's populations, 47% of its steel production, and over 80% of the raw materials required to make steel. That figure includes 71% of the country's iron ore and 40% of its limestone. Only the availability of low-cost water transportation of raw materials has kept the heartland steel producers competitive. Iron ore shipped on the lakes originates in the Lake Superior district's Mesabi and Marquette iron ranges. Major mines and their principal partners are Cleveland-Cliffs Iron Co.'s Empire, Republic, and Tilden; Armco and Republic's Reserve Mining Co.; Oglebay Norton Co.'s Eveleth; Hanna Mining Co.'s National and Butler; Inland Steel Co.'s Minorca; Pickands Mather & Co.'s Erie and Hibbing, the latter operated in conjunction with Bethlehem Steel Corp.; and US Steel Corp.'s Minntac. Pelletized ore products at these facilities is shipped through seven principal ports on the upper lakes: Duluth, Two Harbors, Silver Bay, and Taconite Harbor, MN; Superior, WI, and Marquette, MI, on Lake Superior; and Escanaba, MI, on Lake Michigan. In 1981, tonnage volumes ranged from 13.3 Mt (13.1 million It) shipped from Duluth, to Marquette's total of 5.4 Mt (5.3 million It). The ore docks, with two exceptions, are operated by railroads, most of which are owned by mining companies. Table 1 illustrates US iron-ore shipments in 1981. In the lower lakes, ore is discharged at dock facilities close to the great steel-producing centers of Chicago, Detroit, Cleveland, Pittsburgh, and Buffalo. Between the mines and mills, lakes and connecting waterways form one of the country's most effective transportation systems. Each year, vessels on the Great Lakes transport about 181 Mt (200 million st) of bulk industrial and agricultural materials-a greater quantity at a lower cost than can be achieved by any other transportation mode. Major commodities in Great Lakes trade are iron ore, coal, grain, limestone, cement, sand, and petroleum products. About 125 US flag vessels serve this trade, among them 13 "1,000-

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Background Increasingly complex geological conditions, with the presence of high ash binders in the mining horizon were encountered at the A.C. I. Dugout Mine near Price, Utah. This led to the production of high ash coal from the Dugout Mine during 2003 and 2004. This material had poor marketability and posed operating issues for the utilities burning the coal. Ash levels increased from typical levels in the 9-12% range to between 15 and 25%. etween 15 and 25%. Reviews of the mine plan and expected geological conditions indicated that further periods of high ash production could be expected. Action Plan Detailed sampling of the mine high ash production was carried out. The majority of the coal from the Dugout Mine is trucked to the Savage Coal Terminal (SCT) at Wellington, Utah where it is stored in multiple piles by quality. Coal at the mine is segregated by a CoalScan 2600, on-line analyzer into high ash, low ash and rock chute (waste material). From these piles, the material is crushed prior to shipment to SCT. The samples obtained from the various high ash piles were subjected to detailed sizing and washability analysis. Once this information was obtained, alternative circuit configurations were evaluated to process this material into a salable product. Water supplies in the arid terrain where the plant is located are scarce. This factor played a part in the final circuit design.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth's surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.

The subject of this paper is particle population balance models (PBM) that describe mineral impact crushing behavior; it is mainly concerned with the selection and fragmentation distribution function due to their importance in this context. The data obtained by Datta (1999) by applying impact pendulum testing to single limestone particles, used by Austin (2002, 2004a and 2004b) to obtain the principal parity of fragmentation functions, were processed in order to compare them with the results of other authors, such as Nikolov (2002 and 2004) and Vogel and Peukert (2003 and 2005) so as to increase knowledge of impact crushing. From this data it has been possible to obtain the performance models of the principal parameters of fragmentation function, thereby reducing the number of experiments necessary to model the impact crushing process. The authors also propose a simplification of the selection function model posited by Austin (2002).

Cationic flotation of quartz is currently utilized for the concentration of iron ores and for the cleaning of phosphate concentrates. The present work deals with depression of quartz in the presence of aluminum ions during cationic flotation. It was established-that aluminum ions depress the flotation of quartz with an amine, especially under neutral and very slightly alkaline conditions. Studies of adsorption of Al ions on the quartz surface as a function of pH correlated with depression of this mineral with an amine as collector. The presence of Al ions also enhanced the depressant action of corn starch on quartz The sodium salt of ethylenediaminotetra-acetic(EDTA) was found to be an effective complexing agent to supress the depression caused by aluminum ions.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

It is the mother lode, for this Basin is currently supplying 25 percent of the coal produced in the US annually. This paper updates what has happened in the Basin since 1993 in terms of increased production, higher productivity, changes in mine ownership, safety statistics, new equipment, latest coal technologies, and electrical deregulation ramifications.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. The paper reports laboratory results from the bioleaching of chalcopyrite ores and concentrates using a mixed moderate thermophile culture. Copper dissolution in excess of 95% was achieved in all cases with the majority of tests indicating copper dissolution in excess of 98%. Aspects of downstream processing are discussed in relation to iron rejection by precipitation. The laboratory results indicate the need for careful control of the pH value to prevent co-precipitation of the copper with iron. A comparison of capital and operating costs is given indicating potential differences between the use of toll smelting and bacterial leaching on site. A discussion is given highlighting the sensitive cost areas of these two process routes.

The Biological Oxidation (BlOX®) Process for the treatment of refractory gold ores was commercialized in 1988. During the last decade, the technology has developed into a mature, commercially viable process, with five additional operations commissioned, including operations at Sao Bento in Brazil, Harbour Lights and Wiluna in Australia, Ashanti in Ghana and Tamboraque in Peru. With ongoing development, the efficiency and cost effectiveness of the process have both improved, making it an attractive alternative to conventional refractory treatment processes such as roasting and pressure oxidation. The bacterial culture is robust and can withstand the normal fluctuations experienced on an operating plant. The plants are simple to operate, making it ideal for remote areas. The scale-up potential of the process has been proven, and it can be applied to large refractory ore bodies. The process is environmentally friendly. Neutralization of plant effluents produces precipitates that comply with the most stringent environmental regulations.

I have been asked to discuss the "Development of the Twin Buttes Mine for Production." This property, which is a large low-grade open pit copper mine about 25 miles south of Tucson, Arizona, was recently brought into production by The Anaconda Company under a long-term lease agreement with the Banner Mining Company. Since the scope of this paper is limited to the subject broadly indicated by its title I will confine discussion of historical, environmental and other general matters to a brief summary sufficient, I hope, to establish a background of those conditions which influenced our approach to the technical and economic problems that faced us at Twin Buttes. The paper deals primarily with our studies and activities related to the solution of these problems and with the resulting engineering and business decisions that were taken - decisions which culminated last September in the initial commercial operation of another major open pit copper producer unique and interesting in several respects.

Flotation tests were carried out on 6 coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease of the flotation recovery with some improvement in the grade The reduction in the recovery increased with increasing the concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than medium and high rank coals. The recovery size curves of oxidized samples mere similar in shape to that of non-oxidized coals.
