"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

INTRODUCTION In late 1970, an experimental geophysical program was undertaken at the Lake Huron Tunnel for the purpose of developing a geophysical technique that could be applied to determining the thickness of rock above the crown of the tunnel and identifying anomalous geologic conditions ahead of the face as the tunnel was advanced. The Lake Huron Tunnel is an 18.5 foot diameter machine bored tunnel having a total length of approximately 6 miles. The easternmost 4.5 mile section of the tunnel extends offshore beneath Lake Huron. At the time this study was started, approximately 1.5 miles of bore remained to be completed at the east end of the project. The tunnel is part of a raw water intake for the City of Detroit water supply. The Lake Huron Tunnel is bored in Antrim shale, a dense marine shale of Mississippian or Devonian age. The west end of the project encountered banded brown shale containing numerous calcareous concretions ranging in size from a few inches to more than 16 feet in diameter. As the tunnel was advanced in an easterly direction, a transition was encountered into very uniform gray shale. One set of prominent vertical joints was encountered with a strike running approximately 15 to 20 degrees askew of the tunnel axis. Bedding is essentially flat. Variable quantities of salt water and natural gas occur in the rock. The results of exploratory drilling carried out for preliminary design studies indicated that as little as 30 to 35 feet of rock cover could be expected under the lake at the east end of the project.

"In 2008, the world quietly hit a milestone that did not receive much fanfare or publicity, but it hit one that marked a turning point in the history of mankind and the way the planet is and will be inhabited in the future. It was in 2008 that, for the first time, more than half of the world’s population, an estimated 3.3 billion people, resided in urban areas. The world’s population had moved from being a majority of agricultural and rural society to an urban society. Andrew Whalley, deputy chairman for Grimshaw Architects, said this change in where and how people live will continue to increase urban populations and, by 2050, it is estimated that more than 6.4 billion people will live in urban areas. To meet these needs, Whalley, speaking during the keynote session of the 2105 Cutting Edge conference in Denver, CO, said future cities will have to be reimagined and redesigned to be more efficient. A large part of that design will be in the infrastructure of those cities.At the Fourth Annual Cutting Edge Conference, Sept. 21-23, much of the discussion was around how the tunneling and underground construction industries improve cities in a number of ways, including societal, environmental and in overall efficiency. There was talk, not just about the improvements that society enjoys at the completion of such projects, but also about the challenges faced by the owner and contractor in the construction of such projects.The conference, titled Urban Tunneling, brought together some of the top minds in the industry to not only discuss the issues faced today, but also those that will shape the industry in the future.For his part, Whalley spoke about a number of projects around the world and how they have impacted society in ways beyond simply providing a better means for transportation of people or water. Notably, he spoke about the Crossrails project in London.London is a city of 8.6 million people and a history that dates back nearly 2,000 years. It is a great example of the challenges the industry faces in bringing modern efficiencies to an established city.Running more than 100 km (62 miles) with more than 42 km (26 miles) of tunnels passing through 40 stations, including 10 new stations, the project is the largest in Europe and will transform the way people move about the city."

Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

This study showed the kinetics of gold chlorination leaching from an anode slime complex containing copper, silver, barium, selenium, and tellurium. AgCl and BaSO4 control the rate of gold leaching, and the interface transfer and diffusion across the product was selected as the desirable kinetic model. The concentration of hydrochloric acid, chlorine gas flow rate, pulp density, and temperature have been precisely studied. The results showed that temperature and hydrochloric acid have a favorable influence on the leaching rate. However, the chlorine gas flow rate is inactive in the reaction rate. Furthermore, the leaching rate decreased with an increasing pulp density. The leaching process was controlled by the interface transfer and diffusion across the product, and the activation energy was determined to be 13.66 kJ mol–1.

The application of an open-pit Materials Handling Simulator (OPMHS) to analyze mine planning and scheduling problems in large surface mines is discussed. The mine chosen for this application employed a large stripping dragline working in tandem with a shovel-truck haulback system for removing overburden. Large bottom-dump trucks were employed behind a coal loading shovel to transport the exposed coal out of the pit. Specifically, the current operations and the recommendations for short term and long term improvements were simulated on OPMHS. The effects of changing the operating parameters of the equipment on the total system were evaluated. Several alternatives were also studied for the best use of the existing equipment if the current operating parameters could not be improved upon. The results of the application are discussed.

The particle-bubble attachment and the rupture of formed aggregates in flotation cell were investigated in terms of turbulent regime. It was found that the particle-bubble collision rate is closely correlated to the energy barrier between particles and bubbles, and no adhesion takes place for the hydrophilic particle-bubble system due to the introduced ?capture efficiency? f(a) being zero. The values of an especially defined Weber number, i.e. the ratios of turbulent stress to aggregate strength in the inertial subrange of turbulence were estimated, the results showed that the detachment of a particle from a bubble involved in an aggregate is mainly caused by the turbulent stress only in the impeller zone, no bubble splitting occurs both in the impeller zone and in the bulk zone.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which difEerentia1 movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. Low-lying coastal swamps with favorable climates are ideal locations for coal accumulation and burial by river-borne sediments, and large areas are affected by relatively minor vertical movements of the shoreline. The large plates have continually or intermittently moved throughout the geologic past, resulting in various configurations of the continents and oceans, and coal-forming conditions have occurred at numerous times and places. Vast areas of our continents have been repeatedly inundated by shallow oceans and only relatively small parts of the present continents appear to have been above sea level throughout geologic time. Great forces acting principally along plate margins have folded and broken the crustal rocks, forming large belts of mountains.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

The Mount Isa Rocky Paste Fill (RPF) was one of the five fill options investigated for the Enterprise Mine filling between June 1996 and September 1996. Co-disposal of deslimed cemented tailings (CHF) and suitably graded rockfill (RF) in certain ratios produced the rocky paste fill. The RPF behaved like a cohesive paste with very high proportion of rockfill in the mix. Several large-scale mixing trials and drop tests proved that the rocky pastefill results in a homogeneous fill mass after placement. Segregation of RF was a common problem with MIM's traditional cemented rock fill (CRF), which is a combination of CHF and RF. The segregation was eliminated and a non-segregating paste like fill was created by optimising the particle size distribution of RF, and combining the RF and the CHF in optimum ratios. In rocky pastefill, the excess water in the cemented deslimed tailings slurry is taken up by the rockfill as the surface moisture on the rockfill particles and also as pore water between the particles. This results in thickening of the CHF, and the resultant mix is a non-segregating cohesive paste, which can easily spread to any horizontal distance inside a stope at a very low surface angle. The rocky pastefill releases no free water and relatively more pervious than the standard CHF due to rockfill component. With an average cement addition of 1.5 to 2% the rocky pastefill can develop higher strengths over 1Mpa. The rocky paste fill is applicable in many situations and can accommodate a variety of coarser materials that would be available in different mine sites. This paper present the research work and the experience associated with the rocky paste fill, and gives clear design principles for any potential users.

Barrier pillars and gateroads play a vital role for the safe exploitation of coal from the panel in the longwall workings. The barrier pillars and gateroads are subjected to the front abutment and side abutment loads during the retreat of the panel. These structures may fail if the developed load on them is higher than their strength. The stability of the longwall structures such as barrier, gateroads and face is paramount in extracting the coal from the panel safely. For this, a deep longwall mine in India is chosen for the study using a 3D numerical modelling technique. In this paper, three critical conditions such as scenario 1 (no side goaved-out panel), scenario 2 (with side goaved-out panel) and scenario 3 (with two side goaved-out panels) are taken. For each scenario, five retreat distances such as 100, 125, 150, 175 and 200 m are considered for detailed investigation. The development of vertical displacement in gateroads, vertical stresses on barriers, vertical stress concentration factor, abutment zone and yield zone for longwall face are extracted and analyzed. Also, the safety factor of the barrier and longwall face is estimated considering the Hoek–Brown rock mass failure criterion. From the study, it is observed that the maximum vertical displacement of 121 mm in TG3 at scenario 3 for a retreat distance of 200 m and a minimum vertical displacement of 33 mm in TG2 for a retreat distance of 100 m at scenario 2. The development of vertical stress on the barrier is found to be between 8.78 and 13.40 MPa, and the safety factor of the barrier lies in between 1.56 and 1.80. The study also revealed that the yield zone at the longwall face lies within 2 to 3 m.

Spontaneous combustion is one of the most important safety issues in the global coal industry. It is considered to be a trigger for explosions in underground mines, especially for gassy mines. This thermal event is not easily detectable in the gob and sealed area. It is also a tough job to find the most likely hot point accurately. Admittedly, determination of the propensity for spontaneous combustion before mining activity should be a necessary step in the design of a mine and ventilation plan. However, due to the complexity of the chemical and physical properties of coal, spontaneous combustion has not been fully understood. According to a proximate analysis of coal, it is believed that sulfur and volatile matter in coal are the main intrinsic factors that cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal?s self-heating should be quantified. This study aims to improve the previous mathematical model developed by the authors for studying a coal?s propensity for spontaneous combustion. It enhances the model?s ability to consider the effects of sulfur, volatile matter and moisture content in the coal ? three important factors affecting a coal?s self-heating process. Based on the law of energy conservation, heat release rates for pyrite oxidation and moisture condensation are built into the model. Finally, the simulation results in terms of time versus temperature are calibrated with adiabatic testing data extracted from the literature for pyrite oxidation and moisture condensation, respectively. From the modeling results, it is found that the higher the pyrite content the coal contains and the more moisture that condenses in an environment with high relative humidity and initial temperature, the higher the potential for spontaneous combustion.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

The U.S. Geological Survey, in support of underground testing of nuclear explosives, has developed a technique (Dudley, 1910) to predict the inflow of ground water to large underground chambers that are cylindrical in shape. By treating the chamber as a large-diameter well pumped at constant drawdown, the nonsteady discharge can be computed by the method of Hantush (1961) for analyzing flowing wells under leaky artesian conditions. In mining applications, whether for mineral recovery or for nuclear testing, the most serious departure from the conditions of Hantush's model results from the gradual enlargement of the opening under drained conditions. Inherent in the analytical technique is that the "well" is fully completed at the time that dewatering begins. Because safety is the prime concern, however, initial pumping systems or personnel evacuation procedures must be designed to handle the greatest conceivable inflow. DEFINITIONS Because somewhat different meanings are attached to similar words in different technical fields, the U.S. Geological Survey definitions (Lohman, 1970) of several hydrologic terms used in this report are given below. An aquifer is a formation, group of formations, or part of a formation that contains sufficient saturated permeable material to yield significant quantities of water to wells, and springs. A confining bed is a body of material lying stratigraphically adjacent to one or more aquifers and having a hydraulic conductivity distinctly lower than that of the aquifer. The total head (dimensions L) of a liquid at a given point is the sum of three components: (1) elevation head, he, which is equal to the elevation of the point above a datum; (2) pressure head, hp, which is the height of a column of static water that can be supported by the static pressure at the point; and (3) velocity head, hv, which is the height the kinetic energy of the liquid is

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.
