The impact that societal issues can have on mineral resource projects has proven to be a critical component of feasibility studies around the world during the past ten years. The recently signed Impact Benefits Agreement (?IBA?) for the Victor Project in Northern Ontario between De Beers Canada Inc. (?De Beers?) and the Attawapiskat First Nation provides an opportunity to capture the interactive process followed, the controlling parameters and the implications for the future. The uncertainty about the time required to complete an IBA makes it one of the key intangibles in risk assessment of a feasibility study. This paper considers items related to the significance of engaging communities at the early stages of exploration in a project and the catalytic effect that alignment of interests and interaction in a pre-IBA period can have. Furthermore, the de facto link between permitting and the successful conclusion of the IBA and the role of external advisors in the project are discussed. The paradox of empowering and supporting communities through the negotiation process, and the implications of the IBA to maintaining good relations throughout the life cycle of a project are also explored.

INTRODUCTION In the early 1950s, underground miners and tunnel¬ing contractors were experimenting with ways to supple¬ment or eliminate track-bound loading and hauling equipment. Diesel-powered crawler and rubber-tire mounted front-end loaders and trucks designed for use on the surface were being modified and tried with limited but encouraging success. Miners began working with interested manufacturers to explore the develop¬ment of vehicles specifically designed to meet the de¬mands and constraints of underground material han¬dling. By the mid 1960s, load-haul-dump (LHD) vehicles were firmly established as a fundamental part of what has become known as the "trackless" mining concept, used in many mines and many countries around the world. The flexibility, mobility, and versatility of these units have given the industry a useful tool and have added new dimensions to mine development and produc¬tion. Many old mines have been redesigned to accom¬modate these trackless vehicles, and few new mining plans have failed to find some use for the concept during some phase of development and production. By 1977, several manufacturers in several different countries were producing a variety of LHD vehicles to meet the growing worldwide demand. GENERAL DESCRIPTION LHD vehicles combine certain characteristics of conventional front-end loaders and dump trucks, spe¬cifically designed for materials handling in underground mining and tunneling. The design intent is to provide one vehicle with one man, with the vehicle loading itself, hauling the load over level or inclined haulageways, and dumping the load. A typical production cycle of the most popular units has the operator driving the vehicle forward, forcing the bucket into the muck at or near floor level, and using the tractive effort of the vehicle and the prying action of the bucket to roll out and tilt back the load as shown in Fig. 1. With the bucket rolled back into the carrying position on the boom and the boom resting on the main frame of the vehicle, the load is hauled (trammed) to the dump point as shown in Fig. 2. At the dump point, the boom is raised, the bucket is rolled forward, and the load slides out as shown in Fig. 3. After dumping, the bucket is rolled back to the carrying position, the boom is returned to rest on the main frame, and the unit is driven back to the loading point for another load. There are two other types of LHD units that are slightly different in the cycles that they perform. One uses a hopper arrangement carried on the front of the machine, with a small bucket mounted ahead of the hopper. Several passes with the small bucket load the hopper, which is dumped by opening its floor. Al¬though this concept is several years old, it has gained less than 0.5% of the total market. The most recent LHD concept differs in that it has one bucket nesting inside another. The smaller inner bucket is loaded first, and it is then tilted back and above the larger bucket. When the larger bucket has been loaded, it is rolled back, and the total load is trammed to the dumping point. The dumping operation tilts the buckets in the reverse order from that of the loading operation. The impact of this new concept on the mining industry has not been measured yet. This chapter concentrates on the LHD vehicles employing the cycle described by Figs. 1 through 3, since these LHD units constitute an estimated 99% of the units in current use. In this paper a simple three-layered medium is considered. A circular hole is centrally located in the intermediate layer. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young's modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of [the] intermediate layer and [the] hole diameter. A comparison of stress the distribution and procedures for preparation and testing of [the] model are given. The potential of the technique is outlined.

In the past, considerable work has been done on the applica­bility of bromine chemistry in the extractive metallurgy of gold. While the research in this area spanned from the understanding of fundamental dissolution chemistry to the demonstration on a pilot plant scale, no work was done on the fate of discarded leach residues with respect to the stability of accompanied heavy met­als. Because the leach residues were the discharge products of halide/halogen systems, the general perception was that the con­tained heavy metals would be more susceptible to dissolution than in typical sulfate systems, thus causing increased environ­mental problems. A long-term study was performed to obtain the information on the stability of heavy metals contained in the leaching residues after bromination. The study involved the leach residues of three different ores, as well the precipitates prepared from the synthetic solutions (not presented here). The conclusion of this study is that the stability of solid residues produced by bromination leaching was same as the sta­bility of leach residues produced by leaching in the sulfate sys­tems. Also, contrary to the past expectations, the presence of bromide ions in the test solutions (up to 1 g/L NaBr) did not enhance the solubility of heavy metals (Cu, Zn, Pb, As) beyond the solubilities found in the sulfate systems.

Breakage of rock by machine is one of the major methods of excavation. With the development of modern engineering techniques, the advantages of using this method have become even greater. Improving efficiency and reducing the cost of rock breakage is the main goal of mechanizing the rock-breaking operation. For a given stratum, the efficiency of a machine excavation depends, to a large extent, on the design and method of application of the tools used. In a planetary cutter head, the subcutter heads move like planets around the main drive shaft. The general structure of the cutter head is shown in Fig. 1. As shown in this illustration, the main drive shaft (1-1) is connected to the tie bar (1) and, thereby, to a gear(5) that meshes with a fixed-gear ring(2). The subcutter head (4) is rigidly connected to the gear (5) by the subcutter-head axis (2-2). When the main drive shaft (1-1) rotates, the subcutter head (4) rotates around the axis (2-2), under the action of the tie bar and with the help of sleeve pipe (3).At the same time, axis (2-2) also rotates around the main shaft (1-1). As shown in Fig 1, is the angle between the main shaft and the subcutter-head axis.

The research deals with the study of the quality indicators in the productive process and its use for the consuming market, for two types of ores: industrial sand and crushed stone. Companies who represent the profile of the São Paulo producing market in its respective modalities well produce the selected cases. The development of the studies have to be, for the application of consistent methodological models of the fundamentals of the Engineering of Quality, especially how much to the statistical control of processes and its trustworthiness, of form that the results of the research can serve as referential in the boarding for other generic cases of the mineral industry.

The flow in a hydrocyclone is divided into a boundary layer around the walls, an exterior inviscid flow and an air core in the center of the equipment. The boundary layer flow over the lateral walls is associated with the short circuit of particles to the underflow, while the boundary layer over the top of the hydrocyclone and the outer part of the vortex finder tube is related to the short circuit of particles to the overflow. Classification takes place in the exterior flow. The model can be validated with pilot or industrial data and simulates the performance of hydrocyclones in a wide range of design and operating variables.

1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. Part of the Imittos Western Peripheral Motorway in Athens is the twin road tunnel in the vicinity of American College, with 20m excavation diameter. In the paper, the environmental and other requirements, the geometry and the geological – geotechnical characteristics of the rock formations in the construction area are given. Information regarding the modeling and analysis methods that are used for the design of the temporary support, the final lining and the wedge and slope stability analysis is described thoroughly. Finally, the results of the analyses are compared with these of measurements and general remarks during the construction of the tunnels.

At the 2017 ICGCM-conference in Morgantown, WV, a case study was presented with measurements of the upward surface movements or uplift after the closure of two neighboring coal mines (Winterslag and Zwartberg, Belgium). One was closed in the sixties, and the other closed in 1988. The study was based on satellite data (Radar-interferometry or InSAR). The analyses showed both a significant variation of uplift values above the mined area and the surrounding zones, and a variation of the uplift rate as a function of time. In other words, the phenomenon of uplift is complex. At that time, it also was clear that more research was needed to better understand this phenomenon, e.g., an identification of the various mechanisms that are relevant for the process of uplift and the quantification of the various impacts. A systematic analysis of all relevant parameters resulted in a framework that forms the basis for the analytical calculations of uplift values. These calculations show that the main impact is due to changes in the hydrostatic pressure. However, the expansion of the softest parts, i.e., the collapsed or goaf material, is not only important, but the expansion of the (stiffer) non-collapsed strata layers due to a change in pore pressure also must be integrated into the model. For the case study, the partial flooding of the underground after closure of the mine that was abandoned in the sixties is integrated into the model. Larger stiffness values also are applied for this mine, in comparison to the values of the more recently closed mine. Overall, a very good correlation is observed between the InSAR-measurements and the calculated values along a north-south transect.

"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50's, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."

The main purpose of mine ventilation design is to provide sufficient quantity and quality of air to the workers and to dilute methane and other contaminants. It is generally perceived that the additional air along the longwall face will improve methane dilution on the face and in the tailgate. However, computational fluid dynamics (CFD) modeling efforts at the Colorado School of Mines (CSM) under a National Institute for Occupational Safety and Health (NIOSH) funded research project have found that higher flow velocities along the longwall face are shown to increase the pressure differential between the gob and longwall face allowing more methane to be entrained in the active face and tailgate (TG) area, thereby negating the dilution effect. The increased face ventilation causes an increase in pressure along the headgate side which allows more oxygen to ingress into the gob area, thereby increasing the amount of oxygen available to form explosive methane air mixtures in the gob and to support spontaneous combustion of the coal. Two things are happening at two different locations along the longwall face, increase in pressure as the flow enters the active area cause an increase in pressure which forces more oxygen into the gob, but as the flow is developed along the longwall face, the higher velocities causes greater pressure drop allowing methane to enter the active face further downstream from the headgate (HG) towards the tailgate side. In this paper, a parametric study will be presented to discuss the effect that varying the face air quantity has on methane concentrations in the tailgate and formation of explosive gas zones (EGZs) in the gob. Counter to conventional wisdom, it appears that increased longwall face air quantities may increase the explosion hazard as they result in increased EGZ volumes in the gob, along with increased methane quantities in the tailgate return.

In the May, 1969 issue of Mining Engineering the Editorial Director, John V. Beall, described the Japanese Onahama Copper Smelter and Refinery as follows: "On the shore of the Pacific, 120 miles north of Tokyo, is the world's most modern copper smelter and refinery.? One of the improvements that has been made at the Onahama Refinery is the quality of the electrolyte in the copper refinery electrolytic cells. This has been accomplished by reducing the concentration of slimes in the cells between the electrodes. In a December 19, 1966 review in Chemical Engineering magazine reference was made to some tests in Sweden as follows: ?However, at 1,000 amps/sq.M., satisfactory cathodes could be prepared, provided electrolyte flow past the anode and cathode was at least 3 to 4 meters per minute, and the slime content was not allowed to exceed 20 to 30 mg. per liter. By dropping the current to 500 amps with the same electrolyte velocity, the slime content could grow to 50 mg. per liter (50 ppm) without causing occlusion at the cathode." From this data it appears that the production capacity of copper refining electrolytic cells can be significantly increased. In order to do this the concentration of suspended contaminating slimes in the electrolyte solution is reduced by filtration. The electrolyte in-between the active electrodes must be purged with higher velocities to maintain a high concentration of the desirable copper ion in the liquid film adjacent to the cathode and the sulfate ion in the liquid film at the anode. This higher velocity also carries away from the cathode the undesirable impurities released from the anode as they are released into the electrolyte as filterable solids.

A number of infrastructure projects are on progress all around Greece at the moment. The common propose of these a project is the promotion of quality in: Design, construction and maintenance stages. They also comply with environmental management, which is, a method of organizing and implementing environmental protection measures. The paper includes by special reference on two important modern transport infrastructure projects for the development of Greece and its communication with Europe and the Balkans. Their landscape types and natural vegetation, local climate, geological conditions, altitudes, aspects and soil types vary As a result, upland landscapes in particular, are endangered. Due to the complex of nature of this environment, the development and the landscape design of the projects is a high challenging task. Wherever the nature of the projects requires intervention to the environment, they intend to follow the direct restoration of landscape and method for ecological balance. The implementation of landscape design of infrastructure projects, aims at restoring the landscape affected by construction works, incorporating transport works into the landscape, emphasizing on areas of particular interest (e.g. archaeological sites), while at the same time observing the principles of an efficient operation and safe use of the alignment. Landscape design provides, among others for the protection of slopes against surface erosion and the reinforcement of their stability, the improvement of road functionality, the aesthetic improvement of the landscape, adaptation of the road landscape to the greater environment, visual guidance of the user, screening of lights of the vehicles moving in the opposite direction, the protection against wind etc. The landscape design strategy and landscape applications are specified by special landscape guidelines and specifications that can be considered as part of the sustainable development of a alignment creating a high a esthetic scenery, ensuring the security of transportation and the environmental protection.

Aiming at the subjective impact caused by subjective weighting method in the establishment of rockburst risk attribute identification and prediction model, the combined weighting method was introduced to eliminate the influence of unreasonable weight of each index. Eight discriminant indexes affecting the risk of rockburst were selected. Through the literature review, relevant rockburst cases were collected and 8 index rockburst sample sets were established. A variety of machine learning methods were used to analyze the feature importance of discriminant indexes in the samples, and then to determine the objective weight values of different methods. Combined with the subjective weights determined by the Analytic Hierarchy Process, the combination of weights were successively carried out. Based on the attribute recognition theory, the combination weights with different objective weight methods were established to identify the rockburst risk attributes, and verified by the confidence criterion. The results show that the objective weight value determined by the feature importance analysis of machine learning reduces the subjectivity of the weight of Analytic Hierarchy Process method, improves the prediction accuracy, and makes the prediction result closer to the fact.

"To ensure that trains run safely, the performance of railway civil engineering structures is checked by periodic inspections. General inspection method has merits and demerits, but none of them offers the combination of high accuracy and quick inspection. In an effort to resolve this problem, West Japan Railway Company, the Institute for Laser Technology and the Railway Technical Research Institute jointly developed a remote laser sensing system as an alternative to the impact acoustics method for detecting defective concrete elements in tunnel linings. The proposed remote laser sensing system has two lasers, one to apply an impact to the concrete surface and the other to measure the vibration of the concrete generated by the impact laser. The impact laser is a high-energy pulse laser that induces vibration in the concrete. The detection laser has a signal beam and a reference beam. The signal beam reflects on the concrete surface and goes into the dynamic hologram crystal. The reference beam diffracts in the dynamic hologram and enters the detection sensor with the signal beam. The vibration of the concrete surface can be measured to detect the movement of an interference pattern. A prototype of the remote laser sensing system was developed as shown in Figure1. A vibration and acoustic insulators are equipped to remove a noise generated from a maintenance car or electric generator in this system. The proposed laser remote sensing system and the detection algorithm were verified with the help of field test conducted in a tunnel on the Shinkansen. An impact test using hammering was applied to obtain the accurate response acceleration on the surface of the concrete before application of the proposed method. In this test, the result obtained from the proposed method has good agreement with that obtained from the impact test by hammering. Consequently, it is verified that the proposed method can be used as an alternative to the standard impact acoustics method."

United States Steel Corporation began mining coal in southern West Virginia at the turn of the century, and until the late 40's production was confined to underground mines. Surface mining was initiated in our southern West Virginia -holdings as a means of recovering coal that could not be obtained by underground mining methods. After observing and evaluating surface mining methods employed by other companies, some of which operated on lands of U. S. Steel on a lease basis, we undertook the establishment of a surface mining operation. Our method, as, initiated in the early 50's, remains basically the same today. Variations have come about primarily by equipment modifications. The method consists' of a pioneer cut to establish the coal outcrop, a drill bench for drilling, blasting, and removal of the overburden from the top of the coal. The land is rugged except for the flood plains of some of the larger streams. The mountains have steep slopes, averaging 30 degrees, with relatively sharp ridges and very narrow valleys,. Geologically, the coals_ lie in the Pocahontas formation of the Pottsville group in the Pennsylvanian system. This means that the coals in our area of operation lie at the base of. The coal measures in the Appalachian range. The coal that we have mined is primarily the Pocahontas nos. 3 and 4 seams. We have mined negligible amounts of other seams in the Pocahontas groups above the no. 4 seam. The Pocahontas no. 3 seam, which is the lowest mineable seam geologically in this area, lies anywhere from 700 feet below: the valley floor up to 400 feet above the floor. This is occasioned by the Anticlinal formation which gives us grades Of about 9% at the anticline, decreasing to about 1 to 1-1/2% on the extreme flanks. We have the opportunity to engage in surface mining where the coal seams intercept the surface above the valley floors.

Caterpillar recently held two, two-day demonstration programs for its mining customers. The event, billed as MineDemo by Caterpillar, consisted of two sessions held on consecutive weeks at the company's Tinaja Hills proving ground south of Tucson, AZ. The program included several classroom sessions that focused on Caterpillar equipment applications, including the VIMS (vital information management system) and the CAES (computer-aided earthmoving system). Also included were field demonstrations and the opportunity to test drive mining-related heavy equipment, including dozers, trucks, graders, shovels and loaders. Featured at the event were the recently upgraded 785, 789 and 793 C-Series trucks. Caterpillar recently announced the availability of the 136-t (150-st) 785C and the 177-t (195-st) 789C. The upgraded haulers have replaced the respective B-Series models. The 218-t (240-st) 793C was introduced in 1996. It, too, has been upgraded but retains the C-Series designation. While attending the press event, the author had the opportunity to test drive the 793C at the Tinaja Hills test site. It was amazing how well the machine handled. The operation was smooth and the braking system was precise. The cab was extremely comfortable. To see a C-Series truck in action, the author also visited Newmont Mining's Mesquite Mine, located in Cali¬fornia, across the border from Yuma, AZ. The Mesquite Mine operates a new model 785C truck. At the mine, temperatures have been measured as high as 58° C (138° F) in the pit. Needless to say, the ability to operate dependably in extreme heat is an important consideration for the mine operators. An interview with the driver and later with management confirmed that the 785C has worked out well. The driver praised the comfort of the cab and the ease of operation. Management reported significant fuel savings and was impressed by the truck's maintenance features.

An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

Recently, a Maryland bank became the overnight owner of a toxic waste site through a foreclosure. The original property owners had operated a crash and garbage business on the site and obtained loans for their business venture through the bank. In 1980, their son purchased the property from his parents with mortgage monies obtained from the bank. Failing to make his loan payments, the son defaulted on the mortgage. The bank foreclosed on the property and eventually purchased the property at a foreclosure sale. Shortly after the bank's purchase of the site, toxic wastes were found on the property--the result of disposing solid wastes on the site for 10 years. The bank declined responsibility for contaminating the site and consequently for its cleanup. The Environmental Protection Agency (EPA) took corrective actions to clean up the site. EPA then handed the bill to the bank, citing the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) of 1980 (more commonly known as "Superfund"). CERCLA imposes liability on the current owners and operators of hazardous waste sites.
