The ever increasing price of bulk commodities forces buyers and sellers in world markets to take a more careful look at methods for obtain¬ing accurate accounting of commodity trans¬actions in commerce and material utilization in processes. Depending upon the application of a sampling and weighing system or the use intended, inaccuracies can result in an eco¬nomic loss of income or a loss in quality of the process. It inevitably results in a loss of control of ones costs. The accuracy of samp¬ling and weighing systems is today extremely important, as they are recognized to be the key components of the overall management system designed to provide both quantitative and qualitative control. This paper will be confined to the weighing systems only and will deal with various as¬pects of system design, calibration and opera¬tions. Special emphasis will be placed on new developments and requirements in this field.

The Kubota surface melting system has been under development since 1975. It has found commercial application on the melting of municipal sludge, and ash from solid waste. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. This paper describes the surface melting system, its current use and anticipated future use.

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

?The Horn of Plenty seems to have sprung a leak?.? anonymous For the first time in the Nation's peace-time history, shortages have become a way of life for the United States. Such words as scarce, tight, and critical are used in regard to supply, leading to priorities, allocations, and possible rationing as make-shift attempts to satisfy demand. Almost every day a new type of shortage appears in another product area that has traditionally been taken for granted as being in perpetual abundance. The range of coverage extends from basic commodities such as oil, chemicals, cement, steel, copper, cotton, etc., through to machine tools, motors, bearings, electronic components, etc. , to those finished outputs that satisfy our fundamental requirements for food, clothing and shelter. Signs of the times appear in cancelled airline flights, unfilled lines at gasoline stations, no available home freezers, lengthy delays in any furniture deliveries, or to that little old lady seen walking out of a local supermarket clutching her hoard of twenty rolls of toilet paper. What a sad commentary to have to make about our Land of Plenty, so long the envy of the World for its material wealth -- and today with its initials "U. S." seemingly standing for ?Unlimited Shortages.?

Gypsum is the crystalline chemical compound CaS04?2H20. A close chemical relation - and frequently occurring with Gypsum ? is Anhydrite which is Cask. Gypsun has wide commercial use because relatively simple heat processing reduces it to Plaster of Paris. While Anhydrite can be converted to Gypsum and thence to Plaster of Paris, the procedure is not simple and is quite costly. Anhydrite, however does have use in the agricultural field and in the Portland Cement industry. Occurrence of Gypsum in the earth structure is usually near or at the surface. Most underground mining is at 60 to 100 feet although one mine in southwest Virginia reaches a depth of 1300 feet. Gypsum is one of our softest minerals, rating only 2.0 on the Mohs scale of hardness. Specific gravity is 2.3 to 2.4. It is soluble in water but only slightly so. Interestingly, it is more soluble in cold water than in hot. For example, one part Gypsum dissolves in 370 parts water at 106° Fahrenheit while at 212°F. the water requirement is 452 parts. Compressive strength of massive Gypsum runs about 3000 lbs. per square inch. Color ranges from grey and brownish-grey to white.

The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.

Water infiltrating the surface of waste rock dumps transports pollutants into the environment. Lysimeters have been used to quantify the infiltration rate. To date their design has been guided by modeling under steady-state conditions. Recently a two-dimensional finite element code has been developed to model the response of lysimeters to time-dependent infiltration rates. It was used to investigate the response of lysimeters installed in a waste rock dump and subject to a monsoonal rainfall pattern. The results are presented and compared with field data.

In 1980, some US cars were designed and built to metric dimensions; wine and gas were sold by the liter; and the March of Dimes Walkathon was measured in kilometers. Although the US Congress has taken a ''soft" approach to metrication, and public resistance to the idea remains strong, the use of metric units is becoming more and more widespread. As the minerals industry becomes more international in scope, US mining companies are converting to the metric system-particularly those companies with business interests overseas.

Current Techniques - Fire Assay Fire assay of gold has been used for several thousand years and is a well known technique to the traditional assayer. Very few assayers wish to use the method but to date there has been no viable alternative. Fire assay is expensive in labour, time, capital and running costs. Workers can be exposed to hazards and uncomfortable working conditions such as lead fumes, heat stress, dust and eye strain. The high capital cost of putting up the building and equipping it, together with running costs which increase annually at a prohibitive rate makes the technique less attractive each year. The main requirement in most assay laboratories is to maximise throughput economically. This is difficult with fire assay as it is impossible to automate. Each sample for analysis is handled by at least 12 people and each person represents a potential source of error. Record keeping and report generation has to be done manually which is both slow and prone to errors. Replacement of staff requires a considerable training period and with a large turnover of personnel this presents yet another problem. The presence of silver and dross in the gold sample affects the accuracy at low gold values. X-ray fluorescent analysis Two methods of XRF instrumentation have been used with limited success. The Greenvale Orebody comprises a series of contiguous lateriteprofiles developed terrace-like during the Cainozoic over a serpentinized harzburgite intrusive emplaced within Proterozoic schists. Each terrace displays individual characteristics of metal distribution. Topographically higher (older) profiles have been partially eroded and metal concentrations reworked. Within the laterite profile, metals have been concentrated or depleted according to their relative solubilities. At tropical temperatures, acidic meteoric waters have progressively depleted the ultrabasic parent rock of Si and Mg, leaving A1 and Fe to form a surface duricrust. Ni, Co, Mn and Cr have accumulated in the lower and middle levels of the weathering mantle. Only Ni and Co have accumulated to exploitable grades. Lateritization has evidently proceeded over a considerable portion of the Cainozoic and may be still continuing.

The processors of Florida phosphate rock face constraints similar to those of other mineral operations--leaner ore, more complex treatment schemes and a product which sells for a penny a pound. IMC Fertilizer is a dominant producer in this market with its current operation of five processing plants. An emphasis by their management in maintaining and improving plant performance has continued unabated for some 15 years. This has resulted in a commitment to the importance of routine automatic sampling of product and in process streams, the generation of reliable assay and size distribution data, the accurate measurement of process flows, and the computerized "rendering" of this information into weekly and monthly material balances which provide consistent measures of process performance. In addition, there has been a parallel program to monitor and improve the performance of flotation reagents and to evaluate process modifications or changes in equipment. This paper will describe the evaluation techniques that have evolved over this period and indicate how the historical data base is used to identify plant problems early and help in their solution.

This paper outlines the development of the Falcon enhanced gravity separator. Design objectives included continuous operation with sharp separations, mechanical simplicity, minimization of process water demand, the ability to apply a centrifugal field up to 300G's, unit capacity in excess of 100 t/h within a footprint of 10 square meters, a capital cost below $US 4,000 per t/h capacity, and total operating costs of less than $US 0.40 per tonne. A parallel development has been inexpensive, effective, semi-continuous equipment for recovery of precious metals in the free metallic state. These objectives have been largely met. There are significant opportunities for the technology in many mineral processing applications.

As a class, silicate minerals have likely found the broadest, if not largest volume, use in combination with polymeric binders of all industrial minerals. Among the silicates, calcium metasilicate, wollastonite, enjoys a front runner position in a near universal sense. It is a viable and desirable part of composites ranging from thin films to large moldings; from a common filler/extender for paint for your garage to a reinforcement for the exterior surfaces of a luxury vehicle affordable to very few. This article is focused upon the variations in particle morphology and the surface characteristics which, by way of commercial examples and discussion of active research programs, make this environmentally benign mineral so unique.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

In an interdisciplinary research effort at West Virginia University, the Mine Management Support System (MMSS) is being developed as a window-based shell that may be used for the integration of a myriad of applications software. A number of integral components that focus on enhancing operational decision making are being developed as well. MMSS includes a flexible and robust work scheduling system that assigns the "best," qualified workers to the highest priority jobs on a shift while considering many practical and dynamic parameters affecting the assignments. A consultation system has been developed to help solve operating problems using management-preferred responses and the latest available information on operations.

The most important Witwatersrand gold placers occur on extensive unconformity paleosulfaces that were produced during protracted periods of fluvial degradation. The erosional etches on what was generally unlithified sub-strate indicate that low sinuosity erosion patterns prevailed. The transport systems were dominantly braided fluvial with a minor debris-flow component. The placer sediments were non-cohesive sands and gravels. They were evidently transported by fluctuating, yet perennial, discharges across extensive, low relief braid plains, not far from littoral environments. Progress made in understanding heavy mineral transport processes now emphasizes the importance that selective entrainment probably had in producing concentrations. Cognizance that these characteristics are not unique to the Witwatersrand should be taken into account when designing exploration models.

The molybdenum industry has been in a depression since the beginning of the decade. Real molybdenum prices are significantly reduced from 1979-1980 levels when there was a perceived capacity shortage and continued expectations of burgeoning demand. Primary capacity brought on stream since then has been unable to operate profitably and indeed, in light of high inventories and reduced demand, has been largely unnecessary. Structural changes in the molybdenum industry will be needed in the future to weed out superfluous capacity and to expand demand through new product applications.

In a mineral processing plant there are a number of routine decisions which are based at least in part on the plant's metallurgical performance. Among these are those related to: 1) equipment functioning properly 2) suitable operating conditions 3) reagents achieving desired results 4} determining operating response to changes in ore 5) defining circuits offering potential for improvement A step beyond the routine, are the periodic management evaluations of operating supervision and technical assistance, which are based largely on profit -a direct function of are availability, metallurgical performance and operating costs. The "yardstick", excuse me -"meterstick", by which performance is best measured is the plant metallurgical balance, which tells not only what was produced but how it was produced. Since this metallurgical balance is directly related to both plant profits and individual rewards, it is only reasonable to make that "meterstick" as precise as humanly possible.
