"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

Peabody's Camoy mining system is a truly continuous conceptual method of underground mining of coal. The system solves the three factors which limit coal from being mined continuously. Camoy's principal features are improved productivity and increased recovery. A conservative retreat production rate of 2 1/2 times normal continuous miner room-and-pillar mining rates are projected for a 6-7' seam. Overall mine productivity will be 2 times normal, with a potential for considerably higher rates. Major incremental production increases can be achieved by partial implementation of the system. Total mine recoveries of 75% are expected. The system includes both advance and retreat mining. The retreat half of the approach encompasses many of the features of short wall mining. A central panel is prepared for retreat mining by driving entries using room-and-pillar mining to the left and right of it. The room-and-pillar mining encompasses the advance features of Camoy. In the retreat phase, the roof of the face is supported by self advancing chocks or shields. All mining is done under the chocks by a continuous miner. As the miner advances the chocks continuously move forward behind it. Thus, as in a typical short wall system, continuous roof support is attained. Ventilation is unidirectional, another characteristic of short-wall type systems. Fresh air is brought in and passed over the working personnel. It moves to the face where the continuous miner is operating, picks up the generated dust and released methane, and is exhausted away from all personnel. Exposure to respirable dust and ignition hazards due to methane build-ups are almost totally eliminated. Thus, the second limiting factor is overcome and continuous ventilation is attained. Coal mined with the continuous miner is passed to a surge car and then to a Serpentix conveyor. The Serpentix, a Peabody invention, is a flexible conveyor capable of going around corners.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. Mining activity in South America is a growing enterprise. One of difficulties found in many areas of the South American continent, especially in north Chile and south Peru, is the shortage of water supply. In order to overcome this difficulty some mining companies proposed to transport the water from Pacific Ocean up to the mountains. This can be accomplished by the use of stainless steel pipelines, but this is a cost prohibitive solution and is also subject to severe pitting corrosion in a saline environment. The use of mild steel may be a lower cost solution than stainless steel as the material of construction for pipelines but it is subject to corrosion anyway. The corrosion in this case can be internal or external corrosion although cathodic protection as well preventive maintenance usually is enough to mitigate external corrosion without the need to shut down the pipeline. The same is not true about the prevention of internal corrosion. It is not practical, sometimes not even possible, shutdown a pipeline to carry out an inspection and fix sections where potential failures are detected. It is possible avoid corrosion caused by sea water within the mild steel pipelines by applying a proper chemical program designed to virtually eliminate dissolved oxygen in the water commonly called deaeration.1 This type of treatment obviously involves additional capital investment since it requires the construction of one deaerator with the first pumping station and additional equipment at each point where the water can come into contact with oxygen. Deaerators will increase operational costs and subsequent injection of chemicals will be required in the case of multiple degasification facilities thus increasing the consumption of chemicals. grams based on oxygen scavengers, the objective of the present study is to develop a new water treatment capable of preventing mild steel corrosion in aerated sea water. Deep tunnels have been used for decades for the temporary storage of large volumes of urban runoff, both storm water and combined sewer overflow (CSO). Tunnels are attractive because they reduce surface disruption and do double duty as storage and conveyance systems, collecting overflows from multiple locations and transporting them for treatment to various facilities. Like any hydraulic system, however, there are dynamic effects that must be fully understood during the design phase so that the final constructed product does not have unintended negative consequences. Preliminary sizing of storage tunnels is typically based on the total volume required. For example, if studies have determined that a volume of 56.8 ML (15 million gal) will provide the intended level of control, then that figure can be used, along with a preliminary idea of the desired tunnel length, to compute the required diameter. Of course, filling a long tube with water from various points along the way is not at all the same as pouring water into a bucket, and these dynamic effects require additional attention from design engineers. The rapid filling of storage tunnels can lead to the formation of bores, which are essentially moving walls of water. An open channel bore can build in height until it reaches the crown of the tunnel, at which point it becomes a pipe-filling bore. Figure 1 depicts both kinds of bores moving upwards in a rapidly filling tunnel. Bores can strike the ends of tun-nels with tremendous force, driving water and entrained air upwards into dropshafts and creating strong pressure surges in portions of the tunnel that are already filled. If the hydraulic surges are high enough to reach grade, they can cause overflows and/or damage structures at the surface. Trapped air pockets can occur through several phenomena, including the reflection of bores off dropshaft structures and the occurrence of ?premature pressurization.? The latter refers to the situation where the inflow to a tunnel is increasing more rapidly than the tunnel can convey it, such that the pipe becomes surcharged at an upstream point while points downstream are still flowing as an open channel. These air pockets are a great nuisance as they migrate toward points in the tunnel where they can rise to the surface, which are often shafts that are already filled with water (Fig. 2). INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

Because of its small interburden thickness, concentrated stress distributions, high coal seam metamorphism, and complex geological conditions, mining the five coal seams (Nos. 5, 7, 8, 9 and 12) of Kaiping coalfield is difficult. Kaiping coalfield is located within 80 m in the Kailuan Group. The overburden caving caused by mining the five coals seams was measured using ZTR12 geological penetration radar (GPR) survey combined with borehole observations. The development characteristics of full-cover rock fractures after mining were obtained from the GPR scan, which provides a measurement basis for the control of rock strata in close multiple-seam coal mining. For the first time, it was found that the overburden caving pattern shows a periodic triangular caved characteristic. Furthermore, it is proposed that an upright triangular collapsed rock pile and an inverted triangular area with larger fragments piled up alternately appear in the lower gob. The research results show that the roof structure formed in the gob area can support the key overlying strata, which is beneficial to ensure the integrity and stability of the upper coal seams in multiple-seam mining of close-coal seams.

Greenbank Terotech is a member of the Halley & Mellowes Group of Companies and is accredited t AS3902. Greenbank has been involved within the wear resistant lining industry for over 20 years. Initially supplying cast Basalt piping systems through to the present day breakthroughs with SiTech cyclone linings. The challenge of finding the most cost effective cyclone lining has been a difficult process. Over the years many varieties of ceramics have come and gone. In particular within cyclone applications, many people have become disillusioned with the term "Ceramic." In practice, it was discovered that if a ceramic worked in one part of the plant, it did not necessarily work in the cyclone area. A good example of this is Alumina chute and pipe linings. An Alumina lined cyclone underflow bend would provide exceptional wear resistance, whereas an Alumina Spigot would have failed miserably. After Alumina's were tried, Silicon Carbides were experi­mented with. The results in many trials were mixed. What worked at one mine did not work at another. The results did not conclude decisively that ceramics were here to stay within the hard rock cyclone area. It was then that Greenbank Terotech started to look at the reason "Why do some linings work and others don't." We came to the conclusion that the matrix holding the particles together had to be the key to a successful cyclone material. At the time we looked at materials such as Alumina Bonded Silicon Carbides, Metallic (Aluminium) Bonded Silicon Carbide, 99% Alumina Ceramics and Nitride Bonded Silicon Carbides, but all these materials either suffered from chemical attack on the Aluminium matrix (via cyanide) or the matrix simply was not hard enough causing wear rates to be excessive. It was then we looked at SiTech. SiTech is a unique material in that the primary particles are Silicon Carbide, but the matrix is made up of a Secondary Silicon Carbide formed within the reaction bonding process.

My recent experience has been with wet tropical environments, which address a different set of concerns than Nevada, for example. Spraying rather than drips are required in most cases just to assist the water balance requirement, and my comments address those situations. Most tropical operations are faced with both extremely wet and very dry seasons, with some having multiple cycles during the year. A heap leach operation must address the rate of solution building up within the ponds and how long the volume must last until the next rainy season. It may be easier to construct sufficient pond volume to permit yearlong operation than by discharging excess solution now, and searching for water later. Pond capacity requirements can help with the following: Consider using the solution that could be locked up in the pads during leaching to assist water balance problems. Spray excess solution continuously onto spent ore that would not be normally be sprayed again to "soak up" the excess solution, and stop spraying when the water balance is low, allowing the solution in the spent ore to return back into the system-with or without cyanide added. In a multiple lift system, if intermediate HDPE liners are planned for solution grade control, have drips placed before the HPDE liner is in place. The drips can distribute excess precipitation throughout the lower lifts to control the water balance, while the most current lifts are being leached and sent directly for the preg pond. With only 2 million tonnes (2.2 million tons) of spent ore involved, up to 200,000 cubic meters (53 million gallons) of solution could be moved into or out of the water balance system, if proper methods are designed and installed. That is equivalent to one meter (40 inches) precipitation falling on a 200,000 square meter (2.2 million square feet) pad area. You may even get a little bit more gold recovered as the solution drains from the earlier pads, as well.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

INTRODUCTION Evaluation and optimization of mineral processes has been going on since the the first plant started hundreds of years ago. A huge mass of knowledge has been collected since then. The main problem with this type of empirical knowledge of complex processes is that it is very difficult to formulate and document. The methods used for collecting the knowledge is not consistent but-varies with "he person" that does it. In the late 60's and early 70's efforts were made to use computer based techniques to evaluate process performance and to formulate process models for mineral processes. Models were developed, such as the flotation model by R. P. King (1973) which is still used to simulate flotation circuit behaviour. During the 70's. a number of mass balancing packages were developed together with process simulation packages. The industrial sector also made great efforts to develop and utilize computer based systems for process control and evaluation. The expert system that BOLIDEN created in 1974 at the Kristineberg plant was a remarkable achievement considering the hardware (CDC 3600) and the software tools (FORTRAN) available at that time. The main obstacle to successfully implement optimizing computer control of mineral processes was and still is the limited knowledge about the dynamics of complex processes. There are, however. many activities going on in this area today and it seems that the technology is very near a break through. Process evaluation is the most important tool to improve and maintain the optimal performance of a process. Today dedicated computer based techniques are used for fast and reliable screening of the processes. The stages in process evaluation consist of three basic steps: - Data acquisition, manually or by data logging. - Data refining, mass balancing and parameter calculation. - Data evaluation. The refined data can then be used for model construction/calibration and subsequently for process simulation. At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

Using pure albite and quartz minerals, the separation of albite from quartz using mixed cationic/anionic reagent schemes is assessed through Hallimond flotation, zeta potential and diffuse reflectance FTIR studies. The reagent schemes are tested in bench-scale flotation for the separation of albite from Greek Stefania feldspar ore. The single mineral flotation tests showed the feasibility of selective albite flotation from quartz at around pH 2 using a mixture of cationic diamine and anionic sulfonate collectors or a combined cationic-anionic collector of diamine-dioleate. In contrast to the selective flotation response of albite at pH 2, where albite is slightly negatively charged and quartz possess zero charge, the zeta potential and FTIR studies elucidate similar adsorption behavior of mixed collectors on both of the minerals. The infrared spectra not only showed the co-adsorption of anionic sulfonate or oleate with diamine on the surface but also showed that the diamine adsorption increases with the presence of anionic collector. The intrusion of anionic collector in between adjacent surface alkyl ammonium ions decreases electrostatic head-head repulsion, thereby increasing the diamine adsorption by increasing the hydrophobic tail-tail bonds. The discrepancy in the flotation and adsorption results at pH 2 is attributed to the coarse and fine size particles employed in these studies, respectively. The comparable adsorption on fine particles of albite and quartz at pH 2 is explained by the interaction of ammonium ions on silanol groups by hydrogen bonding besides electrostatic interactions. The bench-scale flotation results indeed showed that selective albite flotation takes place only after desliming the feed material. An albite concentrate exceeding 10% (by weight) Na20 is produced from a material containing about 6.5% (by weight) Na20, where an albite product of more than 9% (by weight) Na20 is considered to be valuable. Longwall workings in the Federal Republic of Germany are situated in deep depths. Coal deposits are characterized by a sequence of many seams and manifold geological disturbances. Hence result special requirements on the layout of workings, the methods of coal getting, supports, mine ventilation and dust control. As for the application of dust control the large quantities of fresh air and, this, the high air velocity and the limited water contents in the run-of--mine coal must be taken into consideration. The principle of our methods of dust control is to avoid, if at all possible, the development of dust and, if this is not possible, to suppress the dust even during its development. In nearly all coal faces, the method of water infusion prescribed by our Mines Inspectorates is applied. Continuous water in- fusion is preferred. For water infusion in the coal face, intensive developments as to the process and as to the tools and apparates to be applied were done. The German coal mining industry differs between cutting coal getting and stripping coal getting. Water spraying to the tracks of coal ploughs as well as internal and external water feed to the loader required special activities of further development in past years. There are possibilities to still improve such methods in future. A new important field of applying dust control developed from the application of powered supports. In this field, water spraying prevails. Wet methods of dust control are prefered also in the conveying and loading of coal and at through-flow crushers, however, as far as possible, combined with a covering of the working points where dust develops. Devices for the collection and sedimentation of dust, so-called dust exhausters, are used also with crushers In advanced headings, dust control is performed solely by water. Gateroads kept on or behind the coal face line call for new methods of dust control which are at present under development.

There is much in common between the requirements of open-pit mining and quarrying operations. Both involve the extraction of large volumes of material from surface excavations. The principal differences are of degree: open-pit mining of materials such as coal or gold generally involves the extraction of only small volumes of 'mineral' and large volumes of waste-they are operations with very high stripping ratios, and are made viable only because of the high unit value of the extracted mineral. In quarrying operations, the unit value of the mineral - sand, aggregate, limestone, or clay - is much lower, but stripping ration Are also lower. Thus the same techniques of geological modelling, reserve estimation, and pit planning are applicable, as is shown in two examples from the British quarrying industry. In each case, a primary requirement is the definition of production volume or tonnage. Sometimes, this need may be addressed simply by the use of a survey data processing package. However, in other cases, such as the two examples addressed in this paper, of sand and clay quarries, detailed assessment of the variation of mineral grades is a vital part of the exercise, and simple volumetric modelling cannot in itself be sufficient. In these cases, a block model approach using simple logical and numerical post-processing is also required to obtain required parameters for commercial classification of the products to be extracted. Pit designs themselves may be optimised by use of algorithms such as Lerchs-Grossmann, but the value of mineral produced can be dependent on factors other than its grade in any one part of a single pit, and the 'optimised' pit itself must be considered only a good sub-optimal. Given the right degree of healthy skepticism, and a software package with sufficient flexibility to be adapted readily to the rather different requirements of the quarrying industry, there is no reason why the quarrying industry should not benefit from the many years of investment in mining software technology.

INTRODUCTION As the experience in Canada indicates, it is becoming more and more common to evaluate major mining projects, especially those relating to uranium, with respect to their environmental effects. As part of this evaluation public hearings are becoming the rule rather than the exception. In this area the 1970's and presumably the 1980's can be characterized as the age of "Environmental Assessments" or "Environmental Impact Statements" which form the basis of these hearings. These documents tend to require significant amounts of research, data collection and effort in their preparation, and tend to be closely scrutinized by the hearing body and by groups in opposition to the project. This opposition is becoming more organized and sophisticated. The assessment or impact document, together with the evidence supporting it during the hearings can: (a) mean the difference between a lengthy and hence costly hearing and a smoother, shorter and less expensive one, (b) result in requirements for extensive modification at the expense of the proponent to his project, (c) result in the proponent being required to carry out extensive studies, research or monitoring programs, and (d) conceivably may in certain situations result in the project actually being turned down. Therefore, while on the one hand it is important to have available technical answers to concerns relating to uranium, its associated and perceived hazards, it is getting more and more important to be able to present these answers in both a written and oral format in such a way as to meet the criticism and concerns of the opposition, be they citizens in general or special interest groups including environmental lobbyists. JURISDICTION From a Canadian perspective, the first legal question to be answered is which level of government has jurisdiction over uranium mines in general and specifically over aspects relating to the environmental effects, including the health and safety aspects, of uranium mines and

Recently, in the United States, questions of possible deleterious synergistic health effects of the gaseous and particulate components in the diesel exhaust and mineral and coal dust have been the impetus for extensive research by several agencies. At the present time, diesel engines are tested and approved for use in gassy and non-gassy underground metal and non-metal mines under Parts 31, 32, and 36 of Title30 of the Code of Federal Regulations. Diesel-powered equipment for use in underground coal mines, though not explicitly addressed in the law, is administered under Parts 32 and 36 of Title 30, with Part 36 being applied in the case of equipment working inby the last open crosscut or in the return airways. Operation of diesel equipment in underground mines has the potential for serious health and safety hazards from the gases, vapors, and particulates in the exhaust. Therefore, various countries have rules and regulations for the safe deployment of diesel equipment. The applicable laws and regulations from several countries who have long experience with diesel-powered equipment in their mines are reviewed. Four major areas have been addressed: (1) testing and approval procedures of diesel engines, (2) ambient mine air quality specifications, (3) frequency of sampling and location of samples, and (4) air quality specifications in splits where diesel-powered equipment are operated. The review indicates that most regulations generally consider four possible hazards: (1) toxic components in the engine exhaust, (2) ignition of flammable atmospheres by the engine or electrical equipment, (3) fire hazards presented by the engine fuel oil and by combustible material that might come in contact with the equipment, and (4) mechanical hazards. There is a remarkable similarity in the laws with regard to engine design, testing and approval procedures. However, the aspects with regard to mine air quality and quantity are quite variable-- from a general statement to very specific standards for many different diesel exhaust constituents. However, the laws with regard to synergistic effects of diesel exhaust components and other mine air contaminants are an exception.

An electron optical and microprobe study was made to determine the physical and chemical nature of the silica minerals that occur as natural impurities in bentonite and montmorillonitic fuller&apos;s earth clay products (both granular and powder) and that occur in <10-µm dusts from plants that process these products. The purpose of the study was to determine if discrete "free" silica minerals, such as quartz, could be observed using SEM and EDS methods. No “free" silica minerals could be observed in the SEM images of the granular and powdered products, either among or on the surfaces of the particles. Also, no “free" silica could be identified by either SEM or EDS analyses of the dusts, even though quantitative X-ray diffraction analysis indicated that trace amounts of quartz occurred in all samples. It was determined that these quartz and other silica minerals were encapsulated or coated by montmorillonite. Vigorous washing, however, removed some of the clay coatings, so that small amounts of silica minerals could be seen by SEM and EDS analysis. It was found that all primary crystalline quartz grains in the bentonites have diagenetic overgrowths consisting of a mixture of montmorillonite, opaline silica and possibly microcrystalline quartz. Detrital quartz grains in the fuller&apos;s earth have thin diagenetic overgrowths of opaline silica, also containing montmorillonite. The clay encapsulation of the silica minerals in the products studied, as well as in the potentially respirable (<10-µm) dust produced during manufacturing of bentonite and montmorillonitic fuller&apos;s earth clay products, is considered to be an important factor influencing the potential health effects (e.g.. silicosis) of the contained silica. Even if clay dust containing silica should be inhaled, the montmorillonite encapsulating the quartz and other silica minerals would prevent direct contact of the silica with lung tissue. The clay encapsulation of quartz, as well as the highly hydroscopic nature of montmorillonite, may explain why not a single confirmed case of silicosis has ever been reported among plant workers in more than 65 years of production.
