Dredging can be traced to early times where it may have been derived by the Phoenicians prior to the 4th century B.C. The first tangible design drawings of a bucket ladder (BL) dredge can be found in the collections of Leonardo da Vinci (1452-1519), which he produced when he was attempting to create better methods of channel and port dredging. The perfection of the system did not commence until after the invention of the steam engine in the early 1800's; providing the impetus to progress from man-powered mud mills, horse drawn along polders or dikes in the Netherlands, England, France and Germany, to steam-driven. In the 1860's following the various gold rushes in the U.S., Australia, New Zealand, Siberia and South America, with placers in particular, efforts were begun to apply mechanization to achieve deeper digging. There is a recording of a dredge being installed to mine gold in Montana in the 1860's but did not include a processing system. Then in the 1880's in New Zealand, some practical engineers developed a system that is said to be the first bucket ladder mining (BL/M) dredge for mining gold placers. In studies of the New Zealand gold dredging experience, it is estimated that some 500 dredges were built to mine gold between the 1880's and 1942. The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

The development of a metallurgical project is a business venture rather than a technical exercise, and its real objective is to obtain the maximum return on investment consistent with the limitations imposed by company policy and the requirements of society. Demand for profits is the driving force for technical advances and naturally leads to improvements in processes, equipment and plant designs. In the mineral dressing field there have been virtually no new processes developed since the introduction of flotation, and the steady erosion of profits by inflation has been offset only by increasing equipment size. Unfortunately, in recent years, plant designers have not always utilized the largest equipment or the opportunities for functional and economic design presented by the development of larger equipment. Lower cost plants can be developed providing that unrealistic restraints arising from the prejudice of past practices are avoided. As an illustration of this premise, three different approaches were taken toward the design of a clearly delineated but hypothetical copper concentrator of 20, 000 tons per day capacity. While the same flowsheet was used in each case, designs were produced for a conventional plant, an alternate using the largest available equipment, and a third scheme utilizing large equipment and the most functional design which could be developed, including features derived from many plants in many different industries. Capital costs were developed for the three separate designs based on a location in the southwestern United States. Ancillary facilities were identical in each case and included a mine truck shop, a maintenance shop, a general office, and a nominal starter dam for tailings disposal within 5000 feet of the plant. Water supply within 1000 feet of the plant, and power furnished to the property boundary has been assumed in each case. The flowsheet of the three plants is shown in Figure 1 and represents the treatment of a typical sulfide copper ore by three- stage crushing followed by single-stage ball milling. Concentration is by flotation roughing and scavenging followed by regrinding of the concentrates and two stages of cleaning.

Of all the fossil fuels produced in the U. S., coal is by far the most abundant. U. S. reserves amount to an estimated 1.5 trillion tons, 2,500 times the 600 million tons produced in 1970. Although it would not be possible to recover all of this coal economically with current mining technology, a significant portion would be available given the proper circumstances. With existing technology, approximately one-eighth of these reserves is accessible, an amount which would last for several hundred years at the 1970 level of production. On the face of it, this substantial reserve should go a long way in meeting the Nation's energy needs. But coal offers special problems. As additional coal is mined and then burned, there are increased costs to the Nation's land, water, skies, and health. Hence, coal poses a dilemma because of its dual status as one of our most abundant domestic fuels and as one of our major sources of environmental degradation. Against the benefits that would be chalked up in the areas of national security, balance of trade, and economic well-being from the increased use of coal, we must enter on the debit side of the ledger the increased environmental cost. This paper reviews the use of U.S. fossil fuel, the drawbacks of coal as an energy source, the means being developed to overcome these drawbacks, and the background behind the present sulfur emission regulations relative to coal combustion. It also discusses in detail the Federal Environmental Protection Agency's (EPA's) current policies to ensure the continued use of coal as a major source of energy for fossil-fuel fired power plants.

The Grangcold Pellet Process - for which patents have been applied or already granted in a number of countries - uses a hydraulic adhesive such as Portland cement, slag cements, pozzolanic cements, etc., for the production of cold bonded pellets. The idea of using a hydraulic binder for the agglomeration of iron ore fines is not new. Portland cement was proposed as an adhesive for cold bonded iron ore briquettes in patents granted more than 50 years ago (1). In a report on the briquetting of iron ore fines, published in Stahl and Eisen 1959 (2), it is stated that briquettes bonded with Portland cement are used on a small scale at on ironwork in Germany. According to the report, the briquettes showed excellent strength in the blast furnace although their general use was made impossible because they required a long hardening time, during which they are sticky, soft and difficult to store and handle. The Grangcold Pellet "recess has overcome this particular disadvantage by mixing the balls with a suitable amount of the balling concentrate before storing them. The pellets are embedded in the concentrate during storing in such a way that they are isolated from each other and thus prevented from sticking together to form clusters. Thanks to the embedding concentrate, the pellets are subjected to a more or less uniform pressure from all sides which does not deform them. Thus the mixture can he stored in a stockpile or in a silo until the pellets have hardened sufficiently. The concentrate is separated from the pellets by means of screening. The concentrate is returned to the balling operation and the pellets are either shipped to the blast furnace or stored for final hardening.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. INTRODUCTION The following papers describe the extraction of nickel in the form of ferronickel from the Dominican laterites. The Falconbridge process was developed initially in the Falconbridge Metallurgical Laboratories and subsequently in several successive stages of pilot plant operation in the Dominican Republic. In the course of this work we came to believe that there is advantage in piloting on site. Mining, metallurgical and geo-political considerations all have major impact and that belief has been borne out by commercial plant experience. Lateritic nickel ores differ substantially, even within the same orebody, in their amenability to extraction methods. The Falconbridge process takes account of the heterogeneous nature of the deposit. Three years of geological field exploration led to ten years of process development after it was realised that the then known metallurgical processes would not give economical extraction from the Dominican ores. In addition to establishing the viability of a novel pyrometallurgical approach, it was necessary to verify design parameters for a very considerable scale-up to prototype commercial operation. The plant was eventually constructed within the original estimates of time and cost. Unique features contributing to the technical and commercial success of the project are described. Additionally, some bold extrapolation based on pilot plant work, eventually proved to be quite conservative. The mine is not a conventional open pit operation, but is perhaps better characterised as an earth moving job. Novel application of mobile equipment led to great flexibility in the mine, where operation of several mining fronts is essential to maintaining uniformity of ore feed to the plant. INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

Capital resource budgeting is the way managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects. Managers do this in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components of cash flow. The accuracy and reliabil¬ity of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm.

The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

The Lower Cretaceous salt deposits of the Gabon Basin and Congo Basin were said down on ton of an Burly Cretaceous Lato Jurassic, continental graben fill that represent!) the rifting phase of the Afro-American continent. The salt 13 characterized by high percentages of potash and magnesium salts and the scarcity of sulphates and carbonates. The salt probably originated from a brine that was already enriched in high-soluble salts before entering the Gabon Congo basins. Their low-solubility equivalents are found in the Cuanza Basin of Angola. Commercial mining of the potash salt is only possible in those onshore areas where it is essentially undisturbed, shallow and of the right chemical composition. These conditions are net in Congo where the Holle mine produces from rich sylvinite deposits.

Due to falling metal prices and depletion of ore reserves, lead-zinc mining in the Leadville, Colorado, area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Company and ASARCO with ASARCO being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Company of Salt Lake City in conjunction with the Central Engineering Department of ASARCO. The plant was constructed by Stearns-Roger Corporation. Construction began in the spring of 1970 and the plant went onstream in April, 1971. Flow sheets and equipment lists are attached. This paper will describe the flow sheet very briefly and discuss in more detail those aspects of the design which may be of interest, particularly the provisions for expanding the capacity of the plant.

Copper has held up extremely well as we have moved through the trough of the economic cycle. In the aluminum, lead and zinc industries at least half of the Western World production was unable to cover its operating costs at the prices prevailing throughout most of 1991. In copper, less than 10 percent of production ran in the red last year. Most of that was in Peru where the government has not allowed its currency to devalue at the same pace as inflation. Thus, mining company revenues in local currency terms have risen very modestly while costs have escalated tremendously. Excluding such governmentally imposed distortions, virtually every mine in the Western World ran at a profit last year. While copper producers have to be extremely happy about staying in the black through the trough of the consumption cycle, consumers have to be worried. They must be asking themselves, "If copper held at over $1.00 in a year when consumption declined, how high will prices go when demand picks up?" Consumers are accustomed to paying high prices at the peak of the cycle, but they are also accustomed to paying low prices at the trough of the cycle. What went wrong this time?

INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

During the last decade there were pronounced changes in the competitive pattern of the fossill fuels It is proposed to trace these trends and describe inter-fuel competition, first as it relates to the economy as a whole and then more specifically to examine competition of the fossil fuels as these share the electric utility market. Table 1, Competitive Fuels and Water Power Used in the United States, 1950-1959, shows the growth in the consumption of coal, oil, gas and water power 'during the past decade. Uses which are not directly competitive among the fuels, such as tractor fuel, carbon black, and consumption of petroleum products in the making of synthetic rubber, have been excluded from these statistics. The experience of the three fossil fuels in competition since 1950 shows natural gas expanding more rapidly, than oil by roughly twice as much, 219.0 percent' compared to 124.1 percent growth in B.t.u.s of oil consumed in the ten-year period. Percentagewise, water power little more than held its own, and coal, including anthracite, actually decreased more than one-fifth.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.
