I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

The coagulation of dispersed ultrafine weakly-magnetic oxide mineral particles (e.g., natural hematite and chromite) in an external magnetic field can be described by interparticle forces. Essentially, coagulation occurs when the short-range London-van der Waals interactions and the long-range magnetic forces outweigh the stabilizing electrical double-layer repulsion. Using the classical colloid chemistry theory, the various components of the potential energy for different-sized particles at a series of ionic strengths and magnetic field intensities were calculated. The results of this theoretical analysis were then related to the results obtained from experimental studies in which the magnetic field-induced coagulation of the ultrafines of natural hematite and chromite in aqueous suspensions were investigated using a laboratory-scale electromagnetic solenoid. The experimental results relate the coagulation process (as determined by magneto-sedimentation analysis) to the particle size, the slurry pH and the external magnetic field. In the magnetic fields, the maximum coagulation occurred near the pH of zero-point-of-charge (pHzpc) of the minerals (where the electrostatic double layer repulsion was reduced to a minimum) enabling the particles to enter the "primary minimum" energy sink. On the other hand, in cases where the electrostatic repulsion was not suppressed, the long-range magnetic forces enabled coagulation to occur in the "secondary minimum." This caused the formation of chains that appeared to be relatively stable during sedimentation.

The initial step in the pelletizing of iron ores is the production of green balls. The importance of this step cannot be overemphasized as the physical quality of the green balls has a very significant effect on the subsequent induration process, regardless of the type of the indurating equipment employed. The ability of the green balls to withstand the rigors of handling, distribution, compaction and drying will have an effect on the degree of success of any pelletizing operation. Many factors affect the physical quality of the green balls including the prior processing of the iron ore, the characteristics of the balling feed and the type and quality of the binder used (if any). When working on the development of a new project or studying an existing operation, it is often desirable to determine what effect variations in these factors will have on green ball quality. It is generally impractical to make these determinations on a commercial, or even pilot plant scale, especially when the number of variables to be studied is large. Because of this, many organizations have developed batch techniques for producing green balls to enable them to perform such investigations with a minimum of time and expense. The batch balling method is at best, only an approximation of commercial balling systems. Many practitioners employ the use of pre-formed seed pellets to initiate a batch run. Thus, the growth mechanism encountered in any experiment is essentially snowballing. Unless an instability is introduced into a balling test (such as an excessive initial feed rate or an unusual feed material characteristic) the growth mechanism of coalescence is not present to a significant extent nor is it desirable. In a continuous operation, both mechanisms are present and necessary to sustaining the system. The batch balling technique thus produces pellets in an idealized manner and cannot be used to directly predict commercial green ball qualities. A general relationship does exist however, and the procedure is fairly sensitive to variations in test parameters. Although many refinements to this technique have been introduced over the years, batch balling is still essentially an art and subject to "operator effect". Therefore, to assure consistant and reliable results, skilled technicians who carefully adhere to established practice must be utilized.

A panel discussion on carbon-in-pulp processing of gold and silver ores was one of the highlights of the 1981 AIME Annual Meeting in Chicago. The session generated considerable interest and discussion among panelists and the audience. For those unable to attend the panel, the program was recorded and the discussion appears in this two-part report. The panel was co-chaired by Robert S. Shoemaker, vice president of San Francisco Mining Associates, and Laurence D. Hartzog, principal engineer with Bechtel Civil and Minerals Inc., San Francisco, CA. Panel members included: George Potter, consultant, Tucson, AZ; Kenneth B. Hall, metallurgical superintendent, Homestake Mining Co., Lead, SD; and Donald M. Duncan, resident manager, Pinson Mining Co., Winnemucca, NV. There have been several types of carbon-in-pulp adsorption vessels in use, such as the Dorr-type agitator, the simple propeller agitated tank, the Pachuca tank, and, lately, the draft tube-type of agitated tank. Which one of these is best and why? Potter: On the selection of the most appropriate adsorption vessel, there is a considerable difference of opinion that stems largely from the fact that every ore is different. The mesh of grind, the pulp solids, and the apparent viscosity of the pulp as caused by its clay content and chemical conditions all differ. The traditional Dorr agitator with the slow speed center sweep and either peripheral or center column air lifts has worked quite well on the finer grinds of all minus 65 and probably 70-80% minus 200 mesh. Pachuca tanks have also been successful and they may be capable of handling a coarser feed than the traditional Dorr tank. One uranium mill, for example, handles minus 28 mesh sandstone ore in a Pachuca. The most recent development and one that commands consideration is the draft tube agitator in which there is a turbine which closely fits inside a draft tube. Velocity in the tube is carefully calculated to avoid undue shear and thus abrasion of the carbon. The objective in all cases, of course, is to mix the granular carbon, which is typically 6 x 16 mesh, very gently but thoroughly in a slurry with minimum carbon abrasion. I do not know that there is one outstanding choice just yet and I have been unable so far to get information on C-I-P service for ore grinds as coarse as 35 mesh. Duncan: The major advantage of draft tube-type is the ease of startup. At the Pinson plant we installed draft tube-type agitators but it is too early to quote experience with them. We also haven't operated long enough to determine just what our carbon loss is. The advantage, of course, in the draft tube design is that it requires only about one-third the horsepower input of a conventional agitator. If it has no other advantages, it has that. Hall: The type of vessel most suitable for C-I-P adsorption depends on the type of ore treated and the prevailing operating conditions. In most cases, a deep tank with turbine-type mechanical agitator and low speed tip velocities would be satisfactory. Turbine-type impellers give a positive type of agitation which assures optimum ion contact and reduces short circuiting. Thorough aeration is possible with an air sparge properly located. A mechanical agitator can easily be started up after an outage, but it is usually necessary to drain and wash out a Dorr rake-type or Pachuca before restarting. The turbine-type impeller requires more power, but maintenance costs are negligible if rubber covered impellers are used. Carbon losses are minimal. In smaller plants, Pachuca type agitators provide adequate aeration and agitation. Bob Polak, Occidental Minerals (from the floor): Mr. Hall, you favor the mechanical-type agitator with the preface that the proper design is critical. Could you elaborate on this for us? Hall: The most important thing is low tip speed to prevent carbon attrition. I think the impeller should be sized so that you get a good sweeping action toward the bottom of the tank, across its bottom, up the sides, and back to the center. The advantage of the draft tube is that you get a more positive agitation and you probably get improved aeration too. Polak: Do you know of anyone using an upflow mechanical agitator rather than a downflow unit? Hall: I think that Bob Wilson at Custom Equipment has designed one where he has located the sparge directly beneath the impeller. The air bubbles are broken up by the impeller as the slurry passes through it. The slurry flows upward, outward, down the sides, and, again, back to the center of the tank. I don't know that any tanks of this design are in commercial use. Hans Von Michaelis, Randol International (from the floor): A question to any of the panelists on flat bottom versus conical bottom Pachucas. Hall: I would say the conical bottom would be most suitable in most cases. Some plants have experienced problems with flat bottom Pachucas in that they have a tendency to sand in on the sides of the tank so only the center of the tank is active. Duncan: With our draft tube tank we placed an inverted cone in the center of the tank bottom and blanked off the bottom comer around the circumference of the tank to facilitate movement of the pulp. Other than that, as far as conical bottom tanks are concerned, I'm generally opposed to them because of the cost and height differential. Larry Kramer, Kennecott Minerals Co. (from the floor): Mr. Duncan, you mentioned that the draft tube-type could be agitated with about one-third the horse-power applied to a conventional propellor agitated tank. I have trouble trying to pin down that kind of number. Could you give a bit of rationale as to why that mechanism has a lower horsepower requirement? Duncan: I think it has to do with the fact that below the propeller you have straightening vanes. The pulp, which is flowing vertically downward, is turned and flows upward again without any recirculation. You have an inherently less horse-power requirement in that type of tank. The one-third horsepower requirement is a number I obtained from Lightnin, which supplied us with details of the draft tube. There is probably much more recirculation with a conventional impeller type that is wasted motion. Potter: Last week I saw some agitators in South Africa with short draft tubes and actual turbine-type impellers. This plant was handling 200 kt of ore per month. The tanks were flat bottomed, and the agitation appeared to be quite satisfactory.

Real option value (ROV) method is considered to be more practical and advanced compared to net present value (NPV) method in evaluating a mining project, in particularly when there is substantial uncertainty in the commodity market as well as possible operational flexibility embedded in the project. Usually, it may take months or even years for the commodity product to be available in the market after the mining activation decision is made. The impacts of postponing the delivery of commodity product on the mine?s ROV and NPV are assessed based on the proposed real option method. Postponing the delivery of the products leads to declined NPV and ROV compared to the non-postponing scenario and extended postpone results in higher lost values in NPV and ROV. For a mine with lower mining cost, by postponing the delivery, the exercising threshold of commodity price is lower because the mine owner anticipates that commodity price may rise during the time of postponing. A mine with higher mining cost requires a higher exercising price threshold to ?lock up? the profit when there is ambiguity of market situation due to the postponing of the delivery.

The ECOMINING platform aims to develop a scientific and technical organization in order to promote within the natural resources industry a framework for environment-friendly exploitation technologies (on Best Available Technologies principle) and also to develop a solid basis for performing Research and Development projects. The ground of this project is the success of the First International Seminar: ECOMIN-ING - Europe in 21st Century1, organized by the Research and Development National Institute for Metals and Radioactive Resources Bucharest in co-operation with ITASCA Consultants GmbH Germany, the University of Petrosani and supported by the National Society of Salt Bucharest & Praid salt mine branch and the Ministry of Economy and Commerce. The platform provides a complex data base, for partners? selection and researchers? team structure. This can provide the scientific results with a high level of confidence for the projects of interest in the field of exploitation of mineral resources and for the participation on national and international project proposals competitions (i.e., target the 7th Framework Programme or any European / national programme, which can provide funds for the ECOMINING platform field of interest). The next step is the affiliation of the ECOMINING platform to the European ones, and to be compatible with them. The ECOMINING platform represents itself a 7th Framework Programme (FP) project idea.

Introduction An earth science teacher at the junior high school level has the potential of working with 450 students per year. And these young people are at an age where they can be properly informed about the importance and necessity of a viable, domestic minerals industry. It was with this philosophy that a course was developed at Eastern Washington University for science teachers entitled, "The Minerals Industry of the Pacific Northwest." The two-week course is sponsored by the Northwest Mining Association and the Idaho Mining Association. It was first taught during the summer of 1971 and will be taught during the summer of 1986 for the sixteenth straight year. It is a two-week mini-version of the very successful six-week course taught at the Colorado School of Mines. In 1971, Russ Chadwick was President of the Northwest Mining Association. He suggested that such a course should be developed and offered at Eastern. It was determined that tuition scholarships would be necessary. This would ensure that a reasonable number of teachers would register for the course. Say a teacher has five classes a day, with 30 students in each class. Some 150 students come into contact with that teacher each term. With three terms a year, an instructor works with about 450 students per year. So, with 20 teachers in the course, it was possible that 9000 students a year could learn from our informed teachers. And now, after 15 years, more than one million students have learned about the minerals industry from teachers who have completed the course. The course is designed to take the teachers through all aspects of the minerals industry. Most of the lectures are given by the working geologists and engineers who talk about their jobs in the industry. This is extremely important for the credibility of the course. The teachers realize that the lecturing professionals really believe in what they profess. Industry fundamentals The course begins with a lecture on the need for minerals in a modern society. Most of the teachers do not realize how critical minerals are to every aspect of our daily lives. The lecture is followed by the US Bureau of Mines movie, "Minerals Challenge." An exploration geologist then discusses what is involved in the exploration for a mineral deposit. This includes a case history that the geologist has actually been involved in

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

DESCRIPTION OF PROJECT Geographic Setting The Kops II plant is a pumped storage scheme of the hydroelectric power producer ‘Vorarlberger Illwerke AG’ which is currently under construction in the Austrian Province of Vorarlberg. The plant is located at the end of the Montafon valley and will be fed with water coming from the Silvretta mountain range (Figure 1) Description of Plant The Kops II plant shall be operated as a pumped storage plant with three highly flexible and quickly controllable power generating units. Each unit shall have a capacity of 150 MW and shall be equipped for both turbine operation and pump operation. The Kops II plant uses the existing Kops Lake as upper storage reservoir and the existing Rifa balancing reservoir as lower storage reservoir. All major plant components of the Kops II scheme are located below ground. Total investment costs areapprox. 360 million Euro. Construction Lots The construction works for the Kops II plant, which were subdivided into three lots, were launched in September 2004. It is planned that the first power generating unit shall go on line in the year 2007. The completion of the overall project and the operation start-up of the second and third unit are envisaged for the year 2008. Lot 1—Pressure Tunnel. The 5.5-km-long pressure tunnel forms the connection between the Kops Lake and the beginning of the pressure shaft. The tunnel was excavated by the use of a double-shield TBM. Lot 2—Pressure Shaft and Surge Chamber. The approx. 1.1-km-long pressure shaft was excavated by TBM, advancing from bottom to top. Featuring an inclination of80%, the pressure shaft overcomes a difference in height of approx. 700 m. Lot 3—Power House Cavern and Tailrace Structure. The power house cavern, which is being built approx. 150 m inside the mountain, forms the core of this plant. The power house is designed to accommodate three power generating units, and the transformer cavern is forseen to accommodate three transformer units. The tailrace structure serves the purpose of conveying the water to the lower storage reservoir during turbine operation and as water intake during pump operation (Figure 2).

The processing strategy for the effective separation of bitumen from low grade (< 10 weight percent bitumen) Utah tar sands by a hot water process differs significantly from that used for the processing of high grade (> 10 weight percent bitumen) Utah tar sands. Excellent separations (coefficient of separation = 0.9) can be achieved for high grade Utah tar sands by intense hot water digestion followed by a modified froth flotation step. Such a technique is ineffective for low grade tar sands. In order to change the characteristics of the low grade tar sand an attempt was made to enrich the bitumen content of the feed to greater than 10 weight percent by recycle of bitumen concentrate to the digestion stage. However the quality of the separation was not improved under these circumstances. Similarly feed enrichment by heat treating the low grade feed with recycled concentrate prior to digestion did not improve the separation. More successful separations of low grade Utah tar sands were finally achieved by modification of the viscosity of the low grade bitumen with controlled addition of diluent. These results of the hot water separation tests and variations in the quality of separation are interpreted in terms of the physical properties of the bitumen and the surface bonding forces operative at the bitumen-sand interface.

"The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau&apos;s responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau&apos;s mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman&apos;s appointment as acting director, he has spent considerable time on the road explaining his agency&apos;s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau&apos;s 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau&apos;s history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency&apos;s eventual demise. We felt the Bureau&apos;s mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow&apos;s technologic advances. Don&apos;t confuse us with policymakers, we&apos;re not. But we are policy analysts; we&apos;re scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I&apos;m biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

This project, which is intended to provide effective sewerage services to the Blue Mountains community, is located in the Blue Mountains National Park, about 60 km west of Sydney, Australia. The sewerage scheme consists of about 40 km of tunnels, out of which approximately 22 km have been completed. This paper describes the last major tunnelling operation on this project, the Hazelbrook to Katoomba tunnels. These tunnels, which mainly traverse the Hawkesbury Sandstone formation, are being excavated by a new 3.4 meter diameter Jarva Mk12C TBM. The mucking system consists of a continuous conveyor, which has allowed for some very impressive advance rates. The paper will consist of three main sections; the general geological conditions expected along the tunnel will be described in the first section. The second section will discuss the design and main features of the TBM, back-up system and continuous conveyor. The third section of the paper will describe the operational aspects and various performance data of the machine.

"The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) owns and operates the Tunnel and Reservoir Plan (TARP) system which was adopted in 1972. TARP is a network of 110 miles of deep tunnels and ultimately 3 large reservoirs to combat waterway pollution and flooding within a 350 square mile area served by combined sewers. The original TARP concept included additional tunnels to convey CSOs from the largest storms to the reservoirs. With the initial TARP tunnels complete and the reservoirs nearing completion, MWRDGC commissioned hydraulic and hydrologic modeling studies to analyze the benefits of additional conveyance tunnels. These updated studies optimized the configuration of additional tunnels considering integration with potential future local sewer system upgrades. The alternatives considered several routes of 25, 30, and 35 foot diameter tunnels, ranging from 10 to 18 miles. Alternatives were analyzed based on projected reductions to basement flooding compared to the relative costs. TUNNEL AND RESERVOIR PLAN After World War II the Chicagoland area underwent rapid growth and development. With the Metropolitan Water Reclamation District of Greater Chicago's (MWRDGC) service area becoming increasingly impervious, the flat Chicago landscape was increasingly at risk of significant flooding. In the mid and late 1950's, Chicago experienced multiple extreme storm events that had significant impacts on the city and generated the momentum necessary to initiate what would ultimately become one of the world's largest civil works undertakings. In 1957 a Flood Control Coordinating Committee was formed, consisting of representatives of the MWRDGC, Illinois Department of Public Works, Cook County, and the city of Chicago, to review various plans and develop recommendations for a course of action. With more than 50 alternative concepts being identified, the Tunnel and Reservoir Plan (TARP), which itself is a composite of various alternatives, was adopted the by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) in 1972. The need to adopt a long term plan was further influenced by the Clean Water Act, which was enacted only 8 days prior."

Kidd Creek mine has recently completed upgrades of its primary ventilation systems enabling it to maintain a delivery of 1200 m3/s to continue mining ore zones extending to over 3000 m below surface. Following these upgrades the mine initiated a multi-stage review of their ventilation usage. The focus of these reviews, ranged from a brainstorming session of invited experts, through an evaluation of production plans to a detailed analysis of production data to determine if the ventilation system could be run more efficiently, thereby reducing the mine?s power consumption and associated operating costs. The initial review identified 1500 kW of installed fan power that could be eliminated from the primary ventilation system. The benefits of the subsequent analyses, so far, are not as measurable. The second and third analyses, respectively using long range production plan data and historic production data to determine ventilation requirements based upon diesel equipment, did not agree. Both were shown to have limitations, the future based analysis underestimating, and the historical analysis overestimating the requirements. Regardless of the failings of each method, important outcomes were achieved from the detailed analyses, namely, the ability for a mine to meet a forward analysis prediction of airflow depends on its ability to adjust the ventilation to meet the dynamic nature of the mining process. Also, to minimize total ventilation requirements, a mine must regularly redistribute its airflow; this not only reduces the total volume requirement but also increases the variability of the delivered flows which can provide further operational savings. Since the detailed analyses, the Kidd Creek mine has implemented a more frequent ventilation review and redistribution procedure; consequently, it now operates with an average delivery of 930 m3/s, which is 23% lower than in 2005 at the start of the review process.

In a previous paper (Dunne, Martins, Goulsbra, Chittenden 1997), the new gravity circuits at Telfer Gold Mine, which incor­porate Knelson centrifugal separators in both the sulphide and oxides, are described. The advantages of the new circuits over the replaced spiral ( oxide circuit) and jig (sulphide circuit) were discussed, as were the improvements in gravity gold recovety. It is of note that the installation of the centrifugal separators in themselves did not result in increased gold recovery. The realisa­tion that changes in gold room practices are required to take advan­tage of the increased fine gold recovery from the Knelson concen­trator was an important step towards improved gravity gold recov­ery. This was achieved by increasing the time taken to treat the Knelson concentrate on the shaking table in the gold room. Although this increased gold recove1y, it was found that the table tailings, especially from the sulphide circuit, still contained high values of gold. In an effort to ascertain ways in which gravity gold recovery could be fu1iher improved, a sample of the sulphide table tailings was sent to the Oretest Laboratory in Perth for testwork. The results from this program are discussed in this paper.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Although great strides have been made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, the number of accidents resulting in disabling injuries and lost time has continued to increase. Looking ahead to the 1990s, the reduction of accidents and incidents typically found in these latter categories should be emphasized in safety training for underground coal mining. Loss control is an approach which shows promise for applications in mine safety training since loss-control strategies focus on the pre-contact stages of an incident rather than on the incident, itself. Applied to safety training, the heightened awareness of personnel to workplace hazards at the pre-contact stages should result in a reduction of accidents and injuries. This paper explains the concept of loss control and shows how it can be applied in the development of the needs assessment for miner training programs. An example, based on research conducted at the continuous-miner worksite, is provided.

In its, effort to combat waterlogging and coil salinity, the later and Soils Investigation Division of WAPDA (West Pakistan&apos;s Water and Power Development Authority) has carried out an extensive program of test drilling and water sampling, since 1954. Data collected during the past ten years have permitted the delineation of fresh and saline ground-water-zones in the Punjab Plain. Fresh ground water containing generally, less than 500 ppm (parts per million) of total dissolved solids is found in wide belts paralleling the major rivers and in other areas of fresh-water recharge. Locally, fresh ground water extends to depths of 1,500 feet and more. Saline ground water occurs downgradient from sources of recharge, particularly in the lower central parts of the interfluvial areas and, presumably, underlies most of the Punjab Plain. The ground waters of the Punjab are characterized by their evolution from calcium, magnesium bicarbonate waters, near sources of recharge, to waters containing a dominant proportion of sodium. The highly mineralized waters of the Punjab are generally of the sodium chloride type, whereas in Dera Ismail Khan District sodium sulfate waters predominate. The pattern of distribution of saline ground-water zones and the observed gradual increase in mineral content, downgradient from sources of recharge, can be explained best by a hypothesis stressing the processes of evaporation from the water table and solution of minerals within the alluvial aquifer.
