Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

At the 1971 Annual Meeting we presented a paper on the results s obtained by wet magnetic separation on very fine, slightly magnetic material . Considerable interest was shown in a corollary subject, namely; on the type of magnetic con¬struction of the Magnetic Engineering Associates (MEA) high-intensity magnetic separator (HIMS). it is the purpose of this paper to describe the principles of this separator and to give answers to many of the questions directed at us both in session and privately since the March 1971 meeting of the AIME. It is well-known that passage of a direct electric current through a wire shaped in the form of a loop results in a magnetic field being created in the volume enclosed within the loop. The magnetic field is proportional to the amperes of electric current passing through the wire. If the wire is in the form of a solenoid consisting of 11 turns, the magnetic field is n times larger. Hence the expression ampere-turns commonly associated with magnetic separators. If a particle, free to rotate and of higher magnetic susceptibility than the medium, is placed in a magnetic field, it will orient itself within that field, and it will move within the field in such a way as to go into a more intense part of the field. The traction on the particle is proportional to its inherent magnetic property which depends on its magnetic susceptibility and its volume, to the mag¬nitude of the field at the spot where the particle is situated, and to the magnitude of the field gradient at that spot. Of the three factors that control traction on a particle in a magnetic field, the magnet designer can effectively control two, the magnetic field and the field gradient. In a wet magnetic separator such as the HIMS magnetic separator, there is another force exerting traction on the particle, and that is the force of the fluid (liquid) on the particle. It is, therefore, essential to examine the relationship of the fluid to the magnetic field. First, assume the water in which magnetic and non-magnetic particles are suspended to be stagnant. In the absence of magnetic field, the only forces acting on the particles are those due to gravitation on the particles and on the fluid displaced. This is the subject, so important in gravity concentration, discussed in elementary texts of mineral engineering'.

The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. The success of a mineral separation is commonly assessed from the separation curve, a graph of the recoveries achieved versus the corresponding separator settings. Two values characterize the curve, first the "splitpoint" which is the separator setting that produces a recovery of 50%, and second a measure for the separation sharpness. The splitpoint represents the "mean" while the measure for the separation sharpness represents the "scatter". In modelling the performance of crossflow separations the mean particle behavior is calculated from the force equilibrium that determines the particle trajectory which leads to a deterministic model. The scatter is then represented by a stochastic model. This presentation discusses the modeling of a crossflow separation and some implications with separation theory. The model is shown to successfully predict the performance of a magnetogravimetric separator.

Thunder Basin Coal Company has two mines located in the southern portion of the Powder River Basin. 60-90 km southeast of Gillette, Wyoming. The mines are principally located on federal coal leases acquired in the late-1960's. Development plans for the Black Thunder Mine focused on dragline stripping, but environmental considerations during the mid-1970's made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lying with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age and the deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21 m thick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

"There are three distinct producing iron ranges in Minnesota, the Vermilion, Mesabi and Cuyuna. In trend the Vermilion and Mesabi are approximately parallel (E.N.E. and W.S.W.) and about fifteen to twenty miles apart. The Vermilion lies farthest north, near the. Canadian boundary. It is from seventy-five to eighty miles due north of Duluth. The length of its productive part is about twenty miles.The Mesabi Range is from fifty to seventy-five miles north and northwest of Duluth. Its length along the strike is about 110 miles, and the length of its present productive area about eighty miles. The Cuyuna range lies southwest of Duluth nearly ninety miles, and is the last of the Lake Superior iron ranges to be developed. The relative positions of the ranges are shown on an accompanying map. The Mesabi Range is by far the largest producer and contains the largest ore reserves of the three. The Cuyuna is next in quantity of proven ore, and in production since 1916, while the Vermilion is first in average quality of ore.On the west, both Vermilion and Mesabi ranges disappear beneath heavy glacial drift; and on the east, extend into Canada, the so-called Gunflint range near the international boundary being an eastward continuation of the Mesabi formation. This latter range is of no economic importance, however, at present. The exploration and development of the Cuyuna range has proved up a considerable tonnage of manganiferous iron ore, besides ordinary merchantable iron ore."

HISTORICAL PERSPECTIVE "Blessed be the Lord my strength, which teacheth my hands to war and my fingers to fight." Thus sang David three thousand years ago, in tacit acceptance of the condition of war, and in praise of the exceptional military skills with which this warrior king of Israel was endowed. He had cause to exult, for he had consolidated King Saul's conquests and added new ones of his own, not least of which was the capture of Jerusalem. David revealed in this operation that his mastery of the military arts embraced not only the weaponry and tactics of his day, but also strategy and that oldest of intelligence techniques: spies. The Jebusites, who built Jerusalem, had encompassed the city with the first of its many walls, but had neglected to incorporate the sole reliable water supply within its perimeter. This was Ain Gihon, today called the Fountain of the Virgin, which bubbled out on the east slope of Mount Ophel, one of the ridges on which Jerusalem was built, and drained eastward into the Kidron Valley. Water was brought into the city in the traditional manner: by women descending the stony trail outside the wall to fill their jars at the spring. But this essential daily activity was vulnerable to interruption by a hostile force outside the walls. To remedy this weakness, the Jebusites had driven a gallery from the spring a short distance into the water-bearing limestone under the city, and there cut a small collecting basin in the rock, a common way to develop springs throughout this arid region. But then the Jebusites dug a small vertical shaft from the roof of the gallery above the cistern upward about 15 m. From the upper end of this shaft, they constructed a narrow inclined tunnel with rock-cut steps leading up to the city streets. Thus the water supply could be reached even in time of siege.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. South Africa has adopted its own code for public reporting of Mineral Resources and Mineral Reserves in 2000. The South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. The Code is modelled on, and is 90% compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code. The listing requirements were updated in 2000 to incorporate the SAMREC Code and subsequently in 2002, effective 2003. The ongoing obligations of the JSE for the exploration and mining companies are being compiled and are expected to be effective from early 2004.

The combined study of ground water regime and rock deformations has resulted in the theoretical substantiation of the common principles for analysis of the hydrodynamic and geomechanical processes Within the scope of unique scientific direction -hydrogeomechanics (Mironenko and Shestakov, 1974). The hydrogeomechanical models are widely used now for the analysis and forecasting the extremely important processes connected with the safe and efficient mining operations, as well as with the protection of geological medium. Among these processes are: -deformations of the open-pit slopes and spoil dumps; -consolidation of rocks due to the ground-water pressure drop; -water-end-rock material inrush into mine workings caused by deformations of the undermined rock mass; -geodynamical processes due to the changes in ground water regime; -artificial hydrofracturing in rocks; -transformations of clay linings under the tailing ponds and other technical water basins.

INTRODUCTION Effective mine ventilation is required to maintain a healthy underground environment for humans. Without effective ventilation, the environment can become unhealthy or hazardous as a result of the depletion of oxygen, contamination with toxic gases, or the buildup of an excessive amount of particulate matter (dust). Each contaminant has an upper limit of concentration that should not be exceeded within an 8-hr period. This is known as the threshold limit value (TLV). The TLV represents an acceptable level of exposure that should produce no ill effects. Unfortunately, more than one contaminant may be present at any one time and the effects of the individual contaminants may be additive, i.e., the effects of each contaminant must be considered simultaneously to determine the potential danger to miners. Possibly the greatest threat to mine-air quality is the uncontrolled underground use of the diesel engine. The diesel engine was invented in 1892 by Rudolf Diesel. His intention was to develop a power source that could burn coal dust as a fuel, but he was unsuccessful in that attempt and had to resort to liquid petroleum fuels (Johnson, 1975). In 1898, the diesel engine was intro¬duced into the United States by Adolphus Busch, who anticipated using it as a prime mover in factories and generating plants. At that time, the diesel engine was a very large and very heavy engine, designed for fixed installations. By 1919, lighter engines were being developed, and by 1931, Caterpillar was marketing a diesel-powered, track-type tractor (Henderson, 1975). Since 1931, the diesel engine has evolved into an extremely popular prime mover in medium and heavy-duty applications. Efficiencies now are on the order of 40% and improvements such as turbocharging and aftercooling have produced engines capable of generating power at a ratio of 0.3 kW/kg (1.0 hp per 5.0 lb) of engine weight. Although the diesel engine is relatively efficient as a mobile power plant, it is far from efficient in terms of the energy produced from the energy potential of the fuel. About 60% of the heat value of the fuel leaves the engine as wasted heat, with about 50% of that heat being emitted through the exhaust pipe and the other 50% being emitted through the radiator or cooling fins. Perfect combustion in an engine would produce only water vapor (H_0), carbon dioxide (CO_), and nitro¬gen (N2) as the byproducts. Since the diesel is not a perfect engine, each pound of fuel burned generates 5.6 m° (200 cu ft) of exhaust gas, containing about 0.009 m3 (0.33 cu ft) of carbon monoxide (CO), 0.009 m' (0.33 cu ft) of nitrogen oxides (NO, NO2, and NOD), and 0.57 m3 (20 cu ft) of carbon dioxide. The balance of the exhaust emission consists of free nitrogen and water vapor (Hurn, 1975). Contrary to popular belief, the diesel is not inherently dirty. Under normal operating conditions, a well-maintained engine neither smokes nor smells. However, the same well-maintained engine can and does produce toxic emissions. A diesel engine is not inherently safe and constitutes a distinct hazard to personnel. This chapter is devoted to a description of the various toxic substances that may be generated by a diesel engine. Although some of these substances may also be produced by blasting or natural causes, the focus of this chapter is on the relationship between the internal- combustion compression-ignition engine (the diesel) and the quality of the mine air. CARBON MONOXIDE Combustion Process During the combustion process (burning) of organic fuels, each atom of carbon combines with two atoms of oxygen, provided that a surplus of oxygen atoms is available. Thus, the carbon is oxidized to carbon dioxide. Most open flames, such as trash fires, camp fires, gas ranges, etc., produce carbon dioxide. However, with insufficient oxygen, incomplete combustion results as the carbon atoms each combine with one atom of oxygen to produce toxic carbon monoxide. Burning charcoal briquettes produce carbon monoxide because the combustion takes place inside the briquettes where sufficient oxygen is not available to the combustion process. Internal-combustion engines, whether burning gasoline or diesel fuel, also produce carbon monoxide. The only oxygen available to the combustion process is that trapped within the cylinder. If the amount of fuel delivered to the cylinder is excessive, there is insufficient oxygen for complete combustion and carbon monoxide production results. In a normally aspirated (nonturbocharged) diesel engine, the amount of air "sucked" into a cylinder is the same on every intake stroke, resulting in complete combustion only at low levels of engine loading, when small amounts of fuel are injected. Higher levels of engine loading cause larger amounts of fuel to be injected into the same volume of air in the cylinder. Unless the volume of air is increased, the combustion process becomes progressively less complete as the amount of fuel increases. Turbocharged engines are able to compensate some¬what for increased loading and increased fuel consumption. The turbocharger acts as a compressor for the intake air, forcing a larger volume of air into the cylinders as the engine speed increases. Hence the turbocharged engine burns cleaner than a naturally aspirated engine and produces slightly less carbon monoxide (Marshall and Fleming, 1971). Much of the underground equipment used today is powered by turbocharged indirect-injection diesel engines. Although these engines emit fewer toxic contaminants than naturally aspirated engines, they do not eliminate the problem. Since the turbocharger is driven by the exhaust gases, rapid accelerations can cause temporary overfueling of the engine until the turbocharger attains a speed sufficient to restore the correct air-to-fuel ratio. During this "turbocharger lag," the combustion cylinders contain insufficient oxygen, causing severe smoking and an increased output of carbon monoxide.

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.

Indicative of a knowledge of properly-proportioned, quality raw-material, means were found for producing the first relatively clear, transparent glass at about the beginning of the Christian era. The fundamentals of almost all the modern, technical processes of manufacture were established during the 3rd Century. (1) Glassmaking, practiced in Colonial America, was moved toward the Ohio Valley in response to increasing demands for fuel. This move, beginning in the 1860's resulted in the use of the glass sands contained in the Oriskany (and St. Peter) sandstone. (2) Glass sand,(3) virtually pure, fine-to-medium-grained quartz sand(4) is the principal raw material used in the manufacture of glass; it constitutes proportions which range to a maximum of about 72% and seldom is glass made without it. However, acceptable glass sands are, invariably, those which most nearly fit the glass-producer's economic needs and any method used to evaluate a raw material's potential must finally prove equatable with such needs. As used in the United States, source-rocks of glass sand include sandstone, unconsolidated silica sands, quartzites and vein-quartz. Admixtures of silica sand and other (principally clay and feldspar), readily separable components have been proven viable. However, the silica sand, refined by nature to a high degree of purity, is the desirable product of exploration. If the term, standard, is justified by long-continued use, the Oriskany - and St. Peter sandstones are, together, the nonesuch of the glass sand industry they provide the principal tonnage of melting sand. According to Grimsley,(5) Ottawa, Illinois, glass-sand is considered the standard glass-sand of the West and the analyses of Berkeley Springs sand (Oriskany) compare most favorably with this sand.

"Prospecting and Exploration. Since the Lake Superior ores occur in pockets or distinct bodies and vary much as to character and location, the actual mining of the ores is preceded by much work of an exploratory character. This work includes prospecting and exploration.Prospecting is the term generally applied to the quest for surface indications of ore, or the conditions which would warrant the expectation of finding ore in the vicinity. It includes such 'operations as geological examination, dip needle work, shallow test-pitting, and trenching. The ore bodies of the Mesabi Range are non-magnetic, and dip needle prospecting is therefore valueless. On the Cuyuna range, however, magnetic attraction as evidenced by the dip needle has been extensively employed as a guide to the location of ore deposits; in other localities it has found limited application.Drill Exploration. After the presence of an ore deposit is known or suspected, resort is generally had to exploration by means of diamond or churn drills. On the old ranges geological conditions generally make this manner of ascertaining the exact limits of an ore deposit impracticable; so, if two or three adjacent drill holes develop considerable depths of ore, the sinking of a shaft for underground exploration, development and mining is generally considered warranted. On the Mesabi Range, however, the flat-lying and comparatively shallow characteristics of the ore formation warrant much more extensive drill explorations. On this range, then, an ore body 'is almost invariably followed· out with the drills, and its limits are determined to the point where the complete plan of development can be worked out in advance of actual mining operations"

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico

INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. Under conditions of massif volume, a very big mass of substance must be carried out of the ultrabasite for the progressive stage of serpentinization. However, in the regressive stage,
