Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

High-calcium limestone has been intermittently produced from the Monarch quarry since the late 1800s. Initial production was used in sugar processing and for a smelter located near Salida, Colorado. During the 1920s, Colorado Fuel and Iron Company (CF&I) began to exploit the deposit as a source of flux stone for its blast furnace steel operations at Pueblo. The deposit was operated for many years as a captive quarry by CF&I. In 1984, CF&I closed the quarrying operations at Monarch; flux stone was no longer required since the blast furnaces were taken off line in 198 1. In 1994, Colorado Lime Company, a subsidiary of United States Lime and Minerals, Inc. acquired the property. Limestone was mined from the Castle Butte Member of the Leadville Limestone (Lower Missippian). Some high- magnesium dolomite was also mined during WWII from the Redcliff Dolomite Member which directly underlies the Castle Butte. Past production was from both an upper and lower quarry at elevations ranging from 10,000 to 11,000 feet (3,048 m-3,353 m) mean sea level (m.s.1.). The reserves at Monarch quarry are in a dip slope deposit, occupying the northwest slope of Monarch Hill. The structural geology of the deposit is complex on both a region- al and mine scale. The reserves are located on the eastern limb of the Syncline Hill syncline. The beds on this limb of the structure strike to the northeast and dip to the northwest from 30 to 45 degrees. A major reverse fault separates the reserves into an upper and lower deposit. Numerous smaller normal and reverse faults cut the deposit, requiring a flexible mine plan. At the Monarch quarry, the Castle Butte Member con- sists of two stratigraphic units. The Upper unit (Mlu) is a thick-bedded, fine-grained crystalline dolomitic limestone from 0 to 300 feet (0-90 m) thick. The unit generally has an Si02 content of less than 4 percent. A bedded chert horizon and a karst horizon at the base of the unit locally raise the Si02 content as high as 20 percent. The underlying Quarry Stone unit (Mlq) is a light-gray, massive, bedded, calcilutite/micrite limestone from 90 to 130 feet (27-40 m) thick. The Quarry Stone unit is remarkably uniform chemically throughout it's entire thickness. Average analysis is CaC03 - 95 percent, MgC03 - 3.5 percent, and Si02 - 0.5 percent. The Footwall dolomite unit (Mld) of the Redcliff Member of the Leadville Limestone is a dark gray to black, blocky, medium-to-thick-bedded, calcilutite/micrite dolomite from 150 to 180 feet thick (46-55 m). The upper 100 feet (30 m) of the unit is a low-silica facies with an average Si02 content of less than 0.5 percent. MgC03 content is con- sistent at 39.8 percent throughout the upper 50 feet (15 m) of the unit but varies from 15 percent to 39.8 percent in the lower portion (50 to 100 feet [15-30 m]) of the low-silica facies. The lowest portion of the unit, 100 feet (30 m) to base of unit is high in silica and is not considered chemical grade. Current in-place, surface-minable reserves at the quarry are estimated to be 14 million short tons (st) (13 million metric tons [mt]) of limestone and 50 million st (45 million mt) of dolomite. A 1.4 million st (1.3 million mt) stockpile of finely crushed limestone is also present on the property. Colorado Lime is presently processing approximately 2,000 st (1,800 mt) per month from the crushed limestone stockpile. This material is pulverized and sold to underground coal mines for use as rock dust, some of this product is also used for environmental purposes. Limestone mining is scheduled to resume in spring of 2000.

Judging from the progress made in August 1989, drilling and raise boring of a 400-m (1312-ft) pilot hole at the Elura mine of Pasminco Ltd. in Southeastern Australia, an observer would never guess that the project had been delayed nearly a year. Moreover, two pilot holes had been abandoned in previous attempts. The challenge was to drill a 93-mm (3.66-in.) H size exploration hole between Elura's 400- and 800-m (1312and 2624-ft) levels. The hole needed to be kept within a 300-mm-diam (12-in.diam) target cylinder over the 400 m (1312 ft) distance. The deviation restriction of the initial core hole was necessary to precision ream a pilot hole to 330 mm (13 in.) and then raise bore a 6-m-diam (20-ft-diam) shaft, planned as the primary men and materials access between the two levels. Core was not really necessary to gain an accurate geological picture of the steeply dipping formation. Rather, the core barrel was used because it tended to drill a straighter hole. Using rock bits in the steeply dipping formation would have simply aggravated the problem of deviation. The core barrel and diamond bit optimized the probability of a straighter hole. However, on the first two attempts to drill the pilot hole, the bit was out of the 300-mm (12-in.) target cylinder within the first 50 to 60 m (164 to 197 ft), and the holes were abandoned.

Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11. The presence of residual uranium and other radionuclides in the uranium mill tailings are posing a continuous health concern to the surrounding environment. The slow generation of sulphuric acid from residual sulphide minerals is the cause of persistant dissolution and discharge of many metallic components of the tailings. The most effective long term solution to these problems would seem to be to produce chemically stable tailings. This paper describes two possible answers to the objective: (1) Removal of radionuclides and pyrite from tailings by mineral dressing techniques; some 60 - 68% of the residual uranium, 70 - 75% of the radium, 60 - 65% of the thorium and 95 - 98% of the pyrite have been rejected from the Elliot Lake tailings. The decontaminated tailings contained 0.003% uranium, 50 - 60 pCi/g radium226, 0.01% thorium and less than 0.1% sulphur as pyrite. (2) Preconcentration of radionuclides and pyrite by beneficiation from Elliot Lake ores prior to leaching; applying this approach about 97% of the uranium, 95% of the radium, 92% of the thorium and 98.5% of the sulphides were concentrated in a radionuclide and pyrite concentrates comprising 25% and 8% of the ore, respectively. The preconcentration tailings (waste) produced contained 0.004% uranium, 20 - 25 pCi/g radium226, 0.005% thorium and less than 0.1% sulphur as pyrite. Economic and environmental advantages of both approaches and the leaching of the concentrates are also discussed.

Extensive gravel deposits exist within a six-county area in the mountains surrounding the Salt Lake Valley, and in the mountain ranges to the west. The six-county area includes Davis, Salt Lake, Summit, Tooele, Utah, and Wasatch Counties. The majority of these are beach deposits from prehistoric Lake Bonneville. However, real estate development associated with a projected population increase of 54 percent over the next 20 years is expected to remove most gravel deposits in Salt Lake County from consideration for mining, forcing gravel operations to relocate from eastern Salt Lake Valley to the Oquirrh and Stansbury Mountains farther west. The gravels in these ranges are of lower quality and require additional processing to manufacture asphalt and concrete. Replacing gravel resources along the Wasatch Front with resources in the Oquirrh and Stansbury Mountains over the next 20 years has the potential to increase construction costs by nearly $1 billion. The majority of this cost (82 percent) is the result of increased transportation costs due to longer distances to market. The remainder of the cost is attributable to lower quality gravels that will require additional processing in the manufacture of asphalt and concrete. The following analysis and discussion does not take into consideration the amount of crushed stone that is currently being used in the construction industry in northern Utah, its use as a substitute for lower quality gravels, or as a factor in the base case projection.

A description is given of the investigation conducted at Sherritt Gordon's Ruttan Operation in Manitoba during 1986. Gas and dust concentrations were measured in the exhaust air of the major working sections to assess the potential for recirculating exhaust air into the intake air in winter to reduce heating costs. The results indicate that there is excellent potential to significantly reduce winter heating costs by controlled recirculation of exhaust air. Gas and dust concentrations vary significantly during the working shifts but have consistent trends from shift to shift and day to day. The variations in gas concentrations have similar trends but no single gas could be reliably used to predict the variation of the other gas or the dust concentrations. Dilution and the other effects which reduce pollutant levels as the exhaust air returns to surface indicate that recirculation should take place as close to surface as possible, subject to the economic constraints of the airway construction required and the extra fan energy required for the longer recirculation path. Recommendations are made for the choice and positioning of air and dust monitoring sensors and the logic of a control system. Economic analysis of the results indicates that controlled recirculation is viable at an existing mine with a pay back period of approximately two years. Incorporation of a system into a new mine at the planning stage would significantly shorten the pay back period.

This paper presents an analysis of surface subsidence characteristics in room and pillar mining using physical models and laser holographic interferometry (holometry). The analysis included the effect of various geometric parameters and different overburden materials (sand and gelatin) and resulted in the formulation of a more realistic model material for laboratory simulation of typical geologic overburden. Previous work using this technique involved the use of sand to model over- burden and detailed results are presented elsewhere (1). The main emphasis of this work was to develop a gelatin based mixture which would provide a better model. Initial work during the development of this model included testing various ingredients and monitoring the time dependent characteristics of the model, such as the surface penetration resistance. This value indicated changing deformability/ridgidity of the model with time. Once several models had been developed, holometry techniques were applied. Initial tests showed that the stiffness of gelatin created a bridging effect over the mine models, thus restricting deformation. At this point, a 0.5 inch (1.27 cm.) layer of sand was placed directly over the mine model with the gelatin mixture on top. The approach was to model different zones of overburden movement that exist as an extraction occurs (2). The sand would represent the caved and fractured zones which occur above the excavated area. The gelatin models the continuously deformed zone which occurs between the fractured zone and the surface. Holometry techniques applied to this model yielded successful results.

INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. The coal and gas outburst accident on May 20, 2007 at Sihe Coal Mine is unique in that there was no or very little soft coal in the coal seam and that the coal strength was very high. The outburst also showed that there was a very high gas content of 20-30 m3/t in the coal seam nearby the outburst site. Based on the field test and observations, together with laboratory experiments, detailed analysis was conducted on the controlling factors of coal and gas outburst potential at Sihe Coal Mine. Stress data available from Sihe Coal Mine, northern China, and other parts of the world, were also taken into account to facilitate the analysis. The results shows that the stress level was not abnormal compared to other coal fields in China prone to outbursts, and that gas contained in the coal seam was the main factor that triggered the outburst. All these factors were essentially controlled by the tectonic evolution features in Qinshui Coal Basin, to the Southeast of which Sihe coal field is located. Based on the analysis, assessment of coal seam outburst potential was carried out by measurements of coal seam gas contents, observation, and detection of soft coal layers in the coal seam. The results show that outbursts are limited to only a small part of the whole coal seam and that the eastern part of coal field is not prone to outbursts.

In the world of tunneling the glamour is in the large diameter, long tunnels, but perhaps the number of projects for small diameter and short length tunnels are greater and generally have higher risk factors. Reasons for these higher risks include both the ?boiler plate? contract provisions used on these types of contracts, the technical specifications related to the tunnel work (versus the pipeline construction), the bid practices including measurement and payment and the construction. This paper reviews and comments on some of the key issues the authors have observed in recent major pipe-line projects that involve a small percentage of tunneling footage of the total contract.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

Pulsating high-gradient magnetic separation (PHGMS) of fine hematite from tailings was studied using a pilot PHGMS separator to investigate the possibility of its application in industry. The results of this investigation indicate that PHGMS is effective for recovering fine hematite from the tailings and greatly improved the separation performance compared with the conventional high-gradient magnetic separation at the same conditions. By applying the pilot separator with a 1-mm rod matrix to a tailings containing 28.76% Fe, a concentrate assaying 54.35% Fe with 35.89% recovery was achieved. It was found that the separation performance of the pilot separator closely correlates with the main pulsating parameters, i.e., pulsating stroke and frequency. It was also found that a change in the wire diameter of the rod matrix from 2 to 1 mm causes a weak drop in concentrate grade but results in a considerable rise in recovery. This finding proves that the improved performance achieved by the pilot separator is attributed to the pulsating of slurry and to the use of a 1-mm rod matrix. When the first commercial SLon-2500 PHGMS separator with a 1-mm rod matrix was applied to recover fine hematite from the tailings, the results duplicated those achieved with the pilot PHGMS separator.

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

Once every three years the eyes of the construction and mining industry?s turn to Munich, Germany for the bauma trade fair and exhibition. From April 19-25, Messe München International (MMI) will host the 29th edition of this massive show that, despite the recent recession and global financial struggles, has grown yet again. The show, which is completely booked, will take place on a record 555,000 m2 (5.9 million sq ft) of indoor and outdoor exhibition space at the New Munich Trade Fair Centre. More than 3,000 exhibitors are expected to make use of this event. To prepare for the show that highlights some of the largest and most impressive construction and mining equipment in the world, Messe München began working months in advance on getting the infrastructure on the open-air site ready, in time for the arrival of the gigantic machinery exhibits, which started to arrive in March. Part of the preparations include a new entrance at the northwest corner of the exhibition center that was built to regulate visitor flow better. This should help with bauma considering that in 2007 more than 500,000 visitors passed through the gates. ?Although in 2010 the construction machinery sector in many markets worldwide will be recovering only slowly from the recession, we are pleased to report that we are seeing strong demand for exhibition space. This shows that exhibitors regard participation in the world?s leading trade fair bauma as a must, although many are at present having to make cuts in their advertising and trade-fair budgets. We have been particularly surprised by the strong demand for space from exhibitors from markets like China, India and Turkey. The fair is fully booked and many more companies are on the waiting list,? said Eugen Egetenmeir, managing director of Messe München. More than 50 percent of the exhibitors at bauma 2010 come from countries outside of Germany. While the show?s primary focus is on the construction section, it is not as if the mining sector will be difficult to find. With some of the largest equipment in world on display in section C2 (Fig. 1), the mining industry is sure to be well-represented.

TBM case histories from over 400 tunnel sections are analyzed presenting a comprehensive application of the Rock Mass Excavability (RME) index (Bieniawski et al.2006). The paper introduces two new adjustment factors, called the Factor of Tunnel Length and the Factor of Crew Effectiveness, which were established to represent more realistically the interaction of the rock mass characteristics, the TBM parameters and the performance of the crew operating the machine. A new correlation is provided for predicting the average rate of advance of double-shield TBMs working specifically in the double-shield mode.
