As an important part of the concept validation phase of the MX Advanced ICBM development program, Air Force System Command's Intercontinental Ballistic Missiles (ICBM) Program Office developed and demonstrated large trenching and cast-in-place equipment for placing many miles of buried concrete tunnel rapidly and economically. A tunnel or "buried trench" containing a mobile ICBM is one of the candidate basing models for MX. Upon remote command, the cannister housing the missile would break out of its concrete tunnel and earth overburden by erecting itself to a suitable angle and then launching the missile. The ICBM Program Office developed two each trenchers, cast-in-place machines, and breakout mechanisms, as well as a mobile concrete truck unloader. The machines were demonstrated in varying soil conditions in the southwest US. The breakout mechanisms were demonstrated nearby as well. I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

The application of many standard estimation techniques to deposits with a significant degree of folding or faulting can be difficult, mainly because of the necessity to maintain the correct spatial relationship between the samples and the points being estimated. Various transformations must be applied to the points of interest before variography and estimation can be applied, followed by back transformation into the original space. This paper presents an unfolding technique developed by Gemcom Software International that minimizes the inherent distortion in the process and also provides an example of the technique in folded and faulted situations.

Recovery of fine particles has been considered to be a major limitation of the classical flotation process. However, the beneficiation of kaolin, a naturally occurring fine ore, via flotation has been practiced over the last 40 years. Kaolin is valued as a white pigment, and therefore, the goal in kaolin flotation circuits is to remove the colored impurities to result in an acceptable brightness product. Kaolin flotation originated with a novel carrier flotation process, and later on carrier less flotation techniques were developed. The collector chemistry utilized to beneficiate kaolin is based on fatty acids, and recently hydroxamates have been successfully used. The purpose of this paper is to cover the flotation practice in the kaolin industry in terms of the history and the reagent schemes.

This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

I appreciate the opportunity to tell you something about Kerr-McGee's Galatia Mine in Southern Illinois. This new underground mine was a departure for us since our previous experience had been gained in large surface mines in Wyoming. Although we were new, we did have the corporate experience in the operation of deep uranium and potash mines in New Mexico and Wyoming, and an earlier underground coal mine in Southeast Oklahoma. In arriving at our final design, we evaluated numerous concepts and finally settled on a two seam mine sharing a single shaft and slope. The mine, in turn, would be supported by a heavy media processing plant designed to optimize the yield from either seam. Further, we wished to be able to keep the two seams separate so that we could sell either seam separately or in a blend. Due to the thickness of the coal, the practical area dedicated to the mine provided forty to fifty years operations at the selected mine capacities. It was important, therefore, that our design and selection of hardware and systems provide for long life and low maintenance in order to compete in today's competitive markets.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry. The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.

Mining and extraction methods in the copper industry use basic technologies developed over a period of almost 150 years. Paradigm shifts in the industry have been rare, yet human involvement in the activities has changed dramatically. Clearly defined extraction paths have become more blurred as economic considerations broke down the barriers that had encouraged specialization. What had been a labor-intensive industry unfettered by environmental restrictions was forced to change. Better productivity and "cleaner" operations resulted in much higher capital costs on a plant basis. Many of the changes were truly innovative in the same spirit as in the mining revolution of the first decade of the twentieth century. What role will innovation play in the next 20 years as lower-grade, mixed-metal orebodies are exploited in more remote locations?

Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

The Vulture mine near Wickenburg, Arizona was a major gold producer from 1863 to 1942, having yielded about 11t(12.1 st) Au and 8t (8.8st) Ag. Gold occurs as coarse native metal and electrum in quartz veins and also finely dis¬seminated within a quartz monzonite sill and its silicified wall rock. The sill is semi-conformable within a Proterozoic volcaniclastic-dominated sequence, all dipping north about 35°. Early mining focused on the vein-hosted gold, particularly in the immediate hanging wall and footwall of the sill. Later efforts included some open-pit mining of the outcropping sill and adjacent altered and mineralized rock. Two sets of post-mineral faults have complicated the orebody geometry. The sill is a 350 m (1148 ft) long apophysis from a quartz mozonite stock to the west of the mine area. The stock has been dated at 85 my and contains abundant lesser gold occurrences in its core and about its margins. The Proterozoic rocks are notably lean in precious metals except where altered in proximity to the Creataceous stock and sill. Circumstances dictate an interpretation of epigenetic mineralization related to the Laramide intrusion.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m(36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached design capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM-800Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

Hydraulic concentration of minerals has been practiced for a good many years. Until recently, however, the practice has been limited to a multiplicity of small pockets and relatively low tonnages and flows. The adaptation of the SiphonSizer to the concentration and classification of magnetite has changed this concept. Some fifty commercial units are currently in operation on magnetite, varying in size from 16 ft diameter circular unit to a 25 ft by 100 ft rectangular unit. Additional units up to 38 ft diameter are under construction. Depending upon the application in the flowsheet, upgrading-varies from 0.75% to 14% Fe in a single stage. To those not familiar with taconite processing, the importance of the struggle to economically remove as much silica as possible may not be fully appreciated. These figures pertaining only to transportation may be thought-provoking. If a 10,000,000 ton per year plant could reduce the silica content of their concentrate by 17, a savings in boat freight alone would amount to 100,000 tons at $2.00 per ton annually.

The bentonite industry in Europe includes both the smectite and hormite groups of clay minerals. The smectites are, essentially, a compendium of cationic differentiatable montmorillonite platelets which can be expanded in liquid media, whereas, members of the hormite group are characterized by fibrous and chain structured lattices which are non-expandable. As was pointed out in the March '78 issue of Industrial Minerals, each of the minerals in these groups has acquired a variety of names due to historic or regional usage.
